Team Meeting #316Why PreK at Walker & Middle School at Buford?

Should the PreK location be at Buford instead?

Reasons why

• Transportation. Buses will be required to transport majority of PK students

• Highway noise from 250 by-pass at Walker Site

• Keeps the PreK and wrap around services closer to the community they will serve

• Buford site is better for a middle school:

• 2.5 acres larger

• Flatter site with more space for fields and courts

• “L” shaped site (versus a triangle at Walker) that better accommodates big structures like a gym.

• Existing investments at Buford site to serve Middle School Students:

• Science labs renovated in 2013

• Boys and Girls Club

• City is only 10 square miles in area and sites aren’t that far apart (real estate assets are where they are)

• Important to not have both city-wide MS & HS on north side. Need to invest in south side.

• Worries about “going backwards” in process and slowing down reconfiguration.

Should we explore renovating Walker & Buford to two smaller middle schools?

Reasons why

• Smaller schools for middle school grades (does research say there is a benefit? What’s ideal?)

• Redraw boundary lines for better equity in all elementary schools

• Doesn’t leave a currently owned school site for a centralized Pre-K

• 5th grade & Pre-K will not fit in neighborhood elementary schools as is, would require expansions at

each site.

• Construction cost implications (two larger auditoriums, two larger gyms)

• Operating cost implications for full MS programming at two sites (which would be savings with the

reconfiguration)

• Major equity concerns - don’t want to relive what we had in the past

• This option was explored, and not chosen, as part of the public process in the 2010 reconfiguration

decision

Is a 1,050 student middle school big enough?

• 1,050 planned capacity represents a 20% growth over today’s enrollments

• Commonwealth of Virginia considers it a 1,200 capacity

• Weldon Cooper Center advises we won’t see strong growth unless there are changes to

zoning

What about the planning changes proposed by Cville Plans Together?

• Limited value in attempting to model impact of higher density zoning – there is untapped

density in current zoning, so it’s hard to predict

• Best way to deal with possible enrollment growth is master-planning

• How much site space do today’s plans leave for additions?

• Plan for new school sites in Comprehensive Plan?

• Flexibility in planning / construction / scheduling

Current reconfiguration plan creates capacity system-wide

adopted a “Watch and Wait” approach.

What did we learn?1. Demolishing Crow affords the opportunity to create vehicular &

ADA pedestrian access to the site’s currently inaccessible

midlevel (Building “B” level), as well as compactly efficiently

create over 130 parking spaces on a noisy part of the site.

2. We didn’t solve how to enlarge the site terrace at the Rose Hill

entry level AND keep the field.

The Phase 1 footprint was in part shaped by an attempt to preserve the field in phase 1.

As we studied stormwater, grading, & fire lane requirements we found that we can’t

preserve it… so we need to revisit the footprint if we try to progress this scheme.

3. Taking out three community rec amenities (field, gymnasium, &

pool) without an urgent need for the space in “A” requires a

compelling “why”/benefit. We think we might be able to do a good “new

build” scheme somewhere less complicated and less disruptive.

What would we study next if we progressed or adjusted this scheme?

1. Try a “new build” scheme at the Gentry entry landscape,for a scheme that doesn’t take out so many community assets: Test if we can build

there in a way that connects grades and is feasible while 5th + 6th is running at Walker.

1. Building on the south part of the site without removing any

amenities in Phase 1 creates compromises for every amenity.

• Convenient parking for the EC Center & Crow is extremely limited: 36

spaces

• The Arrival landscape is primarily parking lot & drive lanes

• The EC Center is 3 stories & only one level connects to significant

outdoor play & learn space (It is the mid-level so at least no one has to

go up or down more than one level to get out).

• The field size gets reduced by the fire lane (we have a meeting scheduled

with the fire marshall to learn if there is a way we can avoid this)

2. With the addition of a small connector, the Phase 2 EC

Expansion fits into the upper level of the gym + the “B”

Building, if we don’t preserve the auditorium space.

1. More detailed study of field size & how to coordinate w/ fire lane

2. Other options for Phase 2 Expansion footprint
