include all but approximately 16 of the current draft standard’s 44 pages. A more efficient way of communicating responsibilities, in my opinion, is to mandate ownership of a current copy of the standard by Dealers, Owners, Users, Lessors, Lessees, and Brokers. The responsibilities of Operators should be adequately covered in the Operator’s Manual furnished by the Manufacturer [see 4.21.1(4)]. This approach will remove the additional Manual of Responsibilities from being carrier on the aerial device where it is intended to make operators, and others having the responsibilities of operators, aware of their responsibilities. Most operators would be confused by the “standardize” language used in Sections 3, 5, 6, 7, 8, 9, 10, and 11 of the standard. They would be better served by materials added to the Operator’s Manual or contained in an illustrated and easy to read publication similar to the Safety Manual for Operating and Maintenance Personnel provided by the Association of Equipment Manufacturers (AEM) for aerial devices and other products. Acceptance of this change would effect: Definitions, 4.21.1(4), 5.2, 5.14(2), 6.2.1(5), 6.3.2, 6.18(2), 7.2.2, 8.2.2, 11.1(2), and 11.2(2).
