Please Consider Representing CODS in the 2016 House of Delegates Meeting

(October 7-8) The 2016 ODA House of Delegates will be held October 7-8, at the Double Tree by Hilton in Portland,

Oregon. Please contact Dr. Gary Dehm ([email protected]) if you are interested in becoming

a delegate for the Central Oregon Dental Soc iety.

The powers of voting members of the Oregon Dental Association under Oregon Nonprofit Corporation Law

are exercised by a House of Delegates. Delegates are selected by each of ODA's sixteen component

dental societies on the basis of one delegate for every 25 (or majority fraction thereof) voting members.

Components with fewer than 37 members are entitled to two delegates. For every delegate, each

component is entitled to select one alternate delegate to act in the absence of the delegate at any meeting

of the House.

The Speaker of the House of Delegates is also a voting member of the House, by virtue of his or her

office. The students of the OHSU School of Dentistry are entitled to appoint one voting delegate.

Expanding Central Oregon Dental Providers’ Commitment to Utilization of the Oregon Prescription Drug Monitoring Program Suzanne Browning

Hopefully you noticed the September 23rd “Pain 101: Provider Workshop” Continuing Education

Opportunity that was listed up above in our calendar of Upcoming Events. It is a wonderful opportunity

for medical and dental professionals in Central Oregon to integrate and join their efforts and commitment

to the use of the Oregon Prescription Drug Monitoring Program, which was recently highlighted by the

ODA as well.

The Regional Health Improvement Plan Oral Health Work Group is interested in Opioid use and how

medical and dental professionals can collaborate to reduce this growing health problem. The attachments

included along with this Newsletter reflect some Central Oregon statistics from the CO Health Council on

increased usage since July 2011 regarding this problem. Since the OHA PDMP provider data is de-

identified, we cannot get information on how many dentists are signing up and committing to utilize this

database but, anecdotally, not too many are engaged at this time. This workshop might be a forum to

discuss any reluctance folks might have to participating, etc.

SCHOOL-BASED SCREEN AND SEAL PROGRAMS: We have already completed scheduling of our

school-based programs for FALL- Yes, it happens that quickly! The following is our schedule for Fall

Screenings at Central Oregon Schools. Please inform your patients of this convenient program for

screening and sealant applications – and encourage them to provide their consent for the application of

sealants at their schools. Our Region has a significant backlog of children needing sealants: over 57% of

the 5000+ children we screened this past school year are ready for and need sealants. Our screenings

cover all grades in elementary and middle schools and the children need sealants across all these grades…

many sealants needs that should have been met much earlier in the child’s development. Our Central

Oregon region is working diligently to reduce this backlog that took years to create. Please help us get

these children sealed as soon as possible by advising parents of these upcoming opportunities and

encouraging them to get their children’s teeth sealed.

At the Kemple Memorial Children’s Dental Clinic, our mission is to improve the health and well-being of children and young adults in Central Oregon by facilitating critical preventative,

educational, and dental treatment services for children whose families cannot access basic dental care. We do

this through our dental clinic facility screen and seal program events at local schools and community partner organization venues with subsequent follow-up and referrals to volunteer dental professionals as needed. We

provide portable preventative dental services to children and young adults regardless of insurability at

Please let your hygienists know that we are in need of their volunteer services for our

programs this Fall. If they want to help us in these efforts even for just a day or two,

fun and the efforts are rewarding. We certainly appreciate our current volunteers who

KINDERGARTEN DENTAL SCREENING REQUIREMENT: With the implementation of HB 2972, Oregon

children who are starting an education program for the first time and are 7 years old or younger will be

required to have a dental screening under this approved legislation. In May, Kemple Clinic completed a

Kindergarten Roundup event at the new Early Learning Center – Hartman School in Redmond where all

Redmond kindergartners will be attending this one centralized school. (Redmond Elementary schools now

start at 1s t grade). We will also be having additional screening opportunities for the rest of the summer.

At these events, we provide screenings for “Kinders” and other grades and also inform parents of this new

requirement. Parents/patients might be contacting your offices to obtain screenings this summer in

anticipation of this School Districts’ requirements. Our screenings qualify to meet this requirement and we

will be at the various schools in Central Oregon to ensure that all “kinders” are screened. Be sure to let

your patients know about this requirement and, if possible, get them into your offices soon or recommend

that they ensure that their children participate in school-based dental screenings to meet the screening

requirement before the first quarter of 2017. Updated information from the Oregon Department of

Education is attached to this newsletter for your information.

Interim update on HB 2972 (Dental Screening)

This FAQ is to be used as a guidance document to assist school districts in the implementation of HB

2972. The Oregon Department of Education is in the process of adopting rules as required by this bill. It is suggested that individuals also review HB 2972, related OARs, and consult with district legal counsel. Further information, including forms and certificates, can be found on ODE’s Website:

http://www.ode.state.or.us/search/page/?id=397 Bill Summary: Oral health is an important part of a student’s overall health. There are documented

connections between overall health and a student’s academic performance and attendance. HB 2972 requires school districts to collect dental screening information for students 7 years of age or

younger and who are beginning an educational program (includes prekindergarten) for the first time. Schools may perform dental screenings but are not required to. Schools must provide

preventative dental care information to new students. Lastly, school districts shall report the percentage of students who fail to submit a screening certificate to the Oregon Department of Education by October 1 of each year. No later than December 1 each year, the Oregon Department

of Education shall submit a summary to the Interim Legislative Committees on Education and to the Dental Director appointed by the Oregon Health Authority.

Frequently Asked Questions 1. Are School Districts required to perform dental screenings?

No

2. What does HB 2972 require districts to do?

Collect certification from students who are 7 years of age or younger and who are beginning

an education program (new student) for the first time.

Provide dental resources and information.

Report, to the Oregon Department of Education by October 1st (for previous year) the

percentage of new students who fail to submit dental screening certificate. HB 2972 reads: Each education provider shall:

(a) File in the student’s dental health record any certifications and results of a dental screening known by the education provider.

(b) Provide the parent or guardian of each [new] student with information about: (A) The dental screenings; (B) Further examinations or necessary treatments; and

(C) Preventive care, including fluoride varnish, sealants and daily brushing and flossing.

3. Is there a negative consequence for the student if they do not hand in a dental screening?

No.

4. Can parents opt-out their child from the dental screening requirement?

Yes, a parent can opt their child out of the dental screening requirement in writing if:

(a) The student submitted certification to a prior education provider; (b) The dental screening is contrary to the religious beliefs of the student or the

parent or guardian of the student; or (c) The dental screening is a burden:

The dental screening is a burden for the student or the parent or guardian of the

student when: (A) The cost of obtaining the dental screening is too high; (B) The student does not have access to a screener or;

(C) The student was unable to obtain an appointment with a screener

5. If my district wants to perform dental screening, what are the requirements?

If a district decides to perform or arrange with a community partner to provide dental

screenings at school, HB 2972 requires that these screenings be performed by (A) A dentist licensed under ORS chapter 679; (B) A dental hygienist licensed under ORS 680.010 to 680.205;

(C) A health care practitioner who is acting in accordance with rules adopted by the State Board of Education; or

(D) A person who: (i) Is the following:

(a) An employee of an education provider; and

(b) Trained in accordance with guidelines established by the dental director appointed by the Oregon Health Authority; and

(c) Is acting in accordance with rules adopted by the State Board of Education in collaboration with the dental director appointed by the Oregon Health Authority.

6. How do School districts report data to ODE and what is the data used for?

Districts collect screening data on new students who are 7 years of age or younger and who are beginning an education program for the first time. Data to be collected should

include: (a) Number of new students who submitted a dental screening certificate.

(b) Number of new students who failed to submit certificate.

No later than Oct 1, districts shall report to the Oregon Department of Education the

percentage of new students who failed to submit a dental screening certificate the previous year. First report is due Oct 1, 2017 for the 2016-17 school year.

The reasons why students were opted out.

No later than December 1 of each year, the Oregon Department of Education shall summarize school district reports of this subsection and submit the summary to the interim

legislative committees on education and to the dental director appointed by the Oregon Health Authority.

7. SB 2972 requires school districts to “Provide the parent or guardian of each student with information”. Will the State provide standard information or resources for parents?

HB 2972 requires the state dental director to develop standardized information for districts to distribute in regards to dental screenings, follow-up exams or treatments, and

preventive care including fluoride varnish, sealants, and daily brushing and flossing.

Dear Dr. Rupert, What am I supposed to do when a patient moves their arm or hand, and it lands smack in my upper lap or groin area? Little kids will sometimes put their hands behind their heads as I’m working on them, and their elbows are really pointy! I need to know what you do in your office, when the patient invades your personal space like that! Signed, Need to Protect the Jewels - - - - - - Dear Need to Protect the Jewels, That’s a sensitive one all right! Nobody likes an elbow in the groin while they’re cutting a crown prep or elevating a tooth! I think that’s why Oral Surgeons stand up all the time! The first couple of times that I was e lbowed or invaded down there, I nearly dropped my handpiece down the patient’s throat. I soon realized that my ethical obligation was to do no harm to the patient, and that’s when I was forced to add another often forgotten piece of armamentarium to my list of Personal Protection Equipment. Everybody knows about Gloves, Mask & Glasses … but I also wear a Protective Cup when I’m doing dentistry. I advise all dentists to wear a Protective Cup! We are absolutely defenseless sitting there with our hands in the patient’s mouth and our loupes narrowing our field of vision to a couple of teeth. We simply can’t see the hands and elbows flying around the room! I personally had to special order my Protective Cup from a company out of Brazil, since I couldn’t find a large enough one in the stores around here; but now that I’m comfortable and protected, I can focus on the patient and their tooth and not worry about catching an elbow or hand in my groin. ----------------------------------------------------------------------------------------------------- Dear Dr. Rupert, A lot of our patients are complaining that we don’t have soon enough openings in our schedule, and that they are having to wait a month or two for an opening to have their restorative treatment completed. I’m working as hard and often as I possibly can, and do not want to open the office on the weekend or extend our office hours anymore!

What do I tell the patients that threaten to leave our practice, if we can’t get them in any sooner? Signed, Want Patience from Patients - - - - - - Dear Want Patience from Patients, I have zero tolerance for patients who think that they’re schedule is more important than mine! I encourage patients who gripe about our appointment wait time to call a reputable Internist, Urologist, Neurologist, Oncologist, Plumber, Electrician, Builder, Massage Therapist, Attorney, … you name it … they’re all busy! Good luck getti ng in with anybody reputable on your schedule and terms! Besides, 90% of the patients who complain the most about the length of time it takes to get into the schedule, happen to be the same individuals who have neglected their teeth and dental care the longest and are now HAVING to get in quickly to get things fixed that they ignored or not worried for a very long time. Stick to you guns and schedule. Do not let patients guilt you into coming in early, staying late or working through your lunch to accommodate their schedule … especially when they have let years go by in between exams and regular care.
