The new sequence will remain a 7 character number. Characters 1-6 are a collection of alpha-numeric characters generated by a base 36 conversion. The first character starts with an alpha to avoid duplication with legacy citations. The seventh character will be either ‘P’ for paper or ‘E’ for electronic. Electronic numbers will be delivered to vendors/law enforcement agencies in an excel spreadsheet in an effort to reduce manual entry errors causing duplication of citations.
New Numbering System
• New UTCs are being distributed now with the
new citation number format.

QUESTIONS?
Are you receiving UTC’s electronically from FHP?
Is your office using that data?
FHP’s Uniform Traffic Citation Data
• Currently all of FHP’s UTC’s are being exported electronically to F.A.C.C. nightly by our vendor.
• This process ensures accurate data passes down to the clerk’s offices.
• Errors are corrected before they get to the clerk’s office.
• Edit rules on the UTC software facilitates minimal errors.
• Must use the most current ICD.

Clerk’s Offices Obstacles
• Court Records Management Software (RMS).
• Updates to the current systems that doesn’t cause issues with other work flows.
• Pending vendor changes/upgrades.
• Manpower.
• I.T. Recourses.
• Not a hard copy of the UTC.
• Others.
How can FHP help YOU?
Portable Document Format (PDF’s)
• FHP can send to you each day a file electronically with all of the PDF’s of UTC’s written within your county by FHP. (Bay, Duval, Gadsden, Hillsborough, Jackson, Monroe, Orange, Palm Beach, Pinellas)
• This would be in addition to your data from FACC.
• What’s required for this process to work? 1. An FTP site is required to place the file on each day.
2. It must be a PDF file format not in a TIF file format.
3. FHP’s vendor has agreed to work with your I.T. folks to set up the files being received.
4. No cost to you!!!
Portable Document Format (PDF’s)
• When the PDF hits your office daily you can process the UTC’s faster.
• You will have a hard copy for scanning if needed.
• You will not be depended on the paper copy getting to your office within 5 days.
• We are seeing consistently throughout the state that the paper transmittal within 5 days is not being accomplished.
• The PDF process saves money and time.
Portable Document Format (PDF’s)
• PDF’s of UTC’s will only be sent to you for infractions when court is not required.
• All UTC’s that require a signature/court will be transmitted to the clerk’s office in paper form.
• Witness lists for UTC’s will still be sent to you in paper form. FHP accomplishes this by sending over the officers copy of the UTC.
F.S.S. 318.14(2)
318.14 Noncriminal traffic infractions; exception; procedures.—
(2) Except as provided in ss. 316.1001(2) and 316.0083, any person cited for a violation requiring a mandatory hearing listed in s. 318.19 or any other
criminal traffic violation listed in chapter 316 must sign and accept a citation indicating a promise to appear. The officer may indicate on the traffic
citation the time and location of the scheduled hearing and must indicate the applicable civil penalty established in s. 318.18. For all other infractions
under this section, except for infractions under s. 316.1001, the officer must certify by electronic, electronic facsimile or written signature that the citation
was delivered to the person cited. This certification is prima facie evidence that the person cited was served with the citation.
