FOREWORDe Canadian Society for Civil Engineering has a long-standing tradition of recognizing members for theircareer achievements and for the excellence of their technical papers. is year, fourteen members are distinguished through their election as Fellows, and seven are receiving awards for career achievements intheir specialty areas of civil engineering. e Society is granting its fourth Award for Governmental Leadership in Sustainable Infrastructure and the seventh CANAM Award for Excellence in Innovation inCivil Engineering. As well, the authors of four technical papers will be receiving best paper awards, one ofwhich, the Sir Casimir Gzowski Medal, is Canada's oldest engineering award.

is booklet summarizes the career achievements of the recipients of the various honours, awards and fellowships, recognizes special contributions to the Canadian Society for Civil Engineering, and lists manyof the past winners of awards. On behalf of the Board of Directors and all members of the Society, I extendmy heartfelt congratulations to all award recipients.

AVANT-PROPOSLa Société canadienne de génie civil rend hommage une fois de plus à ses membres qui se sont distingués parl’ensemble de leur carrière ou par la qualité de leurs communications techniques. Cette année, quatorzemembres ont été élus au rang de « Fellow », et sept recevront des prix pour leur apport, tout au long de leurcarrière, dans des domaines précis du génie civil. La société décernera pour la cinquième fois le Prix pour le leadership gouvernemental en infrastructure durable et pour la septième fois le prix CANAM pour l’excellence en innovation dans la domaine de génie civil. De plus, les auteurs de quatre communications recevront des prix pour meilleur communications. Un de ces prix, la médaille Sir Casimir Gzowski, est le prixle plus ancien décerné au Canada dans le domaine du génie.

Cette brochure résume les carrières de nos nouveaux « Fellows » et lauréats, souligne les contributions particulières à la Société canadienne de génie civil, et donne les noms de plusieurs anciens lauréats des diversprix. GOPAL ACHARIGopal Achari is a Professor in the Department of Civil Engineering at theSchulich School of Engineering,University of Calgary. He graduated with aB.Tech in Civil Engineering from the Indian Institute of Technology in NewDelhi, India, in 1987, a MSc and a PhD from the University of Calgary in 1991and 1995 respectively. An environmental engineer by profession, Dr. Achari’s research is focused onapplication of science and engineering principles to problems of water and soilpollution. His research has led to the development of technology for treatingpolychlorinated biphenyls (PCBs) in soils using a combination of chemical extraction followed by photolytic dechlorination. is technology is currently

being piloted for commercial use. In recognition for this contribution, Dr. Achari (along with a colleague)was awarded the APEGA Environment and Sustainability Award and an AsTech Honoree. Dr. Achari has adeep passion for developing innovative solutions for removal of contaminants from water systems – a problem that is faced by many worldwide. He is a member of RES'EAU-WaterNET, a Canadian strategic research network devoted to developing affordable solutions for providing clean drinking water to small,rural and First Nations communities.Dr. Achari has over 150 research publications to his credit with three of his scholarly contributions havingreceived “best paper” recognition. He has supervised numerous masters and doctoral level students. Dr. Acharihas been the recipient of several awards such as the “Professor of the Year”, two teaching excellence awards,Great Supervisor Award, and Graduate Educator Award.A dedicated member of CSCE, Dr. Achari, served as the Chair of its Environmental Engineering Divisionfrom 2011-2015. He has organized and co-chaired two successful Environmental Engineering SpecialityConferences and is currently the Society’s Vice-President for Technical Divisions and Committees.

BRUCE ANDERSON Bruce Anderson received his Bachelor’s degree from the University of Torontoin 1978, and M.A.Sc. and Ph.D. degrees from the University of British Columbia in 1982 and 1989 respectively. He is currently a Professor, Department of Civil Engineering (first appointed 1990), and cross-appointedProfessor, Department of Geography (School of Urban and Regional Planning)at Queen’s University.Bruce teaches in civil and environmental engineering, and his research focuseson natural and engineered biological systems for watershed/source water protection with applications to urban stormwater and agricultural runoff management, and small-scale wastewater treatment. Bruce is or has been a

co-principal investigator in a number of research groups and is a member and director in several national andinternational associations and societies. He consults in this area and is involved in many service activities onlocal and regional environmental issues.Bruce has developed a significant China research program. In 2005 he was a Visiting Senior Scholar at FudanUniversity (on a China-Canada Scholars Exchange Program scholarship) and he has been a Visiting Professor at East China Normal University (Shanghai). Bruce is a co-founding member of the Fudan-Queen’sSino-Canada Center for Environment and Sustainable Development. rough this Centre and the CSCE’sInternational Affairs Committee, new collaborations have been formed with China Agricultural, Jilin, Tianjin, Nankai and Sichuan Agricultural universities. Bruce has given numerous invited presentations andtaught fifteen workshops, short- and full courses at these partner schools (with some being the first English-language courses of their kind). His research partnerships are focused on the development of sustainablepassive technologies as an approach to resolving China’s source water protection needs. A significant milestonewas achieved in 2015 with his appointment to the High End Foreign Expert Recruitment program at the College of Water Sciences, Beijing Normal University.

RALPH CAMPBELLRalph Campbell obtained his B.Sc. (Civil Engineering) in 1976 and M.Eng(Transportation and Planning) in 1979, both from the University of NewBrunswick. Since then he has worked in the private sector, the non-profit sector, and with both federal and provincial levels of government. Currently heis the Research Engineer with the New Brunswick Department of Transportationand Infrastructure.

Ralph is a member of the Association of Professional Engineers and Geoscientistsof New Brunswick (APEGNB - Life Member), the Canadian Society for CivilEngineering, and the American Society for Testing and Materials (ASTM). He

is currently serving on two ASTM committees, D04 on Road and Paving Materials and D18 on Soil andRock, and is an Associate Member of AASHTO's Region 1 Research Advisory Committee. He also has morethan thirty years of involvement with the research activities of the Transportation Association of Canada andthe Transportation Research Board in the United States, including the Strategic Highway Research Programand Long Term Pavement Performance study along with the associated Canadian studies.

At the beginning of his career Ralph was involved in the development of aviation and freight services for remote Labrador communities, then later the evaluation of standardized truck size and weight regulations forall of Canada. For the past twenty years, he has focused on the assessment and mitigation of the impacts thatincreased traffic loadings of all types have on the aging infrastructure in the Province of New Brunswick.

KELVIN CHEUNGKelvin K. C. Cheung holds a BEng in Civil Engineering from Ryerson University,a MEng in Engineering Management from University of Technology, Sydney, Australia, and an EMBA and a PhD in Educational Management from Nueva EcijaState University of Science and Technology in the Philippines. Kelvin who is a Professional Construction Manager in Hong Kong, China is a member of the Institute of Transportation Engineers in United States, a Chartered Environmentalistand a Chartered Construction Manager in United Kingdom.

Kelvin has 15 years of diverse project management experience in the engineering andconstruction industry. He started with Leighton Contractors Asia Limited but has

spent most of his career with Wan Chung Group. Currently he is a Project Manager and Head of Engineering Support for the Creative and Research Section. Past projects include a highway and a railway bridge, submarinepipeline, land reclamation, slope stabilization, and large scale maintenance projects for government properties.

Kelvin is passionate about education and training. He is a member of the Society’s Education and Research Committee and Chairman of the CSCE Hong Kong Branch. He has also served as a member of the organizingcommittee for several international conferences, including the First and Second International Conference on WasteEngineering and Management in 2008 and 2010 respectively, and the First International Conference for Sustainable Development and Management in 2015.

JEFF DIBATTISTAJeff DiBattista earned his B.A.Sc. in Civil Engineering from the University ofWaterloo in 1993. He then moved west with his wife, Traci, and pursued M.Sc.and Ph.D. degrees in Structural Engineering at the University of Alberta. In2014, Jeff completed an executive MBA in the Sloan Fellows Program in Innovation and Global Leadership at the Massachusetts Institute of Technology.

Jeff DiBattista is Practice Principal with DIALOG®, holding national responsibility for helping the firm practice design at the leading edge of innovation, technology, and collaboration. With DIALOG for the past 16 years,

Jeff has had the good fortune to work on the design of countless projects that have improved communitiesincluding university buildings, schools, hospitals, mixed-used developments, cultural facilities, bridges, andLRT systems.

Jeff and Traci are parents of two amazing children: Alyssa, 18, and Nicholas, 16. In summer 2010 they setout as a family—with Jeff riding his bicycle—to cross Canada. eir goals were to spend time together as afamily, to learn about our great nation and its people, and to raise money to fight cancer. By summer’s endJeff had cycled 6931 km and helped inspire supporters to donate more than $40,000 towards the fight againstcancer. Amongst other professional involvement, Jeff served as President of the Consulting Engineers of Alberta in 2010-2011, as Co-chair of the Canadian Society for Civil Engineering 125th Anniversary AnnualConference in 2012, and is currently a Councillor with the Association of Professional Engineers and Geoscientists of Alberta.

RACHIK ELMARAGHYRachik Elmaraghy completed his Bachelor’s degree in Mechanical Engineeringat Cairo University in 1969 and his M.A.Sc at the University of Toronto in1973. In 2008, he was granted a Ph.D. degree in Construction Engineeringfrom the ETS University of Quebec in Montreal for his research work on theinteroperability problems that the construction industry was facing.

From the beginning of his career, Dr. Elmaraghy has been involved in numerous engineering projects where he has gained extensive industrial experience. From 1973 to 1975, he worked for Pratt & Whitney where he carried out structural and vibration analysis of aircraft components. Later, hejoined Bombardier MLW Industries where he modified the structural design ofthe LRC Diesel Engines that had been failing due to fatigue. For the next

thirteen years he was with the Industrial Research Center of Quebec where he was successively head of thevibration and noise department, head of the testing and evaluation department and finally head of the structural dynamics department.

In 1986 Dr. Elmaraghy finally achieved his dream when he founded the company SAFI Inc. He is currentlythe CEO and principal author of the SAFI Structural Software Technologies. is commercial structuralsoftware created over the last thirty years covers the fields of Buildings, Infrastructures and Bridges, Towersand Telecommunication and finally Onshore and Offshore structural design. e concept of a fully integrated structural software is the main philosophy behind all research and development work within thecompany. e integration of the various applications is achieved with the help of Virtual Technologies.

EHAB EL-SALAKAWYEhab El-Salakawy is a Professor and Canada Research Chair in Durability andModernization of Civil Structures in the Department of Civil Engineering at theUniversity of Manitoba. He received his bachelor and master’s degrees fromMenoufiya University, Egypt, in 1989 and 1993, respectively, and his doctoraldegree from Menoufiya University and the University of Waterloo in 1998.

Dr. El-Salakawy’s research interests include durability, construction, design, modelling, and large-scale laboratory testing of fiber-reinforced polymer (FRP)-reinforced concrete structures. Dr. El-Salakawy was involved in the design,construction, and monitoring of the first five bridges constructed in Quebec using

FRP bars. He has published over 200 refereed research papers and over the past 15 years has supervised 16 PhD,19 M Sc students, and 4 Post-Doctoral Fellows.

Ehab has been a project leader in the Canadian Network of Centres of Excellence on Intelligent Sensing for Innovative Structures and its Resource Centre and an active member of several research organizations including the Composites Research Centre (University of Manitoba), the American Concrete Institute’s Committee 440, the International Institute of FRP in Construction, and the Canadian Society for Civil Engineering’s Concrete Structures Committee. In 2010 Ehab was the Technical Program Chair for the CSCEAnnual Conference held in Winnipeg. He was also the Co-editor and Editorial Chair for the International Conferences on Durability of FRP Composites for Construction (CDCC-2002, 2007 & 2011).

IOAN NISTORIoan Nistor is a Professor of Hydraulic and Coastal Engineering in the Department of Civil Engineering, University of Ottawa, researching hazards associated with extreme hydrodynamic loading on infrastructure. He is currently the Vice-Dean (Graduate Studies) of the Faculty of Engineering.

Dr. Nistor obtained his MASc in Hydrotechnical Engineering (1991) from theTechnical University of Iasi, Romania, and his PhD in Coastal Engineering(1998) from Yokohama National University, Japan. Prior to joining the University of Ottawa, Dr. Nistor spent several years as a consulting hydraulic engineer with AECOM-TECSULT Montreal working on various Canadian and

international projects related to dam, coastal, and environmental engineering.

Dr. Nistor has been an active member of the CSCE’s Hydrotechnical Division and was its Chair from 2008to 2012. Currently he is the Chair of the Coastal and Maritime Hydraulics Committee of the InternationalAssociation for Hydro-Environment Engineering and Research (IAHR) and a Voting Member of the ASCE’sTsunami Committee. He is also an Associate Editor of the Canadian Journal of Civil Engineering, the ASCEJournal of Waterways, Ports, Coastal and Ocean Engineering and of the JSCE Coastal Engineering Journal.Ioan has received several research and teaching awards including a 2014 Excellent Paper Award from ASCE,the 2010 Award of the Tsunami International Society, the 2010 Excellence in Education Award of the University of Ottawa, and the 2009 John V. Marsh Teaching Award of the Faculty of Engineering.

JEFF PACKERJeff Packer graduated from the University of Adelaide, Australia, in 1972, thenreceived his Master’s degree from the University of Manchester (1975) and hisPh.D. from the University of Nottingham (1978). Since joining the Universityof Toronto in 1980 he has undertaken research, development and consultingwork primarily on tubular steel structures. He has published extensively on thistopic, including fifteen books and design guides and is currently theBahen/Tanenbaum Professor of Civil Engineering at the University of Toronto.Jeff serves on technical committees for the American Institute of Steel Construction (AISC), American Welding Society, Comité International pourle Développement et l’Étude de la Construction Tubulaire, Canadian Standards

Association, International Institute of Welding (IIW) and the Steel Tube Institute of North America.

Professor Packer is a licensed Professional Engineer in Ontario and the U.K., Fellow of the American Society of Civil Engineers, Fellow of the Institution of Civil Engineers, and has served on the Editorial Boardsof several journals. Jeff is currently a Director of IIW and of Cast Connex Corporation.

Recent awards and honours include: AISC “Special Achievement Award” (2005), Doctor of Science degreefrom the University of Nottingham (2006), Canadian Society for Civil Engineering “Excellence in Innovation in Civil Engineering Award” (2009), Ontario Professional Engineers “Engineering Medal for Research and Development” (2010), CSCE “Casimir Gzowski Medal” (2011), ASCE “Shortridge HardestyAward” (2012), and Fellowship of the Canadian Academy of Engineering (2012).

ANDREW SCANLONAndrew Scanlon is a Professor Emeritus of Civil Engineering, Pennsylvania StateUniversity. He received his B. Sc in Civil Engineering from the University ofGlasgow in 1966 and his Ph. D. from the University of Alberta in 1972. Hecommenced his engineering career in 1966 as a civil engineer working for theDepartment of Public Works of Canada in Saint John, New Brunswick, andtwo years later commenced his graduate studies in structural engineering. From1971 until 1982 Andrew worked as a structural engineer for Duthie Newbyand Associates and for Reid Crowther and Partners in Edmonton, and forCTL/PCA in Skokie, Illinois. In 1982 he joined the academic staff of the University of Alberta as a professor in civil engineering before moving to

Pennsylvania State University in 1987 where he held several positions including Department Head and theAssociate Director of the Pennsylvania Transportation Institute prior to retiring in 2015.

Dr. Scanlon’s research focused on the behavior, design, and analysis of concrete structures. He has publishedwidely including in the Canadian Journal of Civil Engineering, and has been a regular contributor to theCSCE’s Annual Conferences since the 1980’s. He received the CSCE’s P. L. Pratley Award in 1990 and theDelmar Bloem Award from the American Concrete Institute in 2011. In 2011 the American Concrete Institute recognized Dr. Scanlon with the “Andy Scanlon Symposium on Serviceability and Safety of Concrete Structures” held in Cincinnati. Andrew has served as Chair of ACI Committee 435 Deflections, andof ACI 348 Structural Safety. He is a Fellow of both ASCE and ACI.

MEDHAT SHEHATAMedhat Shehata is a Professor in the Department of Civil Engineering at Ryerson University. Dr. Shehata began his career in 1985 and after working onseveral major international projects he developed an interest in the behaviour ofconstruction materials. Medhat decided to pursue graduate studies and obtaining a PhD from the University of Toronto in 2001.

During his years at Ryerson University Medhat has played an active role in enhancing the learning environment for students and at the same time has received two Teaching Excellence Awards. He is currently the Teaching Chairof the Faculty of Engineering and Architectural Science. In addition, Medhat

has served on a number of academic committees including the University’s Research Ethics Board and its Academic Standards Committee. He served from 2009 to 2013 as the Chair of the Engineering Mechanicsand Materials Division of the Canadian Society for Civil Engineering and currently is a member of the Canadian Standards Association.

Dr. Shehata’s research interests include properties and deterioration mechanisms of concrete, development oftest methods, construction sustainability, recycling of construction and industrial wastes, and aggregate reactions in concrete. Medhat supervises a research team of graduate and undergraduate students and hasbeen the recipient of major research grants. e results of Dr. Shehata’s research on aggregate reactions andconcrete recycling have been presented in refereed journal and conference publications, and some have beenincorporated into national and international concrete specifications.

MICHAEL TAITMichael Tait is a Professor in the Department of Civil Engineering at McMaster University. He currently holds the Joe Ng/JNE Consulting Chair inDesign, Construction and Management of Infrastructure Renewal and is theCo-Director of the Centre for Effective Design of Structures. On July 1, 2016he will become the chair of the Department of Civil Engineering. Michael received his B.E.Sc. in 1998 and his Ph.D. in 2004 from the University of Western Ontario.

Michael’s research interests relate to the development, modelling and evaluation of structural control devices and systems to mitigate the effects of

seismic excitation using elastomeric isolators, and using dynamic vibration absorbers for wind excitation,. Hehas published extensively in this area and has been granted several related patents. In 2009 he was a co-author of the paper which won the CSCE’s Casmir Gzowski Medal and in 2013 he received the M.A.Hatzinikolas Award at the 12th Canadian Masonry Symposium.

Dr. Tait is a registered Professional Engineer in Ontario, and is a member of several professional organizationsand associations, including the American Society of Civil Engineers and the Canadian Association for Earthquake Engineering.

ALFRED WONGAlfred Wong received his Bachelor’s degree from the University of NewBrunswick in 1978 and his Master’s from the University of Alberta in 1979. Hejoined the Canadian Institute of Steel Construction (CISC) in 1979 where hehas served in various capacities including Chief Engineer and Director of Engineering. Currently Alfred is Director of the Engineering and SolutionsCentre.

Over the last three decades, Alfred Wong has been very involved with nationaland international code development work. He currently serves on the StandingCommittees responsible for structural design and earthquake design provisions

in the National Building Code of Canada (NBCC); Canadian Standards Association Technical Committeeson Steel Structures - TC S16, on Canadian Highway Bridge Design Code - TC S6 and on Parking Structures- TC S413; AISC Committee on Specifications and the Research Council on Structural Connections Committees. As a member of the Canadian Advisory Committee for ISO/TC167, he serves as Vice-Chairof its Sub-Committee on Steel Design. He has also been a member of the AISI Seismic Advisory Group,ULC Fire Test Committee and the NBCC Committee on Fire Performance Ratings.

Alfred has lectured extensively on the practical design of building and bridge structures in Canada and abroad,including his keynote speech at the 9th Pacific Structural Steel Conference. He has authored many articles,lecture notes and conference papers. He co-authored the CISC Handbook of Steel Construction and theCommentary to CSA Standard S16. He is the chief columnist for the Technical Column and the Seismic Corner Column in the CISC periodical Advantage Steel.

TAREK ZAYEDTarek Zayed obtained his bachelor’s and master’s degrees from the Departmentof Civil Engineering, Zagazig University, Egypt. He worked as an administra-tor, assistant lecturer, and a construction engineer for 10 years before moving tothe USA in 1997 to pursue doctoral studies in civil engineering at Purdue University, Indiana, USA. After receiving his PhD in 2001 he joined the University of Cincinnati and then North Dakota State University before moving to Canada in 2004 to become a member of the academic staff of Concordia University. Since then he has been with the Building, Civil and Environmental Engineering Department at Concordia University and was promoted to Professor in 2013.

During the past 15 years, Dr Zayed’s research focused on simulation and artificial intelligence applicationsto construction operations and developing innovative and technology-based decision support managementsystems for infrastructure and asset management. He has published over 260 journal and conference articlesand performed research with significant funding from government and private funding agencies.

Tarek is currently serving as an associate editor of Canadian Journal of Civil Engineering and of the ASCE’sJournal of Pipeline Systems Engineering and Practice. He has been a member of the technical committee forseveral conferences in the construction and infrastructure management field. Professor Tarek has also servedas a member of several committees of the CSCE and of the Transportation Research Board.

MÉDAILLE ALBERT E. BERRY MEDAL

ROBERT ANDREWS e Albert E. Berry Medal was established in 1987 in honour of Dr. Albert E. Berry (1894-1984), an outstanding civil engineer who was one of Canada's first environmental pioneers.Following World War I, Dr. Berry joined the Department of Health of the Province of Ontarioand rose to become the chief engineer of the sanitary engineering division. Subsequently, he wasappointed the first general manager and chief engineer of the Ontario Water Resources Commission, the forerunner of today's Ministry of the Environment. His pioneering spirit, hisdedication, and his expertise in the field were second to none. e award is granted to a civil engineer who has contributed significantly to the field of environmental engineering in Canada.

e recipient of the Albert E. Berry Medal for 2016 is Dr. Robert Andrews.

Dr. Andrews is a Professor in the Department of Civil Engineering at the University of Toronto where he holds an NSERC Senior Industrial Research(IRC) Chair in Drinking Water Research. Being located in Toronto his researchmost immediately impacts a population of over 4 million people while also addressing the broader national and international drinking water industry.

Dr. Andrews received his MASc (1987) and PhD (1990) from the University ofAlberta and BASc from the University of Regina (1983). Dr. Andrews is a registered Professional Engineer in Ontario and a member of the Canadian Society of Civil Engineers (CSCE). His research interests include the examination of technologies for removing emerging contaminants in drinkingwater as well as the reduction of risk that they pose to consumers.In 2011 Dr.Andrews received the Engineering Institute of Canada’s Julian C. Smith Medal.He is a past recipient of the George Warren Fuller (2009) and Norman HowardAwards for dedication and leadership in the water treatment industry (2007)from the Ontario Water Works Association (OWWA), the Allan Blizzard Award(2007) for Outstanding Contribution to Teaching, as well as a co-recipient ofthe NSERC Synergy Award for University-Industry Partnerships (2003).

Dr. Andrews has served on numerous decision-making committees and advisorycouncils in Canada and the United States including the Ontario Ministry ofEnvironment Advisory Council for Water Quality Standards and Testing, theCouncil of Research Managers - Great Lakes International Joint Commission,the Board of Directors - Canadian Water Network and the Walkerton CleanWater Centre Research Advisory Committee.

PRIX CAMILLE DAGENAIS AWARD

BRYAN KARNEY e recipient of the Camille A. Dagenais Award for 2016 is Dr. Bryan Karney.

Bryan Karney graduated from the University of British Columbia in 1980 andcompleted his Ph.D. in Civil Engineering, also from UBC, in 1984. He beganhis career at the University of Calgary in 1985 and joined the Department ofCivil Engineering, University of Toronto, in 1987 where is now a professor.Bryan is also the Associate Dean of Cross Disciplinary Programs and thus responsible for the minors and certificates that have been created within theFaculty. He was the founding chair for the Energy Systems Option within theEngineering Science program.

Bryan is a principal of HydraTek & Associates a hydraulic transient analysisspecialty firm that he helped to start in 1988. He has over thirty years of direct experience in providing hydraulic and hydraulic transient consulting services on several hundred consulting projects generally involving fluid conveyance systems, including water supply, storm and sanitary systems, riverand lake interactions, hydro systems and even oil, gas, and jet fuel systems.

Bryan has spoken and written widely on subjects related to water resource systems, energy issues, hydrology, climate change, engineering education andethics. He has written or co-authored numerous journal papers and articles,including the books “Comprehensive Water Distribution Systems AnalysisHandbooks for Engineers and Planners” published by MWH Soft.

Professor Karney has won a number of teaching awards and recognitions including being a finalist in TVO’s best lecturer competition and being awardedin 2009 the Northrop Frye award for combined excellence in teaching and research. Several of Bryan’s papers and discussions have won awards for scholarly excellence. Bryan has supervised almost 20 Ph.D. students and taughtthousands of undergraduate students while at the same time holding a numberof administrative roles at the University and in the publishing community.

ASHRAF EL DAMATTY e recipient of the Horst Leipholz Medal for 2016 is Dr. Ashraf El Damatty.

Ashraf El Damatty is a Professor and Chair of the Department of Civil and Environmental Engineering at Western University, London, Ontario. He completed his B.Sc. in Civil Engineering in 1986 and M.Sc. in Structural Mechanics in 1990 at Cairo University, and then a Ph.D. in Structural Engineering from McMaster University in 1995. Ashraf is currently finalizingan MBA in Higher Education Management from University College, London,United Kingdom.

Ashraf serves as a Research Director at the WindEEE Research Institute and isCo-Editor-in-Chief of the Journal of Wind and Structures. He has written over180 publications half of which are in peer-reviewed journals and has been theprincipal and co-principal investigator for research grants exceeding twelve million dollars. He has been consulted by many private and government organizations in Canada, USA, Mexico and the Middle East. He has supervisedthe research of 28 Ph.D. and 20 M.Sc. students and been a keynote speaker atinternational conferences in Egypt, China, India, Ghana, South Korea and theUAE.

His research on the behaviour of transmission line structures under tornadoesand downbursts has been internationally recognized. He is currently providingleadership on the ASCE-74 subcommittee for the improved design of thesestructures to resist high intensity winds.

Dr. El Damatty has received several awards including the Alan Yorkdale Awardof the American Standard for Testing Methods, the Best Paper Award at theCanadian Conference on Effective Design of Structures, the Honourable Mention in the 2014 Casimir Gzowski Medal competition, the 2015 WhitmanWright Award, and a Western University Faculty Scholar Award.

DENIS BEAULIEU Le Prix A.B. Sanderson pour 2016 est décerné à Dr. Denis Beaulieu.

Denis Beaulieu a obtenu un Baccalauréat en génie civil de l’Université Laval en1972, une maîtrise de la même institution en 1973 et un doctorat de l’univer-sité de l’Alberta en 1977. Durant sa carrière comme professeur/chercheur à l’Université Laval, de 1978 à 2009, il a, entre autres, dirigé les travaux de plusde 45 étudiants aux études supérieures, publié un grand nombre d’articles et derapports scientifiques et reçu plusieurs prix et reconnaissances. Il a surtout étéauteur ou coauteur de nombreux volumes pratiques sur le calcul des charpentesd’acier et d’aluminium qu’il continue à mettre à jour, même à la retraite.

Denis préside deux comités de rédaction de normes sur le calcul des charpentesd’aluminium pour l’association Canadienne de Normalisation. Il a pratiqué legénie au sein de la firme Buckland & Taylor Ltd. de Vancouver en 1977-78 et1992-93, et a été à l’emploi de SNC-Lavalin de Québec de 2010 à 2013. Le DrBeaulieu a, de plus, été Vice-doyen à la recherche et au transfert technologiqueà la Faculté des Sciences et de Génie de l’Université Laval de 1993 à 1998, Président de la SCGC en 2002-03 et Vice-président au développement des technologies au Centre de recherche industrielle du Québec (CRIQ), de 2004à 2008.

THOMAS FROESE e winner of the Walter Shanly Award for 2016 is Dr. omas Froese.

omas Froese is a Professor in the Department of Civil Engineering at theUniversity of British Columbia. His research and teaching interests are in construction management, computing, and sustainability. omas began hisstudies in Civil Engineering at the University of British Columbia before obtaining his Ph.D. from Stanford University in 1992.

omas is an authority on information technology for the construction industry, particularly systems integration through the use of industry data standards and Building Information Models (BIM). He has been active in thedevelopment of the ISO Standard 16739, the Industry Foundation Classes, anopen standard for BIM data, and has conducted research on the use of BIM inthe area of project management. omas who has been involved in research anddevelopment of computer tools for construction since 1986 has authored over183 papers and reports on the subject. He has founded two companies, consulted on several national and international projects involving databases,BIM, CAD, and web-based systems for the construction industry.

Professor omas has an innovative teacher of construction management andrelated topics. He has driven the creation of new courses and programs in construction and in urban systems, and has introduced many innovations inteaching methodology.

omas has been active in the CSCE Construction Division since the 1980’s.He is a past Chair of the division and was co-chair of the 2015 CSCE International Construction Specialty Conference.

GLENN HEWUSe recipient of the James A. Vance Award for 2016 is Glenn Hewus.

Since 2006, Mr. Hewus has held the position of Senior Vice President of Engineering and Construction for the Federal Bridge Corporation LimitedFBCL), a federal Crown corporation. Mr. Hewus oversees all aspects of the Corporation’s engineering and construction functions while incorporating innovation, new technology and sustainability programs into maintenance andcapital projects at each of FBCL’s four international bridge crossings. He servesas an international board member for the St. Mary’s Bridge Authority and for the Seaway International Bridge Corporation, and is part of the CSA - Regulatory Authority Committee for the Canadian Highway and BridgeDesign Code.

Mr. Hewus joined FBCL after managing a wide variety of major constructionprojects in both the private and public sectors with organizations such as Alcan,Nortel, PWGSC, Canada Post and the Canada Museum’s Corporation and hasworked closely with First Nations in Ontario and Nunavut. Mr. Hewus obtained his bachelor of engineering degree from the Technical University ofNova Scotia (now Dalhousie University) and Master in Business Administrationfrom the University of Ottawa. He is a member of the Association of Professional Engineers of Ontario. Mr. Hewus enjoys golfing, skiing and travelling with his wife Louise.

Glenn has been the Honorary Treasurer and a board member of the CanadianSociety of Civil Engineering.

MARK SCANLON e Young Professional Engineer Award for 2016 is presented to Mark Scanlon.

Mark A. Scanlon, P.Eng, is a Project Manager for Arrow Engineering Inc inEdmonton, and previously a Structural Engineer at Associated Engineering Ltd.Mark initially pursued a career in Classical Studies at Queen’s University untilhe decided that he would be more fulfilled as a creator of historic structuresthan as one who studies them. Mark received his Bachelor’s of Science degreefrom Pennsylvania State University in 2010.

Mark’s experience has included numerous bridge, building, and heavy civilstructure projects within the City of Edmonton and throughout the Provinceof Alberta, including the Grierson Hill Bridge Replacement and the CentralLRT Station Rehabilitation. Although his responsibilities have moved more towards the management and administration of projects, he still maintains akeen interest in the technical design of the structures.

Outside of the office, Mark works hard to help be a steward of his community.For the past five years, he has captained his Row for Kids team in an effort toraise money for the Stollery Children’s Hospital. His fundraising efforts also include the Edmonton Food Banks and the United Way of the Capital Region.

With CSCE, Mark holds numerous responsibilities. He is currently the Chairof the Edmonton Section, is also a member of the Engineering Practice Committee, the A.B. Sanderson Award Selection Committee, and the Structures Technical Division. He has presented papers at the 2012, 2013, and2015 National Conferences, and helped to organize the Young ProfessionalsProgram for the 2012 Conference.

DAVID L. K. HUBBELL AND STEPHEN D. BROWN Philip Louis Pratley (1884-1958) came to Canada in 1906 upon completion ofhis studies in Britain. His first position was with the Dominion Bridge Companyworking on the Quebec Bridge. Later he was for twenty years a partner of the firm,Montsarrat and Pratley, which designed such well-known bridges as the Pont JacquesCartier, and the Lion’s Gate Bridge. After Montsarrat’s death, Philip Pratley continued the practice and during this period was responsible for the design of theAngus L.Macdonald Bridge and others equally notable. In addition to his successful practice, Philip was a prolific author and active in the Engineering Institute of Canada. Le Prix P.L. Pratley Award was established in 1987 and isawarded annually for the best paper on bridge engineering.

e 2016 Prix P. L. Pratley Award is granted to David L. K. Hubbell andStephen D. Brown for their paper entitled “Lateral Movement of a WidenedPost-tensioned Concrete Bridge” published in the Proceedings of the 9th International Conference on Short and Medium Span Bridges, Calgary, Canada,2014.

Abstract: A case study of a long-term staged analysis of a widened post-tensioned concrete box girder bridge is presented. e bridge in question,which is part of the 407 ETR, was widened twelve years after its original construction. Significant lateral movements were observed at the abutment bearings in the years following widening. Brown & Company Engineering Ltd.was retained to provide a solution for managing the present and future lateralmovements of the bridge. To better understand the phenomena at play, algebraicmethods that capture the essential long-term behaviour of the bridge were developed. A staged finite element analysis was performed using RM Bridgesoftware for verification. Lateral movements are found to be primarily attributable to the effects of concrete removals in the post-tensioned deck anddifferential shrinkage and creep between the old and new concrete. Skewedalignment of the central piers leads to in-plan rotation of the bridge due to theseactions. Creep in the joint allows shear deformation across the composite section, which relieves the action of differential shrinkage. is paper presentspart of a larger study of lateral movements of widened bridges, funded in partby the National Science and Engineering Research Council, working towardrecommendations for design measures and analysis methods for engineers working on future widening projects for the Highway 407 ETR and elsewhere.

President of the CSCE in 1989-1990, Mr. Revaymade outstanding contributions to several heavy engineering projects in Canada before founding his firm, Revay and Associates, in 1970, in the area of project management and construction dispute resolution. e CSCE wishes to acknowledgethe generosity of the City of Edmonton for funding this award. e Stephen G.Revay Award is presented for the best paper in the two-year period 2013-15 in theareas of construction engineering, construction management or project management.

e Stephen G. Revay Award for 2016 is granted to Farnaz Sadeghpour andMohsen Andayesh for the paper “e constructs of site layout modeling: anoverview” Can. J. Civ. Eng. 42: 199–212 (2015).

Abstract: e efficient planning of site space through the course of a construction project is referred to as site layout planning. Due to its impact onsafety, productivity and security on construction sites, several site layout planning models have been developed in the past decades. ese models havethe common aim of generating best layouts considering the defined constraintsand conditions. However, the underlying assumptions that were made duringthe development of these models seem disparate and often implicit. is studyprovides an overview of the existing models and aims to draw a holistic view ofvariables that have been considered at different levels of detail and using different approaches in the site layout literature. rough close examinationand comparative analysis of existing models, this study identifies the components that need to be considered for site layout modeling, referred to asconstructs. Possible approaches that can be used to realize each construct arepresented, and the advantages and disadvantages of these approaches are discussed. It is hoped that this study contributes to a better understanding of sitelayout modeling, and provide an outline for the development of new site layout planning models.

MARTIN RICHARD, STEVEN DALY AND BRIAN MORSE omas Coltrin Keefer (1821-1915), who is probably the best-known member ofthe Keefer dynasty, was a co-founder in 1887 of the CSCE and its first president. Heis particularly remembered for his work in the construction of canals, railways, andwater supply systems (Ottawa, Hamilton, and Montreal). His best known publications are “Philosophy of Railroads” (1849) and “e Canals of Canada”(1850). During his career omas Keefer was also president of the A.S.C.E., of theCanadian Institute, and of the Royal Society of Canada. e Keefer Medal, established in 1942, is presented annually for the best civil engineering paper in hydrotechnical, transportation or environmental engineering.

The Thomas C. Keefer Medal for 2016 is awarded to Martin Richard,Steven Daly and Brian Morse for the paper entitled "Modelling Frazil IceGrowth in the St. Lawrence River" Can. J. Civ. Eng. 42 (9) pp 592-608 (2015).

Abstract: e paper presents a complete energy balance model of suspendedfrazil ice formation in the tidal water column of the St. Lawrence River. emodel estimates of suspended frazil ice concentration are compared to in situobservations of an analogue of suspended frazil ice crystals, with good results.A time series of observed acoustic backscattering from suspended frazil servesas the analogue of the suspended frazil concentration. e model of frazil icegrowth is used to estimate the rate of increase in mass of the suspended frazilice by balancing the net rate of energy exchange with the atmosphere with theobserved changes in water temperature and in anchor ice thickness. e positive results are achieved despite a number of difficulties with analysis. esedifficulties include the bias resulting from the inability of the sonar to detectacross the complete size range of suspended ice, the unknown impacts of advection, the unknown impact of anchor ice build-up on temperature andsonar readings, and the lack of knowledge regarding the accuracy of sonar estimation of anchor ice thickness. ese results highlight the promise of models, suitably applied, and sonar to quantitatively estimate suspended frazilice concentration.

TIAMPOAs superintendent of public works of the Province of Canada, Colonel Sir Casimir StanislausGzowski (1813-1898) was responsible for improving waterways and canals and constructingroads, harbours and bridges. Later, he was involved in railroad construction and the design andconstruction of the international bridge at Fort Erie. A founder of the CSCE in 1887, he servedas president from 1889 to 1891. Established by Sir Casimir in 1890, the Casimir GzowskiMedal is awarded annually for the best civil engineering paper in surveying, structural engineering or heavy construction.

e Casimir Gzowski Medal for 2016 is awarded to Hadi Ghofrani, Gail M. Atkinson, Luc Chouinard, Philippe Rosset, and Kristy F. Tiampo forthe paper “Scenario shakemaps for Montreal”: Can. J. Civ. Eng. 42: 463-476(2015).

Abstract: Montreal has significant seismic risk due to the combination of moderate seismicity, high population density, and vulnerable infrastructure. Animportant tool in damage and risk assessment is a scenario shakemap, whichshows the expected ground shaking intensity distribution patterns. In this study,we use regional ground motion and site response evaluations to generate scenario shakemaps for Montreal. e impact of event location on expectedground motions and intensities was tested by considering the occurrence of ascenario (a given magnitude event) at various locations, where the scenarios aredefined based on an analysis of the most likely future event locations. Variabilityin near surface geology plays an important role in earthquake ground shaking;we use microzonation information from Montreal to assess the expected siteamplification effects. e results of this study may be used as input to seismicrisk studies for Montreal.
