CALL TO ORDER
Mayor Wolfe called the meeting to order at 6:00 p.m.
APPROVAL OF AGENDA
MOTION: Council Member Richardson moved to approve the agenda as presented. Motion
passed.
PUBLIC MEETING
Staff Report – Lander Master Plan 2012
a) Review – Gary Michaud, Community Resource Coordinator, Robin Griffin
City Clerk, Diane Oress Dowl HKM Engineer
Community Resource Coordinator Gary Michaud opened the meeting explaining the purpose and need of
a community master plan. City Clerk Robin Griffin gave a brief discussion of Committee and Process.
City Clerk Griffin thanked the City Council, Planning Commission members and Advisory Board
members for their dedication and hard work. City Clerk Griffin made special mention of two members of
the Advisory Board in attendance: Alice Guschewsky and Molly Selley for their diligence to the plan.
Tami Olsen was also a member of the Advisory Board in attendance and her dedication is also
appreciated.
Coordinator Michaud gave a brief overview of the Vision Statement and Questions in the beginning of the
plan document.
City Clerk Griffin and Coordinator Michaud gave a brief overview of core areas for discussion:
a. Land Use – City Clerk Griffin
b. Natural Resource – City Clerk Griffin
c. Community and Economic Development – Coordinator Michaud
d. Appearance and Design – Coordinator Michaud
e. Transportation – Dowl HKM Engineer Diane Oress
f. Pathways – Coordinator Michaud
g. Intergovernmental Relations Coordinator Michaud
b) Public Comments
Mayor Wolfe asked for comments from the Council. Council Member Boulette stated he had been
approached by several Main Street business owners expressing their concern over the proposed bypass
roads. Staff stated the extended arterial roads are on the future transportation map.
Dowl HKM Engineer Diane Oress stated the plan does show a traffic circle as options for two

intersections. She stated the traffic circle creates one way traffic which makes the intersection safer.
Jim Sorenson stated he has lived in Lander for 35 years. HE stated the overall document is a good
working document. Mr. Sorenson stated his concern is with the proposed arterial roads. He stated the
proposed arterial roads are listed on the future transportation map, but not addressed in the document. He
asked that before the plan is adopted the City study the effects of these arterial roads that bypass Main
Street.
Council Member Maestas stated that if the document is accepted the City is not going to start creating by-
pass roads immediately. He stated this is a template to identify problems and provide guidelines to assist
the community in development.
Sam Hartpence stated circular intersections are safer for pedestrians. He also stated a bypass creates
safety by removing large trucks from the downtown area. Mr. Hartpence provided several examples of
towns that have benefited by a bypass.
Eric Olsen – 272 Main Street – stated he has some of the same concerns. He asked for a study also
stating the community is looking for intelligent growth.
Mr. Sorenson spoke again asking for a statement in the plan.
The public hearing was closed at 6:48 p.m.
ORAL COMMENTS
(a) Personal Privilege – Mayor and Council
Mayor Wolfe asked that everyone consider that today is the 11th Anniversary of the attack on Americans,
September 11th.
(b) Department Report
1. Fire Department – Fire Administrator Nick Hudson
A copy of the report is available online at www.landerwyoming.org and at the office of the City Clerk.
(c) Proclamation – Constitution Week
Mayor Wolfe read the proclamation honoring the 225th anniversary of the signing of the constitution.
(d) Proclamation – “Family Day – A day to eat dinner with your children”
Mayor Wolfe read the proclamation declaring September 24, 2012 as Family Day.
(d) Eagle Scout Project – Nathan Womack
Nathan Womack stated he is with Boy Scout Troop #83. He stated he would like to paint a mural on the
O’Reily building. The mural would consist of mountains and landscaping, approximately 25’ x15’. He
stated he has obtained the property owner’s permission. Mr. Womack stated he plans to start the mural
sometime this next month.
