The Chair called the meeting to order at 6:07 p.m.

Councillor Dhaliwal paid tribute to Mr. Gord Couling who passed away 2013 October 8. For the past nine years Mr. Couling has been the ICBC Road Safety Coordinator and worked tirelessly to promote traffic safety in the City of Burnaby. He was instrumental in organizing and attending many traffic safety initiatives including Speed Watch and Distracted Driving Campaigns, and many more.

The Committee recognized and thanked Mr. Couling for his tremendous contributions to traffic safety in the community. He will be missed.

(a)~r. ~atthewSenf, 4811Brentlawn Drive, appeared before the Committee on behalf of residents of Brentlawn Drive to convey concerns regarding traffic safety issues.

Mr. Senf informed the Committee that the main concerns are resident's safety and property damage which are attributable to through traffic using Brentlawn Drive as a bypass route. Residents are concerned that as development and density increase in the area, so will the problems on Brentlawn.

Mr. Senf requested that the Committee provide a written proposal addressing resident safety and mitigation of property damage as they relate to through traffic. The speaker also requested that the City work with TransLink to find an alternate route for the #134 bus which currently uses Brentlawn. Lastly, Mr. Senf asked that Brentlawn be reclassified from a local collector to a residential road thereby allowing residents to petition for traffic calming measures.

The speaker advised that residents of Brentlawn are not benefiting from the principals of the City's traffic mandate nor are the residents protected by the policies that guide the mandate.

Mr. Senf cited examples of traffic calming measures that have been implemented on bus routes in north Delta and the District of North Vancouver, requesting that Burnaby provide proactive solutions for Brentlawn.

In conclusion, Mr. Senf requested the cooperation of the City to achieve a neighbourhood that is safe and liveable.

The Committee thanked Mr. Senf for appearing as a delegation and the submission of his comprehensive report. The Committee informed Mr. Senf that a pilot project in the Capitol Hill / Heights area has recently concluded. The project lowered speed limits on residential streets to 40kmlh. Staff advised that data is currently being reviewed and a report will be forthcoming.

Arising from discussion, the Committee introduced the following motion:

(b) Ms. Cherie Moses, 4432 Graveley Street, appeared before the Committee on behalf of the GraveleyStreet Traffic Calming Group. The Graveley Street Traffic Calming Grdupareadvocating asa. collective, bringing forward concerns and suggestions to IIlitigate traffic. and parking issues on Graveley Street between Willingdon and Carleton Avenues.·

Ms. Moses submitted a petition letter signed by 103 residents. The text of the petition read as follows:

"Petition: Traffic Safety, Pedestrian Safety and Parking Concerns on Graveley Street, between Carleton and Willingdon

In order to keep our street residential, sqfe and controlled, we would like to see the City of Burnaby demonstrate a commitment to us by doing the following: creating and implementing a Pedestrian Safetv Plan. a Traffic Calming Plan and a Parking Plan for our neighbourhood.

I. Devise and implement a Traffic Calming Plan and a Pedestrian Safety Plan to end the ease of using Graveley Street as a shortcut by motorists, speeding through our street to access Willingdon or Carleton (Approx. 1400 vehicles/day, mostly during rush hours).

a) Install effective traffic calming measures: fix the problem with the speed humps residents are alreadv paving for. and investigate costs for residents to have chicanes or

other blockages at strategic locations that lead to our street to make it less appealing as a short cut, and to protect the all the residents, as well as their vehicles.

b) Plan ahead to keep our street residential, not arterial. The realignment of streets at 1" A venue and Douglas Road will intensify the current volume and speed issues. In discussions with the Planning Department, it became clear that the realignment had not taken into consideration the current condition of traffic, or the impact of future traffic, on Graveley. 'This is also evident on the multi-colored planning map (Appendix A), where Graveley is simply on the periphery and had not been part of any discussion with the planner for our area. c) Lower the current speed limit of 50km to 30kina.i it is neither practical nor safe, and has created numerous hit and run situations for vehicles owned by residents of Graveley Street. .' , '

d) Redesign access, as well as signals; to and from Graveley and Willingdon, so drivel'S are compelled stop before procel!ding left or right onto' Willingdon. The current stop sign at Graveley and Willingddnis routinely ignored by drivers; who make quick turns onto Willingdon, while watching the pedestrian walk/do not walk'indicators in a frontal view.

e) Consider blocking left turns from Graveley onto Willingdon, and left turns, onto Graveley from Willingdori..,

2. Develop and enforce a Parking Plan for our street to,' end business use of parking and Skytrail(parkingon Graveley. ,',

a) Enter dialog with ,Fraser Health to discourage their employees from using Graveley for their parking needs. ' '

b) Install on Graveley Notice to Sky Train Connectors signs, which state the bylaw, as you hav~ done on the Brentlawn side, of Willingdon.

c) Actively discourage businesses from using Graveley as their parking lot

d), Create an effective method of bylaw enforcement for illegal parking on Graveley 'rather than the one in place now, that relies on each resident placing one or more calls daily. Wf!rkwith residents on a plan to deter business and Sky train parking.

3. Work with the RCMP on a campaign to actively ticket offenders who run through our stop signs, and speed up and down Graveley recklessly.

We would like to request a written response to this petition, as well as input into subsequent action plans for our area, which will affect traffic safety and parking on Graveley Street."

Ms. Moses also provided the Committee with support materials to augment her presentation. The submissions included a Burnaby minor road network map, ICBC 2000-2012 crash and injury statistics for the Graveley Street area, newspaper articles regarding two pedestrian fatalities, a 2001 Traffic and

Transportation Committee report approving the pedestrian crossing on Willingdon at BrentlawniGraveley, 2012 November and December RCMP monthly reports, as well as highlighted excerpts from 'A Technical Review of Pedestrian Signals in Canada', 'Analysis of Pedestrian Deaths, 2009-2012' BC Coroners Service and 'Traffic Calming in Canadian Urban Areas'.

Ms. Moses noted that commuters using Brentlawn Drive to proceed through Willingdon Avenue and onto Graveley Street neglecting to stop at the posted stop signs. The speaker cited two fatalities that occurred on Willingdon, the first in 2001 at Willingdon and Graveley and the sec.ond in 2010 at Willingdon and Kitchener.

Ms. Moses conveyed that through the proposed developments an influx of 3,000 to 4,000 new residents to the area wouldfurther ~ompromise the safety of drivers, pedestrians and cyclists. Ms. Moses requested that the City and developers work on an overall transportation plan that would mitigate the use of residential streets by commuters' shortcutting through neighbourhoods. The speaker noted that the planned realignment at First Avenue and Douglas Road will result in additional First A venue traffic using Carleton Avenue and Graveley Street.

The speaker also addressed parking by non-residents on Gravely Street. Employees from local bysiriessesas well as commuters using SkyTrain park their vehicles on Graveley Street on a regular basis. . .

In conclusion, Ms. Moses requested that the City of Burnaby, in conjunction with area residents, produce a traffic calming plan, pedestrian safety plan and a parking plan for their neighbourhood.

The GraveleyTraffic Calming Group, on behalf of the residents of Graveley Street,requested a written response to the petition.

(c) Ms. Ruby Yusuf and Mr. Gurminder Minhas, representing the Lakeview Parent Advisory Council, appeared before the Committee seeking a resolution to parking and pedestrian safety concerns on Mayfield Street, in front of Lakeview Elementary School. The speakers informed the Committee that access to the school is extremely limited; Canada Way to the south side of Mayfield Street is restricted, the north side of Mayfield terminates into green space, lanes parallel to Canada Way are closed to traffic and 6th Street terminates at Mayfield going west. Due to these

restrictions vehicular traffic entering Mayfield Street must 'u-turn' in order to exit creating a dangerous situation for students.

The speakers also noted that residents in this block of Mayfield are frustrated with the traffic created by parents dropping and picking up students, as well as drivers using private driveways to conduct 'u-turns'.

In conclusion, the speakers requested that staff investigate the feasibility of creating a drop off and pick up loop on adjacent land, north uf the school.

The Committee advised the delegation that the subject property is owned by the Burnaby School District and requested that City staff work with the School District to resolve safety concerns.

Staff undertook to work on this matter with the Burnaby School District.

Correspo~dence was 1'eceived froinstaff in response to a report received from Mr. Matthew Senf regarding traffic safety concerns on Brentlawn Drive.

The correspondence responded to Mr. Senf's main points which were road classification, transit routing of #134, ICBC crash statistics, vehicle speeds, and warrants around four way stop evaluations.

In conclusion, staff advised Mr. Senf that the City of Burnaby will be updating the Burnaby Transportation Plan and will be providing opportunities for public input.

(b) Correspondence from Capitol Hill School Parent's Advisory Council Re: Holdom Street Drop-Off and Pick-Up

Correspondence was received from the Capitol Hill Elementary School Parent Advisory Council (PAC) regarding pedestrian and traffic safety concerns.

The writers advised that Holdom Street, which is currently used as the drop-off and pick­up point for the school, is dangerous due to the volume of traffic on Holdom Avenue.

The Capitol Hill School PAC have requested a traffic assessment, visible RCMP enforcement to address speeding, jay-walking and u-turns, and increased sign age, road painting, 'No Stopping' restrictions, flashing speed signs and the expansion of the current parking lot off Pandora Street.

Staff advised that a review has been conducted of this area and a report will be forthcoming. Staff is currently addressing the concerns with the principal of Capitol Hill Elementary and all other stakeholders.

(c) Correspondence from Derek Wilson Re: Red Signal Camera ..

Cariboo - Government RailwaY Crossing·

Correspondence was received from MLDerek Wilson regarding implementation of red signal cameras at the Cariboo Road and Government Street Railway crossing.

The cameras are currently part of a pilot projectiri Austria to deter motorists from ignoring crossing signals. Theyrecord the licenst'( plate onhe offender, sending the data directly to police for processirig, .

Staff advised the Committee that althoughfuis technology may be beneficial in other areas, the cameras would not be applicable at .this location. The City works in conjunction with the railway at the intersections to coordinate traffic and crossing signals; however,jurisdic;tion of railway crossings lies with the railway.

The Committee requested that Mr. Wilson: s cOITespondence be forwarded to CN Railway.

Staff undertook to contact the writer and forward the information to CN Railway.

(d) Correspondence from Benson Hsieh Re: Traffic Safety Concerns - Carleton A venue

• Between Moscrop Street and Forest Street

COITespondence was received from Mr. Benson Hsieh regarding safety concerns on Carleton A venue between Moscrop Street and Forest Street. Mr. Benson wrote that Carleton A venue, between Moscrop and Forest Streets, is a popular route for pedestrians and cyclists due to its close proximity to schools, wooded areas/trails and Wesburn Park. Mr. Benson's concerns arise from commuter traffic that is using Carleton AvenuelForest Street to bypass Willingdon Avenue.

With the exception of three properties at Carleton A venue and Fir Street, Carleton is largely unfinished. Pedestrians must walk on the road as the gravel shoulders are either residents' lawns/driveways or filled with parked vehicles.

(e) Report from the Director Engineering Re: Royal Oak Avenue at McKee Street .. '

A report was received from the Director Engineering to review a request for a crosswalk near Alta Vista Park.

Staff have addressed Mr. Rees' request to extend the speed limit zone in front of Alta Vista Park; however, after traffic and pedestrian counts were conducted a marked crosswalk would not be warranted and is therefore not recommended:

4. NEW BUSINESS

Andre Zavaglia

Mr. Zavaglia brought forward concerns from the Coast Mountain Bus Company regarding finishing materials on concrete pads at the bus stop on the south side of Hastings Street at Beta Avenue. Due to the finish on the concrete, the surface becomes very slick with a little moisture and cold weather. This is a potential safety hazard for transit users disembarking or alighting at this stop.

Staff undertook to address this issue.

Councillor Kang requested that staff investigate the necessity for the right tum only lane eastbound on 18th Avenue at Griffiths Drive. .

Staff undertook to investigate this matter.

Councillor Kang expressed concern regarding drivers not coming to complete stops at stop signs.

The Committee suggested identifying the most critical areas and contacting volunteers of the 'Stop Watch Program' to come out and observe. .

Councillor Kang advised the staff that parking at Taylor Park Elementary School has become an issue once again.

Staff advised that Bylaw Enforcement should be notified and undertook to follow up.

Dr. Vizniak advised that he lUIs observed loose gravel on 12th Avenue and Marine Drive.

Staff undertook to address this issue.

Dr. Vizniak. requested assistance with reiilstating a campaign in which parents are encouraged t6 walk their' children to school.

Ms. Karon Trenaman; ICBC Road SafetyRepresentative, suggested contacting ICBC to request reinstating the 'Way to Go!' prograrIJme. This walk to school project was in place from December 1998 until thespting of 200 1.

Staff advised that they will follow up with the Patks, Recreation and Cultural Services Depattment.

Karon Trenaman

Ms. Trenaman introduced herself and informed the Committee that she will be, the temporaty ICBC Road Safety Coordinator for the Burnaby Traffic Safety Committee, pending the appointment of a permanent representative.

Ms. Trenaman informed the Committee that the Provincial Launch of Operation Red Nose is scheduled for 2013 November 08 at Metropolis Metrotown. The Burnaby RCMP and Burnaby Community Police Offices will be volunteering for Operation Red Nose on 2013 December 14, in honour of Gord Couling. ' "

This yeat's Operation Red Nose dates ate November 29 and 30, December 6, 7, 13, 14, 20,21 and New Yeat's Eve. Ms. Trenainaninvited all Committee members and staff to participate. All donations from Operation Red Nose will go to 'Kids, Sport' .

Good morning Mr. Kaardal,

We were inches away frorn a tragedy yesterday morning. A Semi Truck driving on Douglas Road, was turning right onto Sprott Ave.

At the corner of Douglas Road and Sprott, a mother with two children walked up Douglas Road. I was yelling at them to run back down Douglas Road. Which they did.

A little girl was walking down Sprott Street, towards Douglas Road. I was yelling at the little girl to run back up Sprott Street. Thank goodness she listened.

I knew the Semi was not going to make the turn successfully. I continued to yell at the top of my lungs to keep running back. As the Semi turned the corner, all of his wheels were on top of the sidewalk. I kept yelling at both parties as loud as I could to keep running back. I crouched down so I could see under the trailer and screamed at the little girl to keep going.

Thank goodness, I have taught her where to go when a semi is turning. Otherwise, she would have been crushed from the wheels of the semi. .

I feel in my heart if it had been anyone else other than this little girl, we may have had a serious tragedy today.

This was not only dangerous for these two families. I was not able to watch the students who were crossing on the other side of the street at the same time and I was not able to watch out for my own safety. .

I was shaking so bad that my legs were giving out on me. I struggled the balance of the shift to protect everyone crossing.

Last year, a semi went around the corner hit the cement wall and took out the street light. The street light is on the other side of the sidewalk.

We need to lobby the City, to change the bylaws, as to Semi trucks turning at Douglas Road and Sprott. All trucks should have to travel on Norland Ave. Then they would not have to turn at this corner. Someone is going to get killed ..

I have many parents not wishing to listen to what I am saying. Parents are j-walking with their children across Douglas Road because they do not want to wait at the light.

Other parents are crossing at the corner without watching the cars/trucks turning leIVright into them. Its the same parents everyday. Even though I have tried to explain, that they need to watch out for the vehicles turning into them.

I have told everyone, who uses this intersection, you need to listen for my voice and listen to what I am saying. These parents refuse to listen, they will not even look my way, or possibly they just do not understand how dangerous this corner is. A green light does not mean you are safe to go.

The only reason we have not had someone get hit by a vehicle is because the drivers hear me yelling as I am pointing and stepping towards them with my arms flying and thank goodness they stop.

Each and every shift that I work at this corner, I could write a book. Between vehicles running red lights, changing lanes in the middle of the intersection, vehicles tuming left or right into our students or myself. Yesterday afternoon, I told a mother with two children who was on the other side of the street as myself, that the driver was turning and she was not watching them. The light turned green and as the mother stepped off the curb with her child and the other students, the vehicle turned left and had to slam on her brakes, stopping one foot away from them.

This morning, I counted 5 cars who went through the red light.

Another major issue we have is with the gas station. As students are walking on the sidewalk, cars are almost running them over as they drive into the gas station. I have many times thrown myself in front of these cars to protect our students. Twice this morning I stepped in front of cars entering the gas station.

I have been working at this corner for 8 years. Over the past 2 years, traffic has seriously increased, they are driving faster and I am constantly yelling to protect our stUdents from being hit.

Is there someone that you could recommend that I could forward my email to that would be able to assist us?

Dear Burnaby Councilors:

I am writing to express my concern for public safety in regards to the pedestrian crosswalk at the corner of EDMONDS ST @ 16TH AVE. I have lived in !he area for over a year and use !he crosswalk at least twice daily.

The crosswalk itself it poor1~ marked, and not immediately visible to vehicles waiting to tw'n onto Edmonds St from the stop line on 16 Ave. Vehicles also generally do not stop immediately for pedestrians, and during peak traffic hours, myself and o!hers I've witnessed using !he crosswalk have to wait considerable time to enter !he street safely. As !he crosswalk is nearby an elderly residence building, in particular I've witnessed many elderly people, some of which were using walkers or a wheelchair, frequently have to wait on the corner because moving out into the crosswalk would be extremely hazardous even in moderate traffic. On many occasions, vehicles have honked !heir horns at myself and others using the crosswalk despite that they had ample time to see the pedestrians.

During the time I've lived on Edmonds St I've had an unacceptable number of dangerous experiences using that crosswalk-the fact that the crosswalk is marked and has a sign has little impact on drivers acknowledging the pedestrians trying to cross !here. It is in close proximity to a bus stop, thus traffic travelling down Edmonds St toward Griffiths Drive often pass the bus while it is pulled over and do not see pedestrians coming from the other side of the road where there is no sidewalk; likewise, Edmonds St is a high-frequency route for semi-trucks that do not acknowledge the crosswalk, and allow for other traffic behind them to follow straight through. Vehicles turning right onto Edmonds St from 16th Ave also have a tendency not to check the crosswalk for pedestrians before making their turn when they're trying to break into heavy traffic.

This is an ongoing serious issue for residents near Edmonds St and 16'h Ave, as well as the road users. I am hoping that the City of Burnaby will recognize the threat to its public's safety as long as the crosswalk remains poorly enforced and ignored by road users-and would like to formally reqnest that the city refurbish the sidewalk on the north side of Edmonds St and upgrade the crosswalk on both sides of Edmonds St and 16th Ave to have a pedestrian-controlled stop light as soon as possible. In the meantime, I would also like to recommend better enforcement by local traffic authorities within the area to help prevent dangerous situations for pedestrians.

We have a safety issue at Hastings and Gilmore in Burnaby. Today, Bus #B9665 ran through a marked cross walk, with a crossing guard in it, and almost ran down 10 children and a few parents (8:50am). I have seen this bus run this crosswalk several times. I emailed transit on this, several times, and it

We are Strata Agents for Strata Plan BCS3360 "GREEN", located at the above noted address. We-contact you on instruction of the strata council, and on behalf of the strata corporation, with regards to the current parking restrictions on Southpoint Drive.

We have received numerous complaints from owners with regards to the new time limited parking around the complex. There seems to have been little notification of these changes to residents livjng in the area and these restrictions are having a negative effect on many residents.

It is the request of the strata council, on behalf of the owners of GREEN that the parking restrictions on the' east side of South point Drive be lifted, and a different plan be implemented, perhaps with consideration to permit or resident decals being made available to residents in the area instead of the current limited parking hours.

SUBJECT: TRAFFIC CONCERNS AT CAPITOL HILL ELEMENTARY SCHOOL

PURPOSE: To review safety concerns raised by the Capitol Hill Elementary School Parent Advisory Council.

RECOMMENDATIONS:

1. THAT the Committee recommend to Council the installation of the various traffic control measures outlined in this report, and

2. THAT a copy ofthis report be sent to Capitol Hill Elementary School Parent Advisory Council, Capitol Hill Elementary School, and School District 41 for information.

REPORT

1.0 BACKGROUND

On 2013 November 05, the Traffic Safety Committee received a petition from the Capitol Hill School Parent Advisory Council (PAC) regarding traffic safety concerns. The petition requested that the City undertake a traffic assessment and to implement measures to address jay-walking, double parking, speeding and u-turns along Holdom Ave where much of the school's drop off and pick up activities occur. The petition also requested visible and regular police traffic patrol to enforce such regulations, and the expansion of the school's current parking facility accessed from Pandora St.

2.0 EXISTING CONDITIONS

Capitol Hill Elementary School is located in Capitol Hill area bounded by Hastings St, Holdom Ave, Pandora St, and Warwick Ave as shown in Figure 1. Hastings St is classified as an arterial street and Holdom Ave is classified as a local collector. Pandora and Warwick are both classified as a local residential street. The intersection of Hastings and Holdom is controlled by a traffic signal, and the intersection of Holdom and Pandora is controlled by 4-way stop signs with marked crosswalks.

Along the school's frontage on the east side of Holdom Ave, parking is restricted to 10 minutes only between the hours of 8:00 AM and 5 :00 PM during schooldays. A similar restriction exists along the south side of Pandora just east of Holdom for about 90 metres. These parking regulations support the drop off and pick up activities which occur regularly during school days. There is also a small parking lot for visitors on the north side of the school accessed from Pandora St that can be used as a pick-up and drop-off area for students.

School and playground signs with 30 kmh speed limits surround the school along Holdom, Pandora and Warwick. A school crossing guard is provided at the intersection of Hastings and Holdom to assist parents and children crossing the street before and after school.

3.0 FINDINGS

Traffic activity surrounding the school were observed and found to be typical of many other schools. There is some traffic congestion before and after school that usually lasts for about 30 minutes while parents pick up or drop off their children. Most of this activity occurs along Holdom Ave near the front doors of the school. It was also noted that most of the concerns are a direct result of the behavior of either parents driving to and from school, or the children themselves not crossing the street at appropriate locations. While the City's Parking Bylaw Officers and RCMP Officers can undertake parking and traffic enforcement as priorities and resources allow, there is much that the PAC and school administration can and should do to encourage appropriate behavior from their students and their parents. Based on field observations and discussions with the Principal and members of Capitol Hill School PAC, the following measures are recommended to enhance traffic safety:

a. The City to mark a solid yellow centre line along Holdom between Hastings and Pandora. This will help to better organize traffic flow, and discourage double parking, u-turns, and driving on the wrong side of the road.

b. The City to extend the on-street pick up and drop off zone further north along the east side of Holdom, and further east along the south side of Pandora as shown on Figure 1. This will help to provide an alternative to double parking and address the concern regarding the lack of available pick up and drop off parking spaces.

c. The PAC and school administration should have direct discussions with the School District if it wants the existing on-site visitor parking lot expanded to create additional parking spaces for pick up and drop off activities.

d. The City to install a No U-Turn sign along Holdom in front of the school to enhance traffic safety and reduce traffic congestion during peak periods.

e. The PAC and school administration to discourage midblock crossing by requesting that parents refrain from parking on the west side of Holdom or requesting that their children cross at existing intersections. Creating a mid block crosswalk is not recommended as that would reduce the number of available on-street parking spaces for pick up and drop off activities, and may reduce safety by instilling a false sense of security for those using the crosswalk.

f. The PAC and school administration should send notifications to all students and their parents regarding behavior expectations regarding traffic safety surrounding the school. This may include traffic circulation around the school in a clockwise direction to minimize the necessity of students having to cross the street while being picked up or dropped off. Volunteer parents or school administrators can further encourage this behavior by monitoring the situation before and after school, and if required and appropriate, seek further assistance from the City or RCMP to deal with chronic bylaw or traffic infractions. .

4.0 CONCLUSION

A review was completed regarding traffic safety concerns at Capitol Hill Elementary School. The striping of a solid yellow centre line, the provision of additional on-street pick up and drop off zones, and the installation ofa No U-Turn sign are recommended to enhance traffic safety. Several recommendations were also made to the PAC and school administration to encourage appropriate behaviour by their students and their parents. Active involvement by the PAC and school administrators is important to effectively deal with traffic issues that are largely a result of the school's population. City and RCMP resources will continue to provide follow-up support where appropriate and as resources and priorities allow.
