4HOnline Enrollment Deadline to show at the 2017 Columbia County Fair under 4-H is
November 30, 2016!!
Instructions for using 4HOnline can be found at http://www.uwex.edu/ces/4h/resources/mgt/4honline.cfm. If you cannot find what you need or need help with the enrollment process, please give Jennifer a call or send her an email. If you want to come into the office and let Jennifer walk you through the steps of enrollment, she will be glad to do so.
Please make sure you keep track of your family email and password that you use to sign in to 4HOnline. You may need to go back in to change something, like an email, address, or phone, or to add an event registration or change a club or project. If you do this, please make sure you let the 4-H Office Staff and your General Leader know that you have changed something. We are not notified when changes are made in the program.
Current Members/Leaders—DO NOT CREATE A NEW PROFILE: Members/Leaders during the 2016-2017 4-H Year: Please do not begin a new profile (family or individual enrollment) on 4HOnline. The Columbia County 4-H Staff cannot correct duplicates; if there is a duplicate, we have to contact the state office and they merge the two records. You may not be left with the same projects or history you want in your profile. You already have a profile to use with all of your history in it. If you have forgotten your email and/or password, please contact Jennifer.
4H-Online Updates & Reminders
The club change deadline is May 1st. Once a member’s enrollment is accepted, any club change must be submitted to the 4-H Office on or before May 1st by using the Club Change Form located on the webpage above. Any club change after May 1st will need to be done when re-enrollment begins in September 2017.

Your Charter documents are due at the Mandatory Leaders Council meeting on Thursday, October 20th! If you have any questions, please contact Jennifer before that date so she can help you complete your documents before that date.
Provide NEW officers’ names, if you know them by October 20th.
Financial Documents—Remember: Do not leave any empty spaces—put $0.00 if nothing to be recorded; Have all signatures on document by October 20th. Have your Club or Group Audit Checklist completed and with docs. If you have filled in amounts under “Funds Disbursed” - define
expense (“list category”). Make sure all bank statements for the year are provided for all bank
accounts.

Saturday, January 7, 2017, Portage Center for the Arts
The Columbia County 4-H Drama Festival has been scheduled for Saturday, January 7, 2017, beginning at 9:00 a.m., at the Portage Center for the Arts. In addition to the club dra-ma presentations, we would like to offer an opportunity for small groups or individuals to per-form a skit, puppet show, reading or storytelling. These performances would not be evaluated and would be after the clubs have performed, when the audience is waiting for the judges to decide on awards at the end of the drama festival. The club drama/younger member drama would be the only categories judged, and the club drama would be the only category eligible to receive the traveling trophy. When making drama selections, please take into consideration the age of the 4-H members and siblings participating and viewing the performances and whether it is appropriate for children. A brief description of each category follows: Club Drama Presentation: The play chosen for the Drama Festival should be suitable for a stage, and could include props and staging. The time limit will be 35 minutes, including set up and take down. Minimum performance time is 15 minutes. Each club will be critiqued face to face following their presentations.
Younger Member Drama: If desired, clubs may enter a younger member play, which in-cludes Cloverbuds. There would be no minimum time, but they should not exceed 20 minutes in length. They would be evaluated, but would receive participation ribbons and would not be eligible for the traveling trophy. Small Group Drama: Small group drama performances could include a skit, puppet show, choral reading or storytelling. It would involve two or more individuals. In addition to 4-H members, parents/leaders or non 4-H members may be included in the group; the number of non 4-H members cannot exceed the number of 4-H members. Performance time should be between 5-15 minutes. Small group performances will not be evaluated. Individual Drama: A skit, puppet show, reading or storytelling is presented by a 4-H club member. The time should be 10 minutes or less. Individuals will not be evaluated. Please return the clip ‘n send on pages 22-23 of this newsletter or (Clip and Send). Registrations are due to the UW-Extension Office by Friday, November 18, 2016.

Communication Arts
The 2017 4-H Communication Arts Festival/Demonstration Contest will be held on Monday, January 30, 2017, at 7:00 p.m. at Wayne Bartels Middle School in Portage.
The Communication Arts Festival is an annual 4-H event that promotes communi-cation. Youth may enter in the poster, creative writing, or in one of the speaking categories. The speaking part of the contest is the most popular and allows youth to feel comfortable speaking in public. Participants are evaluated on their entries/presentations. Youth who wish to participate need to complete the Clip & Send on page 27 or online at http://columbia.uwex.edu/4-h-youth-development/4-h-forms/4-h-clip-n-send/ or e-mail Karen with the information by Thursday, January 19, 2017. There are many categories to select from; however, youth may only enter one, plus demonstration (if desired). Be sure to check with your General Leader before mailing since clubs are limited in entries, except in the Cloverbud and demonstra-tion categories. Some clubs have a “speak-off” and send a club entry into the Ex-tension Office. If you would like a booklet which explains the Communication Arts Festival in more detail, contact the 4-H office.
Demonstrators 12 years and older as of the State Fair, who received a blue ribbon, will be eligible to sign up for State Fair Youth Expo Youth Demonstrator. Columbia County 4-H sponsors a variety of trips and awards available only to 4-H youth in grades 8-13. To be considered for a trip and award possibility you MUST complete a member evaluation form (MES), which is available from the UW-Extension Office or online at http://columbia.uwex.edu/4h/forms.html. Opportunities are described below. You will not know how far you could have gone or what you could have done until you try!
Columbia County 4-H Leader’s Association pays for half the cost of award trips.
Applications require one letter of recommendation from a non-related general leader or person who has been a project leader of the applicant. The recom-mendations should be sent to the UW-Extension Office by Tuesday, October 11, 2016. The leaders must review the completed MES form before completing their recommendations. Only one trip per member will be awarded per year. An exception may be made for a member selected for National 4-H Conference in Washington D.C. Members who would like a sample MES or who have questions, should call Karen. Written Application Form Due: Tuesday, October 11, 2016 to the UW-Extension Office Interview Date: Tuesday, October 25, 2016 at the UW-Extension Office State 4-H and Youth Conference * (MES required, no interview) - 10 Youth - Estimated Cost: $235.00. Selected youth spend four days on the UW-Madison Campus (June 26-29, 2017) where they choose to participate in a va-riety of seminars, tours, general assemblies, and recreational activities, while also getting a taste of college life. You must attend State 4-H & Youth Confer-ence before being eligible for all other award trips, except the Chicago Daze trip. Participants must be in grades 8-10 as of October 1, 2016.

Guidelines:
☼ 4-H Clubs with 25 or fewer members can be represented by no more than two (2) individuals in each of the following categories in each grade division.
☼ 4-H Clubs with 26-50 members can be represented by no more than three (3) individuals in each of the following categories in each grade divi-sion.
☼ 4-H Clubs with 51 or more members can be represented by no more than four (4) individuals in each of the following categories in each grade division.
☼ 4-H Clubs may be represented by as many Cloverbuds (K-2nd grade) as desired in each of the following categories (with the exception of Origi-nal Speech, Original Project Activity, Newscasting, Creative Writing and Demonstration, which they are not eligible to enter). ☼ 4-H Clubs may be represented by as many demonstrators as desired.
Grade divisions are: K-2nd Grade 3rd-4th Grade 5th-6th Grade 7th-8th Grade 9th-12th Grade
Categories (participants can only enter ONE of the following categories PLUS Demonstration, if desired):
I. Interpretive Reading of Prose Participant selects written prose. Prose is ordinary language. It can in-clude stories, play cuttings, narratives, or anything not written as a poem. The material is read with personal interpretation being presented; do not memorize it. Time Limit: Maximum 5 minutes.
II. Interpretive Reading of Poetry Participant selects poetry. It may be a single poem, a cutting from a single poem, or several related poems. Poetry is rhythmical. The composition is then read with personal interpretation being presented; do not memorize it. Time Limit: Maximum 5 minutes. (more….)

IV. Interpretive Team Reading Participants select a prose, poetry or drama selection that would be suitable for two to five individuals. The grade cat-egory is determined by oldest member. Please list all grades on the registra-tion form. This selection is not to be memorized. Props, costumes, and make-up are not to be used. This is not play acting, it is Interpretive Team Reading; do not act this out. Time Limit: Maximum 10 minutes.
V. Memorized Declamation/Storytelling Participant selects or writes prose or poetry. The material is then memorized and presented without notes in an interpretive fashion. If desired, props may be used for this category. Time Limit: Maximum 5 minutes.
VI. Commercials Participant prepares a 30, 60, or 90 second commercial for an original product (example: contact lenses for fish). Product props may be used, but any brand names must be covered. Prepare a convincing presentation, which includes a catchy introduction, reasons to buy the product, and a summary of what you want the audience to remember. Commercial must be memorized. Time Limit: Maximum 90 seconds.
VII. Original Speech (Cloverbuds are NOT eligible to enter this category) Participant writes an original speech on any subject. Do not confuse with origi-nal prose. A speech is not a story, but one main idea that is developed and supported with facts. If an educational animal speech is given, it will count as an educational activity to exhibit at the 2015 WI State Fair in the species area the speech involves. Time Limit: Maximum 5 minutes.
VIII. Original Project Activity (Cloverbuds are NOT eligible to enter this category)
Participant prepares a project related experiment or comparison that answers three or more participant determined questions. The results are presented on an 8 ½” x 11” or larger card or display board. Display should include examples. Participants present and explain their experi-

ARCHERY FOR COLUMBIA COUNTY 4-H MEMBERS-2017 Archery instruction and practice will begin in January 2017 at Achterberg Archery in Pardeeville for 4-H members in Columbia County. Be sure to sign up for the Archery project if you are inter-ested in participating.
Bows are available to borrow if you do not have your own.

Columbia County 4-H members recorded 4-H public service announcements on Tuesday, September 20th, at area radio station WPDR of Portage. The recordings will be aired all year on the following radio stations: FM 110.1 Thunder, 1350 AM WPDR, 900 AM WDLS Classic Country, 106.9 FM NIX WNNO 80’s and 90’s, and 95.9 Bucky Country. Age of Enrollment 4-H membership is open to all youth beginning in 5K (five-year-old
Kindergarten) through one year beyond high school graduation and not to extend beyond the age of 19 as of January 1st of the current enrollment year.
Cloverbud Project – Youth in 5K – 2nd grade participate in the Cloverbud
project which is designed to meet the developmental needs of this age group. This does not include pre-kindergarten or four-year-old kindergarten
youth. Cloverbud project members are not allowed to exhibit animals at public events nor participate in shooting sports activities.
Parent/Guardian Behavior Expectation Parents and guardians are expected to behave in ways that promote positive role modeling for all youth. If 4-H youth development staff have reason to believe a youth or a parent/guardian has engaged in reckless or disruptive
behavior at a 4-H meeting or event sponsored by UW-Extension or engaged in behavior at any time that constitutes criminal child abuse or neglect, that educator will inform that youth or parent/guardian of his/her reasons for that belief and direct that individual not to attend 4-H meetings or events sponsored by UW-Extension. Such a youth or a parent/guardian may not
attend 4-H meetings or events sponsored by UW-Extension until such time as the youth or parent/guardian provides reliable evidence that he/she did
not engage in such conduct.
General Information
All adults who will work with Columbia County 4-H Members must:
1. Attend a face-to-face Volunteer In Preparation training – once.
2. Complete a Background check - first year and every 4 years after. (You will
receive an e-mail asking you to complete the process after you initially enroll in
4-H Online.)
3. Annually, signing the UW-Extension Volunteer Behavior Expectation form and
the Assumption of Risk document. (Completed in 4-H Online when you enroll.)
4. Complete the UW-Extension Volunteer Mandated Reporter Training
online. (You will complete this training in 4-H Online before or after the face-
to-face training.)

Columbia County 4-H Leaders Association Meeting Minutes
June 23, 2016
The Columbia County Leader’s Council meeting was held June 23, 2016 at the Co-
lumbia Co. Extension Office in Portage.
Prior to the meeting, a retirement celebration was held for Joyce Dunbar.
Each club received a copy of the Wisconsin Child Labor Laws- Youth Volunteers
and assignments for the 2016 Eat Stand work dates.
President Brian Jones called the meeting to order.
Secretary’s Minutes: Jaclyn Stauffacher noted that the date for the Clothing Revue
was actually 2 May 21st and it was noted that Code of Conduct forms for Horse
Council were due May 1st. Revised minutes were moved for approval by Joanne
Dalton, 2nd by Jenny Baerwolf, and approved.
Treasurer’s Report: No report was given
Correspondence: Thank you notes from Brandon Jones for helping to support the
Chicago trip and Jake Collins for receiving scholarship money were passed around.
There was also a thank you note from Lori Murphy, 4-H Financial Specialist, for
supporting the Operation Military Kids Camps 2016.
COMMITTEE REPORTS
Cupcake Wars: There were 20+ par ticipants compr ising 6 teams. Judges were
from Weber’s Bakery
Camps: Discovery Camp: (16) 6th graders attended, held at Mir ror Lake
Cloverbud Camp: (48) attendees, used “Bugs” as theme
Jr. Base Camp was held as an Open Enrollment Camp through the state
Outpost Camp was held
Ambassadors: Color Splash signup deadline was extended to June 28 due to
low numbers
Fair Board: July 23rd will be fairground cleanup day star ting at 9 a.m. There
were (4) contestants in the Fairest of the Fair contest. Allison Foster is the 2016
Fairest of the Fair. A superintendents meeting will be held July 11 at 6:30 p.m. at
the fairgrounds with a follow up meeting to include fair board members and super-
intendents on August 15th. There may possibly be a cake walk or auction held at the
2017 Columbia County fair.

Club Responsibilities for 2016-17: Cornerstone Badgers and DeKorra Rocket-
eers are responsible for making bar-b-que in 2017, Durward’s Glen is responsible for
the Eat Stand cleanup in July 2017, and Arlington Prairie Producers are in charge of
refreshments for County Awards Day in October 2016.
MES Review/Interviews: MES interviews are October 25 and volunteers are
needed.
2016-17 Leader Council meeting schedule: Tabled until September meeting
County 4-H Facebook page: It is suggested to try posting to the site to make
sure it is working. There have been reports that posts are not showing up.
4-H Program Assistant: The position is cur rently vacant.

Horse: Shows were held on June 18-19. There will be an English and Western clinic
on June 28th from 6-8 p.m. The winner for the quilt raffle will be selected at the Parade
of Champions. Horse Council will be re-roofing the brown outbuilding at the fair-
grounds.
Livestock: All seller s at the fair livestock sale will receive a t-shirt

MES trips: Brandon Jones talked about attending the Chicago Daze tr ip with a
total of 6 4-H members. They stayed at a hostel and went to Shedd Aquarium, Lincoln
Park Zoo, and took a Segway tour. Abbi Schwack said 9 youth attended the State
Youth Conference; staying on the UW-Madison campus in Sellery Hall and attending
learning sessions of their choice.
Officer Committee: Nominations for all Leaders Council positions except Presi-
dent are open. Nominations were postponed until the August meeting.
Club Achievement Committee: Committee will have information to review at the
August meeting
Family 4-H Event Survey Results: Many clubs have not returned surveys. Need
more info to help determine future of events
Budget Committee: Need more members. Committee will meet before the August
Leader Council meeting
Treasurer training for year-end paperwork: 4-H fiscal year ends June 30. Karen
will send out a link to a Doodle Calendar to see if there is interest in training on how to
complete financial year end documents. Paperwork is due on October 20
4-H Eat Stand: No new food items for this year . The gyro sandwich will be a
stand alone item this year, not a meal deal
NEW BUSINESS
Drama Festival/Music Festival dates for 2016-17: It was discussed to move Com-
munication Arts to November and the Musical to January but no decision was made
Friend of 4-H Nominations: Looking for nominations for this fall’s award recipi-
ent. Octoberg Archery was mentioned and a request for nominations will go out in a
weekly update email to 4-H families
The meeting was adjourned with a motion made by Kevin Blau and 2nd by Joanne
Dalton. The next meeting will be August 25, 2016 to be held at the Columbia Co. Ex-
tension Office. Record books and club books will be due at that time.

Ambassadors: There are 9 returning Ambassadors and 1 new Ambassador
Fair Board: Tammy Smith thanked the Inch True Blues club for getting dona-
tions to purchase the new fair display cases. The purchase of rolling frames for the
cases to get them off of the ground and be easier to move was discussed. Billie Jo
Brusveen moved to purchase one rolling frame at the cost of $85 to make sure it fits
and works; 2nd by Jen Martens; motion carried.
Suggestions for entry changes should be made to superintendents by October 1.
Fair board is working on setting up specific judging times for each club participating
in the fair booth display.
Tammy clarified that there are no rules that mandate having to change judges for a
project after a given set of years and reminded everyone that the superintendents are
volunteers and that anyone is eligible to be a superintendent. Horse: None

Eat Stand: An input form r equesting comments about the eat stand will be
mailed out.
Charter: Clubs should br ing financial r epor ts to the September 22, 2016 Lead-
er Council meeting if possible. All of the charter documents, including supporting
documents, must be handed in at the mandatory Leaders Council meeting on October
20, 2016 in Portage. Joanne Dalton moved to have food served at the October meet-
ing at 6:30 pm with the meeting to follow at 7:00 pm; 2nd by Wendi Dykstra; motion
carried. The topic for this year’s training has not been selected yet.
Nominations for Officers of Leaders Council: All offices of Leaders Council are
open for the 2016-17 year. Jaclyn Stauffacher self-nominated to be Secretary. Bran-
don Jones self-nominated to be the Youth-At-Large. Jalene Stark self-nominated to
be the Adult-At-Large. The remaining offices will need to be filled.
Friends of 4-H Nominations: A review of previous recipients and potential can-
didates was discussed. Joanne Dalton moved to select Achterberg Archery as the
Friend of 4-H award for their work in the Archery project and Maureen Heider,
Sandy Pohl, and Melissa Borde as the Volunteer award for their work with the Dog
project; 2nd by Billie Jo Brusveen; motion carried.
Club Achievement Draft: Suggestions for changing the cr iter ia and award cate-
gories' for club achievement was reviewed and will continue to be worked on based
on feedback of the council.
Drama and Music Festivals: Potential dates for the Columbia County 4-H Dra-
ma Festival and Music Festival were discussed. Clubs that participate in these as a
group were asked to review available dates. It was brought up that the county Com-
munications Arts Festival could be moved to accommodate moving either of the Dra-
ma or Music Festivals. It was also suggested that the Inquiry, Innovation and Creativ-
ity EXPO could be done several times during the year at different locations.
Enrollment Deadline: November 30, 2016 is the county deadline to complete
enrollment for the 2016-17 4-H year. It will open online on September 3. Literature
request forms should be used instead of using the online literature request.
Judging Record books: There were a few comments or cor rections to be made
to the current judging forms based on club checking. Forms will be updated based on
comments. Karen requested that those coming to County record book check should
err on the side of leniency.
