GOVERNOR’S BUDGET FUNDS BEYOND BOG REQUEST FOR 2003-04 COMMUNITY COLLEGE FACILITY PROJECTS — For the first time in recent memory the Governor’s Budget includes all of the projects requested for 2003-04 by the Board of Governors, and even proposes funding for phases beyond that request in the case of six projects. The BOG request sought $508,844,000 for 98 projects for the 2003-04 Budget Year. The Governor’s proposed budget provides funding for all of those projects plus increases for six of them for a total of $562,605,000. With the exception of the six projects, all of the requested projects are funded at the levels requested by the BOG. The six projects are being described by the Chancellor’s Office as Ready Access Projects (RAP) and are proposed to have all phases of construction funded on the basis of one trip to the Legislature. It is hoped that the one-time appropriation will enable expedited completion of projects, and that this first attempt will demonstrate the efficacy of funding more projects in this manner. The attached list shows the projects as proposed by the BOG and as proposed by the Governor in his budget.
