ome NAPS members wish to seek postal ad-vancement or even a lateral move to a new EASposition. As such, these members accept high-er-level EAS detail assignments to gain more

experience to prepare themselves for that next posi-tion. They even may earn a Lean Six Sigma belt to im-prove their chances.

If fortunate, after having their hard work recog-nized and appreciated, they are se-lected for a promotion or a lateral.Once that happens, their PS Form50 is processed, officially transfer-ring them to their new EAS posi-tion. They now are ready, willingand able to get started in their newpostal job. But wait! For some,there’s a catch. Here’s the scoop.

Occasionally, NAPS hears frommembers who have received eithera promotion or a lateral, but theircurrent manager will not release

them in a timely manner to start their new EAS posi-tion in another office. Members have asked if there isa postal rule that says EAS employees must be releasedto their new postal positions within a certain time.

Something exists to that effect, but I would notcall it a rule. There is no “must,” but, rather, postalguidelines that are subject to interpretation. So, isthere a correct answer?

There are a few postal references that address whenEAS employees may be released to new, non-bargain-ing positions. First, Handbook EL-312, Section 744,“Implementing the Selection,” paragraph 744.1, “Ef-fective Dates,” addresses placement regarding imple-mentation of EAS employees. It reads:

774.1 Effective Dates“The gaining and losing organizations must coor-

dinate effective dates to ensure appropriate coverage.”The next reference is ELM 351.53, “Policies,” Sec-

tion (d), which reads:351.53 Policies“The following promotion policies apply:“d. Employees selected for promotion are released

from their current positions without undue delay. This

is normally not later than two to four weeks after se-lection or in conformance with the provisions of anyapplicable labor agreement.”

Another reference is from two monthly NAPS/USPS consultative meetings. During the November2014 and January 2015 consultatives, NAPS requested,per a national convention resolution, that the PostalService issue a national policy directing the release ofall EAS employees selected as successful candidates fornew EAS positions be completed in no more than 30days.

The Postal Service responded that it considers theinterests of employees selected for jobs, as well as thebusiness and operating interests of the losing andgaining installations. The Postal Service acknowledgedthat placing employees in their new jobs withoutundue delay is important.

The Postal Service expects installation heads ofboth the losing and gaining offices to communicateand cooperate in agreeing on a release date. Also, in-stallation heads need to be mindful of the businessand operating needs of their respective installations.The Postal Service anticipates that the release dateshould be no later than 90 days from selection. ThePostal Service does not intend to devalue the interestsand needs of either the employee or the business/oper-ations involved.

NAPS’ position is that EAS employees are at thewhim of one manager or another without having a spe-cific process to release them to their new positions. ThePostal Service reiterated that releasing an EAS employeeto a new position within 90 days is a reasonable guide-line, but not absolute. The USPS reaffirmed its positionby referencing Handbook EL-312, Section 744.1.

What I call a “please release me, let me go” issuehas no true, specific policy on the number of dayswhen an EAS employee must be released to their newposition. Again, based on past consultative meetingsand referencing Handbook EL-312 and ELM 351.53, re-leasing non-bargaining employees to their new posi-tions could range from two weeks to 90 days or more,depending on the agreement between the losing andgaining managers.

As I write this column, theNAPS Legislative Team and I stillare looking at what issues we willbe taking to the Hill. Regardless,we know the USPS still is in needof postal reform. This legislation isneeded to address the debt from

the mandated prefunding that was part of the 2006“Postal Accountability and Enhancement Act” (PAEA).

The postal reform legislation we followed in theprevious session of Congress offered many opportuni-ties for financial growth and sustainability for USPSemployees. Shipping beer and wine, limited bankingand providing some state-level services were some ofthe innovations postal reform pursued.

Also addressed was re-amortizing the existing USPS

retiree prefunding debt over 40 years (75 years in ad-vance) with the opportunity to reinvest current pre-funding monies in TSP-like vehicles to afford the USPSthe latitude to complete the prefunding in an increas-ingly expedited manner. And the legislation called forcreating an inspector general of the postal communityand bringing together the USPS OIG and PRC OIGfunctions as one unit with dual reporting.

We still are looking for legislation to address thecontinuing issue of MSPB appeal rights for all EAS em-ployees. This issue is important to pursue with legisla-tion until we have secured this fair and equitable adju-dication process for all EAS employees. This type oflegislation has a limited area of impact, which is chal-lenging. This legislation cannot move forward as astand-alone bill, but needs to be placed as a rider toanother piece of legislation with broader impact.

Our grass-roots efforts will focus on educating arecord number of new legislators on the congressional-ly appointed mission of the USPS. The need for thiseducation comes from the November midterm elec-tion that saw 44 congressional seats switch to fresh-men Democrats.

All told, there are 100 new Senate and Housemembers of Congress: 66 Democrats and 44 Republi-can. Your 2018 SPAC efforts helped NAPS pave theway to an over 92 percent win rate for candidates wesupported. Thank you for your continued support.

Unfortunately, our efforts in Senate races did notyield the same positive results. The Democrats lost two

champions of postal issues: Sens. Claire Mc-Caskill and Heidi Heitkamp. We thank themboth for their support of a strong Postal Ser-vice for rural America.

The issue of rural mail delivery onceagain may prove to be as vital a talkingpoint with legislators as it was when address-ing the ill-conceived Operational WindowChange (OWC) process. OWC decimationsto service will be felt four years or more afterthe failed initiative was enacted.

There is much work for us to do whenwe visit the Hill this year, brothers and sis-ters. I am looking forward to seeing you allat LTS in March and celebrating all you didin 2018 and will do in 2019.

he late football coach Dennis Green once wenton an epic rant after a particularly difficult losswhile head coach of the Arizona Cardinals. Ashe was answering reporters’ questions about the

team’s loss to the Chicago Bears, a visibly agitatedGreen pronounced about the Bears: “They are who wethought they were!” After a few more choice words,the coach stormed off the podium.

You probably are wonderinghow the words of a disappointedand angry football coach couldhave relevance to an article in ourgreat magazine, The Postal Supervi-sor. Well, as you know, NAPS con-cluded fact-finding with the PostalService on Dec. 11, 2018, after atwo-day hearing before mediatorswith the Federal Mediation andConciliation Service (FMCS). Thepanel heard arguments fromNAPS, as well as the Postal Service,

concerning the 2016-2019 pay award the Postal Ser-vice placed on EAS employees who work for the USPS.

NAPS appealed this pay award because it left thou-sands of EAS employees without a raise—again—in2018 and further reduced potential payouts for 2019.NAPS has long held the position that the Pay-for-Per-formance (PFP) program provides neither pay nor per-formance and must be replaced with a fair compensa-tion system that rewards the contributions of all EASemployees for the success of the Postal Service.

During the hearing, I was pleased with the argu-ments presented by the attorneys representing NAPS.They were well-prepared, professional and laid out acohesive argument why the PFP system is unfair, un-sustainable and impractical. You can be very proud ofthe legal team hired by NAPS to represent your inter-ests at fact-finding. NAPS did not just attend the hear-ing to meet the requirements of Title 39. We showedup to provide a foundation for replacing this uniquelyisolated pay system for EAS employees.

That brings me back to Coach Green and his epicrant that day at the podium. After the conclusion ofthe fact-finding hearing, many asked me my opinionof how it went, what my thoughts were and how I felt

about each side’spresentation. As Ithought about it,my mind driftedto Coach Greenand I responded:The Postal Ser-vice is who wethought theywere.

Our side was prepared and had clear argumentsproving the failed EAS pay system needed to be re-placed. The Postal Service came with PowerPoint pre-sentations, talking points and a poor defense of whypay for performance is a fair way to compensate EASemployees—even as every other employee in the PostalService receives a yearly raise or bonus while thousandsof EAS employees do not have that certainty.

They were who we thought they were; the USPSjust showed up. They had no specific plan to defendtheir compensation system, likely because they didnot believe they should have to, and objected to NAPSbeing the only management organization with thenerve to question this pay process. NAPS played of-fense with precision and defense with skill. We were,and still are, prepared. They were, well, who wethought they were.

Whether or not the fact-finding panel was swayedby NAPS’ arguments, those of the Postal Service ortakes some middle ground really isn’t the point. NAPStook your concerns and frustrations and laid them outfor a neutral panel to see. We set a foundation for thefuture that even the Postal Service must consider. Dueto how the fact-finding process is designed, the PostalService can accept, reject or modify the FMCS panel’sconclusions and issue a pay package affecting nearly40,000 EAS employees.

Yet the conclusion of fact-finding is not the end—not for NAPS, which takes me from the great footballcoach Dennis Green to the great statesman WinstonChurchill. As the tide began to slowly turn duringWorld War II, Churchill said: “Now this is not the end.It is not even the beginning of the end. But it is, per-haps, the end of the beginning.” Game on.

Student Scholarships are awarded

in memory of the late NAPS presi-

dent and honor his dedication to NAPS

members and their families. These scholar-

ships are sponsored solely by NAPS.

Applicants for this scholarship

must be the children or grandchil-

dren of a living NAPS member, ac-

tive or associate, at the time of

drawing. Furthermore, the children

or grandchildren must be attending or have been accepted

by an accredited two- or four-year college or university.

NAPS will award 10 $1,000 Vince Palladino Memo-

rial Student Scholarships. Two winners will be randomly

selected from each of the NAPS regional areas (North-

east, Eastern, Central, Southern and Western).

Scholarship winners will be announced

On Dec. 1, Caribbean Branch 216 held its annual holidayparty in the main ballroom of the Condado Plaza Hiltonin San Juan, Puerto Rico. President Jose Rodriguez andVice President Josian Pineiro hosted the festivities. Past

President Antonio Cabrera received a gift of appreciationfor his many years of service as president. He now isbranch secretary. New York Area Vice President JimmyWarden thanked attendees for their pride, courage,

strength and fortitude in their re-sponse to the devastation fromHurricane Maria. They not onlyrebuilt the structure of the PostalService, but also had to rebuildtheir homes and lives, while try-ing to meet the minimum needsof their families. He called every-one heroes and urged them toenjoy the night, as it truly was acelebration.

What should an EAS employeedo if they believe there is an unrea-sonable delay in being released totheir new EAS position? First, verifythat your Form 50 has actually beencut, transferring you to your newpostal position. A verbal or email no-tification that you have been pro-moted or accepted for a lateral moveis not official until your Form 50 hasbeen changed to that effect. If yourForm 50 is not changed, you still arean employee in your current office,reporting to your current manager.

Second, once selected for a newnon-bargaining position, the positionof NAPS is that your Form 50 shouldbe processed on the next availablepostal pay period. If it is not, contactyour local NAPS representative to talkto local leadership to determine whenyour Form 50 will be processed and arelease date scheduled.

Third, if your Form 50 has beenprocessed, but you have yet to be re-leased to your new EAS position,make sure you verify that postal lead-ership has completed a Form 1723documenting that you are on “detail”in your former office while you waitto be released to your new office.

Fourth, once your Form 50 isprocessed, make sure you are proper-ly compensated, especially if you areto receive a promotional pay in-crease. Furthermore, as you wait foryour release, you may be entitled toreimbursement for the mileage dif-ference to and from your home, for-mer and new office. You also may beentitled to per-diem and lodging ex-penses while on detail. However,verify through Handbook F-15, “Trav-el and Relocation,” if you qualify forany reimbursement for expenseswhile on detail in your former officepending your release.

Fifth, as an “outside the box”thought, ask for an eAward for beingdetailed to your former office. Ifyour former manager cannot releaseyou within 30 days or sooner, con-sider the fact that you bring greatvalue, postal experience and im-proved performance to that office.Therefore, it only would be fittingthat you receive an eAward to recog-nize your valuable contributions tothe Postal Service and your unit.

Postal leadership should considerthe overall benefits to the USPSwhen respective EAS employees arereleased to their new positions in atimely and reasonable manner. I am

confident these employees will be-come more engaged and well-moti-vated knowing they are being re-leased in a timely manner.

Now, consider the benefits youwill receive as I release my ice-cream-flavor-of-the-month recommenda-tion for February 2019: black rasp-berry chocolate chip.

Relief Fund (PERF). The fund helps

postal employees and retirees whose

homes were significantly damaged by

natural disasters or house fires.

PERF is not an emergency relief or im-

mediate needs replacement agency, such

as the Federal Emergency Management

Agency (FEMA) or the Red Cross or insur-

ance companies that are paid to replace

property. Rather, PERF (part of the Com-

bined Federal Campaign) provides relief

grants to help qualifying individuals get

re-established after a loss, based on an

application process.

2. Becoming more ed-ucated about the issues on whichNAPS is working in order to help

improve your work life.3. Working with your local branch

leadership to grow NAPS membership.Becoming a more active member

of your local branch starts with mak-ing a commitment to attend yourlocal branch meetings. Reach out to

the leadership of yourbranch to find out whenmeetings are scheduled.My local branch—Rich-mond, VA, Branch 98—notifies members aboutmeetings by postcard. Ilook forward to our meet-ings where members re-

ceive information concerning NAPSand have an opportunity to share

concerns with local branch leaders.Local branches are only as good asthe membership and their willing-ness to set aside time to go to meet-ings and participate in the day-to-day operations.

Take time to educate yourselfabout issues on which NAPS is work-ing to improve your work life. NAPShas many places where you can goto get information. The NAPS web-site is very user friendly and has awealth of information to educateyou and your co-workers on issuesbeing addressed with the USPS.

Last, but not least, you can helpus grow our membership by reach-ing out to your co-workers to findout if they are members of NAPS.Since I have shared ways for you toeducate yourself on NAPS, sharewhat you learned with your friendsand co-workers so they will becomemembers. e ask ourselves why mem-bership is so important.Why can’t we get all EAS

employees to be members? Whyshould I be a member of NAPS? I willtry and answer these ques-tions for you.

Membership is impor-tant because NAPS fightsfor what is right and howwe EAS employees aretreated. Some employeesclaim they are treated dis-respectfully and nobodydoes anything about it. If NAPS offi-cers do not know when and whereproblems are happening, how canwe fight for your rights? We allshould be treated with dignity andrespect. No one should be afraid tocome to work fearing they will beyelled at or treated disrespectfully.We are adults and we should betreated that way.

There are rules and regulationsthat need to be followed by all postalemployees—no matter their title orlevel. If you are a member and donot go to your branch meetings,shame on you. Branch meetings areyour best opportunity to expresshow you feel in the presence of yourfellow EAS employees. If you cannottake two hours of time out of yourschedule each month to attend abranch meeting, how can you expectNAPS to help you?

I am sure everyone reading thisuses more than two hours a weekreading through Facebook, scrollingthe internet or watching their fa-vorite TV shows, but will not taketwo hours a month to attend a meet-ing. You don’t have to go everymonth. But when you do, take ad-

vantage of the opportunity to ex-press yourself and meet new peoplewho can help. This is not just a job;this is a career for everyone—a placefrom which we all want to retire andspend the rest of our lives with ourfamilies.

If you are unfamiliar with whereand when your meetingsare, look at the mailpanel on the cover ofthis magazine; it listsyour branch number.You then can go to the NAPS website—NAPS.org—and look onthe bottom at branches

to find your branch president’s con-tact information. Call or email them;they will be glad to give you the in-formation because they always arelooking for members to attend.

NAPS offers a disciplinary de-fense fund (DDF) that is used whenthere is either an adverse action ordebt collection against you. This isincluded in your dues; it is your in-surance policy. Our DDF providerhas trained legal advocates who arethe most knowledgeable people todefend you when you need them.Think about what a lawyer wouldcost to defend you. I am sure itwould be more than what your duesare for one year.

When you are at work, ask yourfellow supervisors, postmasters,MDOs or other EAS employees ifthey are members of NAPS. If theyask why they should be members orsay they are members of UPMA,then sell them on our best points.We have branches throughout thestates that have advocates to helpthem locally. Our DDF doesn’t costthe members. Lastly, we are thelargest and best managerial organiza-tion in the Postal Service—over

26,000 strong and growing.They may tell you they won’t get

in trouble. In our current environ-ment, with complete visibility ofeverything we do, everyone is liablefor corrective action. Give them ex-amples, without specifics, of situa-tions in which fellow EAS employeesthought the same way. Then they gotthemselves in stupid situations andthe hammer dropped. Tell them how,as an advocate, you either saved ajob, money or had corrective actionreduced—something they nevercould have done without NAPS.

Most non-members are the peo-ple with whom we work—not thenew supervisors. We should be goingto NSP and PME classes to speak andsign new supervisors. So, remember,next time you are out there at workor attending a class for the PostalService, ask the person next to you ifthey are a NAPS member. If they tellyou no, then sell membership in ourgreat organization. It is worth it; weare the best organization in thePostal Service.

Remember, strength comes innumbers; when our membershipgrows, we only become stronger.

APS President Brian Wagnerand I were invited to attend aUSPS/NAPS meet-and-greet

with Las Vegas District managementon Nov. 29. Rocky Moun-tain Area Vice PresidentMyrna Pashinski was un-able to attend. Hosting themeeting were Tracie Hill-Sandifer, acting districtmanager; Jason Macma-hill, senior plant manager;and Joe Zacatecas, actingLas Vegas postmaster. RepresentingNAPS were current Las Vegas Branch463 President Jerry Wilfling andnewly elected President David James.

We discussed a NAPS inquirythat was forwarded before the meet-ing concerning the movement ofEAS employees. Zacatecas sharedthat he had notified Customer Ser-vice supervisors they were being re-assigned for training and develop-

ment for six months. These reassign-ments were to focus on overall Cus-tomer Service training to ensure EASemployees are fully aware of all as-pects of day-to-day operations.

NAPS had been notified of thereassignments and was concerned

about their duration;NAPS’ position is train-ing reassignments shouldbe no more than 90days. There also was mis-communication in noti-fying supervisors of thereassignments, which Za-catecas explained and

clarified.Hill-Sandifer said the Las Vegas

District had ended FY18 on a disap-pointing note. However, shestressed, FY18 is in the rear-viewmirror and she and the managementteam are focused on training and en-suring everyone is on the same pageand understands the business somanagers can make sound decisionsand achieve FY19 goals. There have

been one-on-one meetings with su-pervisors to assess their understand-ing of the goals and tasks.

She said they had experienced arough start out of the achievementgate, but, over the past month,scores were improving significantly.One of her team’s goals is to ensureall EAS employees understand theNPA/PFP processes and how eachperson’s achievements contribute tosuccess of the district.

The meeting ended with an invi-tation from the outgoing and in-coming NAPS branch presidents tothe district managers to mark theircalendars and attend the openingceremony for the Western RegionTraining Seminar scheduled for Au-gust in Las Vegas. The local NAPS of-ficers committed to working withmanagement in an effort to reducecorrective and adverse actions.

Agenda Item #1NAPS asked what the role of Peter

Sgro is in the Sales organization.What is his job title and his dutiesand responsibilities? It is NAPS’ posi-tion that Sgro should remain in hisofficial position as a Sales analyst.

A response was provided by CliffRucker, former vice president of Sales,regarding Sgro’s role in the Sales organi-zation and provided to the NAPS Execu-tive Board in October 2017. On May31, 2018, the USPS informed Wagnerthat Peter Sgro is the HR liaison.

Agenda Item #2NAPS asked for an update on

enabling “Find Friends” requests.Sales managers are ordering subor-dinate Sales EAS employees to en-able the “Find Friends” feature ontheir USPS-issued phones. NAPS be-lieves this is an invasion of an em-ployee’s privacy.

NAPS contends most Sales em-ployees are required to carry theirUSPS-issued phones at all times.Why do managers need to know the

location of each Sales employee’s cellphone during and after work hours?

We are not aware of this initiative;it should be addressed locally. Pleaseprovide the location where this mandatewas given.

Agenda Item #3NAPS asked for a listing of all

corrective actions issued to EAS em-ployees under the Sales umbrellafrom Jan. 1, 2018, to the present, in-cluding letters of warning, letters ofwarning in lieu of a seven- or 14-daysuspensions and adverse actions.

There is no centralized tracking sys-tem for discipline. If NAPS believes ex-cessive discipline is being issued in thefield, it should be addressed with the re-spective district and/or area and escalat-ed to Headquarters, if necessary.

employees be provided the opportu-nity to attend employee engagementtraining if they have not already at-tended such training in FY18. IfUSPS Headquarters Sales does notbelieve employee engagement train-ing is relevant or necessary for EASSales employees, please explain why.

All Sales personnel either have beentrained or are scheduled for the training.

Agenda Item #6NAPS requested a briefing on the

difference between a Sales “lead”verses an actual “sale,” includinghow a sale is quantified from a leadto a legitimate sale in order to pro-vide EAS Sales employees with credittoward their NPA goals.

A lead is a prospective customer. Asale occurs on the first day of mailingwhen a customer commits to and imple-ments a shipping or mailing solutionproposed by a salesperson. A lead isquantified by multiplying the volume ofpackages or mail pieces by the appropri-ate postage per piece.

It is NAPS’ understanding that ifa new customer projects $500,000 insales as a lead, yet ultimately mailsonly $200,000 worth of product, the$500,000 remains in the system as asale. But, if the customer ultimatelymails $750,000 worth of product,then the $500,000 figure remains inthe system as a sale.

Agenda Item #7A briefing was provided on how

NPA Sales goals are determined foreach respective EAS Sales position.

1. NAPS contends that a Sales“lead” is a projection or an estimateof anticipated revenue. If the compa-ny on which the sales lead is basedchanges direction and actually mailsless than what was projected, how isthat “lead” handled in regard towhether or not a Sales employee re-

ceives credit toward their annualNPA sales goal?

Agenda Item #8NAPS asked that USPS Sales com-

municate to its leadership to ensureofficial NAPS representatives, whoreport to USPS Headquarters Sales,may use reasonable official USPStime on the clock during their regu-larly scheduled workdays to repre-sent NAPS members, per ELM 912and 651.2, listed below.

Such messaging should stipulateNAPS representatives may not be re-quired or mandated to use annualleave or leave without pay (LWOP)on their regularly scheduled work-days to conduct NAPS business whilerepresenting members due to USPS-generated action (i.e., investigativeinterviews, pre-disciplinary inter-views, requests for NAPS participa-tion at official USPS meetings withpostal leadership, etc.).

In addition, to ensure efficiencyof USPS operations, NAPS requestedclarification regarding when NAPSrepresentatives may use officialpostal equipment and vehicles torepresent NAPS members duringtheir scheduled workdays as a resultof officially generated USPS actionslisted above.

912 Participation and Membershipin Supervisory and Managerial Organizations912.1 Right to Participation

“Postal personnel have the right,freely and without fear of penalty orreprisal, to form, join, or assist a su-pervisory or managerial organizationor to refrain from any such activity.Such personnel are protected in theexercise of such rights. Such rightsinclude participation in the manage-ment of the organization and actingas organization representative andmay include the presentation of theorganization’s views to Postal Serviceofficials, officials of the ExecutiveBranch, the Congress, or other ap-propriate authority.”912.2 Right to Membership

651.2 Representation“Subject to prohibitions regarding

Executive and Administrative Sched-ule (EAS)/Craft representation, em-ployees have free choice of represen-tation. Representatives designated byemployees, if postal employees and ifotherwise in a duty status, are granteda reasonable amount of official timeto respond to notices of proposed dis-ciplinary action, to prepare for andrepresent the employee at a hearingheld in accordance with 652.24,and/or to represent an employee whohas appealed a letter of warning oremergency placement in a nondutystatus in accordance with 652.4. Em-ployees covered under these provi-sions may request representation dur-ing investigative questioning if theemployee has a reasonable belief dis-ciplinary action may ensue.”

tion, PMG Brennan was asked whyEAS awards are denied nationally,yet craft awards are not. Brennan de-nied any knowledge of the blanketdenial of EAS awards. NAPS consult-ed with the USPS on this issue at theMay 2018 consultative:

made aware that EAS awards current-ly are not available. NAPS is con-cerned that this unilateral action toexclude EAS employees from receiv-ing team awards (see exhibit 491.1) isa violation of ELM 490.2, whichreads, in part:

“All levels of management are re-sponsible for ensuring that all em-ployees are treated fairly and equi-tably and for providing a workplaceenvironment characterized by recog-nition and celebration of businesssuccess.”

NAPS contends that the actionsof the USPS to exclude EAS employ-ees from any part of the Award andRecognition Policies and Proceduresdemonstrates the continued unwill-ingness of the USPS to create andmaintain processes designed to at-tract and retain EAS employees fol-

lowing the provision of Title 39,which states, in part:

“39 U.S. Code § 1004 (a) It shallbe the policy of the Postal Service toprovide compensation, working con-ditions, and career opportunitiesthat will assure the attraction and re-tention of qualified and capable su-pervisory and other managerial per-sonnel; to provide adequate andreasonable differentials in rates ofpay between employees in the clerkand carrier grades in the line work-force and supervisory and othermanagerial personnel; to establishand maintain continuously a pro-gram for all such personnel that re-flects the essential importance of awell-trained and well-motivatedforce to improve the effectiveness ofpostal operations; and to promotethe leadership status of such person-nel with respect to rank-and-file em-ployees, recognizing that the role ofsuch personnel in primary levelmanagement is particularly vital tothe process of converting generalpostal policies into successful postaloperations.”

A screenshot was provided fromeAwards documenting that EASawards are not authorized at thistime and will be denied. The USPSfunded eAwards for EAS employeesin FY18, Quarter 1, but no furtherfunding has been allocated. USPS Headquarters Manager, Deliv-ery and Planning, is working with Orga-nizational Effectiveness (OE) to considerand determine what EAS staffing isneeded for LOCs to ensure it works ef-fectively and efficiently. Once USPSHeadquarters has a decision, NAPS willbe notified.

NAPS contends that the lack of afunded EAS staff for these work unitsis reducing supervisory oversight inthe field by:

• Taking supervisors, CustomerService, away from the offices towhich they are assigned.

• Having EAS employees workseven days a week with the mandatethat EAS employees assigned to theLOC on any given day must stayuntil the last carrier returns to theoffice.

• Taking EAS support personnelfrom their assigned duties to overseethe LOC.

NAPS requested that the USPScreates a dedicated, funded staffingmodel for adequately managing theLOCs.

Headquarters Delivery Operationsand OE have met with field managersfrom across the country through tele-cons and focus groups regarding districtstaffing. The Postal Service has a pre-liminary review of the results pendingwith each of the area vice presidents.LOC staffing will be addressed at thattime; once the USPS has something de-finitive, it will be provided to NAPS.

In the meantime, LOCs should notbe staffed with field personnel as statedto the NAPS resident officers by Ed Phe-lan during a meeting on June 23, 2015.LOCs should be staffed with existingstaff at the district.

At the latest consultative, NAPSiterated that the USPS has more thandemonstrated the need for the cre-ation of management positions inLOCs. NAPS requested that a perma-nent Form 50 LOC managerial posi-tion be created and the job be fund-

ed appropriately.The Postal Service does not intend

to provide funded staffing for LOCs. Itis left to the discretion of the districts todetermine which district employees willbe used to staff LOCs. Reviews still arebeing conducted of district staff posi-tions.

Agenda Item #4Approximately eight years ago,

with limited exceptions, all jobs forEAS-22 manager, Customer Service,who worked in an office with anEAS-22 or EAS-24 postmaster whereabolished. As a result, these posi-tions’ workloads are uncovered andcausing an undue burden on opera-tions that have lost an EAS-22 man-ager, Customer Service.

NAPS requested that all officesthat have abolished EAS-22 manager,Customer Service, positions from theEAS complement restore these posi-tions for the effectiveness and effi-ciencies of USPS operations.

A recent review of the MCS staffingreflected a need to apply individual Fi-nance numbers to all stations andbranches of post offices in order forHeadquarters to accurately see the fieldstructure before determining whether torevise criteria for this position. Oncethat is completed, all the criteria forMCS positions will be re-evaluated.

After the meeting, the USPS pro-vided the following:

Criteria for a Station Managerin a Main Office

There are two scenarios:1. If there are three or more sig-

nificant stations (EAS-19 or greater)outside the main office and themain office actually has a carrier op-eration, or

2. All four criteria below must bemet:

a. The office meets establishedcriteria for a manager, Mail Process-ing Operations.

b. Postmaster grade is EAS-22 or

higher.c. A minimum of 50 full-time

equivalent carrier routes locatedwithin the main office.

d. One or more carrier station(s)separate from the main office.

Agenda Item #5NAPS Headquarters has been

waiting for the complete set of sur-vey results from the most recent of-fering of the Postal Pulse survey. Re-cently, NAPS has been made awarethat action plans for all EAS employ-ees are due.

When will the executive leader-ship team (ELT) be briefed regardingPostal Pulse results and NAPS re-ceives the requested information?

The PMG and the ELT have notbeen briefed on the Postal Pulse results.We intend to provide a briefing to theemployee organizations regarding the re-sults. The Postal Service will provideNAPS with the survey results once thebriefings have been conducted.

Update: After the ELT briefing,NAPS was briefed by Kelvin Wil-liams, USPS manager of Engage-ment.

Agenda Item #6NAPS asked what the retention

rate is for EAS positions being filledexternally.

The retention rate for EAS externalhires is 78 percent over the past fiveyears. The retention rate for supervisorexternal hires is 86 percent over thatsame period. This only is a comparisonof external hires.

SWCs is the measurement to beused in post offices, including post of-fices categorized as SCFs, to determinesupervisory staffing.

USPS follow-up to clarificationfrom NAPS during the meeting:

Mail processing and hub/dock opera-tions workload at a SCF is accounted forin the tools (Variance Program) used tocalculate earned bargaining-unit staffing.This bargaining-unit staffing is account-ed for in the SWCs model to determineearned supervisory staffing. Agenda Item #2NAPS requested an update to the

Agenda Item #9 from the Aug. 4 con-sultative:

NAPS has been made aware thatmembers in the position of EAS-17,Safety Specialist (TL), OCC Code0018-0031, are not receiving pay forthe SDA level of the employees beingsupervised. Craft employees whowork in the position of Driving Safe-ty Instructors, P-08, report directly tothe Safety Specialist.

NAPS requested that the OCCCode for the position of Safety Spe-cialist (TL) be added to the SDA Posi-tion Group Vehicle Services and thepay of all EAS employees in this OCCCode be made accordingly.

NAPS also requested that theUSPS consults with NAPS on provid-ing compensation for monies notpaid to these impacted employeesdue to not being correctly catego-rized for SDA purposes.

The position was created in 2006.We will need to review current job re-quirements to determine if the positionis a supervisor position and update thejob description accordingly.

Latest USPS response: The SafetySpecialist (TL) position should have over-sight over activities of subordinates, butnot in a supervisory capacity. The PostalService will provide NAPS with a proposalin accordance with Title 39 § 1004 to re-vise the position description to give clarity.

Agenda Item #3NAPS has been made aware of a

national issue with the on-boardingprocess for RCAs. As a result of thisprocessing failure, EAS-18 postmas-ters are being mandated to go out tocarry because of this inefficient turn-

around for RCAs. USPS leadership is providing no

operational assistance to field EAS em-ployees, which requires them to findan RCA on their own or be forced tocarry the route. It is being reportedthis happens most often on Saturdays.

There also is an issue in the citythat comes with random threats sur-rounding getting carriers off thestreet by a particular time. Officesstill are not being allowed to proper-ly staff operations by bringing inSDO carriers under mandates thatprior authorization is needed fromthe district managers.

NAPS contends these staffing is-sues are a contributing factor to thecontinuous financial losses being re-ported by USPS leadership and are adirect result of USPS leadership deci-sions. This is not a practice we needto start or allow to continue as thisimpacts USPS operations being com-pleted and has a negative impact onengagement of EAS employees.

NAPS requested that USPS leader-ship allows EAS employees account-able for delivery operations in theirrespective units/stations/branchesand associate officer be allowed tostaff according to “boots-on-the-ground” leadership being providedby field EAS employees.

NAPS further requests that USPSleadership develops an RCA on-board-ing process that is not detrimental tocompleting USPS field operations.

Supervisors establish work schedulesand allocate workhours to meet service re-quirements. Supervisors should follow the

chain of command if the local managerinstructs supervisors to request approvalfor additional staffing or workhours.

The current on-boarding process forRCAs includes extensive and effectivetraining. Once the new employee reportsto their delivery unit, it is critical thatmanagement provides on-the-job in-struction. In some areas of the country,the available employment pool is limit-ed and, therefore, more difficult to hire.There are contract provisions for creat-ing a formula office whereby regularrural carrier days off are permanentlychanged, allowing one RCA to carrymore than one route in the week.

Work closely with the respective dis-trict rural delivery specialist to invokethe formula and possibly create a PTF ifthere are more than two “K” routes inthe office.

The following are regarding resolu-tions adopted at the 2018 NAPS Na-tional Convention:

Resolution 28: The USPS is con-tinuing to increase the number of re-quired programs and duties to man-age Customer Service Operations.

Also, the USPS has continued toreduce Support and Human Resourcefunctions and incorporate programs

and duties formerly performed byeliminated positions into manage-ment of Retail, Delivery and Collec-tion Operations.

In addition, no current processaccurately accounts for the actualtime needed to effectively manageand supervise Customer Service Op-erations.

NAPS requests that each time anew program or task is assigned toCustomer Service Operations theUSPS provides NAPS with an outlineof how much time is required to per-form each new program or task.

NAPS also requests that eachtime a new program or task is as-signed to Customer Service Opera-tions the USPS provides NAPS withan outline of how each new programor task is to be integrated into the ex-isting workload and prioritized withcurrent duties.

This resolution is not adopted. Title39 § 1004 provides a program for con-sultation between the Postal Service andNAPS. In addition, NAPS is providedcourtesy notification when there is anintent to implement a new program,task, etc. During consultation or notifi-cation, the Postal Service honors re-quests for a briefing to address questionsor concerns from NAPS.

Resolution 33: All EAS employeesare required to complete mandatorytraining via the intranet. Blanket In-vestigative Interviews (IIs) are given toEAS supervisors and managers whoare unable to complete the trainingpromptly due to the needs of thebusiness. EAS supervisors and man-agers continue to have more on theirplates than they can humanly accom-plish in an eight-hour day.

There are training roomsthroughout the Postal Service notbeing used all the time. But there isno “quiet” or “down” time in a postoffice or station when EAS supervi-sors or managers can complete this

training in one block at their offices.NAPS requests that the USPS al-

lows training time for each EAS em-ployee to go to a training roomequipped with computers so theymay be afforded uninterrupted timeto complete all required training.

This resolution is not adopted.Mandatory training is assigned on anemployee’s “to-do” list on the HEROsystem dashboard well in advance ofcompletion due dates. Employees shouldwork with their managers to ensurethose completion dates are met. Use of adesignated training location should beaddressed between the employee andtheir manager. Training rooms are notavailable in all facilities. To assist,courses on time management are avail-able through the HERO search feature.

Resolution 34: NAPS recognizesthe United States Postal Service:

• is a trusted service and brand,• has been operating for over two

hundred years and• owns many of the “brick-and-

mortar” buildings used for operations.Although many of these “brick-

and-mortar” buildings are valuableand considered historical, the USPShas decided to close 57 percent ofthese historic buildings. The agencyno longer uses the term “closing;”rather, it is “relocating” these postoffices.

This “relocation” procedure hasminimal requirements for notifica-tion, public comments and appeals,rather than a lengthy legal process.NAPS contends all these brick-and-mortar buildings belong to the citi-zens of the United States.

NAPS requests to be fully en-gaged in these proposed closures andrelocations. NAPS requests access toactively ask questions as to where theprofits of the sales are going and fol-low up with the current OIG investi-gation in support the people of the

efore the Jan. 3 start ofthe 116th Congress, the Senate

took care of some unfinished busi-ness from the 115th Congress. Onthe evening of Jan. 2, literally duringthe waning minutes of the previous

Congress, the Senate confirmed thenomination of Michael Kubayandato the sole Postal Regulatory Com-mission (PRC) vacancy, bringing thetotal number of commissioners tofive.

Kubayanda served on the legisla-tive staff of the House Oversight andGovernment Reform Committeeduring the time that Deputy Post-master General Ron Stroman wasstaff director of the committee. Healso served in the Office of the PostalInspector General when Postal Boardof Governor’s member DavidWilliams was inspector general.Kubayanda brings a wealth of postalexperience with him to the PRC.Within hours of his confirmation,NAPS conveyed congratulations tothe new commissioner.

The Senate, however, failed toconfirm three presidential nomineesto the USPS Board of Governors: RonBloom, Ramon Martinez and CalvinTucker. Of the three, only Tuckerhad a confirmation hearing, but hisnomination was not forwarded tothe full Senate. In addition, the com-mittee failed to conduct a confirma-tion hearing for either Bloom orMartinez; their nominations do not

convey to the new Con-gress. Currently, there areseven vacancies on theBoard of Governors—allwho would need to benominated by President

Trump and confirmed by the Senate. On the first day of the 116th

Congress, the Senate assigned mem-bers to the Homeland Security andGovernmental Affairs Committee. As

expected, the committee will contin-ue to be chaired by Sen. Ron John-son (R-WI); the new ranking Demo-crat is Gary Peters (D-MI). Sens. RobPortman (R-OH), Ron Paul (R-KY),James Lankford (R-OK), Mike Enzi(R-WY), Tom Carper (D-DE), MaggieHassan (D-NH) and Kamala Harris(D-CA) are returning members.

Sens. Mitt Romney (R-UT), RickScott (R-FL), Josh Hawley (R-MO),Kyrsten Sinema (D-AZ) and JackieRosen (D-NV) are the committee’snew members; more than one-thirdare freshmen. Romney was a formerGOP presidential candidate and for-mer Massachusetts governor; Scottwas the former Florida governor;Hawley was the former Missouri at-torney general; and Sinema andRosen are former members of theHouse of Representatives.

Inasmuch as the DemocraticParty now controls a majority of theHouse seats, the reorganization is abit slower than the Senate where thelegislative body remained in Repub-lican hands. One of the key leadersof House Democrats is MajorityLeader Steny Hoyer (D-MD). Duringhis entire tenure as a member of theHouse, within its committee and

leadership structure, he has been themost outspoken, well-positioned andeffective advocate on behalf of activeand retired postal/federal employees.

Although the House leadershiphas yet to assign members to thecommittee with jurisdiction overpostal and federal employee issues,the name of the panel has changed.The House Committee on Oversightand Government Reform has beenrenamed the House Committee onOversight and Reform. As expected,the new chairman is Rep. ElijahCummings (D-MD); the ranking Re-publican is Jim Jordan (R-OH).

Rep. Gerald Connolly (D-VA) willchair the subcommittee with legisla-tive jurisdiction over the Postal Ser-vice and federal benefit issues. Al-though Rep. Mark Meadows (R-NC),the leading GOP proponent of postalreform in the 115th Congress, is notthe ranking GOP member, he willplay a crucial committee role in craft-ing Republican legislative activitieson the committee. In addition, hehas the “ear of the President.”

It is important to note that billsintroduced in the previous Congressdo not convey to the new Congress;as a result, new postal legislation willneed to be introduced. It is our hopethat bipartisan postal legislation canbe one of the first items undertakenby the committee.

On the first day of the new Con-gress, Executive Vice President IvanD. Butts and I had the privilege totravel to Capitol Hill and congratu-late new and re-elected members.We spoke to them about how theywill play a pivotal role in ensuringthe continued vitality of a universaland affordable governmental postalsystem. In addition, we explainedthe essential role that postal supervi-sors play in guaranteeing the qualitymail service they expect and deserve

support from friends, family and

co-workers. Yet our society tends to

hold prejudices toward those seeking

mental health care. This can be damaging

to people who face mental health issues

and often prevents them from seeking the

help they need to recover.

It is unfortunate there is a stigma or shame

attached to mental health issues because so

many people need help. According to NAMI (Na-

tional Alliance for the Mentally Ill), one in five

persons suffer from some type of diagnosable mental health issue—

from depression to bipolar disorder, to eating disorders and anxiety

disorders. Many never actually fol-low up with the help needed tomanage their conditions.

Almost all mental health issuesare treatable or manageable withtherapies and medications. So whydo people avoid seeking treatment?In many cases, it’s due to the nega-tive stigma associated with having amental health problem. Some maybelieve it is a sign of weakness, theirfamily does not support the fact theyneed treatment or people use nega-tive words to describe those withmental health issues.

Sometimes it’s because mentalhealth problems are not always visi-ble to the naked eye; people some-times are not taken seriously whenthey believe they have a problem.Some people do not seek treatmentbecause they think the problem willgo away or willpower will cause theissue to improve. However, mentalhealth issues rarely stop on theirown.

The stigma of seeking mentalhealth care often affixes inaccuratelabels to people with common ill-nesses and attaches stereotypes tomillions who live with emotionaland mental disorders. This oftenstops people who suffer from med-ically recognized and treatable disor-ders from getting help or even ac-knowledging they have a problem.Even the term “mental disorder” hassuch a stigma attached to it thatmost immediately think, “It’s all inyour head,” “You’re crazy” or, worseyet, “You’re dangerous.”

Stigma is a term used to describedisrespecting a particular group ofpeople as unworthy due to a label.Stigma is based on faulty and falsebeliefs and often causes people tofeel ashamed for something com-pletely out of their control. It isshowing contempt or rejection to in-dividuals and contributes to discrim-ination. It can lead to family, friends

and co-workers turning their backson people facing such issues.

Stigma also can lead to suspi-cion, aggression, avoidance and dis-crimination due to fear toward peo-ple with mental illness. This stigmacan lead to shame and guilt and canprevent people from obtaining thecare they need.

Despite all the scientific medicalresearch done to understand mentalhealth disorders, the stigma contin-ues. Despite our ever-increasingknowledge of the physical and bio-chemical nature of mental healthdisorders, stigma persists. Hurtfulwords, even said in jest, can perpetu-ate harmful and negative stereo-types. Myths about psychiatric con-ditions often stand in the way ofpeople getting the help they need tolive normal lives. People with men-tal health conditions, on hearingnegative stereotypes and comments,sometimes will not seek the treat-ment they need or stop treatmentthey may be receiving.

We all can advocate for changingthe negative stereotypes of mentalhealth care. Here are some thingsyou can do to help break the stigmaof seeking help:

1. Learn everything possibleabout mental health problems. Ifyou know someone with a mentalhealth condition, learn all you can.If a person you love is diagnosedwith a medical problem, you wouldresearch it, right? Do the same for amental health condition.

2. Be open to talk about mentalhealth. Often, a loved one with amental health condition just needsto talk about it. Allow them to talkto you without judgment. Be honestif you have had battles with mentalhealth issues. Be careful not toshame someone who is suffering.Encourage them to seek help.

3. Be aware of the languageyou use about mental health prob-

lems. Make sure you don’t use nega-tive language about mental health.Avoid using words such as “insane,”“crazy” or “nuts” and avoid blamingthe person for their condition. Re-member that no one wants to be sickwith a medical condition or a men-tal health condition.

4. Remember that mental ill-ness affects one in five adults.Think of five persons you know, in-cluding yourself. Statistically, one ofthem is likely to have a mentalhealth condition.

5. Know that a person is nottheir illness. Be careful of how youphrase things. For example, avoidsaying, “Jane is depressed.” Instead,say, “Jane is facing depression.” Janeis not depression, but a humanbeing who is facing an illness.

6. Encourage equality betweenphysical and mental illness. Ifsomeone is sick with diabetes or can-cer, we freely talk about it withoutjudging that person. Mental healthconditions often are biologically orgenetically triggered, as well. Peoplecannot control either type of illness.

7. Show compassion for thosewith mental conditions. Peoplewith mental health issues often arefrightened or dealing with shame.Show compassion for them and allowthem to maintain their dignity. Avoidtalking about them if they haveshared private information with you.

8. Don’t remain silent. If youhear others using derogatory lan-guage about mental health issues,don’t remain silent. Comment aboutwhat you have learned and how im-portant it is for people who havesuch problems to feel accepted.

9. Encourage people you knowwho may be suffering from a mentalhealth condition to get help.

10. If you are suffering, seekhelp for yourself; don’t wait. Mostmental health issues can be treated

with medications and therapy. Men-tal health issues are not just imagi-nary or due to lack of willpower. It isso important to seek help if you or aloved one is experiencing issues.

Some stress in our lives is due topersonal or work pressures that canbe overwhelming at times. We maybe facing grief after a loss in ourlives. The issues may be more severe,such as depression, eating disorders,postpartum illness and significantchanges in appetite or sleep. Some-times mental health issues can beeven more severe and a person needsto be hospitalized.

Typically, treatment for mentalhealth issues includes therapies,

medical and psychiatric work-upsand, sometimes, medications. Men-tal health problems are treatablewith the right expertise. Peopledon’t have to suffer; help is outthere. Don’t let the stigma stop youor a loved one from seeking helpfrom a medical professional.

You can start by calling the Em-ployee Assistance Program. Your EAPcounselor will listen to your concernsand help make referrals on your in-surance plan for getting the help youneed. If you or a family member donot have insurance, the EAP can helpyou find resources in the communitythat work on a sliding scale to obtainthe care needed to manage a mentalhealth condition.

If a person is in imminent dan-ger of harming themselves or some-

one else, it is important to call 911or go to the nearest emergency roomthat can assist with emergency men-tal health services. Your EAP coun-selor can follow up with you andprovide support if you are facing amental health issue. Face-to-face ortelephonic EAP counseling is avail-able to you and your family.

and soon it will be Valentine’s Day.As we look back on 2018, we weremet with some challenges,but, as always, we made itthrough. As we prepare toshow love to our lovedones, let’s also rememberto say “thank you.”

These are two, simplewords that can make aworld of difference in aperson’s life. I spent 30 years in thePostal Service—26 in management.One thing I know for sure—if Ilearned nothing else—is the powerof those two words.

As supervisors, managers andpostmasters, we can’t always showour appreciation monetarily. But wecan take the time to say “thank you”to our employees. Taking time eachday to walk your operation and saythose two words could turn a frown

into a smile. It helpsbrighten your employees’day.

Thank your employ-ees for coming to work,being on time, doingtheir jobs, assisting othersor just being part of theteam. It builds morale

and lets them know you value themand that you care. You never knowwhat impact just saying “thank you”may have on someone’s life. It’s thelittle things that really mean a lot.

e’ve spent the past couplemonths enjoying the warmth,

kindness and love of family, friendsand co-workers. There is somethingabout the holidays thatbrings out the best inmost of us. We are moretolerant, patient and,through the spirit of theseason, are able to seeour families with re-newed appreciation andlove.

We go from holidays beginningin November and ending sometimein January, then to Valentine’s Dayin February. The back-to-back cele-brations of thankfulness and love forall provide a foundation from whichto wage a war against complacencyand taking one another for granted.To maintain this wonderful feelingrequires us to roll up our sleeves andwork to enhance and continue torenew relationships.

There are so many ways to con-tinue the renewed appreciation andlove for each other, including stay-ing connected, working togetherand appreciating each other’s efforts,accomplishments and input in ourlives. The NAPS Auxiliary representsa way many family members havechosen to stay connected.

We appreciate the efforts madeto make life comfortable and happyfor each of us. It represents a way tosay to postal family members andfriends: “I see your efforts and Iwant you to know how proud I amof you. I stand with you in the workyou do for us.”

The Auxiliary exists to supportthe endeavors of NAPS. With thissupport come many other benefits,such as opportunities to meet newfriends from all areas of the countryand continue these friendshipsthroughout the years. Each conven-

tion or meeting broadensour circle of acquaintancesand friends. The meetingsalso provide knowledgeand opportunities to ex-press ourselves in supportof the important people inour lives—our NAPS fami-ly members or friends.

Working together has its bene-fits: spending more time together,enjoying one another’s company,becoming better acquainted and re-discovering what you recognized asspecial in the very beginning. Thetime you spend having dinner,crossing paths between meetings ormeeting your partner’s friends is ir-replaceable. The bonding is wortheverything.

If you do not have an auxiliary,this is a good time to begin theprocess. NAPS members, ask a familymember or friend to represent youin the auxiliary.
