How is it that these individuals are the ones in leadership? Upon examination, we can see that these persons carry a degree of influence above those around them. Not to be confused with situational influence which is actually control such as a military officer has, real influence arises from the person, their actions and words. Without influence, one will never be able to lead others. Influence is the very essence of leadership. We sometimes see formal leaders who display this personal influence such as President Ronald Reagan. However, oftentimes we see others with great influence who are not the formal leaders. Princess Diana is very seldom mentioned as a leader, yet she had tremendous influence and through that became a powerful informal leader. Mother Teresa, a person of a very humble nature and extreme work ethic is another example of great influence as her ministry grew to touch the world. As noted above, influence is foundational to leadership. In some of those examples we can see five myths about leadership: a. The management myth - management and leadership are not the same. b. The entrepreneur myth - entrepreneurs aren’t always leaders. Some entrepreneurs are leaders such as Steve Jobs while most

others are just business people doing the day-to-day routine of their business.

c. The knowledge myth - knowledge and leadership are not synonymous. The dot com fiascos of the 1990’s showed many internet and software savvy persons who could not lead their new enterprises fail while some who recognized their limitations hired professional management and those companies still exist.

d. The pioneer myth - those in front aren’t always the leader. How many times have you been in a place where the person in front was merely in front, while one or more in the group called the shots from within the group?

e. The position myth - position does not make a leader. Abraham Lincoln started as a Captain in the Black Hawk War due to his being the person who organized the militia group. By the time the war was over, he had achieved the rank of private as his leadership skills were undeveloped at that point. However, through many years in law practice, service in the Illinois legislature and the U.S. House of Representatives, Lincoln developed those skills and his influence grew and he then was an effective leader during his presidency.

Let me finish the letter this month by encouraging you to look at the influence you carry. What attributes help one to be influential? Courtesy, preparation, listening skills, vision, empathy, confidence, and determination are some that come readily to mind. How do you measure up on these? Are you willing to examine yourself and see what the measure of influence and thus leadership is? As always, let me share a quote to close – Dame Margaret Thatcher said “Being in power is like being a lady. If you have to tell people you are, you aren’t.”

March “Roundtable Program” March is national Purchasing Month and the Chapter will be celebrating the profession at the March monthly meeting with a special “Roundtable Program” for and about the procurement issues faced by the membership every day. A panel of our peers will address issues sent in advance from the membership and questions raised during the meeting. The panel will be our very own Keith Roberts, Ed Valla, Dave Callaway, Kathy Hutchins and Donna Smith, with Wendi Sellers as the Moderator. If you have an issue or question that you would like addressed, please send it to [email protected] in advance so the panel can assemble the information you need. TALLAHASSEE AREA CHAPTER OF NIGP, INC. Date: February 14, 2012 Location: Tallahassee/Leon County Civic Center Number in Attendance: 63 Call to Order: President Keith Roberts called the meeting to order at 12:08 P.M. Invocation: David Callaway, Department of Transportation Pledge of Allegiance: Greg Hill, Department of Management Services Approval of the January Chapter Meeting Minutes: Don Tobin motioned, motioned duly seconded and meeting minutes approved. Officers’ Reports:

1. President i. Free webinar for members to attend titled “Procurement Tales from the Dark side.” President Roberts wanted to

know if anyone is interested in attending, if so please sign up on the Tallahassee Area Chapter National Institute of Governmental Purchasing (TACNIGP) website. The Webinar is listed under “Events.” The webinar will be held at the Leon County Purchasing office, 1800-3 Blair Stone Road.

ii. Jonas and Greg need assistance, specifically with setting up the technical equipment for the speakers at the monthly chapter meetings. Contact Greg or Jonas if interested.

iii. March is Purchasing Month. At the next TACNIGP meeting, a panel of experts will be available for roundtable discussion, giving members the opportunity to ask the experts purchasing questions. The purpose of the roundtable discussion is to promote professional networking among Chapter members.

2. Vice President. No Report. 3. Treasurer. Report is in the February Newsletter. 4. Secretary. No Report.

Committee Reports

1. Membership Committee. No Report. 2. Reverse Trade Show.

List of Agencies registered for tradeshow was handed out. Currently fourteen vendors are registered. Both chambers will be sending out notifications to their members informing them of the Reverse Trade Show. A silent auction will be held. Need donations for surprises and gifts. Suggested items needed are baskets, gift cards, autographed sports paraphernalia from coaches, etc.

3. By-Laws Committee. Committee Chair Nancy Jewitt moved the following revisions to the TACNIGP Constitution:

i. Revision 1, Article III – “Membership”, Section 1. Regular Membership, “C”, no discussion; Chapter voted and revision passed.

ii. Revision 2, Article IV – “Officers and Administration”, Section 6 President-Elect, no discussion; Chapter voted and revision passed.

iii. Revision 3, Article II – “Term of Office”, Sections 1-2, no discussion; Chapter Voted and revision passed. iv. Revision 4 – Article IV – “Funds”, no discussion; Chapter voted and revision passed. v. Revision 5 – Article VIII – “Meetings”, Section 1, no discussion; Chapter voted and revision passed.

4. Scholarship Committee. No Report. 5. Awards/Professional Recognition Committee. Need members to nominate others or self for Buyer and Manager of the

Year awards. The last time a member was nominated was in 2008.

BOARD MEETING TALLAHASSEE AREA CHAPTER OF NIGP, INC.

Date: February 7, 2012 Location: Leon County Purchasing Division Members Present: Keith Roberts, President; Jessie Moseley, Vice-President; Don Tobin, Treasurer; Sonya Avant, Secretary; Board Members: Karen Freytag, Wendi Sellers, Nancy Jewett, Jason Ouzts, Ed Valla and Gloria Dixon and Donna Smith, Past President. A quorum was present and President Roberts called the meeting to order at approximately 4:00 PM. The first business in order was the approval of the minutes from the previous meeting (January 3, 2012). Past President Smith motioned, motion was duly seconded, and minutes were approved. Officers’ Reports:

1. President – No Report 2. Vice President

i. Speakers needed for the monthly meetings. President Roberts suggested Vice-President (VP) Moseley may want to contact Jennifer Steffan at National for a list of speakers.

ii. VP Moseley reminded everyone that she needs articles to publish in the monthly newsletter. 3. Treasurer

i. Provided a Profit and Loss Statement for the period January 1 through February 6, 2012. 4. Secretary – No Report

Committee Reports:

1. Reverse Tradeshow i. Will be changing from one sponsorship ($1500) to three sponsorships ($500 each). ii. Twenty agencies have registered. Twenty-seven registered last year. iii. Eleven vendors are currently registered, a second “blast” email was sent out to vendors on February 11. iv. The Capital City Chamber of Commerce will be notifying its members via email about the Reverse

Trade Show. The Tallahassee Chamber of Commerce is advertising on its website TalChamber.com under “Member Events” and the Tallahassee Democrat ran an article about the Trade Show on January 23.

v. An email with vendor contact information will be forthcoming from Wendi for all board members to divide the list to reach out to and invite vendors to participate in the Trade Show.

2. Scholarship Committee

i. Karen has been in contact with Dr. Guinipero and he is distributing scholarship applications to students who have taken the “Purchasing Supply Chain” course and meet the requirements to compete for the scholarship.

ii. Now have a full Scholarship Committee. iii. Will take approximately two weeks to review the applications.

3. By-Laws Committee i. The change to the By-laws will be going out for vote at the next chapter meeting. Members will have

the opportunity to discuss. After the discussion, Nancy will move to accept the amended By-laws; then, members will vote.

Old Business:

1. MARCH ROUNDTABLE At the March roundtable members will be taking questions from the floor. Need members to mail questions to TACNIGP. The questions need to be purchasing and not NIGP related issues. Will need four or five people to be on the roundtable panel. Past President Donna Smith has volunteered to be one of the participants. Gloria will be checking with David Callaway and see if he would be interested in participating. Other mentioned was Clark Rogers. Wendi volunteered to be the moderator for the event.

2. NEW MEMBER WELCOME New member welcome letter is being updated. Membership Committee needs a copy of the old letter. President Roberts will forward the letter to Jason.

New Business:

1. PURCHASING MONTH March is designated as Purchasing Month. The Board of County Commissioners will sign a proclamation for TACNIGP. Wendi will contact the City of Tallahassee to see if someone will also sign a proclamation designating March as Purchasing Month.

2. BUYER AND MANAGER OF THE YEAR AWARD February 28 is the deadline for accepting nominations for the Purchasing Manager and Buyer of the year awards. This notice will be in the February newsletter and will be announced at the next Chapter meeting. Jessie is Chair. President Roberts knows someone who wants to be on the Committee. Nancy also volunteered to serve on the Committee.

3. WEBINARS Current scheduled webinars were introduced at the Board Meeting. Webinar “Procurement Tales from the Dark Side.” The Chapter will pay the $75 fee and members can participate. Whoever registers with National for the webinar will get the points. Members attending will receive a Certificate of Attendance. The webinar can be held at the Leon County Purchase Office. Don motioned, motion was duly seconded, and webinar training was approved.

4. SOCIAL MEDIA Diana Trahan met with the Board Members to discuss advertising the Tallahassee Chapter on Facebook. Wanted to know if the Board was interested in creating a Facebook page for advertising workshops, meetings, etc. for “Members Only” to join. Diana volunteered to manage the Facebook page. President Keith told Diana to send him the Facebook page creation for authorization.

5. FALL SEMINARS Coming up, think about good topics the Chapter wants to hear about. The Fall Seminar will be held the 2nd Tuesday of October.

Procurement Tales from the Dark Side

On Thursday, February 23, 2012 from 1 to 2:30 PM eleven participants attended the NIGP Webinar at the Leon County Purchasing office. Presented by Richard Pennington, CPPO, J.D.,LL.M., an attorney who has worked in both public and private legal practice as well as in procurement at the state level as a state director.

Richard covered how attorneys from both the public and private sector view procurement risk. He noted that contract reviews, protests and disputes, and litigation pose significant risk. Of particular interest was his discussion of the attorney-client relationship.

Following the webinar, a short survey was distributed to the attendees with 55% (6) responding. Following are the results: 1. Was the presentation informative and helpful in your work? 83% yes (5), 17% no (1). 2. Was the facility adequate for the session? 100% yes 3. Would you attend other webinars sponsored by the Chapter in the same manner? 100% yes Written comments were: “Great for the Chapter to offer this training with such limited agency budgets.” “Thanks for the opportunity to save a little money.” The Board will be looking at the webinar schedule to offer additional sessions this year. Please look at the schedule at NIGP.org and let a board member if there is one you would like to see.

**************KATHY HUTCHINS IS RETIRING*************

Kathy has worked in procurement for 31+ years, 24.5 of those years with the State! Now, that is a long time. Before going out in the workforce she spent eight (8) years as a full time mom. In private industry she worked in the State Farm Home Office in Jacksonville for two (2) years, seven (7) years with Data Max and State Government for the rest. In State Government she worked seven (7) years with the Department of General Services (now DMS), retiring from the Department of State after 17 years as Procurement Officer. She has been married to her husband, Jerry for forty-three (43) years, has two (2) daughters; Dawn and Wendy and has three (3) grandchildren; Katie, Todd and Elijah. After retirement she is gong to spend time with her family and pets, especially her horse, Kojack. She will also spend some more time gardening and hiking. Kathy’ received her CPPO in 1991. She has spent numerous years serving on the TACNIGP Board and was the TACNIGP President in 1993. We would all like to wish her well in her retirement from the State.

Update: Reverse Trade Show – April 17, 2012 Exciting news!!! This year at the reverse tradeshow we will also have a silent auction. The proceeds of the auction will be used to provide additional funding to the scholarships currently offered. If you have any items to donate for use in the silent auction, please contact Jason Ouzts or Wendi Sellers. Some interesting items that you can donate include tickets to an upcoming baseball or football game, gift cards, gift baskets, etc. Thanks in advance for helping the chapter raise additional scholarship funds. Thanks for getting your entities registered! There are still spaces left, so if you don’t see your entity below, get them registered. Be sure to notify your vendors about this great opportunity to meet face to face with government representatives.
