Background and Methodology
Background
The City of Lethbridge commissioned Ipsos Reid to conduct its 2011 Community Values and Citizen Satisfaction study, with a specific focus on understanding citizens’ attitudes towards local issues, their quality of life, municipal services, communication needs, finances and City priorities.
Specific research objectives included exploring:
Top of mind issues in need of attention from local leaders
Perceptions of quality of life;
Attitudes towards living in the City of Lethbridge;
Perceived importance of, and level of satisfaction with, City services;
Information needs and preferred communications methods;
Funding and financing;
Perceptions of the City’s downtown area;
Corporate Reputation of The City of Lethbridge;
Attitudes towards the maintaining of, condition of and upgrades needed for Infrastructure and,
Most important priorities for the City, and perceptions of the City’s performance in meeting specific priorities.

Methodology

A telephone survey was conducted with a randomly selected sample of Lethbridge residents aged 18 years or older.
To ensure randomness within households the “birthday method” of selecting respondents was used (i.e., asking to speak to the adult in the household who most recently celebrated a birthday).
Survey was fielded between April 4th and April 12th, 2011.
Sample size: 802, margin of error ± 3.4%, 19 times out of 20.
Results are weighted to reflect the relative size of each region in Lethbridge (North, South and West) and to ensure the age and gender distribution reflects that of the actual population according to the 2006 Census.
Where comparable, 2011 results are compared to 2008 and 2005 survey findings.

Key Findings
Topline Findings
98% of citizens rate the quality of life in Lethbridge as good, identical to results from 2008 and 2005.
Similar to previous years, satisfaction with City services and programs remains high at 94%.
One in four (26%) citizens have had contact with a member of Lethbridge’s City Council in the last twelve months, while over half (62%) have had contact with The City of Lethbridge of one of its employees in the last twelve months, consistent with 2008 (61%).
Citizens of Lethbridge would most prefer their information from a website (23%) an increase from previous years (13%, 11%) and direct mail (20%) which has decreased form previous years (32%, 27%).
71% of citizens have visited The City of Lethbridge’s website in the last twelve months, up from 2008 (55%). Of those visitors, 85% found it useful, similar to previous years (92%, 85%).
Almost three in four (70%) citizens believe that they are getting a good value for their tax dollars, constant with 2008 (73%) but a drop off from 2005 (85%).
Recycling (42%) and Water (21%) are identified as the top two environmental priorities for The City of Lethbridge.
Government services (52%), Transportation (34%) and Recreation and cultural facilities/programs (27%) are identified by citizens to be the most important priorities that exist in The City of Lethbridge today.
Roads (66%), Recreation facilities such as public pools and ice rinks (45%) and Waste & Recycling facilities (41%) are identified as the three most important infrastructure assets in need of construction or upgrade.
