CLARECASTLE GAA CLUB

PROPOSAL FOR ENNIS FLEADH 2017

CAMPSITE / CAMPERVAN SITE

Introduction

Clarecastle GAA club is located approx 4.5km from Ennis town centre. The site is

conveniently located for motorists travelling from all directions including the M18

Motorway, N85 National Secondary Road and N68 National Secondary Road.

The overall objective of the Clarecastle GAA club is to provide a very high grade

Campsite to the Fleadh 2017 visitors, who wish to stay in a campsite or caravan /Motor

home pitch site for the duration of the Ennis Fleadh 2017 event.

The main objectives for Fleadh 2017 are to provide:

1. Safe campsite in compliance with statutory regulations

2. Clean / working showers with hot water and working toilets 24/7

3. High standard of catering facilities and bar facilities at a reasonable and

affordable price.

4. Reduction of the overall costs of running the campsite accommodation to the

Fleadh Committee

5. Increased levels of recycling in support of the Green Fleadh from 2016.

6. High quality onsite entertainment for guests in support of the Fleadh

7. Reliable bus service running from Clarecastle campsite to Ennis

Strategy

Our execution strategy incorporates methodologies proven from 2016, qualified and

experienced personnel, and a highly responsive approach to managing the deliverables

set out for us by the Fleadh Camping committee. The following is a description of our

project methods, including how the project will be developed and a proposed timeline of

events.

The Clarecastle GAA club will engage with the Fleadh Campsite Coordinator to revise

or replicate the site layout plans from 2016. We will also liaise with the Fire department

and the HSE in order to get whatever approvals and certificates are required.

February/March 2017:

Clarecastle GAA will then update our online booking website

www.enniscamping.com and open the booking system to the public.

Liaise with Fleadh website administrator to update the campsite accommodation

page of the Fleadh website.

Send out email notification to all the data base of people who enquired or

booked on our website booking system in 2016 and inform them that the 2017

booking system is now open for bookings and early booking is advisable.

Start to engage with our club and community volunteers.

Develop sub committees within our club to manage the different aspects of the

campsite.

Start to look at and secure food vendors for the campsite.

Start to plan for the Campsite bar and apply to courts for our temporary club

License.

Monthly until August 2017

Promote our Campsite booking site using social media.

Promote our Campsite through the Fleadh official website

July 2017

Start preparing site for Camping and campervan arrivals.

Order security wristbands for site access. (Complete since March 2017)

Engage with the volunteer Centre to provide volunteer training to all campsite

volunteers

Finalize all certificates with the HSE and Fire officer.

Casual Trading on site:

There are plans for Clarecastle GAA to engage with 3 number third party companies to

provide onsite catering and coffee services as well as a fresh fruit vendor. These 3rd

party traders will operate under their own insurances and will be required to provide

copies of all required licenses and statutory approvals and certificates prior to the start

of the event. Names and contact details of the 3rd party suppliers will be furnished to the

Fleadh prior to the event outlining their exact offering and the terms of their agreement

with Clarecastle GAA Club about opening and closing hours.

Electrical connections and temporary power supplies:

All temporary electrical connections on site for Campervan or Caravan use will be

supplied by, installed by and certified by the Fleadh Cheoil na hEireann 2017

committees appointed subcontractor.

On Site welfare arrangements:

Clarecastle GAA club will work with the Fleadh Committee Campsite representative and

the Clare CoCo responsible engineer to provide the required and agreed number of

portaloos, showers and mains toilets which meet the requirements of the Clare County

Council. The placement of these portaloos on site will be agreed with the Clare County

Council engineer to facilitate ease of maintenance and servicing of the units as well as

ease of use by the campsite guests.

Use of Cars and motorized vehicles on site:

There will be a clear and controlled policy of no motorized vehicles on the tented

campsite at all times. This will be strictly controlled by closed gates and security staff/

volunteers. Only official campsite service vehicles which will be identified and have

flashing lights on at all time will be allowed on this tented area and will be minimized as

much as possible. While on the tented campsite the campsite service vehicle will

adhere to a 5 MPH speed limit at all times and only use the access road around the

perimeter of the field. It is proposed that the main tent camping site known as the 10-

acre field will be zoned so that a portion of the field approx. 50 to 60 meters from the

carpark will be used for campervan and caravan parking use. This will be physically

divided from the tent campsite with the use of steel barriers and rope fence. This area is

located downhill from any proposed tent site and no tents should be located within 10 M

of the dividing fence. There is little to no risk to tent campers from this area.

First Aid Provision:

Clarecastle GAA will have trained first aiders and first responders on site at all times

and it is planned that an ambulance service will be located onsite on Saturday19th and

Sunday 20th August to cover the busy periods which based on 2016 Fleadh will be from

8pm to 4am nightly. A total of 16 hours service. A full list of emergency contact

numbers will be posted on the campsite at all times during the event.

Temporary structures:

All temporary structures that will be used will be sourced from an approved supplier and

erected by that company. All such structures will have fire certificates and installation

certificates supplied and shared with the Clare County Council Fire officer prior to the

event.

It is planned to have a 30 X 30 foot temporary structure erected to the rear of the Club

Gym/Bar area as per layout in 2016. A variety of smaller structures 20 X 10 feet will be

erected around the grounds # 3-5.

Campsite Layout, access and management

1. An A1 drawing of the site shall be provided to Clare Co. Council fire officer

All camping, Caravan & campervan pitches will be outlined in this drawing and show the size of each area.

Camper vans and tents will be designated areas and will be in separated by security fencing as a minimum. All caravans and campervans will be sited downhill from any tents to avoid any rolling of vehicles and to prevent accidents.

Access routes through the campsite will be shown. The distance from any camp to an emergency access route should be a maximum of 25.0m

First aid points, fire points, emergency lighting points and toilets will be shown on the drawing,

Lookout posts will be shown on drawings.

2. All access routes between groups of tents and emergency access routes in the camp area will be marked out using appropriate line marking paint or post and ropes and will be monitored during the event and replaced or repaired as required .

3. On site communication, will be via loud speaker / public address system, Mobile phone and walkie talkies. The walkie talkies will be recharged in the administration office each night.

4. The general alarm will be raised using the loud speaker public address system.

5. On site management, will be assigned to a specific site manager which will be named and published on site each day in the administration office. Overall responsibility for the campsite management will sit with Martin McNamara, Chairman, Clarecastle GAA Club.

6. The necessity to provide backup for existing mains powered camp site lighting

will be managed by means of emergency diesel powered generator lighting towers which will be placed around site at locations as agreed with Clare County Council engineer and Fire officer.

7. The Ratio of stewards to campers will be adhered to as per the requirement

agreed with the Fire officer and Clare County Council. A full list of stewards available for the Clarecastle GAA Camper/camping site will be published on site and all such stewards will be inducted on site and receive training from the Clare volunteer Center to the required standard as set out by the Fleadh license.

8. A full Traffic management scheme will be included in the drawings submitted as

part of the license. Emergency access and exits will be shown on drawings and will include emergency exits and access through the Clarecastle National school.

9. All Cars will be prohibited from camp areas at all times. Tents should be carried

to the camp area. It is planned to have a support vehicle or wheel barrows on site for this purpose

. 10. An onsite support vehicle will be available on site 24/7. 11. Entrance to the campsite will be controlled with the use of security wrist bands.

12. Information pack for campers with regard to camp layout and rules will be

provided to all guests on arrival and registration.

13. Tent corrals for both 2 man tents 4 man tents & family tents will be provided and they will be marked out using line marking pain and if necessary ropes and stakes.

14. Spacing between camper vans will be addressed by using layout drawings and placement of campers as per the design. The design of the campervan /caravan pitches layout will incorporate space for pullout tents an awning.

Conclusion.

In August 2016 Clarecastle GAA Club provided a very high quality campsite that

catered for the accommodation needs of many people attending the Fleadh.

Fleadh 2017 allows Clarecastle GAA to look upon this not only as an opportunity to

support the Fleadh in their accommodation needs but also as an opportunity to bring

together all the local voluntary organisation’s in Clarecastle and achieve a greater level

of community support for our club. We look forward to the year ahead and to providing a

very important service for Fleadh 2017.

Risk Assessment for Clarecastle GAA club proposed temporary Campsite August

13th

2017

Clarecastle GAA Club is a privately managed GAA club with toilet and shower

facilities, that will be used by members of the public as a base for holiday camping

during the Fleadh Ceoil na hEireann Inis 2017 festival. The campsite is accessed via

the R458 road between Ennis and Clarecastle. The site is close to the town of Ennis

2.KM and Clarecastle Village center 800m,

The location of the site is not located near to any open water, and is located approx.

600M from the main road, which means that an element of risk for all campers is

avoidable. Clarecastle GAA Club seek to reduce any risk by providing their own site

specific risk assessment that can encourage members of the public to reduce these

risks.

All access roads to Clarecastle GAA club are fully tarmacadam finished roads

and are serviced by street lights and covered by central CCTV cameras

located in the clubhouse.

Location

The Grounds of Clarecastle GAA club are ideally situated within 2 Km of Ennis for

use as a campsite for Fleadh Cheoil na hEireann Inis 2017.

All the grounds of Clarecastle GAA club are surrounded by 2.3m security fencing

and all the following proposed areas

Camping

Parking

Are fully segregated from each other and no vehicles will be allowed onto the

campground areas.

Sanitary facilities

The GAA Club can provide existing separate men’s and woman’s dressing rooms and

shower rooms and have adequate toilet facilities within our grounds to cater for the

expected campers. Additional toilet facilities will be provided by means of portable

loo’s which will be hired from a local rental company through the Fleadh Camping

committee. Cleaning of the toilets and shower rooms will take place at least twice a

day during the event with regular inspections by club members will be performed

between scheduled cleaning periods.

Adequate Toilet roll and hand towels will be provided free of charge ,as well as hot

water which has been heated to at least 55C weekly to eliminate the possibility of

legionella virus being present.

Lighting

The site is fully serviced by street lighting and the Club house grounds including

toilet/shower blocks are fully illuminated by LED spotlights which are controlled by

timers which will be set to come on at 9 pm and go off at 6am each day. As the event

is happening in August 2016 the natural light levels for the rest of each 24 hour

period on site will be adequate.

The campsite and parking areas will be illuminated by

Existing halogen spotlights which illuminate our fields.

Additional lighting towers which will be powered by Generator and rented

from local rental company

Fire extinguishers

Adequate fire extinguishers will be supplied by Amber fire (approved and licensed

supplier) and place around camping areas as per the specifications laid out in the

attached campsite specifications and which has been approved by Clare county

council as part of the issuing of the temporary campsite license.

First aid and emergency

A full emergency first aid station will operate in the campsite and will be accessible

24 hours per day .a fully automatic defibrillator is also located in the campgrounds at

all times.

Emergency contact number will be clearly posted around the campsite at all times as

well as on all check in documentation that is supplied to the campers.

Security

24 /7 security will be on site during the event. This will be made up of both Club

members acting as stewards and by a licensed security operator who will be hired to

provide onsite security during the event.

Decanting of Glass bottles

No Glass bottles will be allowed on site and security searches will be carried out of

all campers and there will be a decanting station for campers to use in order for Glass

bottles to be collected in exchange for new unused plastic bottles.

Rubbish removal

Adequate bins and skips will be provided throughout the campsite and will be

emptied on a regular basis as required during the event. The Clarecastle GAA will

also supply litter picking squads made up from our underage U18 hurling and

Camogie teams to complete the litter picking tasks.
