What is ECA ?

Designed to mirror the process currently used for credit cards, the TeleCheck Electronic Check AcceptanceSM (ECA ) service is a process that converts paper checks into electronic items at the point-of-sale. The electronic check transaction is authorized and settled in a similar manner to credit card transactions.

The electronic check transactions are processed through the ACH (Automated Clearing House) system and the funds are automatically deposited into the merchant’s bank account, cutting paperwork and helping to improve cash flow. The ECA service combines the benefits of paper checks with the safety, speed, and ease of electronic funds transfer and delivers a streamlined check acceptance process. With the ECA service and the TeleCheck Check Guarantee Program1, if the check fails to clear the check writer’s account, the merchant will never see a returned check or returned

check fees. The bad check (or transaction) becomes the responsibility of TeleCheck, who pays the merchant either the face value or the warranty maximum2—whichever is lower. TeleCheck released the ECA service in June 1998 following nine months of extensive testing and a limited market introduction. During the test period, TeleCheck processed 125,000 point-of-sale transactions at 300 merchant locations in six test markets: Boston, Cleveland, Houston, Orlando, St. Louis, and San Diego. How to Process an ECA Transaction on the Eclipse Payment Terminal

1. Insert the check into the check reader or touch CHECK on the Eclipse touchscreen. 2. Enter check amount

a. The payment terminal dials the host. b. Eclipse may prompt the clerk to enter driver’s license # or other ID #.

3. The clerk swipes or manually enters required ID information. 4. The transaction is approved or declined.

a. If the transaction is approved, a receipt will print. b. The customer is asked to sign the ECA receipt.

5. If the customer signs the receipt, the check transaction is now an ECA transaction. a. A customer copy receipt prints on the back of the check. b. The front is automatically voided by the Eclipse payment terminal. c. The Eclipse payment terminal prompts the clerk to give the check back to the

customer. If the customer does NOT sign the receipt, the transaction will proceed as a standard paper check transaction (non-ECA).

a. The clerk must insert the check face down. b. The back of the check is automatically franked for deposit. c. The merchant keeps the paper check for deposit at his bank.

How ECA Works • The check writer will complete and present his paper check as usual. • The clerk inserts the check into the Eclipse payment terminal to authorize the check

through TeleCheck. • The clerk then gives the check writer a printed ECA receipt for his/her signature.3

The check writer’s signature authorizes TeleCheck to electronically present the transaction to the check writer’s bank for settlement per Reg-E requirements.

• Once the receipt is signed, the check is automatically voided and the check writer’s

receipt is printed on the back of the check. The check is then returned to the check writer.

• ECA transactions are transmitted to the TeleCheck host during settlement. • The funds are automatically deposited into the merchant’s account by TeleCheck,

usually within two days. A description of the transaction is included in the check writer’s statement.

Frequently Asked Questions

1. What is the TeleCheck Electronic Check AcceptanceSM (ECA ) service? The TeleCheck Electronic Check Acceptance (ECA) service captures information from a paper check and converts it into an electronic item that is processed through the Automated Clearing House (ACH). The consumer signs a printed receipt authorizing the electronic transaction. A copy of the receipt along with the check is returned to the consumer. The consumer’s monthly bank statement will display the merchant name, amount of the transaction, settlement date and the check number.

2. Why is the ECA service becoming so popular?

Converting paper checks to electronic checks is a natural progression, using proven technology to make checks faster and easier to process. It is also consistent with the push by the federal government and industry groups to develop and implement electronic transactions.

3. What are the possible merchant benefits?

The ECA service offers merchants a number of benefits, including a reduction in paperwork and improved cash flow. With the ECA service and check guarantee, merchants will never see a bad check again, because any returned checks become the responsibility of TeleCheck.

Reduced Paperwork – End of day balancing and deposit preparation are greatly simplified with the ECA service. Reports printed from the Eclipse payment terminal help the merchant know what has happened during the business day. Once the payment terminal batch is closed, the merchant is assured that deposits are automatically made through the ACH network, usually within two business days. Also, while the ECA service won’t completely eliminate the need for trips to the bank, it will reduce the frequency, ultimately saving time and money.

Improved Cash Flow & Cash Management – merchants improve their cash management since their ECA funds are available usually within two business days. In addition, merchants with several locations can automatically deposit checks into a consolidated account.

4. What are the possible consumer benefits?

Consumers will continue to benefit from the float of a paper check, since the electronic check is processed through the banking cycle in the same amount of time as traditional paper checks. In most cases, the check writers will no longer have their driver’s license or credit card number written on the check, reducing the risk of that information being used fraudulently. Reconciling bank statements is easier, since more detailed information is provided on the statement.

5. What will the check writer’s statement look like? A complete description of the transaction is included in the check writer’s bank statements for reconciliation purposes, including check number, merchant name, settlement date and amount. It will appear with other electronic payments, such as direct payroll deposits or ATM transactions.

6. Will the check writer be charged by his bank for selecting this option?

We know of no financial institution that is charging consumers for ACH transactions.

7. Why wouldn’t a consumer just use a debit card?

Many consumers prefer checks for record keeping purposes, security reasons and for the float. In addition, not all consumers have access to debit cards.

8. How do banks feel about the process?

Most financial institutions will benefit from a reduction in labor-intensive handling of paper checks and will be able to control costs better through a proven, electronic processing system. Corporate banks may strengthen their relationships with their merchant customers by encouraging electronic checks at the point-of-sale.

9. How exactly is the money being moved? What is the process?

The check is processed from the point-of-sale as a standard Automated Clearing House Electronic Funds Transfer (EFT) item. The ECA service is a natural extension of the capabilities of ACH.

10. Why does the customer have to sign an authorization slip?

The Eclipse payment terminal captures the amount, check number, account number information and signature on the check, but the consumer has to sign a printed ECA receipt to authorize the electronic transaction. The check along with a copy of the authorization slip is returned to the check writer.

11. What happens if the check writer’s account gets debited twice?

In case of an error or dispute, consumers have 60 days from the posting date to notify the bank, the same time frame they have today with paper checks. The bank is responsible for reviewing the dispute or error.

12. Is this process safer for the consumer?

Companies that process payments electronically (checks, credit cards, ATM’s) must follow government guidelines. Consumers retain the same rights they currently enjoy in disputing fraudulent items posted to their account.

13. Is this process regulated by any government agency?

The electronic process is governed under Regulation E, which governs all electronic processing, such as ATM and credit card transactions.

TeleCheck Check Guarantee Program

Houston-based TeleCheck Services, Inc. helps merchants eliminate the risk of bad checks by providing access to the industry’s largest and most accurately maintained databases and risk management systems. TeleCheck’s positive and negative databases capture check activity as it occurs. These systems can predict with unmatched accuracy the probability of a check being good. This enables merchants to welcome low numbered, out-of-town, even out-of-state checks with confidence. The Check Guarantee Program’s account status data, compiled by participating financial institutions, is on-line and updated daily. It contains account number information and status codes, but does not contain proprietary information such as account balances. It can be accessed through check readers, manual key entry on specific terminals, or the Eclipse payment terminal with ECA. TeleCheck’s check guarantee service is the base of the ECA service. Both ECA and check guarantee access the same reliable databases, while ECA goes a step further with electronic settlement of the check transaction.

The Eclipse Payment Terminal The Eclipse is the first integrated payment terminal to securely, conveniently and economically capture the name and address information from a check. The Eclipse payment terminal reads the check MICR line both magnetically and optically, virtually eliminating errors reading the MICR number. Step 3: Tandem Set Up Details WorkFlow Manager feeds merchant and terminal information to Tandem, it is not necessary to access Tandem for keying. Only when setting up Stored Value must Tandem be accessed for the appropriate build of the HCS record. An HCS record is only required if the merchant is accepting Debit/EBT, Stored Value or SCAN. Step 4: TMS Set Up Details WorkFlow Manager feeds the terminal information to TMS for the appropriate build of the download file. TMS builds should utilize one of the following templates for hardware QUART, application NGPT:

Small to Medium Sized Merchants Small to medium sized merchants will appreciate the ability to process checks, credit and debit cards with one terminal. The integrated printer means fewer electrical cords under the counter and a smaller footprint. Preliminary studies indicate that the smaller the merchant, the more important cash flow becomes to them. The ECA service funds the merchant’s bank checking account usually within two business days, improving cash flow. Merchants in Industries Vulnerable to Check Fraud The TeleCheck point-of-sale check fraud index has identified wine/liquor, jewelry, apparel, department/discount stores, electronics stores, retail optical services and gift specialty stores are more likely to experience check fraud. The Sales Pitch ECA allows you to differentiate yourself from the competition and take the "one step shopping" concept to the next level. Your competition will not be opening their sales pitch with ECA - so you should be! Also, remember to focus on selling the ECA service and not a terminal. The Eclipse terminal is the "enabler", allowing the merchant to complete ECA transactions smoothly and easily at the point-of-sale. When talking to merchants, be sure to say "Electronic Check Acceptance", not just ECA. Many merchants may not be familiar with the ECA service, therefore, you will need to define the concept and differentiate it from other check programs, such as guarantee or verification. Merchants will listen to what you have to say when they hear words they have never heard before. Be sure to stress the following "new" words: 1. Hand the check back to the customer! 2. Paid electronically, usually in two business days like a credit card! 3. No need to take the check to the bank! The ECA service is a new concept for most sales representatives and merchants alike. However, everyone is familiar with electronic draft capture (EDC) credit card processing and the benefits it brings to all merchants - both small and large. When you are selling the ECA service you will want to explain that ECA processing mirrors the process used for EDC credit card processing and offers similar benefits. Common Questions & Objections 1. How much does it cost? It's similar to cards. Your discount rate will be X.XX% and a transaction fee of

$.XX per check. 2. I (don’t) won’t be taking checks. You probably have a very good reason for not taking checks. How do you think

your customers will feel about not being able to write a check in your store? Is there a possibility of lost sales?

3. I’m a new business and I don’t want to spend any extra money. I can accept

checks on my own without ECA. Many of my customers have said that and it’s absolutely true. A few reasons

they’ve changed their minds is that with the ECA service the funds are available usually within two business days, most bank-related fees are eliminated and your money is guaranteed.

4. I don’t need it because I don’t (won’t) get any bad checks.

Most of my customers hardly ever receive a bad check. This program is designed to enable you to accept all checks from anywhere in the U.S., Canada & Puerto Rico. 8. My bank doesn’t (won’t) charge me any fees for check deposits. That’s most unusual. However, it’s a good thing for you. Electronically depositing
