This ADDENDUM NUMBER TWO forms part of the Contract Documents and modifies the original Bidding Documents dated February 24, 2020.
GENERAL:
1. City of Clarksville Bid Submission Statementrelated to COVID-19: See attached statementfrom the City regarding procedures uponsubmittal of bids at City Hall.
PROJECT MANUAL:
1. Specification Section 00 00 03 Table of Contents: Revised adding revision references.
2. Specification Section 00 10 00 Instructions To Bidders: Article 1.10 Receipt of Bids: Deleteparagraph All bids must be returned by the date and time specified to 1 Public Square, Suite301, Clarksville, TN. Completed sealed responses shall be in the hands of the PurchasingDepartment personnel by the date and time specified or it will be considered late. Pleaseprovide yourself with adequate time prior to bid as all visitors must pass through security uponarriving at City Hall. It is the vendor’s responsibility to ensure that their bid complies with allrequirements and is received by the Purchasing Department prior to the date and time of theofficial opening. The official time clock is on the wall in the Purchasing Department.and replace with the following paragraph:All bids are to be turned in to the security desk in the lobby of 1 Public Square (CityHall – Public Square main entrance) prior to 2:30 pm on April 9, 2020. Completed sealedresponses shall be in the hands of the Purchasing Department personnel by the dateand time specified or it will be considered late. It is the vendor’s responsibility toensure that their bid complies with all requirements and is received by the PurchasingDepartment prior to the date and time of the official opening. 3. Specification Section 00 71 00 Supplementary Conditions: See attached revised specificationsection which modifies Article 9.8.1 and adds Article 9.8.1.2 and 9.8.3.1.
4. Specification Section 07 53 23 EPDM Roofing System: Part 2, Article 2.01 AcceptableManufacturers: Add JM Johns Manville as an acceptable manufacturer contingent uponcompliance with the Project Specifications.
5. Specification Section 08 14 79 Bullet Resistant Wood Doors: Part 2, Article 2.01 AcceptableManufacturers: Add Chicago Bullet Proof as an acceptable manufacturer contingent uponcompliance with the Project Specifications.
6. Specification Section 08 41 13 Aluminum Storefronts: Revise entrance door model number inPart 2, Article 2.01.B.1, from narrow style NS 212 to medium style MS 375.

7. Specification Section 08 56 67 Bullet Resistant Steel Transaction Window:
Clarification: The Bullet Resistant Steel Transaction Window is specified to include the shelf and transaction tray as part of the unit provided by the manufacturer of the window. The specified manufacturer Armortex provides the shelf and transaction tray as components of the overall window unit. Any manufacturer submitted for approval shall provide the shelf and transaction tray along with the bullet resistant transaction window.
Revise the following articles to add the following articles under Part 2: 2.03 G.: Provide speak thru device as shown on the drawings, noted as speak hole. 2.03 H.: Provide natural voice option where shown on the drawings.
8. Specification Section 08 71 00 Hardware Schedule:
Revise the note under Hardware Sets 01A, 0IC, 02, 04, 04A, 04B and 04C to read: CardReader and Power Supply provided by the Security Contractor.
As a clarification, the Card Reader and Power Supply devices are provided by the Contractor,not the Owner.
9. Clarification to Specification Section 10 50 50 Metal Lockers: Latches on all lockers, includingevidence lockers, shall have pad lock eyes as specified in Part 2, Article 2.03.H. Pad Locksare provided by the Owner.
10. Specification Section 12 32 16 Manufactured Casework: Part 1, Article 1.04 Qualification: AddReynolds & Doyle, Inc. as an acceptable manufacturer contingent upon compliance with theProject Specifications.
11. Specification Section 27 15 00 Structured Voice and Data Cabling Infrastructure: Part 1,Article 1.07 Quality Assurance: Add General Cable GenSpeed to the list of approvedmanufacturers.

1. Drawing C1.00 Site Layout Plan: add the following note to the Dumpster Pad reference after(SEE ARCHITECTURAL PLANS):SEE SPECIFICATION SECTION 32 31 00 – COMMERCIAL WELDED WIRE FENCESYSTEM .
2. Drawing C3.00 Utility Layout Plan: See attached revised drawing changing the 4” PVCunderground sewer line coming into the building to a 6” PVC sewer line.

Revise Note 16 as follows: Passage 135 & 137 walls, Toilet 142 walls and Interview Roomwalls shall have one layer of Heavy-Duty High Impact Resistant Gypsum Board, fullheight of wall. In sound rated walls with two layers of gypsum board, only the top layerof the two will need to be High Impact Gypsum Board, full height of wall.
Under the Wall Framing Legend: revise Type 4 wall to include 1/2” thick Ballistic Panel (Level3) in lieu of 3/8” thickness.

2. The contractor responsible for plywood backboards in electrical and data rooms shall bedetermined by the General Contractor.
PRE-BID VIDEO CONFERENCE MINUTES: See attached minutes of the Pre-bid video conference held Monday March 30 at 9:30 am. These minutes shall become part of the Project Contract requirements.

All bids are to be turned in to the security desk in the lobby of 1 Public Square prior to 2:30 p.m. on April 9, 2020. No vendors will be able to pass through that location. The security team will call us to pick up your bid package. And as usual, you may mail you bid. We are encouraging you to leave your bid with us and call back after 3:00 p.m. on that date to receive the bid results. If you wish to be present for the opening, you can join us via teleconference through Zoom Meetings. This is a free app you can download on your phone. SECTION – 00 71 00 SUPPLEMENTARY CONDITIONS (Addendum 2 – 03/31/2020)
PART 1 - GENERAL
1. 01 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General Conditions and other Division 1 Specification Sections, apply to this Section.
1. 02 SUMMARY
A. General: This section modifies AIA Document A201 General Conditions of the Contract for Construction, 2017 Edition as follows: 1. Modify Article 9.8.1, by adding the following to the end of this article:
a. ….and when all required occupancy permits have been issued such as, but not limited to State and Local Building Occupancy, Health and Life Safety Permits, and copies of same have been delivered to the Architect and Owner.
2. Add Article 9.8.1.2: a. In order to occupy or utilize the Work for its intended use, Owner must
have received complete Project Data, Operating and Maintenance Data, orientation and training, as may be required by the Project Documents.
3. Add Article 9.8.3.1: a. The Architect and Owner shall make one inspection to determine
Substantial Completion. If this inspection determines that the work is not substantially complete by both the Architect and Owner, either because of major items not completed or an excessive number of punch list items, successive re-inspections requested by Contractor shall be charged to the Contractor. The costs shall be charged at the hourly rates (plus expenses) of each member of the design team deemed necessary to attend the re-inspections. The costs of these re-inspections shall be deducted from the contract by change order.
4. Modify Article 15.2.5, strike the last sentence: a. The initial decision shall be final and binding on the parties but subject to
mediation and, if the parties fail to resolve their dispute through mediation, to binding dispute resolution.

8. SHOULD SOLID ROCK BE ENCOUNTERED IN A SEWER TRENCH, IT SHALL BE REMOVED TO A DEPTH OFAT LEAST SIX (6) INCHES BELOW THE FINISHED PIPELINE.
9. IN GENERAL, CRUSHED STONE BEDDING SHALL NOT BE REQUIRED FOR WATER LINE INSTALLATIONS.HOWEVER, WHERE UNSUITABLE MATERIAL OR SOLID ROCK IS ENCOUNTERED, BEDDING SHALLCONSIST OF A 6-INCH ENVELOPE OF AASHTO M43 #67 CRUSHED STONE ON ALL SIDES OF THE PIPE.
10. GENERALLY, TRENCHES SHALL BE BACKFILLED DAILY AS CONSTRUCTION PROCEEDS. IN NO CASESHALL A TRENCH BE LEFT OPEN FOR MORE THAN SEVEN (7) DAYS.A. BACKFILL UNDER PAVEMENT:
THE CONTRACTOR SHALL PLACE AND COMPACT AASHTO M43 #67. IN LIFTS NOT EXCEEDING 6 INCHES FROM THE TOP OF THE BEDDING ENVELOPE TO THE BASE OF THE PAVEMENT.

12. ALL WATERLINE PIPING PAST THE "POINT OF SERVICE" INCLUDING UNDERGROUND USED FORSPRINKLER OR STANDPIPE SYSTEM MUST BE INSTALLED BY A TENNESSEE REGISTERED SPRINKLERCONTRACTOR. [NFPA RULE 0780-2-7-08]
13. PIPE TRENCHES SHALL NOT BE EXCAVATED MORE THAN 200 FEET AHEAD OF PIPE INSTALLATION.14. BEDDING MATERIAL FOR RIGID SEWER PIPE (RCP, DUCTILE IRON, CAST IRON) SHALL CONSIST OF A

ARCHITECT’S PRE-BID CONFERENCE MINUTES PROJECT: Clarksville Police Precinct District 3 DATE: 03/30/2020 LOCATION: Clarksville, Tennessee
1. It was requested that all parties sign in through the chat window, on the video conferencing program. Those
that are attending by phone only shall email the Architect at [email protected] to record their
attendance.
2. Introductions of Owner’s Representatives including Purchasing Director – Camille Thomas, City Project
Manager – David Smith, Clarksville Police Department Representatives – Deputy Chief David Crockarell and
Deputy Chief Richard Stadler, IT Department Representatives – Amie Wilson (Director), Dirk Protonentis and
Darek Manley and members of the Design Team including of Rufus Johnson Associates (Architect) – Daniel
Binkley, Rudy Johnson, Randall McAlexander, McKay Burchett Engineering (Civil) – Cal Burchett, K&S
Engineering (Structural) – Kevin Krantz, IC Thomasson Associates (MPE / Technology) - Colin Roberson, Erich
Vierkant, Sean Covell.
3. A brief project description was reviewed.
4. Location of Bid Opening was reviewed. City Hall, Thursday, April 9th @ 2:30 PM
a. Camille Thomas noted that the opening will be held by video conference. Bidders will drop their bids
off at City Hall security desk, right inside the Public Square (main) entrance, 1st floor, but will not be
able to attend the opening in person. Only City employees will be allowed to attend in person, all
others may join by video conference. Additional information will be included in the upcoming
Addendum.
5. To assure bidders receive all correspondence and revisions, Mr. Binkley recommended that all bidders
register at the following website: https://rufusjohnsonassociates.com/current-bids
a. All bid documents are shared with anyone that registers through this link.
b. Documents are also available through the plan rooms identified in SECTION 00 02 00 INVITATION TO
BID of the Project Manual.

6. All parties shall bid and construct the project with full set of documents. The Owner and the Architect shall
not be held responsible for insufficient bids, incomplete work or workmanship because the Bidder did not
have a complete set of Contract Documents from which to prepare the bid.
a. Site Visits are allowed at the bidder’s discretion. If assistance is needed, this may be coordinated
through the City Project Manager, David Smith. Do not block ingress/egress to the adjacent Fire
7. Questions are due by 12:00 PM on Thursday, April 2, 2020.
8. The final addendum shall be issued by 2:30 PM on Monday, April 6, 2020.
9. Camille Thomas and Daniel Binkley reviewed the Bid Submittal and Licensing requirements of SECTION 00 10
00 INSTRUCTION TO BIDDERS. Highlights included:
a. A bid bond of 5% (of the contractors bid) is required.
b. City criteria is that the lowest and best bid will be awarded.
c. The Architect reiterated some of the language from this section, Article 1.09, Fill in all blank spaces on
the Bid Form; failure to do so will be cause for rejection. No segregated bids or assignments will be
considered.
i. If contractors have questions, please contact the City Purchasing Department.
d. Under Article 1.12, DELIVERY, WITHDRAWAL AND MODIFICATION: Any bid sent by mail shall be
enclosed in another envelope clearly marked "Bid Envelope Enclosed".
e. Under Article 1. 13 LIQUIDATED DAMAGES AND TIME, liquidated damages are $500 per day and the
construction duration is 300 calendar days, as noted on the Bid Form.
f. Under Article 1.14 LAWS AND REGULATION, F. BIDDER REGISTRATION: The City will need the awarded
General Contractor to register as a Vendor. This is not required prior to award of bid.
i. The General Contractor must have all required business licenses.
ii. The City will not award a bid, contract, etc. to any vendor that is in arrears to the City on a
debt, contract, or judgment or who is otherwise in default to the City.

g. Under Article 1. 17 EXECUTION OF THE CONTRACT, D Within 24 hours after the bid opening the
apparent successful General Contractor shall provide the Architect with the following: 00 34 11 LIST
OF PROPOSED SUBCONTRACTORS and 00 34 12 LIST OF PROPOSED MATERIALS AND EQUIPMENT.
i. The Architect reserves the right to request this from the three apparent lowest Bidders.
ii. Once submitted, the General Contractor may not change any of the proposed Subcontractors,
nor any of the Material or Equipment Suppliers listed without permission of the Architect and
Owner.
h. Camille Thomas noted that upon submission of bids, the General Contractor may not change any of
the Subcontractors listed on the Bid Envelope.
10. Alternates One and Two were reviewed.
11. The agreement forms were reviewed, all of which are AIA 2017 versions.
12. Under SECTION 01 10 10 SUMMARY OF WORK, Article MISCELLANEOUS PROVISIONS, two items were
highlighted. Smoking will not be allowed on site. Superintendent shall be on site at all times when work is
being performed.
13. SECTION 01 02 00 ALLOWANCES was reviewed; there are eight total allowances. Daniel Binkley noted that the contractor cannot provide overhead, profit or bond to any change order, for items falling within the allocated allowance dollar amounts.
a. Allowance No. 1 is for Special Testing. See Section 01 41 00 TESTING LABORATORY SERVICES for
exclusions related to Earthwork and Testing and Balancing, which are covered by the General
Contractor under the base bid.
b. Allowance No. 3 covers kitchen appliances, but does not include the Guardian III Range Suppressor,
which is covered under the base bid.
c. Allowance No. 4 is for any additional landscaping that may be requested by the owner, which is not
shown on drawing L1.00.
d. Allowance No. 7 is an owner contingency and may not be used by the General Contractor.

e. Allowance No. 8 is conditionally available for remediation of unsuitable soils up to the $20,000 value.
The site is bid as unclassified. All remediation recommendation must come from the General
Contractor’s Geotechnical Engineer, with quantified backup documentation for approval prior work
proceeding. Any expense beyond this value will be at the General Contractor’s expense. Any work
completed without prior approval will be at the General Contractors own risk. A change order will not
be issued without prior approval.
14. Bidders are reminded of the of any special warranty requirements per the requirements of the Project
Documents.
15. A list of prior substitution requests and other questions received was reviewed by the Architect. Items
known/developed for the upcoming addendum were also reviewed in anticipation of their release.
16. Open floor for questions:
a. The proposed project schedule shall be (subject to change/modification):
i. Bid acceptance April 9, award bid.
ii. 2 weeks + for City review / contract development approval.
iii. Construction schedule of 300 calendar days after NTP is issued.
b. The General Contractor is responsible for all fees, permits.
c. The General Contractor shall be responsible for Builders Risk Insurance.
d. Spoils from excavation shall be removed to an off-site location and will be at the General Contractor’s
expense.
17. Attendance log attached (3 pages).
18. Current log of plan holders registered with Architect attached (3 pages).
