SUBJECT OPWC PROJECT GRANT APPL/CATION McKA/G ROAD IMPROVEMENTS PHASE l l
RECOMMENDATION
That Council authorizes the Director of Public Service and Safety to file an application with the Ohio
Public Works Commission (OPWC) for funding associated with the McKaig Road Improvement Project,
Phase Ill.
BACKGROUND
OPWC has notified the City that the pre-application for the McKaig Road Improvement Project, Phase Ill
has met the preliminary requirements to be considered for funding. The next step is for the formal
application to be filed. This part of the project includes roadway and utility improvements on McKaig
Road from the railroad crossing at Monroe Street
to
the alley west of Lake Street. The pre-design
estimate is 1,091,940, with the OPWC grant not to exceed 525,000.
Grant applications are due by October 31, so consideration of emergency legislation is requested.
REQUESTED ACTION
It would be appreciated if you would assign to a Committee of Council authorizing the Director of Public
Service and Safety to make application to OPWC for a grant associated with the McKaig Road
Improvement Project, Phase Ill.

SUBJECT: ODOT CONSENT (PRELIMINARY) LEGISLATION, PAVE SR 718 FROM WASHINGTON
ROAD TO THE INTERSTATE
RECOMMENDATION
That Council approves the preliminary consent legislation provided by the Ohio Department of
Transportation (ODOT) related to ODOT s planned paving project for part of SR 718, from Washington
Road to 1-75 in State FY 2016 at no cost to the City.
BACKGROUND
ODOT has provided the preliminary consent legislation for a project to pave SR 718 from Washington
Road
to
1-75. This project is scheduled
to
be
bid
in State FY 2016, and will be at
no
cost to the City.
However, as a small portion of the project is within the City, consent of the City
is
required.
Staff has recommended that the City authorize the consent legislation. As is standard with ODOT, the
consent legislation would be an emergency measure.
REQUESTED ACTION
It would be appreciated if you would assign to a Committee of Council consideration of the consent
legislation related to the paving of part of SR 718.

Attached is a copy o the Preliminary Legislation for the above reference ODOT project. This project is to pave State Route
718 from Washington Road to 1-75. A very small portion o this project is within the City o Troy, so while ODOT needs our
authorization, they are not requesting any funding from us.
Work is expected to be in State Fiscal Year 2016. Staffis requesting that legislation be prepared to complete the associated
consent for this project to proceed.

2015 MIAMI COUNTY PUBLIC HEALTH AGREEMENT FUNDING
RECOMMENDATION:
That Council authorizes funding for 2015 for Miami County Public Health
in
the amount of 330,656.24.
BACKGROUND:
The Miami County Public Health Commissioner has provided information regarding the City of Troy 2015 funding fo
Miami County/Public Health/Miami County Combined Health District. As a prior ballot issue to provide the funding fo
Miami County Public Health was not approved by the voters, this service for the citizens continues to
be
part of th
General Fund budget.
Historically, commencing in 2001, the City agreed that the payment to the Miami County Health District (now known a
Miami County Public Health) would
be
based on being equivalent to the same basis of payment of
all
Miami Coun
entities excepting Piqua, which has its own Health Department. The equivalency is based
on
.6
mills (.4 outside mill
plus
2
inside mills), Public Utility Personal Property Taxes (PUPPT), and the Tangible Personal Property Ta
Replacement Fund (TPPTRF). As a part of the state budget cutbacks, the TPPTRF has been established at 50% of th
2011
funding level for that element of the formula. The County Auditor's calculation for Troy's equivalency payment fo
2015 is:

Total
This represents a 4.51% decrease ( 15,625.10) from the 2014 funding. The 2015 funding request from Miami Count
Public Health
is
based on the estimated revenue calculations of the County Auditor. The information has been checke
by the City Auditor.

Dear Patrick,
As you know,
the
Miami County Combined Health District (dba Miami County Public Health)receives funding from
townships, villages, and Tipp City in the form
of
a 0.4 voted (outside) millage levy and a 0.2inside millage
apportionment. Since 2001, the City ofTroy has paid Miami County Public Health (MCPH) the millage equivalent
to what the townships, villages, and Tipp City pay for Public Health services. This is obviously a fair and
proportional way for the City of Troy
to
pay for Public Health services.
MCPH also receives funding from townships, villages, and Tipp City in the form
of
Public Utility Personal Property
Taxes
(PUPPT)
and from
the
Tangible Personal PropertyTax Replacement Fund (TPPTRF). The City
ofTroy
has also
paid the equivalent portion
to what the
other members of
the
Combined Health District pay.
As you are aware, over
the
last few years Governor Kasich accelerated the scheduled phase-outof
the
TPPTRF. As
compared to 2011, the equivalentTPPTRF distribution has decreased by a tota l of 50%; this decrease was evenly
waged in 2012 and 2013. For 2014 and beyond, the
total TPPTRF
will remain
at 50 of
the 2011 funding level.
Therefore, the City of Troy's TPPTRF equivalent
amount for
2015 will remain unchanged from 2013.
Included
with
this lett er you will find
the
County Auditor 's calculations for
the
City of Troy's 0.4 and 0.2 millage
equivalent (a
total
of 0.6 mills). The City of Troy's equivalent for 2015 is 290, 784.81. This figure includes
the
PUP
PT
revenue equivalent ( 7,666.97)
as
well. In 2013,
the
City
ofTroy s
equivalent
TPPTRF
was 39,871.43,
representing a tota l 50 decrease from 2011. The City
of
Troy's equivalent TPPTRF
amount
for 2015 remains fixed
at
39,871.43. Therefore, the total amount for Public Health Services for the City of Troy for
the
calendar year
2015 will be 330,656.24. This represents a slight4.51% decrease from 2014.
