• Regulates waste management in Tallinn
incl.the collection and treatment of C&D waste
• Since 2002 – clear target –> separate collection and
recycling of C&D.
Separately must be collected:
wood
paper and cardboard
metals
plastics
mineral waste (stones, bricks, glass, gypsym etc)
concrete
asphalt

Generation of C&D waste more than 10m3 -> treatment
solutions must be submitted to Tallinn Environment
Department
Concrete, asphalt concrete, seperately collected stones,
bricks and wood is not allowed to landfill or to use for
backfilling.

Concrete and asphalt concrete -> recycle as material
Wood -> for heating
Treatment of C&D Waste
1. Recycling on site – road construction companies
2. C&D waste are taken to C&D waste recycling companies
which have all required permits and licenses
The owner of C&D waste is responsible for proper treatment
Control – Environmental Inspectorate and local authorities
Gate fees
Separately collected materials – soil& stones, asphalt
concrete, concrete, wood
4-6 EUR/ ton VAT not included

8 mln m3 natural aggregates are mined in 2010-2020.
94% of natural aggregates are used for filling.
75% of natural aggregates - > road construction works
Quarries in Tallinn and in its surroundings are in 5-6 years
perspective empty, diffuculties in opening new quarries.

Recycled aggregates (crushed concrete) can be used in
construction of:
bicycle paths
footpaths
parking lots for cars
roads less than 200 cars/day

The aim of the conference:
1. Promote reuse and recycling of construction and demolition
waste
2. Promote use of recycled aggregates – road construction
companies, state authorities, local authorities
3. Exchange knowledge and practical experiences – speakers
from Finland, Norway and Austria.
