PURPOSE To institute a uniform process for reserving and using campus buildings and facilities (“Campus Facilities”) by students, faculty, staff and others; to accommodate the operation of that process; and to assign responsibilities of ownership of facilities. STATEMENT OF PRINCIPLE Morehouse College is a private liberal arts college. As such, the College’s facilities are not routinely made available to the public. Allowance of use depends upon each proposed event and its support and/or promotion of the College’s purposes and objectives. SCOPE Use of Campus Facilities shall be governed by the Facilities Use Policies as set forth below. These policies recognize the existence and responsibilities of a number of Morehouse College committees whose charges include planning, reviewing, advising, recommending, scheduling and presenting events, meetings, projects, etc., to be allowed on the College campus. These committees include the Assemblies Committee, Athletic Committee, Cultural Affairs Committee, Greek Life Committee, Institutional Review Board (IPHS), Student Activities Board, Student Welfare Committee, and the Advisory Board Committee for King Chapel. The Facilities Use Policies are intended to support policies and guidelines established by those committees and each individual academic or administrative department. Campus buildings and facilities are to be used and enjoyed by students, faculty, staff, alumni, and other friends of the College. Within the sole discretion of Morehouse College, members of the general public may be allowed to utilize facilities within the confines of the allowable and appropriate uses as specifically set forth below. Primary responsibility for the oversight and care of facilities rests generally with the occupants and users of any facility, and specifically with the contact person(s) identified below. The Department of Campus Operations is responsible for maintenance, repair, and security of Campus Facilities. AVAILABILITY OF FACILITIES The office of Support Services within the Department of Campus Operations is the primary point of contact for inquiries regarding the availability of and the reservation of Campus Facilities. Each campus building shall have an appointed person of contact through whom all uses of the

building must be authorized (“Facility Contact”). The use of any building or facility of the College must be authorized in writing by the appropriate Facility Contact. The Morehouse College master calendar shall serve as the principal point of reference for determining the availability of Campus Facilities. Campus Operations also provides a Campus Events Overview that is posted next to the scheduling office in Triplex, Building #9 and may be accessed via the Morehouse College website: www.morehouse.edu/dept/campusoperations/supportservices.html Scheduling conflicts will be resolved according to the specific guidelines set by each Campus Facility through the appropriate Facility Contact. Those guidelines are set forth below under the heading Facility Information. GENERAL REQUIREMENTS Requests by students and student organizations to reserve and use Campus Facilities must be initiated by presenting to the office of Support Services an appropriate facility request form signed by a faculty/staff advisor. These forms are available in Triplex, Building #9 and via the Morehouse College website. Requests for physical space only must be submitted no less than 14 days prior to the date of the proposed use. All requests to reserve and use Campus Facilities for events, for which are required personnel, equipment, food, security or other set-ups beyond what is considered ordinary use of physical space, must be initiated by written request no less than 30 days before the event may take place. A student organization that utilizes a Campus Facility for an event or any other meeting must have its advisor in attendance. The advisor must remain present throughout the entire event or meeting. If the student organization’s advisor cannot be present throughout the meeting or event, he or she may designate a surrogate advisor for purposes of attending and monitoring said meeting or event. The surrogate advisor must be a member of the Morehouse College faculty or staff. Other organizations authorized to use Campus Facilities must have a representative in attendance at their scheduled events or meetings. The representative must remain present throughout the entire event or meeting. USE OF FACILITIES BY EXTERNAL ORGANIZATIONS Subject to the following provisions, external organizations or members of the general public may use Morehouse College facilities. All external organizations that desire to use a Campus Facility must have an internal point of contact (through a department or administrative unit) who will agree to facilitate their event on campus, and through whom a facility request will originate. In

authorizing and scheduling uses of Campus Facilities, events sponsored by Morehouse College students, faculty and staff shall be given preference over events sponsored by external organizations. All external organizations must sign an agreement governing their use of Campus Facilities. Contracts are coordinated through the Support Services Manager and the Office of Legal Affairs. COLLEGE SUPPORT, SPONSORSHIP OR ENDORSEMENT All individuals or organizations using College properties and services must avoid any unauthorized implication that they are sponsored, endorsed or favored by the College. Failure to do so may result in censure, sanctions, and/or termination of the activity. All persons on College property are required to abide by College policies and campus regulations and shall identify themselves, upon request, to College officials acting in the performance of their duties. Violation of College policies or campus regulations may subject a person to possible legal penalties; if the person is a student, faculty member, or staff member of the College, that person may also be subject to disciplinary action in accordance with College policies and regulations. FINANCIAL RESPONSIBILITY FOR USE OF COLLEGE PROPERTIES All individual organizations that apply for use of College properties shall be liable for extraordinary expenses incurred on their behalf by the College above ordinary campus maintenance and operating costs. At the discretion of the Office of Support Services and in consultation with the appropriate scheduling department and/or the Campus Police Department, Campus Operations, General Counsel, and/or risk management the posting of bond may be required of organizations or individuals prior to use of College properties under the following circumstances: Because of the nature of the event and/or the past services of the sponsoring organization, there is reasonable cause to believe that damage to College property may occur; If the nature and scope of the event is such that there is reasonable concern for the ability of the sponsoring organization to assume related expenses. Reimbursement for damage to or misappropriation of College property may be imposed upon the responsible individual of the organization using the College property. The reimbursement may take the form of monetary payment or appropriate service to repair or otherwise compensate for the damage.

COLLEGE NEUTRALITY - POLITICAL AND RELIGIOUS ORGANIZATIONS

The College must remain neutral on political matters. It cannot sponsor or fund political activities, except when authorized for College purposes by the Board of Trustees, the President or their designees. Campus-based political and religious organizations shall have access to College properties on the same basis as all other campus organizations, according to guidelines set forth herein. Political and religious organizations that are not located on the campus may have access to College property on the same basis as other organizations. They may be registered by the College and may sponsor political and religious programs and events by fulfilling requirements and by following regulations.

A. Political Programs or Events For the purpose of these policies, a program or event is defined as political if it involves one or more of the following:

Supporting (financially or through volunteer support) a candidate or group of candidates formally running in primary or general elections for city, county, state, local, or national office; Supporting or opposing (financially or through volunteer support) a ballotmeasure or a drive to put an issue on the ballot;

Raising funds or sponsoring programs to support any federal or state registered political party.

B. Religious Programs or Events

For the purpose of these policies, a program or event is defined as religious if it involves activities that are traditionally understood to be religious, such as:

Worship, devotion, prayer or the study of religious literature (e.g., the Bible or the Koran);

The membership in or affiliation with a group generally recognized as a religious sect; or A gathering of persons professing a belief in a divine deity or other belief encompassing

theories of human nature or place in the universe and occupying a place in members’ lives comparable to recognized religion. In correspondence, statements or other material relating to religious or political activities or issues, the College title of a faculty or staff member or the title of a student government official

shall be used only for identification. If such identification might reasonably be construed as implying the support, endorsement or opposition of the College with regard to any religious or political activity or issue, the identification shall be accompanied by an explicit statement that the individual is speaking for himself/herself and not as a representative of the College or any of its offices or units. TICKET SALES The Morehouse College Department of Business and Finance governs ticket sales on the College campus. Tickets sold for any campus event must be through official College box offices. Only designated cashiers may operate a ticket box office or collect money for campus events. Persons who take tickets only and do not handle money are excluded from this provision. PRIORITY OF USE In making decisions regarding the availability of Campus Facilities, each Facility Contact must give consideration to the priority of use established for the respective facility as set forth herein below under “Facility Information”. Generally, Campus Facilities are reserved on a first-come-first-served basis. Any conflict regarding the reservation and use of Campus Facilities shall be referred to the appropriate department heads for resolution. The Support Services Manager will determine the appropriate department(s) to settle a conflict, based upon the ownership of the facility. If the department heads cannot resolve a conflict regarding use of a facility, the matter shall be referred to the Morehouse College senior administration for resolution. CAPACITY No use of a Campus Facility shall exceed its set occupancy limits. HOURS OF OPERATION All uses of Campus Facilities must be within the set hours of operation of each individual building as set forth below under “Facility Information”. SECURITY Whenever Morehouse College allows its facilities to be utilized for events, whether sponsored by internal or external entities, the College must give consideration to its responsibilities and liabilities with respect to persons and/or property. The Department of Campus Operations has been assigned the duty of protecting personnel, facilities and equipment. Therefore, Campus

Operations reserves the right to determine the extent of necessary security resources for all uses of campus facilities. Only Morehouse College Police may provide security for events and other uses of Campus Facilities. Campus Operations will determine the need for Campus Security, according to each scheduled use of a facility. Factors to be considered include, but are not limited to, type of activity, size of crowd and other crowd control issues, the presence of visitors external to the College community, celebrity presence, venue and whether money is involved in the way of ticket sales and/or prizes. Events at which there occurs a commingling of pedestrians and vehicles will require the presence of traffic enforcement officers. The number of officers required for traffic control will depend on factors such as the number of vehicles and/or guests expected and parking issues. There are circumstances under which certain visitors and guests may require personal security forces. In those instances, the presence of external security forces must be coordinated through the Morehouse College Campus Police. Any authorized user of a facility may request and may be assigned Campus Security over and above the minimum level of security required by Campus Operations, subject to the payment of the appropriate fees. PARKING Any and all parking requirements associated with the use of Campus Facilities by external organizations will be determined by contract. INSURANCE Liability insurance is mandatory for all authorized uses of Campus Facilities by external organizations. USAGE FEES All external organizations shall be required to pay a base usage fee for the utilization of any Campus Facility. Additional fees shall apply for security, preparation/cleaning, props/staging, labor and catering according to the schedule set forth herein below under “Facilities Use Fees”. Internal organizations and Morehouse College students, faculty and staff may make use of Campus Facilities during normal business hours, Monday through Friday, 9 a.m. – 5 p.m., without payment of usage fees. An internal use of Campus Facilities outside of the normal

business hours shall be subject to usage fees according to the schedule set forth herein below. Annually scheduled events, including but not limited to, homecoming and parents’ week, shall be excepted from this requirement. TEMPORARY STRUCTURAL MODIFICATIONS Temporary structural changes to Campus Facilities (e.g., stages & props) may be permitted only in the Martin Luther King Chapel, Forbes Arena, Archer, and Sale Halls. The Department of Campus Operations’ Support Services Manager may approve or deny requests to structurally modify these facilities, and if approved, will identify appropriate outside vendors to handle the modifications, and will obtain price quotes and/or bids for any approved modifications. All costs associated with the temporary structural modifications shall be borne by the department/organization hosting the event for which the modifications are made. With respect to temporary structural modifications, a requesting organization may seek to have a vendor placed on the College’s preferred vendor list. EQUIPMENT Morehouse College departmental owners of equipment located within a Campus Facility govern the use of that equipment. When reserving a Campus Facility, the requestor should inquire of the Support Services Manager, or the appropriate Facility Contact, about the availability and suitability of equipment for their use. If it is determined that supplemental equipment is required, the Support Services Manager will assist the requestor by coordinating the rental of needed equipment via an outside vendor, at the requesting organization’s or department’s expense. Unless otherwise agreed to in writing, Morehouse College shall not be responsible for any equipment that it does not own. That includes rental equipment or other equipment that may be brought on the campus by any users of the Campus Facilities, whether the user is an internal department/organization, an external organization, or a member of the general public. AUDIO-VISUAL EQUIPMENT Morehouse College has a limited amount of audio-visual equipment for use for various special events. This would include: podiums with and without microphones, microphones with speakers, flipcharts, easels, LCD, Overhead, slide projectors, screens, DVD and video cassette recorders (VCR’s), televisions with built-in DVD and VHS.

If, in the case of the unavailability of the equipment described above the Morehouse College Educational Media Services (ext. 2207) has additional equipment. After the proper executed equipment checkout form has been obtained from the Media Services department the Support Services Audio-Visual Technician will arrange the pickup and return of the equipment. There is no charge for the service. If additional equipment is not in Morehouse College inventory and it becomes necessary to rent these items from an outside vendor, contractual pricing will prevail and such costs shall be borne by the requesting department or organization. FOOD AND BEVERAGES The permissible presence of food or beverages at an event, meeting or other use of a Campus Facility shall be dictated by the individual facility, through its Facility Contact. Please refer to more specific facility policies set forth below. Those who use alcoholic beverages or sponsor events where alcohol will be served are obliged to understand State and College regulations regarding this issue and are fully responsible for their actions. Alcoholic beverages may not be served or consumed at any intramural or intercollegiate sport contests or at any student organization events. CATERING The College’s food service contractor provides all food service for Morehouse College per agreement. If an event requires catering services the requestor, to determine menu, as well as other amenities, should directly contact the food service contractor. A Purchase Requisition must be initiated and submitted to the contractor, with a copy to Campus Operations, Support Services. No catering will be scheduled without a properly executed Purchase Requisition signed by the appropriate Business & Finance official indicating budgetary account number(s) to which the catering costs may be charged. VENDORS Any vendor seeking to display merchandise on the College campus for purposes of promotion, education or sale to students must first contact the Department of Student Services for approval. If the vendor’s product or service is related to the support of academic instruction, the appropriate academic department must first be contacted for its approval. All other vendor displays must have sponsorship coordinated through the Campus Operations Support Services Manager.

OFF-CAMPUS VENDORS AND COMMERCIAL ENTITIES All off-campus vendors and commercial entities must have Morehouse College departmental sponsorship, must have completed a Temporary Vendor Permit, and must have signed a vendor agreement before setting up to sell on campus. All off-campus vendors and commercial entities shall post, in public view at the vending location, a completed and approved Temporary Vendor Permit. All off-campus vendors and commercial entities must have a valid Georgia resale license and are required to collect and pay the prevailing state sales tax. Merchandise of all off-campus vendors and commercial entities shall be confined within the vendor’s designated space, and the appearance of the booth shall be in a manner in keeping with the campus environment. Standard booth size is 10 feet x 10 feet however, when space is available, larger booth sizes are allowable to a maximum of 200 square feet. The use of large overhead banners, pennants, signs etc., must be approved by the Office of Support Services. Off-campus vendors and commercial entities are approved to sell items of general interest to the campus community including, but not limited to, reading material, prints, paintings, photographs, jewelry, clothing, and leather and wood products. Food shall not be offered for sale. All off-campus vendors and commercial entities shall agree to pay in advance the minimum established non-refundable space fee and to accurately report to the sponsoring department their total gross sales at the end of the selling period. Any percentage of monies due are payable immediately. Off-campus vendors and commercial entities must make available to purchasers information regarding the circumstances under which the merchandise may be returned or exchanged. The Office of Support Services must approve any exceptions to the above requirements.

Players are responsible for leaving the courts clean. Please deposit

trash in the receptacles provided.

Priority of use: Reservation of the Tennis Center is granted on a first-come-first-served basis and only within the current semester. Reservations will not be accepted when the tennis team and the physical education classes are using courts. Reservations can be made no more than 24 hours prior to scheduled use time. Reservations must be made between 9:00 a.m. and 5:00 p.m. during normal business hours. Weekend reservations should be made on the previous Friday. A valid Morehouse College ID Card is required to use the facilities and must be presented at the time the reservations are made. All persons using the courts must have a liability waiver on file; this can be obtained upon reservations. Courts may be used for a maximum of one (1) hour or until the next scheduled court reservation time. Regulations: Benches and receptacles are not to be moved, Proper attire must be worn at all times (hard bottom or black sole shoes are prohibited), Profane language is strictly prohibited, Players are expected to maintain court etiquette at all times, and Staff of Archer Hall reserves the right to ask anyone not abiding by these regulations to vacate the premises.

OVERTIME

The chapel technician must be on duty at all events held in the Martin Luther King International Chapel. Depending on the requested use of this facility, and within the sole discretion of the Support Services Manager, the presence of other personnel may be required, particularly when an event takes place outside of the normal business hours. (Please see the section above on “Usage Fees”.) Additionally, some scheduled events may incur a charge for overtime hours because of setup times or other required services. Outside laborers such as lighting technicians, sound technicians, flymen, etc. are contractual and are priced and included in the sound and lighting contract. The Support Services Manager will individually price all other labor requirements.

No overtime will be scheduled without a properly executed Purchase Requisition signed by the appropriate Business & Finance official indicating budgetary account number (s) to which the overtime hours may be charged. A projection of overtime costs for the Support Services Manager prior to the event may determine an event so that the appropriate paperwork can be processed and scheduling or contracting of necessary personnel can take place. CLEANING “After event” cleaning costs may be associated with some events, particularly those scheduled in the Forbes Arena. Those costs should be discussed with the Support Services Manager when reserving the use of Campus Facilities. There is a cleaning charge associated with monitoring the restrooms and lobby areas of the Martin Luther King International Chapel.
