I would like to thank our members and donors for supporting our efforts this past year, as our brave CHP family faced immense loss and tragedy with the on-duty deaths of two CHP Riverside officers. Motorcycle Sergeant Steve Licon was tragically killed this past April while conducting a traffic stop when a DUI suspect drifted off the road. Only four months later, his colleague, motorcycle Officer Andre Moye, Jr., was shot and killed while conducting a traffic stop. Both men leave behind wives and families who must now navigate life without a husband, son, brother and father. Thanks to your ongoing generosity, we provided both families with immediate financial assistance. Your contributions to the 11-99 Foundation this past year enabled us to award over 1,100 dependents of CHP employees with $2.5 million in vocational and academic scholarship funds, supporting the next generation of leaders. We appreciate your continued support and vested interest in the welfare of our CHP families.

As we enter the Foundation's 38th year, I can't help but reflect on how the nature of the CHP's role in our safety and security has evolved over time. Each year their job becomes more dangerous. I know that many of us, myself included, could never imagine putting our lives on the line every day, hoping you make it home to see your kids and spouse at the end of your shift.

I think back to our mission: We exist because a CHP family is in need. The need has never been greater and the CHP deserves our unwavering support. We could not provide the level of assistance to our CHP families without our members’ and donors’ help. You are the heartbeat of the Foundation, and we thank you for your dedication.

The position of CHP Departmental Liaison to the 11-99 Foundation is a vital one for many reasons. A position appointed by the CHP Commissioner, the Departmental Liaison is the 11-99 Foundation's direct line to Departmental activities—specifically the evolving needs of CHP employees, the dangers they face, and any change in State benefits or programs.

The Departmental Liaison is a role filled by an active Division Chief who is a member of the Department's top management. This individual coordinates requests for assistance from CHP employees with our own Manny Padilla, the 11-99 Foundation's Director of CHP External Relations and Retired DeputyCommissioner of the CHP.

Together, the two evaluate requests for assistance and assess the need in conjunction with any benefits already received by the State. Thereafter, a recommendation on the level or type of support is made to Senior Staff at the 11-99 Foundation.

We would like to thank Retired Chief Bill Dance of CHP's Inland Division for his past two years of service as our Liaison, and congratulate him on his retirement, with over 30 years of service in the CHP.

Please also join us in welcoming our new Departmental Liaison, Chief Omar Watson from the CHP Border Division. We look forward to working with you in this role, Chief!

We express our condolences to the family of Bill Carlson, retired CHP Deputy Commissioner and one-half of the 11-99 Foundation's background investigations team, who sadly passed away in May 2019. As his business partner, Keith Miller, and surviving spouse Carolyn Carlson recount, “Bill was a strong supporter of the Foundation. Bill was involved during the early formative years. He had a personal friendship with Bob Weinberg and with the other supporters who were helping Bob grow the organization. He continued to support the Foundation throughout his career with the CHP. During Bill's assignments as an Area Commander, Division Chief, and ultimately as Deputy Commissioner of the Department, he experienced first hand the positive support we provided to the men and women of the CHP. During times of tragedy, grief, or financial hardships, the Foundation is always there to provide a loving and helpful hand." The Foundation thanks Bill for his service to the citizens of California, his support for employees of the California Highway Patrol, and for his dedication to our mission.

"I thought I was going to die. What am I going to tell my parents, my girlfriend Jenny?"

August 12 was like any other day for Riverside CHP Officer Robert Paul as he set out on patrol. Around 5:30 pm, Paul heard his beat partner call in a traffic stop for a carpool violation just down the road. Following his usual work ethic of checking on his beat partner, Paul drove over to motorcycle Officer Andre Moye Jr.’s location on the I-215 freeway to check in. Moye confirmed the situation was under control as he communicated with the tow truck driver onsite and the driver of the vehicle he had pulled over. Typically, at this point Paul would have continued with his patrol, but something told him to stay on the scene a few minutes longer. As he headed back to his patrol car, he heard whipping sounds like firecrackers behind him. That was the moment lives were changed forever. Moye had been ambushed and shot several times by the driver he had stopped, falling just 20 feet from Paul. Crouched be-hind his patrol car, Paul engaged the suspect in a horrific shootout that lasted over ten minutes. While he waited for backup, Paul was shot in both legs, essentially snapping them in half. He sat there unable to move as the suspect continued firing his rifle, knowing Paul was already seriously injured. Seeing his legs in pieces, the amount of blood, and feeling the excruciating pain, he remembered thinking, “There's no way I'm going to survive, but I have to keep shooting and fighting. What am I going to tell my parents, my girl-friend Jenny? At that point, I thought I was going to die.” It was rush hour, and Paul could see bystanders taking cell phone videos of the shootout from their cars. He wondered if any of these people cared about his life—was anyone calling 911? Inland Divi-sion's Chief Bill Dance, now retired, said, “Paul's remarkable will to survive kept him alive. With all odds stacked against him, he used his weapon effectively to keep the suspect away until backup arrived." Fellow Officer Ryan Smith arrived on scene, returning fire at the sus-pect while dragging Paul to safety behind his patrol car. Smith was then hit with shrapnel to the foot. A Riverside Sheriff field training officer and trainee also pulled up to assist. It was only trainee Deputy Mario Chappell’s fifth day, but having served nine years in the Marines he quickly recognized what was needed, and immediately applied tourniquets to both arterial bleeds on Paul's legs. Paul then was able to hoist himself into the Sheriff's patrol car and they raced to the hospital. He credits Deputy Chappell for his life-saving actions.

As more backup from CHP, Riverside Sheriff, and Riverside PD arrived on scene, the suspect was shot and killed. Riverside PD airlifted Officer Moye to the hospital, but sadly, he succumbed to his extensive injuries. Paul spent the next three months in the hospital, enduring 12 surgeries —one of which was over 17 hours long—performed by orthopedic surgeon, Dr. Christopher Sherman. Miraculously, he was able to piece the splintered leg bones back together. Paul refused the suggested amputation of his left leg, pushing to explore every other option available. He was then referred to Dr. Mark Kobayashi, UCI’s top plastic surgeon who performed an innovative and extensive skin and muscle graft, which finally took after prior surgeries had failed. Paul is grateful for his team of doctors, nurses, and physical thera-pists who have stood by his side. With steel rods in both legs and missing three inches of bone in his left leg, Paul still faces a long road to recovery. He is surprisingly optimistic, despite being bound to a wheelchair and dealing with atrophy and nerve damage throughout his body. “My main focus is to take it one day at a time or else it's too overwhelming.” After visiting Paul in the hospital on several occa-sions, Dance said he came to admire Paul’s attitude, and left feeling more hopeful and positive after each visit. “Talking about it doesn't do it justice until you see what he went through,” says Dance, refer-ring to the patrol car footage, which captured the entire incident. Having experienced massive physical and emotional trauma, Paul is honest and open about his story, hoping it sheds light to the dangers that CHP officers face daily. A routine traffic stop changed many lives that day – claiming the life of one officer, and forever altering the body of another.

R E M E M B E R I N G O U R FA L L E N H E R O E SThis past year, the CHP Riverside area office mourned the tragic loss of two of their motorcycle officers, just four months apart. On April 6, 2019, while conducting a traffic stop on the shoulder of 1-15 in Lake Elsinore, CHP Riverside area motorcycle Sergeant Steve Licon was struck by a driver who had drifted off the road, suspected of being under the influence of alcohol, and who was later charged with murder. Sergeant Licon was airlifted to the hospital where, tragically, he was pronounced deceased. He was a 28-year veteran of the CHP, set to retire in just a few months. Sergeant Licon was preceded in death by his son Nathan, and is survived by his wife Ann, daughter Marissa, step-daughter Kelly, and step-son Stephen. Sadly, on the heels of this immense loss for the Department and the Riverside area, another tragedy occurred within this tight-knit community.

Officer Andre Moye, Jr., age 34, was shot and killed on August 12, 2019 while conducting a traffic stop near I-215. Two other CHP officers responding to the scene were struck by gunfire during the shootout, initiated by the driver of the vehicle. All three officers were transported to Riverside County Regional Medical Center. Sadly, Officer Moye succumbed to his injuries. He had served the Riverside community for nearly three years as a CHP officer, after his graduation from the CHP Academy in March 2017. He leaves behind his wife, Sara, his parents, sisters, and brothers. Please know that the CHP 11-99 Foundation provided immediate assistance in the amount of $50,000 to both Sergeant Licon and Officer Moye’s widows, to assist with funeral, burial and memorial costs, thanks to your donations through-out the year. With your help, we will continue to replenish our emergency and death benefits fund so that we may support other families in the future.

GRANZELLA’S 22nd ANNUAL BAGNA CAUDA FEED

CHP 11-99 Foundation Platinum Level member, Joseph Fan, is the President of Brighton Management and has over 20 years of experience in the hospitality and real estate industries. Joseph challenges his employees by giving back to the community, which is a core piece of their mission statement. As a brand standard, all Brighton hotels must pledge support to a charitable organization each year to help make an impact in their local communities. Brighton employees organize a variety of events to benefit these organizations, some of which include fundraising at the properties, hosting programs for underprivileged and sick children, or volun-teering in the field. The 11-99 Foundation is honored to be one of the charities of choice for Brighton Management, and we thank them for their generous past and continued support.

Granzella’s Annual Bagna Cauda Feed is a garlic-lover’s paradise! Located in Sacramento Valley’s small town of Williams, Granzella’s Italian-Ameri -cano restaurant has been serving the public since 1976. It was recently featured on the Food Network's Triple D Nation series, starring Guy Fieri. The late Jim Granzella began raising money for the 11-99 Foundation 22 years ago, serving Bagna Cauda to friends and family. What started out as a small fundraiser has grown into a sell-out luncheon in a large tent across from his restaurant, attracting over 800 guests each year! Their famous Bagna Cauda recipe–a dish featuring garlic and anchovies in a hot oil bath–is the main attraction of the day. Similar to the concept of fondue, guests dine family-style at each table, cooking their own meats and vegetables in the delicious Bagna Cauda. We would like to thank the Granzella family—Bill, Dino, and Stacie McCarty, and their tireless staff, volunteers, and community members for support ing this annual tradition. Last year, the event raised over $28,000!

The California Trucking Association (CTA) has supported the 11-99 Foundation for over 16 years, with its CEO, Shawn Yadon, leading the charge. As a Bronze lifetime member, Shawn has played a key role in continuing the tradition of making annual donations–often more than once a year—and bringing awareness of the 11-99 Foundation to his employees. Yadon shared, “The life of the trucking industry exists on roads and highways, and the California Highway Patrol provides the safe and secure environment that is absolutely essential to profes-sional truck drivers, as well as the general motoring public. We have a sincere respect for the role the men and women of the CHP play in our safety, so it was an easy decision to support the 11-99 Foundation. We are thankful for the CHP's commitment to public safety. The vast majority of charitable contribution decisions come from the local level, and not just from the CTA headquarters in Sacramento. The mission of the 11-99 Foundation, to serve CHP employees and members of their families in times of crisis, is an honorable mission that CTA feels strongly about supporting.”

The annual Northern Division CHP Golf Tournament benefiting the 11-99 Foundation was held at Riverview Golf and Country Club in Redding, produced by Officers Justin Haynes and Mike Cregger of the Northern Division CHP office. The Squad Club thanks all its sponsors, especially Title Sponsors and 11-99 members, Bob and Patti Wilson of Hemsted’s Moving and Storage, and Al and Pat Natacchioni

Our 37th Annual Bob Weinberg Golf Tournament & Evening Show was a tremendous success. Los Coyotes Country Club provided golfers a challenging, world-class course where sponsors, 11-99 members and guests enjoyed the day playing their favorite sport and visiting with old and new friends! Following the tournament, guests enjoyed cocktails and hors d’ouvres while they bid on items at the silent auction. Back by popular demand, our talented, much-loved and full-of-energy friend, Shawn Parr, magnificently emceed and auctioneered the evening program, as he has done for the past 19 years. We were thrilled to have comedienne Rita Rudner entertain us with her wit and humor. As Rita elegantly bowed at the end, the audience gave her a standing ovation!

Our preview benefit screening of Ford v Ferrari at Paramount Studios in November was said to be, “The best ever!”. Over 500 guests socialized with friends and CHP, enjoyed a gourmet dinner, fabulous wines and a Chopin martini bar under the stars before going into the theater to watch the film. All eyes were riveted on the screen as the story unfolded. It was no surprise when this film won two Oscars.Many thanks to Paramount’s CEO, Jim Gianopoulos, who provided us wi th the privilege of holding our event at Paramount, and to our friends at CAHP Credit Union for generously stepping up to be our Title Sponsor! With another sell-out crowd, Silicon Valley businesses, colleagues, families, and friends enjoyed a night of cioppino and vino while bidding on silent and live auction items. Our 28th Annual Northern California Golf Classic teed off on a sunny October day at Silver Creek Valley Country Club, nestled in the foothills above San Jose. Players were met by a spectacular waterfall as they finished their round by the clubhouse. Players were treated to a K-9 demonstration, thanks to CHP Golden Gate Division and sipped on cool beverages throughout the warm day, thanks to sponsors, Bottomley Distributing Company and Coca Cola.

Following play, guests enjoyed cocktail hour while bidding on silent auction items. Dinner was paired with delicious local wine from long-time sponsor, Elizabeth Spencer Winery in Rutherford. Our guest speaker, Michelle Walker, surviving spouse of Fallen Hero Michael Walker, captivated the audience as she shared her family's personal journey of love, heartache, and hope. Mr. and Mrs. Purcell learned about the 11-99 Foundation like so many others. After seeing a member’s license plate frame around town, they looked us up online and quickly developed a connection with the Foundation’s work. Feeling strongly that the CHP and law enforcement allies are not recognized enough for all the good they do, the Purcells joined the Foundation in 2018 at the Platinum Level to show their appreciation. Mr. Purcell explained, “Our law enforcement is constantly trying to do good, yet are still ridiculed and portrayed in a negative light by the media. We see what they go through daily—without their presence, there would be anarchy in our communities. They make our towns, roads, and highways safer. Let’s do what we can to bring more positive attention to the CHP and law enforcement communities.” Last Christmas, the Purcells were brought to tears as they read thank you notes from 11-99 scholarship recipients. They were struck by how thoughtful and grateful these recipients were, bringing more meaning to the impact of their membership and ongoing support. Also close to their hearts are their two nine-year-old Golden Retrievers, Abby and Annie. Having both grown up in families with dogs, Mr. Purcell with German Shepherds, they feel a deep connection with the work of both the dogs and handlers of K-9 units across the State. “There is a mutual love and respect between a CHP officer and K-9, each protecting the other—that’s just absolutely incredible to see,” said Mr. Purcell. We are thankful to this family of four, pups included, for their continued support of the 11-99 Foundation and CHP families (and K-9’s) we serve.

RITA AND MICHAEL PURCELL

We are pleased to welcome Mr. & Mrs. Tong Chen to the 11-99 family. Mr. Chen is the founder and chairman of Qianyi Media Co., LTD., which focuses on investment in and production of film and television. Upon moving from China to the United States with their son Mark, they heard from a friend about the great work that the Foundation does in support of all CHP and their families. Having graduated from Shaanxi Provincial Police Academy, majoring in law, Mr. Chen believes that our Country’s law enforcement needs to be supported at the highest level due

to the challenges and difficulties of their jobs, which are often times underappreciated. The Chens believed the 11-99 Foundation would be one of the most worthy beneficiaries of their philanthropic endeavors, so they joined our membership at the Platinum level.

We welcome the Chens as some of our newest members and greatly appreciate their kind and very generous support. The Chens are already encouraging other friends to join the 11-99 Foundation in support of the CHP—we thank them for being strong advocates for our mission.
