We are….

• An independent policy and practice hub

• A cross-sector collaboration working to improve relationships for public good

• Working with partners such as Cabinet Office, UNDP, Social Innovation Exchange ....

• Bringing collaborative approaches to complex problems - supporting new models of ‘services to the public’

About Collaborate

Today…

1.Collaboration in public services – why now?

2.What does really good look like?

3.What will it take to get there…and why do we need to try?

Page 4: Collaborative Citizens and Services to the Public Dr Henry Kippin 29.01.15 @h_kippin

long-term shifts require a different way of working…

Page 5: Collaborative Citizens and Services to the Public Dr Henry Kippin 29.01.15 @h_kippin

Three current scenarios don’t look great…

Page 6: Collaborative Citizens and Services to the Public Dr Henry Kippin 29.01.15 @h_kippin

The public service market feels dysfunctional…

Page 7: Collaborative Citizens and Services to the Public Dr Henry Kippin 29.01.15 @h_kippin

The public view: not good enough!

What would good look like? From public administration to system collaboration…

“More than ever, it is relationships and the balance of risk and trust between service users, providers and their communities which count” Julia Unwin, Joseph Rowntree Foundation

…which requires three core (but different) traits…

1.Demand side focus (i.e. human beings!)

2.Collaborative & creative services

3.Cross-economy solutions

Under the bonnet: behaviour, culture, relationships

“Read my Lips: no new legislative and policy frameworks…”

“It’s the behaviours, stupid….”

Essex: what does your ‘solution revolution’ and ‘entrepreneurial state’ look like…?

Page 12: Collaborative Citizens and Services to the Public Dr Henry Kippin 29.01.15 @h_kippin

How? More than one way to build collaboration…

Outcome Driven – solution focused, cross-sector, ‘unusual

suspects’

Partnership Driven – long-term, built on trust, negotiated between

established partners

Market Building – building ecosystems, creating collaborative

spaces….

The next phase of leadership will be defined by humility…(in my humble opinion…)

“’If you are not part of the solution, you are part of the problem’ is entirely misconceived… If you are not part of the problem, you cannot be part of the solution….’ Bill Torbert

“We cannot solve problems with the same kind of thinking that created them.” Albert Einstein

“We need to move from being people who know the answers, to being people who know what questions to ask…” Ben Ramalingam

1.How does this feel?

2.What should Essex partners be doing to collaborate across health, care and support settings?

3.What skills, resources and ‘shared spaces’ do you need to do this?

Over to you!
