    Rules and Regulations for “Crick- IT” Inter league (CIL) - Championship 2016

    Entry Fee and Trophy details:

    The entry fee per team is $200.

    Winners and Runners Trophy.

    Individual prizes/recognition: Best Batsman of the tournament. Best Bowler of the tournament. Best Fielder of the tournament. Best Keeper of the tournament. Man of Finals. Player of the week (will be determined by CIL. This is just to encourage the

    players and there is no reward for the same).

    Tournament Format:

    1) All matches will be played with the "Hard Tennis"(Red) cricket ball (with anexception of any matches played under lights). 2) Balls will be provided by CIL (only for CIL scheduled matches). 3) All the matches will be played on baseball field. 4) Winning team will be awarded “two” points. If there is a “Tie”, then one pointwill be rewarded to both the team.

    5) In case of “No result” match one point will be equally shared by both the team. 6) Each team will play one match against all the teams in league stage. Top fourteams will play “Play offs” (calculated based on points and net run rates).

    When two teams have equal points and equal net run rate, the teamwhich was the winner of the head-to head match played between them willbe placed in the higher position.

    When more than two teams have equal points and equal netrun rate, the team which was the winner of most number of matches playedbetween those teams will be placed in the higher position.

    For example, if 3 teams are tied in the following scenario:

    · Team A beat team B but lost to Team C Team B lost to A but did notplay Team C

    · Head-to-head: Team A is 1-1 (50% win) Team B is 0-1 (0% win) andTeam C is 1-0 (100% win) So Team C is ranked higher than Team A andTeam A higher than Team B.

    · If still equal, the team with the higher number of wickets taken will beplaced in the higher position.

    · In the highly unlikely event that teams cannot be separated by theabove criteria then random draw will be used to choose the winner

    between the contending teams.

    7) Neutral umpires for all the matches will be duly assigned by CIL from non-playingteams. Please see page 17 for umpiring duties and rules.

    8) All the matches will be scheduled only on Saturday and should be played only onthe allotted time & Date.

    9) Ground(s) will be reserved by CIL and schedule will be published based onground’s availability.

    10) Request’s for rescheduling matches will not be entertained.

    11) If there is a rain interruption/ wet field due to overnight rain on scheduleddate/time, matches will not be rescheduled/pushed. Points will be equally shared by both the teams and the match will be considered as “No result”.

    a) In an instance where two matches have been called off for a particularteam due to rain/ground/pitch conditions, then the following matches will berescheduled by CIL if it happens to be abandoned. In other words, noreschedule by CIL for first two matches call off. Each team have to play

    minimum 4 matches with result to be a contender for play offs.

    b) Given the above condition, in case if “Team A” had 2 “No result” matchesand their 3rd match against “Team B” which happened to be called off, thenthe benefit will go to “Team A”. No matter if “Team B” had 1 or 0 “No result”matches, this match will be rescheduled by CIL.

    c) Scenario where there is a rain at 10 AM, but rain stops at 12:00 PM then 10AM match will not be rescheduled/pushed to 12 PM. However the 12 PM

    match will/can be played as per the schedule.

    d) Alternatively if both the team captains are in mutual agreement and feelsthat point share is not fair then they can very well reschedule the match andplay any time on or before the following “Wednesday”.

    e) CIL is not responsible to coordinate/follow up on the matches wherecaptains/teams agreed to play other than the proposed CIL schedule. HoweverCIL could help to block the reserved slots if scheduled match is abandoned due to

    rain, if both team captains agree upon to play certain date/time (on or beforefollowing Wednesday), reschedule will not happen beyond Wednesday(unusedslots can be reused by the same teams outside of CIL tournament based on their

    convenience). In an instance where the teams decided to play outside of theproposed schedule please communicate the decision to CIL at the earliest.

    f) If team A is available on the scheduled date/time whereas team B is notavailable, then “Team A” will be considered as “Winners” (there won’t be anychange in NRR but points will be awarded). This scenario is not applicable for thematches that are rescheduled based on captain’s mutual agreement. In the

    scenario where both the captains mutually agreed to reschedule the matches

    based on other team availability and if they couldn’t play on or before Wednesdaythen points will be shared.

    g) CIL reserves all rights to reschedule the matches.

    12) Playoff’s/Finals will be played on reserve days if the match is abandoned dueto above point(s). CIL reserve rights to schedule the matches on reserve days(based on ground availability). 13) One player can play for only one team in the tournament. If it comes to the

    organizer’s notice that a team has a player who has played for another team inthe tournament, then both the team will be penalized. The penalty could rangefrom reducing 10 runs from their overall NRR. This is completely the committee’sdiscretion.

    14) Home team will be responsible to setup the fields on any given match.a) Home team will have an advantage to spin the toss. b) Home team will have an advantage to take the dug out behind the wicketkeeper. c) The creases and boundaries shall be distinctly marked by the designatedhome team. d) We advise the visiting team to be present at the grounds 15 minutesbefore start time to have their input on setting of the field and boundaries

    15) Net run rate will play important factor when points are same at the end ofleague stages. 16) Non- Playing teams will be assigned for Play offs and Finals umpiring. Need co-operation from the teams not qualifying for Playoffs. 17) The thumb rule is - players should have played 30% of overall league matches

    in the league (No result/walk-over matches will not be considered) if they want toplay in Playoff’s and Finals. In case of abandoned matches, when the game is calledoff with no ball being bowled then Playing IX will not be considered for the

    eligibility criteria. If the game is called off in the middle, then the playing IXprovided at the time of toss will be considered. Also, note that the player shouldhave been physically present/played in the field. 18) CIL will coordinate the schedule and enter scores/net run rates and publishevery week.

    Play Off format

    a) Qualifier 1 will be played by Top 1 and Top 2. b) Winners of Qualifier 1 will directly qualify for “Finals”. c) Eliminator will be played by Top 3 and Top 4. d) Winners of Eliminator and Loser of Qualifier 1 will play “Qualifier 2”. e) Winners of Qualifier 2 will be qualified for Finals.

    As the Point system is not applicable for Play offs or Finals, below rule will beapplicable to produce a result:

    - If one team is not available to play on scheduled day during Playoffs/Finals,then the team which is ready to play will be awarded maximum benefit andwill be announced as Winners of that match. This will be applicable even ifany team does walk-over (due to any incidents) in the middle of the game.

    - If both teams are not available to play on scheduled day during Playoffs orFinals and if they mutually agree to play on a different day than thescheduled day, then the match should be completed on or before thefollowing Wednesday. If for any reason, the teams are not able to completethe match on or before Wednesday then the team with higher position inPoints table during League stage will be the Winners of that match.

    *** The above rule does not apply if the match cannot be played on scheduled daybecause of rain. CIL will reschedule the matches on reserve days (based on groundavailability). Reserve days could be following Sunday or next Saturday.

    Scorecard:

    Make sure the scores are tracked correctly. It is Winning Teams’ responsibilityto share the actual Scorecard or snap shot of the scorecard (of both theteams) to CIL. Failure to provide the score sheets/match results to CIL beforeMonday/by Thursday morning will affect the net run rate and Player of theweek.

    Match Format/Game Rules:

    1. Playing team(s) need to bring bat/stumps/cones etc. 2. Each game shall be played between two teams of nine players each. 3. Each game will have 15 overs per side. 4. Each bowler can bowl a maximum of 4 overs. 5. The overs shall only be bowled from one end of the pitch, as determined.

    6. There will be no LBWs. However, leg byes will be permitted as long as there isno deliberate padding by the batsman. If there is no shot offered by batsmanthen run/leg bye will not be counted.7. No last man batting is allowed.

    8. At any point, there should not be more than 4 players on either side of thepitch (Offside or leg side).

    9. A ball bowled shall be deemed a wide, by the umpire, if At the point at which it crosses the batsman (in normal batting stance and

    hasn't touched the ball).

    ‘The wide mark should be measured at 36 inches (3 feet) from the middle ofthe stump of the batting wicket to help make the decision easier. The use ofBat lengths for setting wide marks is no longer effective. The umpire has thefinal word on each call. ’

    10. A ball shall be deemed a no-ball if: The bowler has over-stepped the popping crease, i.e. entire foot should be

    outside at the time of landing, or The back leg should be considered for a no ball for return crease (side

    lines). The ball is a full-toss above the waist height of the batsman - in normal

    stance, or The ball is over the shoulder of the batsman after one bounce.

    There is no warning for a No ball over the shoulder.

    There is no Free Hit after a No Ball.

    The bowling side return crease should be 48 inches( 4 feet) from outsidestump of the bowling wicket

    11. Substitute fielder shall be permitted only for an injured player - if he cannotreturn to the game. A substitute player cannot bowl or bat or be a wicket keeper.A Maximum of one substitute player shall be allowed at any given time. 12. If a fielder retires in the middle of the match for some overs, then the playerhas to spend a minimum one over on the field before he can bowl.

    13. By Runner- An injured player is not allowed to have a by runner when batting.

    14. Wicket keeper is allowed to bowl and he can do it any time. 15. Playing IX for a match from both sides needs to be entered in scorecard and

    shown to umpires/opponent team captain before the toss. Maximum of 2 players(apart from playing IX) can be used as substitute per side in each match whosenames also need be submitted to umpires during that time. If a player is a part ofplaying IX, he should be physically present during the match time and should havebatted or should have spent at least 3 overs in fielding. 16. If a batsman is injured or falls ill while batting or in case of unavoidablesituations while playing, he may retire and resume his innings at the dismissal or

    retirement of another batsman. If he cannot return by the end of the innings, thebatting side must close its innings after all other batsmen are dismissed (excludingthe not-out batsman) and his innings is to be recorded as ‘ Retired - Not Out’ .However his runs will be added to his total runs scored in that season. 17. If a batsman retires for any other reason than the ones mentioned in point 16,he may resume his batting only with the consent from umpires. If for any reason hedoes not resume his batting, his innings is to be recorded as ‘Retired-Out’ and hisruns will be added to his match count for calculating statistics.

    Ground/Field Rules

    1) All the CIL reserved matches will be/should be played at “Cobb” grou nd.2) Leaning on or touching the fence while catching.

    A fielder may take a catch leaning/touching the fence whichOtherwise would have been a direct hit/going over for 1D, 2D or 4D.This catch is valid.

    For regular boundary, if the fielder touches the fence, then it ’s not avalid catch.

    3) Ball getting stuck in the Fence:

    If the ball gets stuck in the fence then batsman will be awarded theruns that are declared as a result of either direct hit to the fence orball going over the fence in the area where ball is stuck.

    In the area where we have declared runs for both “Direct Hit to theFenc e” an d “ Ball going over the Fenc e”, Runs given fo r “Dire ct Hitto the Fenc e” w ould be considered.

    4)

    Players shall be allowed to use any regulation cricket equipment includinggloves (batting and keeping), pads (leg and elbow), loin guards, etc.

    5) Players are not allowed to wear metal spikes. Spring stumps must be used.

    6) Each Team has to pick up their trash after their match and should leave theground in similar condition in which it was before the match.

    7) CIL will take disciplinary action in the event any Team fails to follow this.

    8) Smoking or consumption of alcohol on the field or on the premises includingthe parking lots and the area surrounding the fields is prohibited and all thepark rules apply while playing. If penalty issued by parkmanagement/someone else, CIL is not responsible for the same.

    For all over/outside the fence scoring rules, ball travel position at the time itcrosses the fence need to be considered and not the landing position.

    Additional Rules

    1) Both wide-balls and no-balls shall count as 1 extra run and an extra ball will

    have to bowl in the over. Any runs (byes, leg-byes, etc) scored off wides or no-balls will be credited as well.

    2) A batsman can be, stumped off a wide ball and run-out off a wide or ano ball. 3) If a bowler bowls a ball that makes two bounces before the crease on thebatting side i.e. the stumps on the batting side, then the ball may be called aDead ball by the umpire. Any kind of batsman dismissal, scoring rule is invalidwith Dead Ball. An extra ball should be bowled. No runs will be counted for

    dead ball. 4) In a situation where all the stumps are knocked down and the batsmen arelooking to run an extra run (in an over throw situation), if there is a possibilityof a run-out again - the fielders have to fix at least one stump back in anupright normal position and then knock the stumps down again or carry oneof the stumps together with the ball in hand. In case of spring stumps, thestumps need to be on upright position or can be considered as Single stump.

    In the event of ball hitting the side spring (not the actual stumps) anddeviating outside, umpires will need to take a call considering the balltravel angle. If the ball would have hit the stumps if it is not the spring,then it can be given out. If the ball is traveling outside of the stump,

    Rain Intervention rules/unavoidable circumstances

    When there is a rain intervention or if there are any unavoidable circumstancesduring the middle of match and if the situation is not ideal to continue the play,then that particular match will be called off. Captains need to make a call whetheror not to wait until the rain stops/continue the match/decide based on pitch

    conditions etc. As mentioned above, points will be shared equally by both theteams in this instance (unless captains mutually agree to reschedule the matchbefore following Wednesday or reduce the no. of overs based on allotted time).

    In the event of rescheduled match due to above instance, then it will be a re-match/re-toss.

    Most important point that we request everyone to adhere:

    If you see the weather turns out to be good (not raining/light drizzle) onthat particular day (even when there is an overnight rain) please go andvisit the ground before making the decision to call off the match.

    Super Over rules SUPER OVER will be used ONLY FOR PLAY OFF/Final matches. In the event of a tied match - when both teams have an identical

    number of runs at the end of the allotted overs - the winner shallbe determined using SUPER OVER. SUPER OVER does not apply toround robin matches.

    The team which batted second in the original match should bat firstin the super over and the team which batted first in the originalmatch should bowl first in the super over.

    Each team decides a bowler to bowl and three batsmen to batduring one over named as the super over. The same ball used in thematch/innings will be used in super over.

    The umpires will decide which of the ball (from either innings). Both the team need to provide three batsmen and a bowler to

    umpires before 5 minutes start of the super over. Batsman can alsobe a bowler.

    Team A will score some runs in the first over and team Bneeds to chase it successfully to win the Match. In case, it isunable to chase, team A wins.

    In case scores are level, the team hitting maximum sixes inthe match will win. If it is also the same, then team withmaximum four wins the match.

    If still the same then the team that got higher number of wickets willbe considered as winner.

    If still same, then one more super over will be played(above rules will be applicable)

    No last man batting will be allowed for Super Over. If two batsmen are out then the team is considered all out for SuperOver.

    Super over Runs will not be counted towards Net Run Rate. Runs scored/wickets taken in Super Over will not be considered

    for individual player statistics.

    Start Time and Duration

    CIL Match Play Times are all EDT. The start time is 8:30 AM until unless notified of changes.

    Start time for the second match in the same field is 11:30 AM whichis followed by another match at 3:00 PM.

    o 08:30 AM to 11:10 AM (10 minutes of grace periodincluded for breaks/change over).

    o 11:30 AM to 2:10 PM (10 minutes of grace periodincluded for breaks/change over).

    o 03:00 PM to 05:40 PM (10 minutes of grace periodincluded for breaks/change over).

    The home team is responsible for setting up the field andboundary markers as per CIL ground rules before the start time ofthe match.

    The toss shall be conducted no later than 10 minutes before thematch start time if both teams present on the ground.

    Immediately following the toss, the toss-winning captain MUST letthe opposing captain and umpire know of his team ’s decision rightthen and there.

    Umpire/scorers need to specify this in the score sheet and it willhelp to track. At the time of the toss, if one of the teams is not readyto play, which means at least 6 players are not present andaccounted for at the ground, then the toss will be awarded to theteam that is ready to play.

    After the toss is over, if a team is still not ready to play 15 minutesafter start time, the defaulting team shall lose an over for first 10minute delay and another over for next 5 minute delay. If a team isnot ready to play 15 minutes after start time (two overs loss ismaximum penalty) the match & points will be awarded to theopponent team, provided the other team is ready to play.

    The neutral umpire/CIL will make the final decision. It will beconsidered as forfeit.

    A team can start playing with minimum 6 players in field. However aplayer has to join the team before the completion of 5 oversotherwise he cannot bat or bowl.

    If both teams are not ready to play 30 minutes after start time, theovers will be reduced in order to make up for the time.

    If both teams are not ready to play 60 minutes after start time, thenthe match will be counted as a loss for both teams, and no pointswill be awarded to both the teams.

    In case of a delayed start, both the captains should agree to thestart time of the game and the number of overs to be bowled perinnings. Since it is a reserved field reservation time needs to beconsidered.

    The maximum overs per inning cannot be modified once the gamehas started.

    At least one party (any playing team captain) should complain toCIL to take necessary action.

    Umpiring Rules

    Umpires for all the matches will be duly assigned by CIL. Each team will be assigned to do umpiring for 3 matches. Umpire’s decision is final and Umpire's decision will be always final

    (in case captains cannot reach an agreement). The neutral umpire(s) is/are the sole judge(s) of fair and unfair play. Umpiring Team should provide the Umpire’s name, Contact(Phone#

    Ground dimensions: Umpires have to follow/double confirm withcaptains if the field is set up as per CIL specified dimensions beforethe start of match.

    The home team is responsible for setting up the pitch, field, andboundaries. If the setup is not agreeable by the opposite team, thenumpire must make a call on the field setup following the CILguidelines. Umpires decision will be final in the event of field setupdispute between teams. Captains and umpires must follow CIL

    ground rules for setting up the field and boundaries. It is umpires responsibility to check that CIL provided balls have been

    used in both the innings. Always new innings should start with newball. If new balls have been used in the middle of an innings (ball lost,broken) by the playing team(s), please notify CIL on the same.

    In case of a potential or real dispute regarding a hit for 4/6 runsand/or a catch at the boundary, fielders are advised to stay put andhelp the umpire make the decision by holding their ground. Benefitof doubt shall always go to the batsman .

    There is no place for any act of violence on the field of play. CILreserves the right to decide the penalty against the team(s) and/orplayer(s) and/or umpire(s).

    The neutral umpires are empowered to oversee the behavior of theteams during the game. In case of dissent shown by any player duringthe game such as using abusive language, fighting on the field, too

    many appeals to the umpires, vehemently disagreeing with theumpires decision, the umpires reserve the right to call the captain of

    the team involved in such an act and warn the particular playerinvolved. If the umpire gives 2 warnings to a player and if it continuesfor the 3rd time, the player would be sent out of the game and hecannot be replaced by a substitute nor can he bat if he hasn’t doneso already. In case of the team being a batting team and if thebatsman has already finished his batting and if such a scenario hasbeen reported by the umpire, the player will be banned from playingthe next game. If it is a batting team and if it is during a playoff game,

    the team will be penalized 1 over of play. It is umpires responsibility to call both the captains for toss (15

    minutes before the start time) and ensure there are no delays tostart the game as per the schedule. IN case an umpire did not arrivebefore or on time of the game start, his team will be penalized. CILadvice both team to file a complaint on Umpires availability.

    The umpire(s) may intervene at any time and it is the responsibility ofthe captain(s) to take action when required. Umpires must intervenefor:

    o Deliberate wasting of time by either team.o Damaging the pitch by either team.o Dangerous or unfair bowling by either team. Batsman can

    report to both umpires if the bowling action looks like chuckingand umpire can review the action and make a final call if thebowler can continue bowling or not.

    o Tampering with the ball by either team.o Any other action that the umpire(s) may consider to be unfair.

    In case of time delays, when the ball is lost or a player is injured, it isthe duty of the neutral umpire to make note of the time. It is a goodpractice for both captains to also make a note and remind theneutral umpir e. Either way, the neutral umpire’s decision, as in allcases, will be final or no requests can be made to reconsider timedelay issues.

    Umpires are solely responsible to ensure that no side intentionally orunintentionally causes significant delay to the game in progress.

    Umpires should also take the delays due to rain, bad light, lost ball,and injury on the field into consideration before making a decision ifa bowling side needs to be penalized for slow over rate.

    If umpires are late for an assigned game (before 15 minutes of starttime), then CIL reserve rights to impose penalty to the umpiring teamby losing 5/10 runs in their team NRR as violation. If an umpiredoesn’t show up for an assigned game then the penalty is to reduce20 runs from umpiring te am NRR. If an umpire doesn’t show up for 2matches then the umpiring team will be losing 1 point as a penalty.The team will also be considered for disqualification from the leagueand cannot participate in any games for the rest of the season if thiscontinues to happen for more than two matches. The decision on penalty will be made by CIL committee depending on the situation.

    In the absence of an assigned umpire the teams have an option toprovide their own umpires, agreeable to the opposite captains, andplay the game. However CIL does not guarantee to provide umpiresin case of rescheduled matches. In any case the team assigned to

    Once a batsman is declared out by the umpire, umpire can revokethe decision before batsman gets out of the field or the fieldingcaptain can recall the batsman.

    Umpires MUST sign a completed scorecard and ensure that bothcaptains also sign it.

    The square-leg umpire shall be a playing member of the batting team

    (unless there are 2 neutral umpires from the designated umpiringteam)

    If the square-leg umpire from batting team appears to have made aclear error in judgment, then the official CIL umpire has the authorityto reverse that decision. If the official umpire finds the square legumpire to be incompetent, he may request to have him replaced

    Umpires can change position between each over (this is notmandatory CIL rule) and this can be decided based on their ease.

    If a game is played under protest, this should be mentioned on thereport. Any and all other issues (e.g., delays, misconduct, umpireincompetence, smoking etc.) must also appear on the score sheet.Please feel free to use back of the score sheet to add the comments

    Team captains may lodge a complaint with CIL committee in casethey are not satisfied with the standard of umpiring (only if umpire isofficiating under the instructions of CIL).

    No one is allowed on the field during play other than the batsmen,the fielding side and the officials. In case of an injury or substitutionor bringing in drinks or equipment, the umpire must be notified. Incase of any arguments/conflicts/for any appeal only the teamcaptains are allowed to come inside the field and talk with umpires.

    We advise all the Umpires to keep a hard copy/soft copy of CIL ruleswhile umpiring.
