Solvay and Sibur form joint venture toproduce surfactants and oilfieldprocess chemicals
Solvay and Russian petrochemicalcompany Sibur have signed anagreement to establish Ruspav, a50:50 joint venture for the production ofsurfactants and oilfield processchemicals in Dzerzhinsk, Russia [seealso, Focus on Surfactants, Aug 2011].Ruspav will be located near Sibur’spetrochemicals operations, 400 kmeast of Moscow, and is expected to beoperational in 2015. Demand forsurfactants in the CIS is growing atmore than 6%/y. The surfactants areused mainly in home and personalcare products, and oil and gasapplications, as well as in otherindustries. Sibur will contribute its rawmaterials, production and logisticscapabilities to the joint venture. It willalso, given its longstanding experienceof the Russian petrochemicals market, support the development of thesurfactants business in oil and gasmarkets in Russia and the CIS.Solvay’s Novecare, a worldwide leaderin surfactants, will provide its expertisein surfactant technologies, itsknowledge of formulations and marketapplications and its customer network, particularly in the home and personalcare and oil and gas markets, includingglobal key accounts with a strongpresence in the region.
In a related development, the siteplanned for the Ruspav manufacturingfacility has successfully passed anenvironmental audit. In late 2011, Siburcompleted the acquisition of the landplot within the Ethylene Oxide andGlycols facility of Sibur Neftekhim inDzerzhinsk for the development of the
new production plant. Theenvironmental assessment of the sitewas carried out by Golder Associates,an international leader in the sphere ofenvironmental consulting services. In2011, Golder successfully completedthe Phase I environmental assessmentof the site for the prospectiveconstruction of new productionfacilities. During the course of thePhase II environmental siteassessment carried out in 2012, thesurface and subsurface environmentalconditions of the site were documentedand soil and groundwaterinvestigations were carried out in orderto identify possible contamination. As aresult of the works conducted byGolder, no impacts were identified thatmay affect the construction of newchemical production facilities ordevelopment of the existing facilities inthe investigated area. Sibur is thelargest integrated petrochemicalcompany in Russia, in the CIS, Centraland Eastern Europe as measured byrevenues.

ChemPoint to distribute DuPontCapstone fluorosurfactants in USA andCanada
ChemPoint and DuPont FluoropolymerSolutions announced that ChemPointhas been selected as a preferreddistributor for DuPont Capstonefluorosurfactants in the USA andCanada. ChemPoint will manage orderplacement and fulfilment, as well astechnical assistance and support forthe surfactants. DuPont Capstonefluorosurfactants are based on short-chain chemistry that cannot breakdown to perfluorooctanoic acid (PFOA)in the environment [see also p 3]. Theyoffer customers the same or betterperformance as their predecessorswithout a compromise in fluorineefficiency. The fluorosurfactants areused in a variety of materials such aspaints and coatings, adhesives, waxesand polishes, and industrial cleaningproducts. They enhance formulationsby substantially reducing surfacetension and by improving propertiessuch as wetting and spreading, levelling, penetration, foaming control, chemical stability and thermal stability.Capstone fluorosurfactants meet thegoals of the US EnvironmentalProtection Agency 2010/15 PFOAStewardship Program.
