Once a quiet farm town, Chandler has become one ofthe fastest growing cities in the nation. Today, more than250,000 people call Chandler home.

The City was founded by the first veterinarian appoint-ed to serve the Arizona Territory. Dr. A.J. Chandlerturned the desert into a booming oasis by building canals

to bring water to the dry,dusty terrain. The Townof Chandler was formedin 1912 and incorporat-ed in 1920.

In recent years,Chandler has experienceda successful diversification

process. Its agricultural base has given way to hightech industries, earningChandler the nickname of“Silicon Desert” and allow-ing residents to enjoy one of the highest per capita incomes in the Southwest.

The City is centrally located in the rapidly growingSoutheast Valley region and is conveniently located 20 miles southeast of Phoenix and Sky HarborInternational Airport.

It is no wonder moving to Chandler is the choice for somany newcomers to Arizona.

Did You Know…• In 1980, Chandler’s population

was 29,673. There are currentlymore than 250,000 residents living in the City!

• The incorporated area ofChandler covers 63.5 squaremiles.Total planning area for theCity is 71.5 square miles.

• There are more than 60 public parks andfuture park sites in Chandler containing avariety of facilities including soccer andsoftball fields, courts for tennis, sand vol-leyball, racquetball and basketball, an exer-cise course, walking trails, a lake, picnic pavilions, playgrounds, swimming pools, a skate park, three dog parks and a bike grind park.

• The City Council consists of a mayor and six council-members elected at large. Councilmembers serve a four-year term and the mayor serves a two-year term. Terms inoffice are limited to two consecutive terms for councilmembers and four terms for the mayor.

• The median age of residents is 32.5 years.

• The average household income is more than $79,000.

• The average daily maximum temperature is 85 degrees.The average daily minimum temperature is 54.8 degrees.Chandler also averages 8.42 inches of rain per year.

• According to the United States Department of theCensus, Arizona is projected to be the second fastestgrowing state between 2000 and 2030.

In 2005, 2007 and again in 2008,Chandler was named one of the 100Best Communities for YoungPeople in the country. The winningcommunities – ranging from small

towns to urban neighborhoods acrossAmerica – are celebrated for their com-

mitment to provide healthy, safe and caring envi-ronments for young people.

Sometimes a new-comer to the community maynot be aware of specific codesand unintentionally violateone or more of them. A CodeInspector may contact individ-uals to notify them of the codeviolation and instruct them onhow to meet code requirements. These courtesy notices arenot citations but reminders that, in order to maintain thequality of life that Chandler offers, it is necessary to main-tain properties according to the City codes and ordinancesthat have been adopted.

Common violations include weeds, inoperable vehicles,vehicles parked on unimproved surfaces, excess trash ordebris on the property, graffiti and other deteriorated condi-tions.

AccreditationBoth the Fire and Police

departments of the City ofChandler have the distinct honorof earning accreditation throughnational agencies. Accreditation isawarded upon demonstration of“living up to the standardsdeemed essential to the protectionof life, health, safety, and rights ofthe citizens it serves and havingexemplified the best professionalpractices in the conduct of itsresponsibilities”.

Accreditation is an honoraryclassification that agencies aspireto on a voluntary basis. It takes years of preparation, self-assessment and monitoring for agencies to receive theunique honor.

Chandler was the seventh community in the nation toearn accreditation of both its Fire and Police departments.

Citizen Police AcademyThe Citizen Police Academy was created as part of a con-

tinuing program to develop citizen awareness and under-standing of the role of law enforcement. It is designed forresidents of all backgrounds and occupations.

The goal of the Citizen Police Academy is to give resi-dents a better understanding of the guidelines within whichan officer functions and why officers handle situations asthey do. The academy combines instruction in police proce-dures and theory with practical, hands-on scenarios.

Those eligible to attend must be at least 18 years of ageand work, live or attend school in the City of Chandler.They can have no prior felony convictions and no misde-meanor arrests within six months of their academy applica-tion. They must pass a background check conducted by thepolice department.

Our City’s safety is in good hands with the ChandlerFire and Police depart-ments watching over us.They are committed topreserving safety, order,and peace within ourcommunity. Both depart-

ments offer a variety oftraining and communityprograms to empowerChandler residents andneighborhoods to have apositive impact on thecommunity.

There are several convenient ways to pay your utility bill.You can pay online by credit card at www.chandleraz.gov orby phone using our touch-tone payment system at 480-782-2280.

If you pay by mail, use the return envelope included withyour bill. You can also pay in person at our downtownChandler office, or at the drive up box in the median onCommonwealth Avenue just east of Arizona Place. Pleasedo not put cash in the payment drop box! Or, pay yourutility bill the easy way with SUREPAY and have your pay-ment automatically deducted each month from your bankaccount. Call Customer Service at 480-782-2280 for more information.

Payment Due DatesAll utility customers of the City

are billed once per month and billsare due upon receipt. Delinquentdates will vary depending on whenyour water meter is read. Currentcharges become delinquent 21 daysafter issuance of a bill.

Delinquent BalancesAccounts with unpaid balances remaining after 60 days

are subject to service disconnection. Accounts remainingunpaid on the disconnect date will be assessed a $20 (plustax) service fee.

If you receive a disconnect notice and cannot make thepayment by the day before your scheduled disconnect, youmay be able to make satisfactory arrangements to maintainservice by explaining your situation to a Customer ServiceRepresentative prior to the disconnect date. A paymentextension may be granted based on your situation andaccount history. Once an extension has been granted, it isimperative that you keep your agreement.

An account that has been disconnected for delinquencymore than two times within a 12-month period will berequired to post a new or additional security deposit. Thedeposit, the delinquent balance and the disconnect servicefee will be required to be paid prior to reconnection.

Returned Checks or Returned SUREPAY Payments

If for any reason, a payment made by check or throughSUREPAY is returned by your bank, a second check orSUREPAY payment will not be accepted as payment for thereturned item.

A service charge for processing this returned check orSUREPAY and a disconnect service fee will be assessed.

Meter ReadingTimely and accurate meter readings are necessary

in order to provide you with an accurate utility bill.Please help us by maintaining a clean meter box andnot blocking access to the meter. We require an areaaround the meter box of at least 2 feet wide by 6 feethigh, which is free of branches or other debris.Blocked access may result in estimated water usage. A notice will be left at the door if there is a problem.
