IntroductionOn21JanuarySouthwarkCouncillaunchedtheconsultationoffiveprojectsaspartofthe£11mCamberwellRegenerationprogramme,thisincludedthelibraryandpublicspace,theGreen,theStreets,PocketspacesandtheSupplementaryPlanningDocument(SPD).Thisconsultation,whichwasheldinconjunctionwithTransportforLondonandLambethCouncil,ranforsixweeks,andclosedon8MarchforallprojectsexcepttheCamberwellSPDwhichranfor12weeksandclosedon12April.

ThisconsultationreportisdedicatedtotheresponsesfortheCamberwell SPDproject.PleaserefertothedocumentCamberwellregenerationprogrammesummarytoreadaboutthestakeholderengagementacrossallfiveprojectsduringtheconsultationdurationwhichcanbefoundonthewebsite.
AfulldetailedconsultationreportwillbepreparedaspartofthepreparationofthedraftSPDforconsultation.ThiswillsetoutamoredetailedsummaryofalltheresponsesreceivedontheSPDvisionandissuespaper,thefullresponsesreceived,andofficercommentsonhowthecouncilhavetakenthecommentsintoconsiderationinpreparingthedraftSPD
Camberwell SPD• Projectsummary: TheCamberwellsupplementaryplanningdocument(SPD)willprovidedetailed
planningguidanceandinformationfortheareacoveredbytheCamberwellCommunityCouncil.ThisincludestheCamberwellactionareawhichisfocusedaroundthetowncentreandtheareatothewestofthetowncentre.TheSPDwillsetoutdetailedguidanceonhowthepolicieswithinSouthwark’sdevelopmentplan(theCoreStrategy,thesavedSouthwarkPlanandtheLondonPlan)shouldbeimplementedinCamberwell.
• Intendedoutcomes: AtthemomentthecouncilisconsideringthattheSPDwillincludeguidanceonarangeofpoliciesincluding:theCamberwellvision,designguidanceforkeydevelopmentsites,howmuchhousing,retailandemploymentusemaycomeforward,designandpublicrealmimprovements.Itwillalsobringtogetherworkbeingcarriedoutbyotherpartsofthecouncil,providingacoherentandcomprehensiveframeworkforfuturedevelopment.
• Consultationstatus:IntheprocessofpreparingtheearlystagesoftheSPD,withavision/issuespaperplannedforinformalconsultationfromJanuarytoApril2013toengagethelocalcommunityandtoidentifythekeyissuesthattheSPDneedstoprovideguidanceon.

• Projecttimeline:FollowinginitialconsultationinJanuary2013,therewillbeafurtherstageofconsultationonasustainabilityappraisalscopingreportinearlysummer2013.ThisisaformaldocumentthatlooksattheissuesintheareaandsetsoutabaselineofinformationonCamberwelltoday,suchastheamountofhousing,levelsofdeprivation,andtypeofemployment.
• TheactualSPDwillbeconsultedonfromSeptember2013foraminimumof12weeks.ThepreparationoftheSPDwilltakeintoaccountthecommentsraisedthroughearlierstagesofconsultation.ThecompletedSPDisexpectedtobeadoptedbythecouncilinearly2014.
• Stakeholderengagement:ToexhibittheSPDvisionpaper;andtorequestresponsestothepaper.
• Thetimingofthisconsultationwasfor12weeksstartingon21Januaryuntil12April.
• Anewconsultationwillbegininsummerforthesustainabilityscopingreport,andafinalconsultationinSeptemberfortheactualSPD.
• SPDandtheGreenaretoworkcloselytogethertoensuretheSPDoutcomedoesnotcontradictwiththatoftheGreenandlibraryandopenspaces.
• Exhibitioncontentforthelibraryandpublicspace:–oneboardshowingtheproposedboundaryandphotos
• ThedesignexplainedtheprojectandtheprocessofhowtheSPDiscreatedthroughtoapproval.Nineissueswerehighlighted;designandheritage,publicrealm,transport,housing,communityfacilities,shopping,businessandemploymentandimplementation.ThedetailsmapenabledvisitorstoseeexactlytheareasaffectedbytheSPD.

• ThePocketSpacesrequiregoodqualitysurfacetreatmentandshouldaccommodatedeliveryvehiclesonly–trytoremovecar/pedestrianboundaries.
• WefullysupporttheneedforanSPDprovidedthattherecanbeanassurancethatitwillnotbeover-riddenwhenactualplanningapplicationscomein.WebelievethatitwillonlybeworthwhileifitcentresonthewholeoftheCamberwellCommunityCouncilareawhiletakingintoaccounttheinterfaceswithotherareas.Forexample,cyclingroutes,trafficreduction,publictransport,parkingandpedestrianroutesmusttakeaccountofadjacentareas.
^SLS-1:Whileweunderstandthattheprincipalaimistoimprovecurrentshops,wefeelthatnewretailprovisionmaybeappropriatetoencouragewalkableneighbourhoods.WefeelthatsomeretailisneededfortheregeneratedElmingtonEstateinparticular.Anauditisneededofthewalking/cyclingaccesstolocalretailthroughouttheSPDareaandidentificationoflocationsofunderprovisionforcommunities.IfmorehousingisgeneratedintheSPDareathaniscurrentlyenvisaged,assessmentisneededofretailprovision.Wewouldliketoseementionof20mphspeedlimitsaspartofthevisionforasafer,morewalkableandeconomicallyvibrantarea.
+ Sustranswelcomestheproposaltoreducetrafficcongestion,andimproveparking,safetyandaccessibilitytoandwithinCamberwellactionareabybike,footandpublictransport.Evidenceshowsthatactivetravelisstronglylinkedtoretailvitality.Forexample,researchfromtheNewYorkCityDepartmentofTransportshowedthatafternewcycleinfrastructurewasinstalled,localshopsexperienceda46%increaseinfootfall.Bycomparison,duringthesamethreeyeartimeperiod,therewasonlya3%increaseinouterboroughsofthecity.SustranswelcomestheproposaltoincorporatealloftheCamberwellcommunitycouncilareaintotheproposedboundaryfortheSPD.

• CamberwellsouthofPeckhamRoadhasaverydifferentfeeltotheareaaroundtheGreenandupCamberwellRoadandIworrythatthiswiderareacouldconfuseordilutethatregenerationthatissoneededintheactionarea.Allworkshould,however,ofcourserefertowideractivity.
• AslongasimprovementstoCamberwellGreen/DenmarkHillareaarenotdiluted.

PRN-ThecommentconcernsthesharedboundariesofSouthCamberwell,EastDulwichandTheLanewards.ThecommentislinkedalsowithmyobjectiontotheboundaryproposedforthePNAAPalongthesharedboundaryofTheLaneandSouthCamberwellwards.Thislocalityismylocalneighbourhood.Itsuffersfrombeingdividedthreewaysbytheseadministrativeboundarieswhicharederivedsimplyfromelectoralwardboundariescreatedforadministrativereasons.Theseboundariesarenotcoherentinplanningterms,astheneighbourhoodsarenotatalldividedinreality.Iappreciatethattherehastobeaboundaryfortheplanningdocument.Butiftheneighbourhoodsaregoingtobecutarbitrarilybythoseboundaries,thereneedstobe,ineachoftheplanningdocumentsforthesethreeCommunityCouncilswheretheycometogetherinthislocality,asectionacknowledginginplanningtermstheunityonthegroundof,theGroveValeshoppingarea,theGooseGreenneighbourhood,bothofwhichareintegrallylinkedtoandoverlapping,theBellendenneighbourhood.PleasetakethesecommentsintoaccountforboththeDulwichandCamberwellSPDs.

• What’simportanttomeareareasofopenspace,includingminimisingtallbuildingsandkeepingopengreenspacesopen.TheolderpartsofCamberwellarecriticalinperceptionsofthearea-moreemphasisneededonthese.
• ThemainfrontagesonCamberwellChurchStreetandDenmarkHilltobeupgradeswithgrantstoretailers(seeLeytonHighRoadandMaryleboneHighStreet).
• TheVisionsandIssuesDocumentshasthesentence,“Someofthetypesofthingswewilllookatprovidingguidanceforarehowtoimproveshopfronts,...”.Iheartilyapplaudthis.IhavetakenaparticularinterestintheshopfrontswithintheCamberwellGreenConservationarea.Theareaisblightedbyshopfasciasquiteoutofkeepingwiththecharacterofaconservationareas.ThefeaturesIhaveinmind,whicharesometimescombined,include:protrudinginternallyilluminatedboxes,garishcolours,greatsize,partialcoveringofpilastersandotherarchitecturalfeatures.Iattach,forexample,aphotoofMorley’sat58ChurchStreetwhichexhibitsseveralofthesefeatures,marringabuildingwhichisoneofthemostattractiveindividualbuildingsintheconservationarea.Itismyimpressionthatmanyofthecurrentfasciasought,underthelaw,tohavebeenthesubjectofplanningapplicationsbuthavenotbeen.IbelievethattheSPDshouldputmuchmoreemphasisonimprovingthesituationthroughstricterenforcementoftheplanninglegislation.

• Inotethatthereisnomentionofthe‘churches’thatareaplagueintheareaandcausesomanyoftheretailshopfrontdesignissues–i.e.signage,lackofinvestmentandgapsinactivefrontages.NodoubtfewofthesehaveplanningpermissionfromtheirconversionfromB1orA1toD1space.Manyofthechurchescausenoisedisturbanceandothernuisance(suchasall-night‘vigils’)whichaplanningpermissionwouldhaverestricted,forexampleinconditioningloud-speakerequipmentandmusiclevelstoanappropriatelevel,havingregardtotheambientnoiselevel.Youshouldidentifyinthedocumentationthattheenforcementteamwilltakeactivestepstoapproachthisproblem(andothersignageandshopfrontdegradationinthetowncentre–manysignsareovertenyearsoldandneedinvestment),aswellastheabovecomplaints,includingworkingwithLambethcouncilwhichhasallowedasimilarproliferation.Thetowncentrewillthenbenefitfromarefreshmentthatwillbeinstantlynoticeable.
