    COLONIES

    A Spec Proposal

    INTRODUCTION

Imagine the Wild West in outer space. Thats COLONIES.

The series is set in Earths solar system in the 24th

Century. A fledgling rebellion against the might of Imperial

Earth is brewing in the Outer Colonies centered in the wild and

dirty mining town of Calico located on Terra Titan, the large

    Saturnian satellite.

The rebellion is on, the cause ostensibly taxation (of

mining equipment by Imperial Earth) without representation

(colonists), but in reality its Imperial Earths strong arm

tactics to keep the colonies in line. The small group of

secretive rebels is lead by a mysterious man named Isaac Hayne.

The fact of the matter is there is no Isaac Hayne; at least

not living (see THE PLAYERS below). This fact is known only to

Alex Pascovin, the man who fronts the rebellion supposedly for

Hayne. Our audience and characters are unaware of this. However,

it is hintedthat Alex reveals the truth to fellow rebel Sirce

    Fourwinds in the pilot episode.

Although he fronts the rebellion, supposedly carrying out

Haynes orders, Alex Pascovin is somewhat a man of mystery and

secrecy himself. We see this at the beginning of the pilot

episode in which Alex has infiltrated the Organization of

Imperial Earth (OIE) and maintains a rather high standingwithout Imperial Earth knowing his true identity or background.

However, deep inside Alex is troubled. Something happened

in the past, something concerning the disappearance of his

mother and father 45 years earlier. The disappearance is a

mystery that Alex is determined to find out at any cost. And

that brings us to the subplot of this pilot...

    SUBPLOT BACKGROUND HISTORY

Although the primary focus is the rebellion and its

political implications, there is a subplot to be worked out overseveral episodes, perhaps over the entire length of the series.

It involves a secret known (in varying degrees) to only two

people - Morgan Shinn, aging Chairman of the Office of Imperial

Earth, and Professor Donald Julian, an aging prisoner housed at

    the Mars Penal Colony.

This subplot begins (began) in the year 2330. We find a

small mining operation setting up at a desolate location 160

miles from the recently founded mining camp of Calico. The

desolate location has been named Hells Kitchen in honor of the

horrid conditions at this small station.

While at this station, a mini black hole (or worm hole)

appears, then disappears shortly thereafter. While the black

hole is present, a young astrophysics professor named Don Julian

is brought in to investigate. Julian uncovers a prior event

traces of tachyon emissions. With this information, Julian

concludes that the black/worm hole is floatingand is able to

    plot when it will reappear.

The Office of Imperial Earth is notified, the message

intercepted by a young ambitious and power hungry operative

named Morgan Shinn. He thinks if he can harness this power, then

he will be able to gain political control over the entire solar

system. Secretly, Shinn takes a squad of IE agents to Hells

Kitchen. The miners are interrogated, then shipped off someplace

to be executed (Shinn wants no witnesses). Morgan has Julian

sent to the Mars Penal Colony until he decides to fess up about

his information on the black hole and its reappearance.

Prisoners from the penal colony are brought in to run the mine,

thus begins Hells Kitchens function as a prisoner operated

facility. Shinn also has his guards executed.

Among the miners executed are Alan and Rita Pascovin,

parents of an infant Alex who was left in the care of an aunt.

The death of his parents 45 years earlier sets the stage for

    conflict between Alex and Shinn.

    PRIMARY LOCALES (SETS)

These are places (sets) that tend to have a recurring presence

    in the series.

Calico A small mining village on Terra Titan composed mostly

of dusty dilapidated and ramshackle huts made of baked mud

brick, wood, and sheet metal, lining narrow dusty streets.

Calico resembles an old west mining/ghost town (inspired by

    Calico, California).

Feeble yellow street lamps glow on street corners and in some

building fronts, barely cutting through a perpetual overcast. It's dangerous at night, very few people about. Just outside of

    town is a small space port (the only space port on Terra Titan);

lights barely cut through the fog and dusty haze.

Bears Den A saloon located in Calico, usually crowded with

all manner of people. Its a hot, smoky, and dimly lit place,

resembling an old west saloon with a bar, ceiling fans, and

    COLONIES TV proposal/RSC/5

tables. In a darkened corner is a door that leads to a corridor

which leads, in turn, to a place called The Arena located near

    the back of the building.

The Arena is an earthen floor contest area encircled by a wooden

wall. Surrounding this contest area are bleachers for

spectators. The Rite of Contest is performed in The Arena. This

is a secret contest, kept from Imperial Earth authorities, and

is a gladiatorial fight to the death.

The saloon is owned and operated by a rebel member nicknamed

Bear. Messages are passed between rebels via Bears Den and

secret meetings are held there beneath the Arena Bleachers.

Yellow Dust the secret Rebel Hideout on Iapetus; this is an

    abandoned mining complex.

Alex Pascovins Battle Frig This is a somewhat medium size

spaceship owned by Alex Pascovin. Its stripped down and

customized for fighting and evasion (imagine a Millennium Falcon

that works). Here we have a control room (bridge), a council

room, various crews quarters, and a brig (prison cell). The

    frig is unnamed at present.

    SECONDARY LOCALES (SETS)

Mars Penal Colony This is a dark, rough, violent, and deadly

prison/slave labor camp where individuals whom Imperial Earth

deems hardened criminals are sent. Of course, with ImperialEarth, even those accused of minor crimes, guilty or not, can be

sent there. Certain prisoners seem to disappear after being sent

    to the Mars Penal Colony.

Although ultimately controlled by vicious and violent IE guards,

there IS a pecking order among the truly hardened criminals. The

prison exhibits the proverbial inmates in charge of the asylum

syndrome with guards on the take and making deals with various

    criminals.

Hells Kitchen A small mining site located at a hot anddesolate location about 160 miles from Calico. Originally, it

was founded by a group of miners, but with the discovery of a

floatingmini black hole, Imperial Earth took it over, executing

the miners at a secret isolated location, and replacing them

with prisoners from the Mars Penal Colony.

Being so remote and inaccessible, Imperial Earth operatives

shuttle in supplies (and new prisoner workers as needed). Also,

there are no guards. Hells Kitchen is so remote that the only

safe way out is by shuttle. If one tries to escape by foot,

theyll quickly die in the harsh environment.

The prisoners run the place, one of them acting as liaison

between the prisoner/miners and Imperial Earth operatives.

Nearly all of the prisoners are male, Hells Kitchen certainly

not a place for women. However, as a form of punishment, female

prisoners are occasionally brought to Hells Kitchen and left at

the mercy of the male prisoners.

Pisa The Colonial capital, this is the largest village in the

Outer Colonies. It is located on Ganymede and is named for

Galileos birthplace. Pisa was the first permanent colony in the

Outer Solar System. The early years were rough. Many colonists

died due to the harsh conditions and the colony was nicknamed

Dead Mans Gulch for a short period of time.

Offices of the Organization of Imperial Earth Various offices

on Earth of the Gestapo-like authority.

    ASSORTED LOCALES (SETS)

    Assorted locales appear as needed...

    THE PLAYERS

The Players listed here include principle and supportingrecurring characters. A few characters are to be introduced in

subsequent episodes. Sketches of the recurring characters are

short due to their continued development and evolution over the

course of the proposed series. There are a few supporting

characters that do not appear in this list. The list is subject

to change over the evolving series.

    Principle Characters include:

Isaac Hayne A figurehead for the rebellion created by Alex

Pascovin, Isaac Hayne has been dead for nearly 400 years, butImperial Earth (and our audience) is unaware of this, thinking

Hayne is real, heading the rebellion, and in hiding.

In truth, Hayne was an American colonist who fought in the

American Revolution. He was captured in Charleston, South

Carolina and executed by the British as a spy. He died for what

he believed in and for his country, much like Nathan Hale,

    qualities that Alex deeply admires.

(Wouldnt it be interesting if the actors themselves didnt know

there wasnt really an Isaac Hayne in the story?)

Alex Pascovin Of Russian/American ancestry, Alex is a middle

aged former historian/history teacher who grew tired of Imperial

Earths rewriting history to suit its own ends. Born on Earth to

poor mining parents (Alan and Rita Pascovin), Alexs family

moved to the Colonies when Alex was just an infant in order to

find work. His parents signing on to the Hells Kitchen Project,

Alex was left with an aunt. He never saw his parents again.

With the strong arm tactics of Imperial Earth and its horrid

treatment of the Outer Colonies, it isnt long before Alex

develops a strong dislike for Imperial Earth and its government.

Alex eventually leaves his job as a historian and relocates to

Calico. There he forms a few close friendships that become the

foundation of the small rebel group.

Keeping his background secret, Alex is able to infiltrate the

ranks of the Organization of Imperial Earth. He masquerades as a

top Imperial Earth agent until the events that unfold early in

    the pilot episode.

Nal Karo Special IE Agent and hired assassin. Shes a drop

dead gorgeous sensuous young woman with an icy cold demeanor.

Shes obsessed with destroying the rebels, especially Alex

Pascovin since he pulled one over on her in the pilot episode.

Don Julian Aged prisoner at the Mars Penal Colony, he is the

only survivor of the original Hells Kitchen mining camp, and

keeps the secret of the floatingblack holes reappearance

schedule. To be introduced in the episode entitled The Rescue

    (see THE STORIES below).

Morgan Shinn Chairman of the Office of Imperial Earth, accused

of mass executions in the past, beginning with the first group

of miners that were sent to Hells Kitchen; Shinn is determined

to uncover Julians black hole secret. To be introduced in theepisode entitled The Rescue (see THE STORIES below).

Jaren Olsen A middle-aged protge of Morgan Shinn, hes

handpicked by Shinn to be the new Outer Colonies Governor after

the death of Greg Vasachek in the pilot episode. Olsen takes up

residence in the Governors home in Pisa.

Jack Zellers A young rebel; 3rd after Alex and Josef.

Sirce Fourwinds A young female rebel of American Indian

ancestry; shes drop dead gorgeous, in her mid-20s, and has long

silky black hair. She wears a hunting knife strapped to her

right leg, very much into her Indian heritage, and very

    knowledgeable of her ancestry.

Jin Martinez A young Hispanic female rebel.

Bear A big heavy set bearded rebel, hence the name. He owns

and runs a saloon, Bears Den, in Calico (much like a wild west

saloon) thats a hideout and a front for rebel meetings.

Bobby John teenage whiz kid in Calico, great with

electronics. Helps out Pascovins rebels from time to time.

    flashbacks.

    THE PILOT EPISODE

A small band of Outer Colony rebels have started an

insurrection lead by mysterious Isaac Hayne that no one has ever

seen. Iron fisted totalitarian Imperial Earth sends an assassin,

Nal Karo, to the Outer Colonies to assassinate Hayne and stop

the rebellion. Karo is shuttled to the asteroid belt by Imperial

Earth Operative, Alex Pascovin. Pascovin and Karo are picked upby Linda Miller. They head to Terra-Titan to infiltrate the

    rebel ranks.

In the small Terra Titan mining village of Calico, they

enter the Bears Den, a rough and tumble saloon. Karo, openly

flaunting the Imperial Earth patch on her vest, is challenged to

a Rite of Contest by an Amazonian woman. The Rite is a

gladiatorial combat to the death. Karo kills the Amazon and is

told to leave while she can. Shes chased into an alley where

shes beaten unconscious, but rescued by rebel Josef Anton

    before shes killed.

Anton takes her to his apartment. She regainsconsciousness, finds herself in the presence of Anton, Pascovin,

and Miller. She learns that Miller and Pascovin are rebels, and

that Pascovin leads the rebels by receiving and carrying out the

instructions of the mysterious Isaac Hayne.

Meanwhile, Imperial Earth launches a new super-class battle

cruiser, the IES Calcutta. As a show of strength, the ships

maiden voyage is to Europa to destroy a terra forming satellite,

the Solara 7. Pascovin, having infiltrated Imperial Earth ranks,

has obtained a copy of the Calcuttas blue prints.

Deciding to leave Calico and Terra Titan with their

assassin prisoner, Nal Karo, fortune would have them stumbling

into a small detachment of Imperial Earth Guards. A small fire

fight ensues and causes the rebels to flee for the Calico

Spaceport. The rebels escape while left behind are a captured

    rebel compatriot and Nal Karo.

The rebels have two new battle cruisers being built in

orbit around Rhea. But the ships arent ready to intercept the

Calcutta. Pascovin decides theyll have to go it alone with his

battle frig, a ship that doesnt stand a chance against the

Calcutta. It seems a certain death sentence. They set course for

Europa, the location of the Solara 7 satellite.

Back on Terra Titan, Nal Karo discovers the rebel plan. She

attempts to warn Imperial Earth, but finds all communications

are down (thanks to Bobby John, the electronics whiz kid).

Frustrated, she commandeers Captain Vagorin and the IES Gordon,

and sets out to catch the rebel battle frig before the rebels

    reach Europa.

The rebels are nearly to Europa when Karo, Vagorin, and the

    Gordon catch up to them.

Pascovin commandeers the ship before the Calcutta can be

warned, intending to use it against the Calcutta. With Karo,

Captain Vagorin, and crew of the Gordon imprisoned on the battle

frig, Pascovin takes a small band of rebels aboard the ship to

prepare her for the Calcutta confrontation. Still, even the

Gordon is no match for the Calcutta. But Pascovin has a plan

that he keeps to himself despite the misgivings of his fellowrebels.

The rebels near Europa. Pascovin puts his plan into action.

He orders his team back to the battle frig. Hell pilot the

Gordon alone. Using his Imperial Earth access codes, he ties

into the Calcutta control systems, shuts the Calcutta down, and

sets the Gordon on a collision course. The two ships collide,

exploding in a huge ball of fire.

All aboard the battle frig are stunned. Pascovin cant be

dead. Hes not. He hails them from Europa, having left the

Gordon at the last moment in an escape pod. The rebels join him.

Theres casual talk; are you Isaac Hayne? Some think he is.Pascovin strands Nal Karo, Captain Vagorin, and the

Gordons crew on Europa. Someone will be by to pick them up. Nal

swears revenge, that no matter where Pascovin goes, shell track

    him down and kill him.

    THE STORIES

The following are very brief story descriptions of the nine

hourly episodes. Note that each hourly episode will focus on a

specific character while the remaining cast regulars will have

    supporting roles.

    One Hour Episode: The Rescue

In the pilot episode Giorgi Yurashev was taken prisoner by

Imperial Earth guards, and eventually sent to the Mars Penal

colony a place no one has ever escaped from and no one has

    ever been rescued.

Alex and the rebels decide to rescue Giorgi. They find

unexpected help on the inside from an elderly man named Don

Julian and a prison guard with a past. The name Don Julian

rings a bell in Alexs memory. Hes heard the name before, but

    cant place it.

Finally, Giorgi is rescued. The fleeting memory of Julian

taunts Alex, so he frees the aging professor as well. Alex

begins to remember. Julian was at Hells Kitchen decades ago

when his parents were killed, and now Alex wants answers.

    One Hour Episode: Infiltrators

Forty five years earlier, Julian had left notes concerning

the black hole in a safe at Hells Kitchen. Nothing ever came of

them; they were well hidden. Then, the notes are discovered.Shinn finds out and wants them. The hardnosed Hells Kitchen

prison leader isnt quick to comply; hed rather negotiate,

    angering Shinn.

Julian and Alex also find out. Julian is adamant that they

must retrieve those notes at all costs, that they must not fall

into Shinns hands. Its decided that two rebels will infiltrate

Hells Kitchen, one male and one female. Alex asks for

volunteers. Irish volunteers, and though certainly not a place

for females, Jin Martinez also volunteers.

    One Hour Episode: Just Cause

A hit and run bombing campaign has begun against Imperial

Earth guards at Calico. A mysterious individual - hooded,

masked, dressed in black - has been leaving small, but

effective, bombs at various locations, including suitcase bombs

outside of town that explode when picked up. This individual

also taunts the IE personnel by sending them messages.

    14/16

    COLONIES TV proposal/RSC/14

The situation begins to escalate. More IE personnel arrive

instigating more bombings instigating the arrival of more IE

personnel. Alex is concerned that the influx of more IE

    personnel will blow their cover.

Meanwhile, Misha begins to suspect that her friend, Nikki

Weldon, is behind the bombings due to the things Nikkis says,

the indirect references she makes about the bombings (Nikki is

unaware that Misha is a rebel). Misha, following Nikki,

discovers that the mysterious individual in black is indeed

Nikki Weldon. Misha confronts Nikki, and distracted, they both

are nearly killed in an IE ambush. As the episode concludes,

Nikki joins the cast as one of Alexs rebels.

    One Hour Episode: Terrorist

Theres a com call between IE operatives stating its a

go; take them down. A middle aged couple are dragged out in

front of their Calico home by IE guards and executed by firing

squad. Irish happens to be walking past and witnesses the event.

So does the couples teenage son, Tommy Bowers.

The execution of his parents makes Tommy bitter, hateful.

Irish tries to talk him down, to back off, dont act so rash.

Tommy doesnt listen. Angered, he makes some comment that...

Isaac Hayne wouldnt back down and I wont either! One day Ill

be a rebel and fight IE with Hayne and Pascovin! The young man

has no idea that Irish is a rebel.

Tommy decides to take matters into his own hands. He

enlists the help of three teenage friends. They bumble an

attempted attack on IE guard HQ in Calico. The IE guards chasethem down, killing Tommys friends one by one. Tommy escapes

with the aid of Irish who has suddenly appeared from nowhere.

In the end, Irish takes Tommy to a secret meeting with

Pascovin. Tommys astounded that Irish is a rebel. After

talking, the young man relents and takes Pascovins advice.

Finding that Tommy is a whiz kid, hes sent to the Nereid

station to work on the battle cruisers for Ivan.

    One Hour Episode: Deadly Poison

IE agent Natasha Fuller (maiden name Karo; sister of Nal)has just returned from the jungles of South America where she

came upon a native tribe with poisoned blow darts. Natasha has

taken the secret of this poison and developed a dart gun for

special occasions. With no known antidote to the poison, once a

victim is hit by the dart, the poison takes two weeks to work,

and in the final week theres a searing pain that drives the

    person raving mad.

Knowing the identify of her sisters killer, thanks to

Shinn, Natasha goes after Sirce with her dart gun, but misses

and instead, she hits a friend of Sirce. The friend goes crazy

with a howling pain in the second week. The rebels begin

research to find an antidote, but have no success.

Natasha makes good on her threat to get Sirce with a dart.

Rather than let her friends see her die in agony, Sirce decides

to take a shuttle and fly out of the solar system into deep

space and die alone. But an antidote is found.

    One Hour Episode: Patriot

Increased activity at an isolated Imperial Earth

garrison/village on Rhea prompts Alex to send Josef to spy.

Governor Olsen is present and the activity is being coordinated

by Captain Vagorin. Josef discovers its an IE troop build up

for clamping down on the Outer Colonies and for an attack on

Calico. Josef contacts Alex, recommends Alex do something quick

to deal with the Rhea build up. Alex has a plan in mind.

Eventually, Josef is caught and brought before Olsen.

Remembering information from a book Alex had recently lent to

Josef prompts Josefs responses in an exchange of words with

Olsen (something like...Olsen: Who and what are you? Josef:

Nathan Hale; Im a school teacher. Olsen: A school teacher? Tell

me, school teacher, what are you doing on Rhea? Josef: Vacation.)

In the end Vagorin recognizes Josef (re: pilot film). Olsen

One Hour Episode: Hells Kitchen (Part 1 of 2)

A flashback episode - we begin in Calico with an elderly

man, Lionel Howe, requesting to see Julian. Turns out that Howe

was one of Shinns original guards that survived the Hells

Kitchen guard massacre. Howe is hiding out in Calico, passing

time, waiting to die. Now with the knowledge of Julians

presence in Calico, he wants to tell his story to clear the air.

Alex tells a small group of the rebels that he and Julianare secretly meeting with Howe. They do, listening to Howes

story told in flashbacks - about the coming of the miners to

Hells Kitchen, about the appearance of the black hole, the

coming of Shinn, the guards, and Julian. Julian confirms the

story of the old former IE guard. We end this episode with the

    imminent execution of the miners.

    * * *

The episodes appear dark and moody as though something

waits to destroy anyone or everyone; these people are fighting

to survive, fighting for their lives. This is not a science

fiction series of bright and shiny spaceships with swashbucklingheroes around every corner. This series is wrought with danger.

Its dark, shadowy, and people get hurt. No one ever said that

life in space and life as a rebel with a price on your head was

    easy.
