The subject property is located within the study area of the City Center Master Plan (1999), however the property is not

located within one of the specified Districts set forth in the plan. The plan as a whole included an economic analysis of

the study area, reviewing appropriate uses and identifying catalyst projects. As part of the City Center Master Plan

planning process, design guidelines were developed and adopted as a zoning overlay - the City Center

Design/Development Overlay District. The stated purpose and objectives of the Guidelines reflect the general

recommendations of the plan for the area, including: "To reinforce and build upon Columbia's architectural and design assets. To create a high quality, pedestrian-friendly environment in City Center. To establish a shared public-private partnership in promoting and achieving high quality development and design in

City Center. To create a development pattern that connects the different areas and elements within City Center, without promoting

design uniformity. To reinvigorate CityCenter's existing residential neighborhoods and promote new residential development in City

Center as a means of injecting around-the-clock life into the area." (City Center Design Guidelines, 1-6 through 1-7)

PROPOSED ZONING DISTRICT SUMMARY

The subject property is currently zoned Office and Institutional District (C-1), -Design/Development District (-DD). The

abutting properties in the City of Columbia have base zoning of Office and Institutional District (C-1) to the North, West,

and South and Central Business District (C-5) to the East.

The proposed zoning district is Central Area Commercial District (C-4), -Design/Development District (-DD).

Central Area Commercial District (C-4)

The C-4 district is intended to accommodate retail, office, service and distribution uses generally benefitting by

location in the central area of the city, and generally complementary to uses and characteristics of use ordinarily

found in the retail core or central business district. Certain related structures and uses required to serve the needs

of such areas are permitted outright or are permissible as special exceptions subject to restrictions and

requirements intended to best fulfill the intent of this article. A principal purpose of the C-4 district is to provide

for uses complementary to those found in the C-5 central business district zone, but simultaneously to create a

character less congested than that of the C-5 district by requiring yards and off-street parking. It is, therefore, the

intent of this article that C-4 central area commercial districts be established only contiguous to or in the

immediate vicinity of the C-5 central business district zone.

STAFF RECOMMENDATION

Staff recommends City Council rezone the parcel from C-1, -DD to C-4, -DD.
