Dhindsa, Brahmpura to float new party CHANDIGARH: Rajya Sabha MP Sukhdev Singh Dhindsa and Ran- jit Singh Brahmpura, who were expelled from the SAD for revolting against its leadership, on Mon- day announced to float a new party after dissolv- ing their political outfits. AGENCY MUMBAI, APRIL 19 Equity benchmark indices nosedived on Monday as a strong second wave of Covid-19 infections cast a shadow over economic growth and corporate earnings outlook. Concerns were also visible among foreign portfolio investors (FPIs) who have reportedly pulled out a net Rs 4,615 crore from Indian mar- kets this month. With the national and financial capitals besides several regions in states under lockdown, investors wor- ried over leading brokerages down- grading GDP growth projections for the current fiscal year. The BSE S&P Sensex closed 883 points or 1.81 per cent lower at 47,949 while the Nifty 50 dipped by 258 points or 1.77 per cent to 14,359. Except for Nifty pharma, all sectoral indices at the National Stock Exchange were in the red zone with Nifty PSU bank crash- ing by 4.3 per cent, private bank by 2.6 per cent, financial service by 2.3 per cent, realty by 4 per cent and auto by 2.8 per cent. Among stocks, Punjab National Bank dipped by 4.8 per cent to close at Rs 33.15 per share while State Bank of India was down by 2.5 per cent to Rs 331.25. Adani Ports lost by 4.8 per cent to close at Rs 719 per share. Power Grid Corporation cracked by 4.1 per cent, ONGC by 3.9 per cent, Hero Moto- Corp by 3.6 per cent and L&T by 3.4 per cent. Banking and financials were also hit with IndusInd Bank down by 3.6 per cent, Kotak Mahindra Bank by 3.5 per cent, Bajaj Finserv by 3.4 per cent. Chief Minister said that most of the doctors and other paramedical staff were work- ing with great commitment and dedication to treat covid- 19 patients, but still greater commitment was required to ensure better results. He said that strengthening the mech- anism of home isolation was need of the hour as about 95 per cent of the active cases of Covid-19 were in home iso- lation. He said that effective data about the patients in home isolation must be col- lected and they should also be provided pulse oxymeter, hand sanitizer along other essential medicines. He said that active involvement of lo- cal Pradhans in rural areas should be ensured to effec- tively coordinate with the family members of the covid-19 positive patients in home isolation besides local health and Asha workers. Effective mecha- nism must be evolved to regu- larly monitor health parameters of the patients in home isola- tion besides motivating the people, he added. The two sides will be holding a vir- tual meeting in the coming days to launch plans for a transformed India-U.K. rela- tionship. Both leaders attach the highest importance to tak- ing the India-U.K. partnership to its fullest potential and pro- pose to remain in close touch in this regard and look forward to an in-person meeting later in the year,” the MEA state- ment noted. Johnson was expected to visit India on April 26. His vis- it was expected to focus on bi- lateral trade ties including the finalisation of UK-India En- hanced Trade Partnership. Only those over 45 and frontline workers were being vaccinated against the disease so far. “In a meeting chaired by PM Narendra Modi, an important de- cision of allowing vaccination to everyone above the age of 18 from 1st May has been taken,” a government release said. The de- cisions were taken during a meet- ing, chaired by the prime minis- ter. Covid-19 vaccine manufac- turers may now supply 50% of their stock to the Centre and the remaining 50% to the states, the Centre said. “Vaccine manufac- turers would supply 50% of their monthly Central Drugs Laborato- ry (CDL) released doses to Gov- ernment of India and would be free to supply the remaining 50% doses to State Governments and in the open market (hereinafter referred to as other than Govern- ment of India channel),” the Cen- tre said. “The division of vaccine supply 50% to Government of India and 50% to other than Gov- ernment of India channel would be applicable uniformly across for all vaccines manufactured in the country.” Lockdown in Delhi, Raj AGENCY NEW DELHI, APR 19 The Delhi govt and Rajasthan have im- posed lockdown in their respective states to curb the deadly spreading of corona.Chief Minister Arvind Kejriw- al on Monday announced six days lockdown in Delhi starting from 2200 hrs tonight till 0500 hrs of April 26 in view of an unprecedented rise in Covid-19 cases.This announcement came after Mr Kejriwal met with Lieu- tenant Governor Anil Baijal.Essential Services will continue, detailed order will be released in a short while, the Delhi Chief Minister said while ad- dressing a digital press conference here.Marriages can be held with a gathering of only 50 people and passes will be issued separately for it, he said.Mr Kejriwal also appealed to the migrant labourers not to leave Delhi."I appeal to you with folded hands. It's a small lockdown, only for 6 days. Don't leave Delhi. I am there, trust me. The Delhi government will take full care of you," he said. He said in the next six days, the Delhi government will make arrange- ments for more beds in the city adding that this lockdown period will be used to arrange oxygen and medicine.Ra- jasthan chief minister Ashok Gehlot on Monday said the “lockdown-like re- strictions” imposed in the state are meant to control the alarming surge in COVID-19 cases and deaths and not create panic among people, including labourers. He said the situation was very alarming and dangerous and the deci- sion to impose the restrictions was tak- en after a cabinet and a review meet- ing. “The new guidelines and provi- sions issued last night are aimed at containing the steep surge in positive cases and deaths. At the same time, we have ensured that there is no panic among the labourers, Gehlot told. After the state registered a record single-day spike of 10,262 coronavirus positive cases and 42 deaths on Sun- day, the government late night issued an order extending the weekend cur- few, which was earlier scheduled to be implemented from Friday evening to Monday morning. Called the ‘Public Discipline Fortnight’, the curfew came into force on Monday morning and will continue till May 3. Punjab imposes stricter curbs SHASHI PAL JAIN CHANDIGARH: As Covid cases continue to rise rapidly across the country, including in Punjab, Chief Minister Cap- tain Amarinder Singh on Monday ordered stricter restric- tions beginning tomorrow, including extension of night cur- few timings (8 pm to 5 am), closure of all bars, cinema halls, Gyms, spas, coaching centres, sports complexes, with restaurants and hotels to be open only for takeaway and home delivery from Monday to Saturday. Rates for RT-PCR and Rapid Antigen Testing (RAT) by pri- vate labs have been reduced to Rs 450 and Rs 300 respective- ly (with additional charges for home collection of the sam- ples), in a bid to promote in- creased testing. Gatherings of more than 20 persons, including for wed- dings/cremations, have also been banned across the state, with prior approval of the district administration needed for all gatherings of more than 10 persons, except for crema- tion. The new restrictions, which also include closure of all malls, shops and markets on Sunday, coupled with the ones imposed earlier, will remain in effect till April 30, an- nounced the Chief Minister, directing the Police department to strictly enforce the restrictions, taking support of civil so- ciety organisations where needed. All weekly markets have also ordered to be shut down. Chairing a high level virtual meeting to review the Covid sit- uation in the state, the chief minister also ordered that all people flying into Punjab should have a negative RT-PCR not more than 72 hours old, else they would have to under- go RAT testing at the airport.

The Union government on Mon-day announced that everyoneabove 18 years of age can be vac-cinated against Covid-19 in thethird phase of India’s inoculationprogramme. Only those over 45and frontline workers were beingvaccinated against the disease sofar.

“In a meeting chaired by PMNarendra Modi, an important de-cision of allowing vaccination toeveryone above the age of 18from 1st May has been taken,” agovernment release said. The de-cisions were taken during a meet-ing, chaired by the prime minis-ter.

Covid-19 vaccine manufac-turers may now supply 50% oftheir stock to the Centre and theremaining 50% to the states, theCentre said. “Vaccine manufac-turers would supply 50% of theirmonthly Central Drugs Laborato-ry (CDL) released doses to Gov-ernment of India and would befree to supply the remaining 50%doses to State Governments andin the open market (hereinafterreferred to as other than Govern-ment of India channel),” the Cen-tre said. “The division of vaccinesupply 50% to Government ofIndia and 50% to other than Gov-ernment of India channel wouldbe applicable uniformly acrossfor all vaccines manufactured inthe country.”

SHASHI PAL JAINCHANDIGARH: As Covid cases continue to rise rapidlyacross the country, including in Punjab, Chief Minister Cap-tain Amarinder Singh on Monday ordered stricter restric-tions beginning tomorrow, including extension of night cur-few timings (8 pm to 5 am), closure of all bars, cinemahalls, Gyms, spas, coachingcentres, sports complexes, withrestaurants and hotels to beopen only for takeaway andhome delivery from Monday toSaturday.Rates for RT-PCR and RapidAntigen Testing (RAT) by pri-vate labs have been reduced toRs 450 and Rs 300 respective-ly (with additional charges forhome collection of the sam-ples), in a bid to promote in-creased testing.Gatherings of more than 20persons, including for wed-dings/cremations, have also been banned across the state,with prior approval of the district administration needed forall gatherings of more than 10 persons, except for crema-tion.The new restrictions, which also include closure of allmalls, shops and markets on Sunday, coupled with theones imposed earlier, will remain in effect till April 30, an-nounced the Chief Minister, directing the Police departmentto strictly enforce the restrictions, taking support of civil so-ciety organisations where needed. All weekly markets havealso ordered to be shut down.Chairing a high level virtual meeting to review the Covid sit-uation in the state, the chief minister also ordered that allpeople flying into Punjab should have a negative RT-PCRnot more than 72 hours old, else they would have to under-go RAT testing at the airport.

Due to lackof adequate water at times, the wild animals approachthe plains and reach Yamuna. Punjab Chief Minister CaptainAmarinder Singh on Mondayurged the Centre to send immedi-ate supplies of vaccines and alsogive quick approval for two newOxygen plants in the state amidconcerns over depleting stocks ofboth.

On the availability of vaccine,the Chief Secretary told the ChiefMinister that the situation was crit-ical, with only three days of stocksleft, but the Central Governmenthas assured that more would becoming soon.

Medical Education MinisterOP Soni cited shortage of oxygensupply in Amritsar hospital, whileChief Secretary Vini Mahaja saidthough Indian Oil Limited (OIL)was providing the state with sup-plies, the situation was a matter ofconcern. A close watch was beingkept on the demand-supply situa-tion at both government and pri-vate hospitals, she said.

A committee has been formedby the State Government, underPrincipal Secretary Industries, tomonitor the situation and coordi-nate with the centre in this regard,said Vini. Health Secretary HussanLal said three plants had been op-

erationalised since the last surge,and two plants at Medical CollegesAmritsar and Patiala were await-ing the Centre’s approval. Whilethere was shortage currently, sup-plies were being diverted from onedistrict to another to meet the re-quirements.

The meeting was informed thatvaccination appeared to be havinga positive effect in the police de-partment, with only one vaccinat-ed personnel testing positive in thepast 24 hours, and a total of only397 positive cases among thosewho have been immunised.

Toll plaza starts in Sanwaraof Solan district

The first toll plaza of Himachal'sFourlane in Sanwara on KalkaShimla National Highway 5started on Monday. The tollplaza will remain 100 percentfast tag. Other small vehicledrivers, including cars, jeeps,will have to pay a fee of Rs 55.The two-way fee is Rs 85. Aone-month pass will be made forRs 285 for the local peopleresiding in the ten km area oneither side of the toll plaza. The

length of this entire project was39.5 km, out of which toll hasbeen imposed for 36 km.However, the work of thefourlane is not finished yet,according to the people, if thework is completed according tothe people, it would not be sobad to pay them toll. Drug controller orders investigationover Remedisvir injection sale

The drug controller has issued an order for aninvestigation into the company after the illegaltrade of Remdesvir injection prepared at theBaddi-based health biotech pharma company.Apart from this, five other companies are alsopreparing this injection. Currently imports areclosed, so the records of all these companiesshould be checked so that the injections cannotbe made there. According to the information,Chandigarh Police arrested five people from thehotel in Sector-17 by Chandigarh Operation Cellwhile making illegal deal for Remedisvirinjection used in treatment of Corona. Policehave also arrested Gaurav Chawla, director ofHealth Biotech Company based in Baddi, atZirakpur on the trail of the five. The other fiveaccused were identified as Abhishek PV, residentof Kerala, Sushil Kumar from South Delhi,

Prabhat Tyagi from Bhopal, Philip Jacob fromKerala and K.P A Francis. The accused did notget any license to sell and buy Remedisvirinjection. The operation cell registered a caseagainst the accused under various sections at theSector-17 police station and presented them all inthe district court. The court remanded everyoneon 4 days.Team of Operation Cell raided GauravChawla's Health Biotech Pharma Companybased in Baddi, Himachal, from where 3000Remedisvir injections have been recovered. Arate of Rs 4700 was written on an injection.Investigation revealed that this pharma companydid not have permission to sell Remedisvirinjection domestically. The industry had thepermission to export only and the CentralGovernment had stopped the export of thisinjection on April 11. . Police have seized papersfrom the pharma company. DSP Baddi NavdeepSingh said that under the supervision of SP, a raidwas conducted in Baddi.

Notwithstanding steps being taken by thegovernment agencies to contain the growing casesof the dreaded COVID-19, as many as 105 newpositive cases have surfaced in the district onMonday.

While sixty-nine cases were found throughRapid antigen test method, thirty-six others throughRT-PCR method.

Ten people have been found positive fromKudhar village of the district alone followed byfour each from NIT, Hamirpur and Baroha village.Those found positive included sixty men and forty-five women hailing from different parts of thedistrict.

Tounidevi block of the district heads the tablewith twenty cases followed by Bhoranj, Badsar andHamirpur Medical College hospital ten each case,eight from SRL lab, Hamirpur, three fromSujanpur, five from Galore respectively.

A spokesman of the health department saidtonight that except those admitted to the localmedical college hospital for treatment; other hadbeen advised Home quarantine for relaxation andcure.

Chief Minister Jai Ram Thakur presided over a high levelmeeting with senior officers to review the Covid-19 situationin the State, here today. It was decided that all educationalinstitutions of the State would remain close till 1 May, 2021and faculty of schools, colleges and universities would alsonot come to their duty. The State Government also decided toput complete ban on transfers of field functional staff. ChiefMinster said that he recently visited three districts of the Stateand took stock of the Covid-19 situation. The state Cabinetmeeting would be held on 22 April to take few more decisionsto contain the spread of Covid-19 virus. He directed theofficers to enhance the bed capacity in the hospitals. He saidthat steps would be taken to ensure proper availability ofoxygen and medical staff in the State. He said that bedcapacity would be enhanced in Nerchowk Medical College,IGMC Shimla, Zonal Hospital Dharamshala, Tanda MedicalCollege, Sunder Nagar Hospital and various other hospitals.He said that health workers would be posted in appropriatenumber for care of Covid-19 patients. He said that specialemphasis was being laid on providing better health care andother facilities to the patients under home isolation.

Ladakh records 60 new COVID-19 casesLEH, APR 19

Ladakh recorded 60 newCOVID-19 cases on Monday,taking the infection tally to12,131, an official bulletin said.

The COVID-related death tollin Ladakh stands at 133, while10,351 people have recoveredfrom the infection since theoutbreak of the pandemic lastyear, it said. As per the bulletin

issued by Directorate of HealthServices, 50 new cases weredetected in Leh district and 10in Kargil district. The bulletinsaid 78 COVID patients weredischarged in Leh.

SC stays further proceedings inAmazon-Future-Reliance case

"We will stay furtherproceedings before Single Judgeand Division Bench. Meanwhile,pleadings will be completed andthe matter will come up withother matter on May 4," the apexcourt said.

The top court was hearing anappeal of e-commerce giantAmazon challenging Delhi HighCourt's decision to stay an orderupholding an emergencyarbitrator award restrainingFuture Retail Limited (FRL)from going ahead with its Rs24,731 crore assets sale dealwith Reliance Retail.

On March 22, a DivisionBench of High Court ChiefJustice D N Patel and JusticeJasmeet Singh had stayed aMarch 18 order of Justice J RMidha ordering attachment ofthe assets of Future CouponsPrivate Limited (FCPL), FRL,

Kishore Biyani and 10 otherspromoters.

Amazon has been seekingenforcement of an order of theemergency arbitrator (EA) at theSingapore InternationalArbitration Centre (SIAC)restraining FRL from taking anysteps to transfer its retail assets.

Amazon has a 49 per centstake in FCPL, which in turnowns a 9.82 per cent stake inFRL. Amazon's contention isthat it has invested Rs 1,431crore in FCPL on the clearunderstanding that FRL wouldbe the sole vehicle for its retailbusiness and its retail assetswould not be alienated withoutconsent and never to a RestrictedPerson.

FRL, on the other hand, hasobjected to the enforcement ofthe EA award saying that it is notan order under Section 17(1) ofthe Arbitration and Conciliation

Act and hence not enforceable inIndia. FRL has contended thatthe Rs 24,731 crore deal wasvery important to save its 25,000

employees. It had said as per thedeal, Reliance will not only takeover FRL's shops but also all itsliabilities.

Adjourns criminal prosecutionagainst two Italian marines

NEW DELHI: The SupremeCourt on Monday adjournedthe matter for a week, related tothe closing of the criminalprosecution against two Italianmarines for killing twofishermen off Kerala coast in2012, as the compensationmoney of Rs 10 crore, asagreed by Italy, is yet to bedeposited in the Indian TopCourt. The three-judge benchof the Apex Court, headed bythe Chief Justice of India (CJI)Sharad Arvind Bobde, askedthe centre, where is the money(has it been deposited beforethe Supreme Court registry)?.To this, the junior, to SolicitorGeneral (SG) Tushar Mehta,replied that they (Italy) haveinitiated the transfer of money.He, however, said that themoney is yet to be deposited.

To this, the CJI Bobde, ledbench, sarcastically,commented that "You (The

Centre) were only in a hurrylast time but we also know howministries work," andadjourned the matter for furtherhearing for a week. TheSupreme Court had in its lasthearing on April 09, asked theRepublic of Italy to deposit thecompensation amount of Rs 10crore, with the Ministry ofExternal Affairs (MEA), andafter which, a decision wouldbe taken to pay these amount tothe families of the two Keralafishermen killed by the twoItalian Marines --Massimiliano Latorre andSalvatore Girone.

The Apex Court had in itslast hearing, asked the Centreto furnish the account details ofthe MEA, so that the Republicof Italy can deposit the moneyin the account, and the SC caninitiate the process ofdisbursing the money to thevictims' families.

The cumulative number ofCOVID-19 vaccine dosesadministered in the country hascrossed 12.38 crores on Mondayas part of the world's largestvaccination drive, said theMinistry of Health and FamilyWelfare. According to theministry, cumulatively,12,38,52,566 vaccine doses havebeen administered through18,37,373 sessions, as per theprovisional report till 7 am today.The ministry stated that over 24lakh vaccination doses wereadministered in the last 24 hours.As on Day-93 of the vaccinationdrive (April 18, 2021),12,30,007 vaccine doses weregiven. Out of which, 9,40,725beneficiaries were vaccinatedacross 21,905 sessions for firstdose and 2,89,282 beneficiariesreceived second dose of thevaccine. "These include91,36,134 HCWs who havetaken the 1st dose and 57,20,048HCWs who have taken the 2nd

dose, 1,12,63,909 FLWs(1stdose), 55,32,396 FLWs(2nddose), 4,59,05,265 1st dosebeneficiaries and 40,90,388 2nddose beneficiaries more than 60years old and 4,10,66,462 (1stdose) and 11,37,964 (2nd dose)beneficiaries aged 45 to 60years," it said. The ministryfurther informed that eightstates account for 59.42 percent of the total doses given sofar in the country. Meanwhile,India's daily new cases continueto rise. 2,73,810 new caseswere registered in the last 24hours. Maharashtra, UttarPradesh, Delhi, Karnataka,Kerala, Chhattisgarh, MadhyaPradesh, Tamil Nadu, Gujaratand Rajasthan report 78.58 percent of the new cases.Maharashtra has reported thehighest daily new cases at68,631 followed by UttarPradesh with 30,566 while Delhireported 25,462 new cases."India's total active caseload hasreached 19,29,329. It nowcomprises 12.81 per cent of thecountry's total positive cases.

Chinese Navy seeks to be more 'port'ableOne of China's

strengths - as an au-thoritarian commu-

nist state - is its ability towield a whole-of-nation ap-proach to security, diplo-matic and economic affairsaround the globe. This isseen clearly in its efforts todevelop port infrastructureand to carve out opportuni-ties for naval bases in terri-tories far from home.

The region most talkedabout is the Indian Ocean,with China investing incommercial ports in placessuch as Myanmar, Sri Lan-ka and Pakistan. The threatof a "string of pearls" - anetwork of Chinese-con-trolled facilities ringing theperimeter of the IndianOcean that can be utilizedby the People's LiberationArmy (PLA) - has been dis-cussed for years, but is yetto fructify. Gwadar in Pak-istan is routinely cited as apotential base for the PLANavy (PLAN), but this isyet to occur.

In fact, China's greatestprogress has been in Dji-bouti, with the PLA open-ing its first overseas mili-tary base on 1 August 2017.China did so ostensibly tosupport its naval counter-piracy task force in the Gulfof Aden, which has had acontinuous presence theresince the end of 2008. Theincidence of piracy near theHorn of Africa has ebbed tovirtually nil, but there areno signs of China with-drawing its naval presence.This fact by itself indicatesthat the PLA has ulteriormotives for maintaining apresence there. China's Dji-boutian base is sited just 15

minutes away from CampLemonnier, the USA'slargest military facility onthe African continent. TheChinese-owned Doralehcommercial port allowsPLAN vessels to dock, andthe PLA has also been ex-tending the piers at its ownbase to accommodate larg-er warships.

However, the globalhotspot for piracy is nowthe Gulf of Guinea in WestAfrica, an area that ac-counted for 43% of globalpiracy in the first quarter of2021. China is reportedlyconsidering building a newport for Senegal, WestAfrica (ostensibly to assistthe Senegal Navy), whichwould give the PLAN con-

venient access to WestAfrica and the South At-lantic. China has to treadwarily, though, as it knowsthere will be significantpushback if it creates obvi-ous military bases in sensi-tive regions of the world. Ittherefore prefers to hide be-hind commercial invest-ments and developments tocamouflage its martial in-tentions.

The USA, in its "Annu-al Threat Assessment of theUS Intelligence Communi-ty" released on 9 April, not-ed: "Beijing is increasinglycombining its growing mil-itary power with its eco-nomic, technological anddiplomatic clout to preservethe Chinese Communist

Party (CCP), secure what itviews as its territory and re-gional preeminence, andpursue international coop-eration at Washington's ex-pense." This ability to cen-trally pull the levers of in-fluence is at the heart ofChairman Xi Jinping'sblue-ribbon Belt and RoadInitiative (BRI), to whichmore than 60 countrieshave already signed up. Ofcourse, the BRI is a broaddirective rather than a pre-cise strategy featuring keymilestones mapped out inadvance. The aim is forChinese entities to formpartnerships with foreignplayers to advance China'sstrategic interests, and theambiguous concept re-

mains beneficially flexible.The US intelligence com-munity reported: "Beijingwill continue to promotethe Belt and Road Initiativeto expand China's econom-ic, political and militarypresence abroad, while try-ing to reduce waste and ex-ploitative practices, whichhave led to internationalcriticism. Future projects,and those that remain, arelikely to be more strategi-cally targeted and financial-ly viable. The BRI thatevolves out of this new fo-cus will be geared towardssupporting PLA operationsand objectives, denying ad-versaries the ability to proj-ect military power, orbuilding significant strate-gic influence."

Lyons Jones and Veitcontinued, "Refocusing theBRI in this way would re-quire companies from thePeople's Republic of China(PRC) to position them-selves as better able andmore willing to supportBeijing's strategic interests,which would probably in-volve tighter collaborationwith the CCP."

It was way back in2013, in a speech to the In-donesian parliament, thatXi first floated the idea of aMaritime Silk Road (MSR)as part of the BRI. This wasjust a year after Xi grabbedthe CCP's reins. Working hours that deviate froman individual's natural bodyclock are associated with

greater cardiovascular risk, accordingto a new research.

The research was presented at ESCPreventive Cardiology 2021, an onlinescientific congress of the European So-ciety of Cardiology (ESC). "Our studyfound that for each hour the workschedule was out of sync with an em-ployee's body clock, the risk of heartdisease got worse," said study authorDr Sara Gamboa Madeira of the Uni-versity of Lisbon, Portugal.

At least 20 per cent of Europeanemployees work atypical hours orshifts, and growing scientific evidenceassociates these with deleterious car-diovascular outcomes. A number of ex-planations have been proposed, includ-ing sleep disruption and unhealthy be-

difference between the "social clock"(e.g. work schedules) and the individ-

ual "biological clock".Dr GamboaMadeira explained, "We all have an in-ternal biological clock which rangesfrom morning types (larks), who feelalert and productive in the early morn-ing and sleepy in the evening, to latetypes (owls), for whom the opposite istrue - with most of the populationfalling in between. Circadian misalign-ment occurs when there is a mismatchbetween what your body wants (e.g. tofall asleep at 10pm) and what your so-cial obligations impose on you (e.g.work until midnight)." The study in-cluded 301 blue collar workers, all per-forming manual picking activity in thedistribution warehouses of a retail com-pany in Portugal. Staff always workedeither early morning (6am-3pm), lateevening (3pm-midnight), or night(9pm-6am) shifts. Participants com-pleted a questionnaire on sociodemo-

graphic factors (age, sex, education),occupational factors (work schedule,seniority), and lifestyle factors and hadtheir blood pressure and cholesterolmeasured.

from 1 (non-smoker with healthy bloodpressure and cholesterol) to 12 (smok-er with very high blood pressure andcholesterol). In this study, a relative riskof 3 or more was considered "high car-diovascular risk". The researchers theninvestigated the association betweensocial jetlag and high cardiovascularrisk. The average age of participantswas 33 years and 56 per cent were men.Just over half (51 per cent) were smok-ers, 49 per cent had high cholesterol,and 10 per cent had hypertension. Onein five (20 per cent) were classified ashigh cardiovascular risk. Some 40 percent had a short sleep duration on work-days (6 hours or less). The average so-cial jetlag was nearly 2 hours. The power to impose a law does not mean a free-for-all. The Gauhati High Court put aside a for-eigners tribunal’s decision for the first time;

earlier decisions had been referred back to the FT. TheBarpeta FT had declared Haider Ali a foreigner forfailing to establish links with ‘all’ his relatives on thevoters’ list. The high court reportedly declared that hewas an Indian citizen since he was able to establish hisrelationship with his grandfather and father whosenames were on voters’ lists preceding March 1971, thecut-off date for the National Register of Citizens. Thehigh court’s remarks pointed to arbitrariness andopacity in the FTs’ dealings. One, the fact that Mr Alidid not establish his relationship with other relativeson the voters’ list did not subtract from the credibilityor substance of the documents he produced to showhis connection with his father and grandfather. Two,no explanation is given to persons who are declarednon-citizens and no examination made of the investi-gation against them. Presumably, they cannot defendtheir citizenship without knowing why they lost it.Three, as the people have to prove they are citizens,they must be given every opportunity for proof, evenif additional documents are produced after the writtenstatement. This judgment is expected to provide greatsupport to those trying to prove their citizenship be-fore the tribunals. The Gauhati High Court addressedanother form of arbitrariness when upholding the bailorder of Akhil Gogoi, an activist arrested under theUnlawful Activities (Prevention) Act for protestingagainst the Citizenship (Amendment) Act in 2019.The National Investigation Agency special court, notfinding convincing reasons in the NIA’s chargesheetto detain Mr Gogoi, had given him bail. The UAPA isa law against terror, but its ambiguous wording allowsthe administration to use it for other reasons, most of-ten against dissent. The high court reportedly pro-nounced that civil disturbances do not come under theUAPA’s purview, even when there is arson or vio-lence, as long as there is no intention to disturb thecountry’s unity, integrity, security and sovereignty.Detention becomes the punishment, since the UAPAmakes bail difficult. India's power consumption grows nearly 45 pcAGENCYNEW DELHI, APR 19

Power consumption in thecountry grew nearly 45 per centin the first half of April to 60.62billion units (BU) over thecorresponding period a yearago, showing robust recoveryin industrial and commercialdemand of electricity,according to power ministrydata.

Power consumption in thefirst half of April last year(from April 1 to 15, 2020) wasrecorded at 41.91 BU.

On the other hand, the peakpower demand met, which isthe highest supply in a day,during the first half of this

month remained well above thehighest record of 132.20 GW inthe same period in April 2020.

During the first half thismonth, peak power demandtouched the highest level of182.55 GW on April 8, 2021,and recorded a growth of 38 percent over 132.20 GW recordedin the entire month of April lastyear. Power consumption inApril last year had dropped to84.55 BU from 110.11 BU inthe same month in 2019. Thishappened mainly because offewer economic activitiesfollowing imposition oflockdown by the government inthe last week of March 2020 tocontain the spread of deadlyCOVID-19. Similarly, peak

power demand met alsoslumped to 132.20 GW in Aprillast year from 176.81 GW inthe same month in 2019,showing the impact of

lockdown on economicactivities. Experts are of theview that high growth in powerconsumption as well as demandin the first half this month is

mainly because of base effect.They said, "The powerconsumption remained low inApril last year due tolockdown. Now the the highgrowth rate of powerconsumption clearly indicateshealthy recovery in commercialand industrial demand."However, they cautioned thatlocal lockdowns across thecountry to curb the surge ofCOVID-19 positive cases mayimpact commercial andindustrial power consumptionadversely in coming days. Aftera gap of six months, powerconsumption had recorded a 4.6per cent year-on-year growth inSeptember and 11.6 per cent inOctober. In November 2020,

the power consumption growthslowed to 3.12 per cent, mainlydue to the early onset ofwinters. In December, powerconsumption grew by 4.5 percent while it was 4.4 per cent inJanuary 2021. Powerconsumption in February thisyear recorded higher at 104.11BU compared to 103.81 BUlast year despite the fact that2020 was a leap year. In Marchthis year, the powerconsumption grew nearly 23per cent to 121.51 BUcompared to 98.95 BU in thesame month of 2020. Duringthe entire fiscal of 2020-21,power consumption dipped byone per cent to 1,271.54 BUfrom 1,284.44 BU in 2019-20.

Delhi ChiefMinister Arvind Kejriwal announced alockdown from 10 pm on Mondaynight till 5 am next Monday in view ofan exponential rise in coronavirus casesand the city's health system beingstretched to its limits. India's total tallyof COVID-19 cases crossed 1.50 crorewith a record single-day rise of

2,73,810 new coronavirus infections,while the active cases surpassed the 19-lakh mark, according to the UnionHealth Ministry data updated onMonday. Despite being one of the younger play-ers in the India men's hockey team, Shi-lanand Lakra held his own among thesenior players in Argentina and is happyto contribute whenever opportunitiescome his way.

Shilanand made his debut in 2018but the fierce competition for places inthe team meant that he had to be patient.Since the resumption of internationalhockey following a pandemic-hit calen-dar in 2020, the 21-year-old is happy tobe back to international action.

"Having made my debut for the sen-ior team three years ago, I'd have ex-pected myself to play more but that ishow competitive it is; there are so manyamazing players in the core probable

"My aim has always been to earn aplace in the team through consistent per-formances in domestic tournaments, na-tional camps, and whenever I play forIndia -- as a starter or a substitute," headded. The promising Prithvi Shaw says hehad started "worrying" about histechnique after being dropped inAustralia before roaring back toform in domestic cricket, thanks toa few technical changes he made inhis game.

Shaw, 21, was dropped after histwin failures in the opening Test atAdelaide last December.

However, the Mumbai batsmandominated the Vijay Hazare Trophylike no other in the history of thetournament, amassing a whopping827 runs in eight matches.

Then, Shaw made a blistering72 off 38 balls in Delhi Capitals'first match of the season againstChennai Super Kings.

"After getting dropped from the

Test side after the first Test in Aus-tralia, I started worrying about mytechnique on why I was gettingbowled. Even if it was a minor mis-take, I wanted to minimize that. Istarted working on it there itself,"said Shaw after Delhi Capitals' winover Punjab Kings on Sunday night.

"I worked on my initial move-ment -- getting more stable andmore ready before the bowler hasbowled.

Dhawan, who smashed back-to-back hundreds in the IPL last season, isno more a certainty in India's T20 play-ing XI and is competing for an openingslot alongside Rohit Sharma in theWorld Cup later this year.

"It was a conscious effort from myside. I knew I have to improve on that(strike rate). Started taking more risks.Not afraid of changes, always open to- wards it. Not scared of getting out as
