Terlingua time is almost upon us once again. But first we have togo through a couple of important milestones before that time. Thefirst is the Great Peppers Meeting, and the second is that last lungebefore the end of September to get that qualifying point. To somethat qualifying point means all to them. If they don’t qualify, they

just give up and will not go. Others will go to the great celebration of Chili each and everyyear, qualified or not. Some, having to take great measures with their jobs and finances tomake the scene. There is a great desire to be part of the yearly celebration. This is muchlike days of old when there was the gathering of the Clans.

A few sad things have begun to interfere with this gathering. Our world is now under strifeof terrorism and our economy has cut into our already decreasing expendable incomes. Theprice of fuel at the pump alone will possibly deter some from attending Terlingua this year.Many of us may have to resort back to an older method of camping out at TICC. Not thisyear maybe, but it will come. We will begin reverting back to tents and more portable shelters.We will not have the resources to use our trailers and huge motorhomes. Anyway, this willbe the theme of an article to come.

On more pressing matters to come. The CASI rule change proposals are being printed inthis issue of the Trails. After thoroughly reading the proposals, it dawned on me that wehave some of the worst word smiths in the history of CASI trying to re write rules. It wasalso noticed that a certain proposal that was written by an official was put in with a dualchange with the hope that you would pass the more obvious necessary change, but ignorethe really harmful coat tail riding second clause. This is one of those old time dirty politicaltricks that should never show up in a GP meeting.

I have wind that there have been at least 3 new books of Roberts Rules of Order purchased.Along with several already in hand that are being read and committed to memory and therewill absolutely be no ram-rodding tactics of questionable issues during the sleepyafternoon after lunch when so many GPs in the past gave up interest to their poundinghangovers. There will be a movement to make sure everyone is primed and fully aware atthis period of time. I might mention that one of the pods making the suggestions had neverreally read the CASI rule book. And their suggestions sound like they were reading out ofthe book of another organization. I might also add that these people, if put in charge of acookoff in certain other areas of the CASI USA, would have their officials yanked that day,and the cookoff would be under protest. Face it people, there are a whole bunch of you outthere that only think you know how to run a cookoff. Most of those wanting to change therules probably have only been in the Chili World less than 2 years, and were taught by peoplewho were only partially trained. We all know refinements still need to be made, but we donot have to re-invent the wheel. And I might add, just because some of you did run severalcookoffs doesn’t mean you did them correctly. We have traveling cooks that have beenacross the country and have reported back countless flagrant violations because the localpods were not properly trained and were interpreting their own version of the rules.

There are a couple of officials that should consider themselves lucky. Feathers you can geton an airplane, but, they won’t let you bring tar because it is flammable. However, molassesmight get by.Pay attention.

PROPOSED BY-LAW CHANGECurrent: 5.02. The number of Directors shall be eleven (11). This number includesthe Executive Director, who will serve as a Director while serving as Executive Director.

(a) The Board of Directors consists of six three-year term Directors, four two-year term Directors, and the Executive Director who serves a two-year term. At the annualmeeting of the Great Peppers, two Directors will be elected to serve three-year terms, andtwo Directors will be elected to serve two-year terms. Terms will be determined by thenumber of votes received by each candidate. The two candidates receiving the greatestnumber of votes will hold three-year terms and the two candidates receiving the nextgreatest number of votes will hold two-year terms. Every other year the ExecutiveDirector will be elected to serve for two years

Proposed change: 5.02. The number of Directors shall be thirteen. This numberincludes the Executive Director, who will serve as a Director while serving as ExecutiveDirector.

Tables for the RanchSeveral years ago when TICC required new tables and chairs, many of you

graciously supported this cause. Due to the need for tables in the Krazy Flatspavilion and also to replace broken tables, CASI will be purchasing 12 tables. Asyou know, each table bears a plaque stating who purchased it.

The plan was for CASI to fund this purchase; however Chuck Taylorattended the Board Meeting in Irving last month and asked if he could purchase onetable as he missed out on the first opportunity. If there are any of you who wishto purchase a table, the cost is $99 for round tables and $70 for long tables. Thepoint of contact for this project is Garnier Albus.

ATTENTION: TICC SHOW TEAMS ANDPOTENTIAL SHOW JUDGES

For the last few months, I’ve been discussing with Jimmy Taylor and others waysin which to improve the Showmanship experience at TICC. We are committed to the beliefthat we should maximize the enjoyment of show for both the spectators and the contestants.

Over the last 10 years or so, I’ve been involved with TICC Show from all angles,from competing to judging to being monitor for the judges. This year I’ve been asked tobe Head Show Judge. I don’t know of many things harder to do than participate in show,except maybe judging it. It’s a long two hours on the arena floor, and I believe that it’s myjob to assist the show teams and judges in any way possible.

As such, I’m now soliciting ideas to make showmanship more enjoyable. If you’veparticipated in the past, please send me your thoughts. What do you think about spaceallocation? How do you feel about drawing for the show spots? Were you allowed enoughset-up time? What were your problems and questions?

We’ll be handing out questionnaires to participants this year with these and otherquestions, but it is not too late to make a difference THIS year. Please e-mail me with yourquestions and comments at CRACKEDPOTCHILI@ JUNO.COM.

Also, if you would like to help with show judging this year, let me know. We tryto get judges from around the chili world, but it’s hard when you only see some people onceor twice a year. The GP meeting would be a great time to track me down and volunteer!

Next month, I plan to go over some of some of the common questions and concernsof TICC Show Teams. It would be really great to hear from EVERY show team that planson participating, even if it’s only to say, “We’ll be there with bells on.”

Scholarship Recipient UpdateHello chili fans! My name is Jame’ McCraw. I would like to thank CASI for their

scholarship which has greatly helped me further my education. This fall I will enter myjunior year at the University of North Texas.

Going to UNT has been an incredible opportunity for me. I have really enjoyedstudying Sociology, History, and Creative Writing. I have been seriously consideringswitching from Sociology to majoring in Social Work. Completely different fields, Isuppose, but I think Social Work would provide the chance for me to make a realdifference in people’s lives.

I think this semester is going to be the best one yet. I am excited about all ofmy classes. I am taking a few Political Science classes, Creative Writing Fiction, UrbanSociology, and a Diversity course. It’s a shame I had to limit myself to only 5 classes.

After college I want to go into the Peace Corps and document my experiencesfrom wherever I am sent to help out. Eventually I want to commit to a job that allows mea first-hand account of dealing with social issues that affect every day people. From thisI hope to gain a deeper understanding of our culture that I plan to share with others viadocumentary film making or writing.

I have been inspired in this area by some of the required reading assignmentsfrom my History class called “The New South” which were written by journalists. I havealso been influenced by the films we watched in my Women’s Studies class that tackledtough issues like welfare and how it affects inner-city families. Last spring, I went toAustin with a few students and the instructor from my Women’s Studies class. We metwith women of all ages from all over Texas to lobby Congress for women’s health carerights. It was an amazing experience.

Living in Denton has not been “all work, no play”. I am proud to say that I hadthe opportunity to judge the Final Round at the CASI New Year’s Eve Party with myboyfriend, Ryan, and my friend, Matt. We had a blast! Matt kept getting in troublebecause he could not help but make influential “mmmmmm!” sounds after trying a biteof chili. I guess he had never had REAL chili before. I am glad my friends finally got tomeet a lot of the people that I grew up around. We look forward to December 31 this year.

I.G (& III.B.5): PYROTECHNICS No chili contestant maydischarge firearms or use any pyrotechnics or explosives at achili cookoff. Contestants discharging firearms and/or usingexplosives or other pyrotechnics will be disqualified from thechili cookoff.

II.B. CHILI JUDGES Judging will be done using preliminaryand final judges, and, when applicable, intermediate leveljudges. (Five or six judges per table are suggested for all levelsbelow final. The final table must have ten or more judges.)Judges must be adults (18 years or older).

II.C. LEVELS OF JUDGING At each level of judging priorto the final table, judging cups must be divided equally amongthe tables. At least 50% (one half) of the chilis in each level ofjudging must pass to the next level of judging. A number largerthan 50% may be used, but never less than 50%.

1. PRELIMINARY After judging, a minimum of 50% (onehalf) of the chilis must progress from each preliminary tableto the next level of judging. At cookoffs with fifteen (15) totwenty (20) cooks, preliminary judging may be omitted and allchilis may proceed to final judging.

II.D. JUDGING CRITERIA AND SCORING A single scoretakes into consideration the five criteria for scoring chili:

III.E.1 1. JUDGING SHEETS The CASI official JudgingSheet included in the official CASI packet must be used forjudging. (Ample copies of Judging Sheets for preliminary,intermediate levels, if needed, and final judging, as well astallying, must be available.)

II.E.5. NUMBER THE CUPS After the number of chilisper judging table has been determined, an official will mark ajudging designation (letter and number) on the side of eachjudging cup. This process will continue until all cups turnedin are properly marked and taken to the appropriate judgingtables.

II.F.1. TABULATE IN OBSERVABLE AREA - Tabulationmust be done in an area designated for tabulating that providesaccessibility to observers and protection for judging sheetsand computer equipment (if used). The head judge and/orCASI cookoff Referee will observe tabulation, which must be

A number larger than 51+% plusties may be used at the discretion of the head judge, butnever less than 51+% plus ties.1. PRELIMINARY –After judging, a minimum of 51+% plus ties of the chilismust progress from each preliminary table to the nextlevel of judging. At cookoffs with fifteen (15) toapproximately twenty (20) cooks, preliminary judgingmay be omitted and all chilis may proceed to final judging,at the discretion of the head judge.

II.D JUDGING CRITERIA AND SCORING & ChiliJudging Sheet – A single score takes into considerationthe five criteria for scoring chili:

III.E.1. The CASI official Judging Sheets included inthe official CASI packet must be used for judging. Atthe option of the Chief Judge either the sheet thatallows for comments or the sheet that does nothave space for comments may be used.

Rationale

There is constant controversy regarding what is apyrotechnic. It has been interpreted inconsistently andarbitrarily at cookoffs, including at TICC – fire is nota pyrotechnic (2001 TICC), fire is a pyrotechnic (2004TICC), etc. This needs to be defined for guidance toarea and regional referees.

At smaller cookoffs, due to reasons beyond control, itis sometimes not possible to recruit ten of more finaljudges that meet the qualifications of final judge. TheHead Judge should be allowed the latitude and discretionto ensure the integrity of the final judging process, butnot put the cookoff at risk of sanctioning

It has been seen at some cookoffs that exactly 50% ofthe chilis were advanced when the numbers dictatedthat more should move to the next level. The head judgeshould be allowed the discretion of advancing thenumber deemed appropriate – this would present afairer system to the cooks, and reduce the ‘numbers’syndrome. The number of cooks reference is to reflectthe terminology in II.C.3 FINALS.

The use of the term Red Color is instructing andprejudicing the judges that only chilis that are Red areacceptable – chili is also presented in varying shadesranging from brown to bright red. This terminology hasbeen used by Table Monitors during table instructionsto stress that anything that is not Red should be scoredlow. Granting that this is a training concern, and wasso voiced at the GP Meeting in Little Rock, the situationstill continues. Removing the terminology eliminatesthe problem.

In some areas outside Texas (and maybe in parts ofTexas) cooks want to see comments on the judgingsheets. This is especially important to new cookswho want feedback about their chili.

Since it is the table monitor’s duty as described inXI.B.3.a. – it should be done the same at all cookoffsfor the sake of conformity, and unify the duties fortable monitors at all cookoffs.

Will correspond to XI.B.3.a. At random, remove acup from the cooler and, using a permanent marker,mark a large letter (your table designation) and number(cup designation) on the side of each cup.Will allow each chili to be inspected prior to the cupbeing numbered.

Currently most cookoffs in South Texas use 4people to tally. Once person calls the score, onetypes it into the computer and there is a verifier forthe caller and a verifier for the data entry person. We

done by two (2) or more persons. The chilireceiving the highest score will be the winner,placing in reverse order to tenth place for CASIpoints.

II.G. ANNOUNCING WINNERS The top ten(10) or more chili winners and the top three (3) ormore showmanship winners must be announced inreverse order of finish (e.g., 10th, 9th, 8th, ..., 3rd, 2nd,1st). It is preferred that winners be announced within30 minutes of the completion of final judging.

1. METHOD OF ANNOUNCING Winningchili numbers will not be revealed until announcementof winners. At that time, the secret number that isaffixed to the outside of each cup will be removed andpassed to the announcer. (Persons announcing,monitoring judging, or refereeing may cook if theyso choose; however, if cooking that day, they mustappoint persons who did not cook to fulfill theirduties during the announcement of the winners.)

2.CLAIMING AWARDS Upon the announcementof the winning numbers, cooks must present thesigned, matching numbers to claim awards andpoints as sanctioned by CASI.

3. ANNOUNCE FINALISTS The numbers of allchilis reaching the finals (and intermediate level(s))may be announced and/or posted upon thecompletion of the announcement of all winners.

III.A.1. SHOW TEAMS ALSO MUST ENTERCHILI – Showmanship teams must have aminimum of one cook entered in the chilicompetition in order to qualify for showmanshippoints.

III.A.2. ONE NAME PER SHOW TEAM –Showmanship teams must enter all cookoffs in achili year under one name and with one mailingaddress in order to avoid confusion in the recordingof showmanship points. Teams names may changeat the beginning of the chili year.

IV.C.1. DURATION - For cookoffs with twelve(12) or fewer showmanship entries in any individualcategory, this two-hour period will be continuous.For cookoffs that have more than twelve (12)showmanship entries, this two-hour period may bebroken into two (2) one-hour periods and separatedby a rest period of not more than forty-five (45)minutes with proper notification to all contestantsby either written cookoff announcements or by ashowmanship contestants’ meeting held prior tocompetition. This provides time to have preliminaryshow judging during the first hour, tallying and

(if used). The head judge and/or CASI cookoff Refereewill observe tabulation, which must be done by four (4)or more persons. The chili receiving the highest score willbe the winner, placing in reverse order to tenth place forCASI points.

III.A.2. ONE NAME PER SHOW TEAM –Showmanship teams must enter all cookoffs in a chili yearunder one name and with the same team captain inorder to avoid confusion in the recording of showmanshippoints. Teams may change their name or team captainat the beginning of the chili year.

normally do it the same way for manual tabulation. Onecalls, one verifies and two people with calculators thatmust come up with the same total. I have seen peopleoutside of South Texas where only two people weredoing the calling and entering. The referee or head judgewas in the area but not verifying any thing. When I askedabout how they were doing it I was told they were incompliance with the rule book. We catch many mistakesthe way we do it and correct them. I cannot believe thatwith just two people that they don’t make mistakes.The head judge and the referee both can be very busygetting ready for the next round or pulling cups from thecurrent round to ensure the tallying was done correctly.

In some areas of the country it appears that the chili thatdoes not advance is disposed of and judging sheets andtally sheets are not available for inspection by cooks.This gives the appearance of impropriety on the partof the Chief Judge and table monitors and could easilylead new cooks to conclude that the judging process isnot fair.

The Chief Judge should not dispose of any chili untilafter cooks have the opportunity to examine the judgingsheets and either take their chili or leave it behind.

We require the cooks to be present to cook their chili.It’s only reasonable to expect the same of show teams.Without this rule, it would be possible for someone toregister and perform show at TICC for a qualified showthat was not present.

I believe that this was the intent all along, but as writtenwould prevent the team captain from moving.

Why is there a differentiation because of the number ofshow teams – leave a rest period to the discretion of thehead Showmanship Judge – it seems that a ‘rest period’would be more appropriate due to weather concerns ratherthan number of teams, and that is already covered in afollowing rule.

V.B.3. MULTIPLE COOKOFFS ON ONE SITE – Onlyone cookoff will be held at any site on any one day.(Exception: Men’s and Women’s State Championshipsmay be held on the same day at one site.) When Men’s andWomen’s State Championship cookoffs are scheduled atone site on the same day or when cookoffs at the same siteare scheduled on consecutive days, each cookoff mustbenefit a different charity. (For example, two cookoffsscheduled on a consecutive Saturday and Sunday mustbenefit two different charities; three cookoffs scheduledover a three-day weekend must benefit three differentcharities. Itis the responsibility of the Regional Referee toreview the Trails and contact the cookoff promoter.

V.A.4 Have a CASI Referee on Site – All Cookoffsseeking CASI sanctioning must have on site a CASIRegional Referee, CASI Area Referee, CASI GreatPepper, CASI official, or an authorized CASIrepresentative of one of the above. It is the responsibilityof the cookoff chairman or promoter to contact theCASI Regional Referee responsible for the location inwhich the cookoff is held. If attempts to make contactwith the Regional Referee for that area fail, thencontact the CASI Executive Director who will appointa CASI representative for the cookoff.

V.A.4. All cookoffs seeking CASI sanctioning musthave on site a CASI Regional referee, CASI GreatPepper, CASI official or an authorized CASI official ofone of the above. It is the responsibility of the cookoffchairman to contact the CASI Regional Refereeresponsible for the location in which the cookoff is heldor to contact the CASI Executive Director if no CASIofficials will be in attendance at the event so thatan official can be designated.

V.A.5. HAVE REQUIRED NUMBER OF ELIGIBLECOOKS PRESENT AND COOKING - The number ofcooks required to sanction a cookoff is twenty (20),regardless of the number of state cookoffs in any givenchili year. At ............................

V.B.3. MULTIPLE COOKOFFS ON ONE SITE – Onlyone cookoff will be held at any site on any one day.(Exception: Men’s and Women’s State Championshipsmay be held on the same day at one site.)

This will eliminate many recurring problems andwill aid the timely assignment of cookoff referees.

Will help to assure that the cookoff promoter hasattempted to contact the Regional Referee for thatcookoff area prior to calling the CASI ExecutiveDirector for an appointment of a CASI Referee.

Will help to secure and maintain a workingrelationship between the cookoff promoter and theRegional Referee for that area. It will help eliminatetwo referees being assigned to the same cookoff.

1. To make promoters to work at and put moreeffort into promoting a chili cookoff. they aredepending on drawing on the same pool of cooksover and over. We are not and will not gain any newcooks at this minimal level.2. This minimal requirement has been in the rulesfor years and we have deluded our product. Someareas have three or four cookoffs on the sameweekend and each one hopes they get can get fifteenof the regular cooks in the area. Most do not wantto spend the effort to attract new cooks. Withfifteen cooks no one makes any money for their podor charity. Some don’t even cover the costs.

The funds derived from the cookoff Packet/Registration Fees at the current rate are no longernecessary. A reduced packet/registration fee of$10.00 is thought to be sufficient to provide sufficient“wiggle room” for the general fund and completeremaining technological enhancements.

The reasoning behind this rule is, if even known, notsupported by the real world situation. I know of onecharity that has filed a DBA linked back to the originalcharity just to get around this rule. In this day and age,the majority of the cookoffs in the US are usually small,around 25-50 cooks, with very little publicparticipation. It would be a better public relationsimage for CASI to allow multiple day cookoffs tobenefit the same charity.

V.A.6. V.A.6. SEND RESULTS SHEET, ENTRY LIST,AND FEES TO CASI WITHIN 30 DAYS – The CASIofficial for the cookoff must forward an entry list,complete with names and addresses, official CASIResults Sheet, as well as three dollars ($3.00) for eachcook entered in each cookoff to CASI (e.g., 38 cooksentered, send CASI $114.00 along with the ResultsSheet and entry list), plus twenty five ($25.00) for thecookoff registration fee. Subsequent cookoffs (i.e.Cookoffs at the same location by the same group)will be assessed a cookoff registration fee of fivedollars ($5.00).

Change language to reflect any adopted rule changes.

VI. B. A State holding a State Championship forthe first time must request approval to sponsorthe event from the CASI Board and by vote of theGreat Peppers. Such approval is only requiredfor the first year of the event.

In subsequent years CASI approval from theExecutive Director or PODS in the State is notrequired for the event or when a change insponsorship occurs.

Regular State Cookoffs may be sponsored by aCASI POD, any charitable organization in theState, a business or a group of individuals whoare interested in promoting chili within theState.In cases where 2 or more organization arein competition to hold the same event priorityshall be given to:

1. Organizations who have previously sponsoredthe State cookoff

2. Organizations or individuals who have firstcontacted CASI and placed an ad in the TerlinguaTrails.

It currently costs $3.75 to Priority Mail a cookoff packetcontaining all the requested forms and tickets. Distributionof the Trails costs $5.71 to mail first class a box of 25Terlingua Trails, which are used for CASI publicity/advertising – a cost of doing business, and should not be costincluded with the expense of the Judging Packet. Over 50%of the cookoffs listed in the Terlingua Trails Results in thepast year have had 25 or fewer cooks. This is an unsupportedand unjustified tax on the cookoff promoter (usually a cookor Pod), and negatively affects CASI’s image with thecharity, and in some cases has resulted in the cookoffcanceling their association with CASI. The dollar amountreflects the original fee increase requested (and withdrawn)by the CASI Board of Directors at the Tempe, AZ GreatPeppers Meeting.

The original breakdown of the per cook fee was to cover a)the cost of the Tallymaster’s administrative costs; b) $1.00to fund the Great Peppers Meeting; and c) to cover the costof CASI event insurance. The Tallymaster no longer mailsout the Judging Packets – that is handled/funded by thepacket fee, and CASI’s portion of the Great Pepper’sMeeting is capped. It is impossible to justify the approximate$28,000 annually raised through the cook tax of $2.00 percook.

Subsequent cookoffs share an economy – the packets for allcookoffs are sent in the same envelope, require one set ofrules, etc. The economy should be passed down the line. Onecould argue that this would create a administrative nightmarefor the Tallymaster to track, however, it could beaccomplished by simply adding an alpha designator to theprimary cookoff registration number, i.e.: 005, 005A, 005B,etc.

This section of the rules needs to address what groups andorganizations can sponsor a regular State cookoff andwhat criteria the Board will use to determine who will bethe sponsor when 2 or more groups are in competition forthe State Championship.

VI.C. RECOGNITION OF OPEN CHAMPIONSHIPWINNERS In all State, Regional, and InternationalOpen Championships, the top three (3) chili winnersand top showmanship team will be recognized as theState, Regional, or International Open Champions. Thechili champion and two runners up and the showmanshipchampion will be entitled to the privileges of these titles.(See Pages 12 and 13, Sections VII.E1c and E2 below.)

VI.C. RECOGNITION OF OPEN CHAMPIONSHIPWINNERS In all State, Regional, and InternationalOpen Championships, the top three (3) chili winnersand top showmanship team will be recognized as theState, Regional, or International Open Champions. XI.B.3. STARTING THE JUDGING (some cookoffswill do Step a. separately)

:a. At random, remove a cup from the cooler and, usinga permanent marker, mark a large letter (your tabledesignation) and number (cup designation) on the side ofeach cup.

b.Inspect each cup for marks, floating objects, etc.NOTE: Any questions regarding the disqualification ofany chili will be referred to the head chili judge.

VI.C. Recognition of Open Championship Winners – In allState, Regional, and International Open Championships,the first through third place winners will automaticallyqualify to cook at the CASI TICC, regardless of stateresidency.

RECOGNITION OF OPEN CHAMPIONSHIPWINNERS In all State, Regional, and International OpenChampionships, the top three (3) chili winners and topshowmanship team will be recognized as the State, Regional,or International Open Champions. The chili champion andsecond and third place chili winners and the showmanshipchampion will be entitled to the privileges of these titles. 3. This change will create incentive for local organizersto promote the largest possible participation of stateresident cooks and will reward their success.

This change will reward the winner of such a prestigiouscookoff and will encourage cooks to travel across statelines to championship events.

This change is to provide additional incentive forcooks to attend large cookoffs. Recognition must begive to 1) the current economic conditions that causecook attendance to be down due to economic realitiesof attending; and 2) the aging cook population.

The public wants to be entertained. To do so requiresshow teams participating in cookoffs. It wouldprovide both incentive and respect for the hard workthat showmanship requires. It is embarrassing toCASI to have to consider for showmanship awards atState and Open cookoffs, showmanship entrants thatare based only on booth set-up.

This will allow each chili to be inspected by the tablemonitor prior to the cup being numbered. This willalso help eliminate confusion with the judges inneeding to skip a number on their judging sheet.
