Dear friends,

Due to its privileged geographical position, the safety offered, a solid legal framework, a favourable perfor-mance of the economy which according to figures of the Economic Commission for Latin America and the Caribbean (ECLAC), is within the best in Latin America and its modern physical infrastructure and road network, as well as the openness and responsibility of the government of Economist Rafael Correa that promotes investment under clear rules, Ecuador is now ready to welcome foreign investment and to direct it to areas that are considered of strategic importance for the countrys economy.

A total of USD 4.546 million have been invested in the Strategic Sectors between 2007 and 2009: USD 3.077 million for Oil and Gas; USD 554,60 million for water resources; USD 474 million for Electricity and USD 441 million for Telecommunications.

Firm and sovereign steps guide us forward. A sample of this is the signing of the contract to finance the hydroelectric Project Coca-Codo Sinclair with Chinas EXIMBANK for a total of USD 1.682.745.000. This will allow us to transform into a reality, the largest infrastructure project in the country, that will generate 1.500 MW and energy of 8.600 GW- hour per year to cover a 35% of our energy demand. This is a true demons-tration of the confidence that foreign investors have in Ecuador.

Undoubtedly, the Strategic Sectors constitute the dynamic power of the Ecuadorian economy, and are the ones to generate direct and indirect employment, promoting important investments and opening new opportunities, and these represent the main source to recovering the wealth of the country and that leads to public works and services that benefit all the Ecuadorians.

There are four ethical principles set by the present Government, which must be met: Respect for workers rights, fair prices regarding the offer of goods and services, compliance with tax obligations and respect to the rights of nature, Ecuador opens its doors to receive foreign investment, in a relation of mutual benefit that will contribute to development and growth.

Introduction

The main objective of the Government of Economist Rafael Correa is to build infrastructure works to attend the demands of 14 million Ecuadorians, to exploit strategic areas in the country to generate resources that will benefit the entire population, as well as the acquisition of resources that will allow developing these and other works. With this background, the Coordinating Ministry for Strategic Sectors presents the first edition of the Investment Catalogue for Strategic Projects, which will serve as a guide for Governments and com-panies in the world to find areas where they can invest, as well as the legal an economic conditions that Ecuador offers to its investors.

The present document is a joint effort of the States Portfolios that have governing power over the areas of telecommunications, oil and gas and mining, water resources and electricity, renewable energies, to strengthen relations with countries in the international community and to generate new alliances with strategic partners, to build important infrastructure works and use of natural resources. Strategic Sectors

The Coordinating Ministry for Strategic Sectors proposes, coordinates, executes, articula-tes, controls and evaluates policies, projects, inter-sectorial plans and actions that the Mi-nistries of Non Renewable Natural Resources, Electricity and Renewable Energies, Telecom-munications and the National Secretariat for Water Resources undertake and administrate to fulfil the National Development Plan and improve citizens quality of life; additionally it executes specific programs in the short and medium run that enhance the new sustainable development model of the country.

The Ecuadorian Constitution considers that energy in all its forms, telecommunications, non renewable natural resources and refinement of oil and gas, biodiversity and genetic heritage, radio electricitys spectrum, water resources, among others, constitute the strate-gic resources of the nation.

Vision

Ensure the adequate, sustainable and efficient use of mining resources, oil and gas, water resources and the efficient provision of public services in telecommunications and electrici-ty, generating the maximum economic impacts and social benefit under the least environ-mental impact, directed at guaranteeing the rights of the population.

Our Strategic Objectives:

1. TO BE SOVEREING, with self-sufficiency in the generation of electricity, oil and gas (by-products) refinement, access to ICTs and management of water resources.

2. TO BE PRODUCTIVE, with quality in the electricity and telecommunications services; oil and gas, mineral exploitation; and efficient use of water resources.

3. TO BE INCLUSIVE in the provision of public services accessible to all the population, and to have access to exploit resources and benefit from their income.

Ecuador

Ecuador limits at the north with Colombia, to the south and east with Peru, and to the west with the Pacific Ocean. There are four distinct geographical zones. The first one is the Sierra or Andes highlands, which begins at the northern border with Colombia and ends at the southern border with Peru. The second region is the Coast, a coastal plain between the Andes and the Pacific Ocean. The third one is the Amazon made up by the upper basin of the Amazon River. The fourth one is the Galapagos Islands Archipelago, located at 1.000 KM. from the continent, in the Pacific Ocean.

The Ecuadorian territory has 24 provinces which are divided into cantons and subdivided into rural or urban parishes. The official language and the intercultural relation are in Spanish.

It has a rich fauna and flora, reason why it is among the list of mega diverse countries.

Investing in Ecuador

Ecuador offers a stable regulatory framework where investment incentives are promoted in Strate-gic Sectors, with opportunities to create mutual benefits and achieve the countrys development.

The Government of the Economist Rafael Correa has as priority to provide the public and private, national and foreign sectors, with tools that will allow consolidating the needed conditions to at-tract investors.

Transparency in public contracting Public contracting processes will be carried out through the National Institute of Public Procure-ment (INCOP) that articulates, harmonizes and controls the execution of works made with public resources, through speedy procedures, transparent, efficient and technologically updated that ease control works both at the contracting entities as well as with the suppliers and citizens in general.

DESCRIPTION:The Hydroelectric Project considers a dam, a conduction tunnel, loading well, Engine House. Regarding the equipments and taking into account that the slope will be considerably higher, it is suggested to use Pelton Units (Vertical Axis). Considering a Nominal Flow of 80 M3/s with 3 Pelton Units, a power of 146 MW (Total 440 MW) can be obtained for each unit with an external diameter for the roll of 3.350 mm.

The Project is made up of a concrete dam, a pressure tunnel and installations for machinery at the surface.

DESCRIPTION:The design to use the ow of Zamora River is ready, there will be a dam that operates with gravity where an overow outlet is located with capacity to evacuate important oods, a detour cannel located at the right margin, capturing works, loading tunnel, balance funnel, pressure pipeline and cavern engine house, discharge tunnel; and structures placed at the right margin of the river.

Las investigaciones consideraron la construccin de proyectos con embalses de poca capacidad, preferiblemente con el esquema de presas de derivacin.

DESCRIPCIN:Chalpatn es una caldera de colapso de 5Km. de dimetro, ubicada a unos 20Km. al suroeste de Tulcn, en el mbito estructural del Valle Interandino. La composicin de sus productos vara desde andesitas a trminos ms diferenciados, como dacitas y riolitas. La edad del colapso se estima en el pleistoceno temprano. Datos geofsicos indican bajos gravimtricos y magnticos centrados en la caldera y en concordancia con un horizonte conductivo de resistividades muy bajas.

DESCRIPTION:Chalpatn is a collapsed cauldron of about 5 km diameter, located at 20 km south-east of Tulcn in the structural scope of the inter-Andean valley. The composition of its products varies from andesites in dierent compositions as dacites and riolites. It is estimated that the collapse time was during Early Pleistocene. Geophysical data indicates low gravimetric and magnetic measurements centred at the cauldron and in agreement with a conductive horizon of very low resistivity.
