THE PRESIDENT AND MRS. REAGAN descend the elevator and proceed to the Arrival Ceremony on the South Lawn via the Diplomatic Reception Room. They greet the President of the Islamic Republic of Pak istan and Begum Zia-ul-Haq as they arrive.

Following the Arrival Ceremony, THE PRESIDENT AND MRS. REAGAN and the President of the Islamic Republic of Pakistan and Begum Zia-ul-Haq proceed through the Diplomatic Reception Room and up the elevator to the State Floor. They then take their places for the receiving line in front of the Blue Room in the Cross Hall. The order from west to east is THE PRESIDENT, President Zia-ul-Haq, MRS. REAGAN, Begum Zia-ul-Haq. Ambassador Roosevelt will intro­duce the guests to THE PRESIDENT from his left.

The remaining invited guests will wait until the PRINCIPALS have had time to take their places; they then will proceed up the west staircase outside of the White House leading into the Red Room, going in front of the Blue Room past the PRINCIPALS; proceeding into the Green Room, then into the Blue Room for refreshments. (Juice, coffee, and pastries.)

At the end of the receiving line, Ambassador Roosevelt will escort THE PRESIDENT and President Zia-ul-Haq to the Oval Office.

MRS. REAGAN and Begum Zia-ul-Haq will proceed into the Blue Room to mingle briefly with the guests.

to Senator Bill Roth's (R-Delaware) longstanding bring Mr. Anthony John Obara to the White House a bronze sculpture to the President.

Several months ago, Senator Roth asked for an opportunity to bring Mr. Anthony John Obara, a sculptor, to the White House to present President Reagan with one of his sculptures in bronze, entitled "The Bald Eagle." Because of the significant value of the work, the Counsel's Office recommended that the sculpture be donated to the United States for eventual repose in the Ronald Reagan Presidential Library.

Mr. Obara is a native of Delaware, and currently resides in Pennsylvania. He is basically a self-taught artist, and works in all mediums: Oils, acrylic, watercolor, bronze and stone.

The sculpture which will be presented today will be replaced in approximately two months with the piece that Obara has sculpted for the United States. The White House Gift Unit is aware of this, and will exchange the eag le received today when the other is completed.

II. BACKGROUND

Senator Mattingly recently requested an opportunity to bring the 1982 Epilepsy Foundation's Poster Child, Adam Walters, to the White House for a meeting and photo session with the Presi­dent. The Epilepsy Foundation is interested in a Christmas photo which will be used nation-wide in their fight against epilepsy.

Adam Walters is eight years old, and is in the second grade in Lawrenceville, Georgia. His seizures began when he was six years of age, and since being diagnosed, he has been treated with Dilantin and has attained excellent seizure control. Upon learning of the diagnosis, he read, by himself, pamphlets on the subject and has accepted the disorder -- rarely complaining or feeling different due to the epilepsy. He is a very active child and is now in his third year of YMCA soccer.

Adam shows a great concern for others with handicaps. When James Brady was wounded and later had a seizure, Adam was very concerned and wrote him a letter of consolation.

Adam will be accompanied by his parents, Mr. and Mrs. Almer Walters, one of his younger brothers, David, and the President (Thomas O'Neil) and Executive Vice President (William McLin) of the Epilepsy Foundation.

I I . BACKGROUND

Several months ago, Senator Hawkins asked for an opportunity to bring her friend, Marilyn Mennello, to the White House to present a piece of Cybis sculpture, entitled "The Elephant" to the President. Because of the significant value of the work, the Counsel's Office recommended that the sculpture be donated to the United States for eventual repose in the Ronald Reagan Presidential Library. All the necessary paperwork involved in such a donation has been completed.

The Cybis Studio in Trenton, New Jersey is America's oldest existing art porcelain studio where artists emulating the traditions established by the late Boleslaw Cybis create fine porcelain sculptures which have become well known among art collectors around the world. On many occasions, Cybis sculptures have been presented as Presidential Gifts of State.

Mrs. Mennella will be accompanied by Mr. Joseph Chorlton, the President of Cybis Porcelains.

II. BACKGROUND

Congressman Don Fuqua (D-Florida) is Chairman of the House Science and Technology Committee. In the past, he has supported the President on several key economic votes.

Congressman Larry Winn (R-Kansas) is the Ranking Minority Member of the House Science and Technology Committee. He has generally been a strong suppo~ter of the President's economic program.

The Harmon International Aviation Trophies were founded in 1926 by the late Colonel Clifford B. Harmon, pioneer American balloonist and aviator. The award is the Nobel Prize of American aviation and is given in the categories of Astronaut, Aviator, Aviatrix and Aeronaut (lighter-than-air). There was no 1982 aeronaut award. Such distinguished aviators as Jimmy Dolittle and Charles Lindburgh have received the trophy in the past.

The 1982 Astronaut winners are the four astronauts who carried out successfully Space Transportation System (STS) missions one and two in the Columbia Space Shuttle. They are John W. Young, civilian commander of STS-1; Captain Robert L. Crippen, pilot of STS-1; Colonel Joe H. Engle, Commander of STS-2; and Captain Richard Truly, pilot of STS-2.

The 1982 Aviator winner is Jerry Foster, the commercial helicopter pilot for KPNX Broadcasting Company of Phoenix, Arizona. As a volunteer, he has located lost persons, spotted flood victims and made mountain rescues, all involving a saving of lives.

II. BACKGROUND

Dan Daniel--a seventh term Democrat from Virginia's Fifth Congressional District (south central part of state, including Danville)--serves as Chairman of the Armed Services Subcom­mittee on Readiness. Dan has been an active boll weevil and has been very supportive of the Administration's economic and defense policies. He has met with the President and attended White House events on numerous occasions.

Dan has requested this meeting to honor representatives of the Hatcher Center. The Hatcher Center is a sheltered workshop operated by the Danville Association for Retarded Citizens (DARC). It is their hope to present the President with a large rocking horse symbolic of the workshop's efforts. Dan points out that this organization recently experienced a one-quarter cut in its budget. The response was to increase sales, reduce e xpenditures and rely more heavily on volunteer assistance in order to achieve the same quality of service for its clients. Dan characterizes this as a phenomenal job, and he is e x tremely proud of their achievement.

The remainder of the Official Party in the Red Room is escorted to the East Room and announced.

Color Guard proceeds up Grand Staircase to hallway outside Yellow Oval Room.

Guests (save PRINCIPALS) depart Yellow Oval Room via elevator for East Room and are announced. The Acting Secretary of State and Mrs. Dam are announced first followed by The Vice President and Mrs. Bush.

After the announcement of the PRINCIPALS, the PRINCIPALS enter the East Room and form a receiving line which will be in the center of the Cross Hall doors, just inside the East Room. The order of the line from north to south is as follows: THE PRESIDENT, PRESIDENT ZIA-UL-HAQ, MRS. REAGAN, BEGUM ZIA-UL-HAQ.

Note: The Color Guard will precede the PRINCIPALS into the East Room and take their places on either side of the PRINCIPALS for the receiving line.

The Chief of Protocol stands to THE PRESIDENT'S left with a Social Aide on her left to make intro­ductions to THE PRESIDENT.

Guests going through the receiving line will move as follows: they will go passed the PRINCIPALS, continue into the north door into the Green Room, out the Green Room into the Cross Hall and into the State Dining Room for dinner.

Hav ing come through the receiving line, the Official Party will go directly into the State Dining Room.

After all the guests have gone through the receiving line, the PRINCIPALS should hold in the East Room until all guests are in the State Dining Room, then proceed down the Cross Hall to the State Dining Room.
