    WhatisRCTO?The Caltrans District 3 Regional Concept of TransportationOperations (RCTO) is a strategic plan to assist in planning andimplementing Transportation SystemManagement andOperations(TSM&O)inacollaborativeandsustainedmanner.ThepurposeoftheRCTO is to improve regional transportation system performancethroughmanagementandoperations strategiesandbyprovidingaframeworkforcollaborationandpartnershipwithstakeholders.Itisintended forCaltransstaff touse thisRCTOasareferenceguide inplanningforfuturesystemmanagementandoperations.TheRCTOisorganizedbyfreewaycorridorwithstrategicinitiativesformulatedbyfunctionalareas.

    Theemphasisof theRCTO is in thecollaborativeplanningeffort toachievecommonobjectives.Successfullymanagingandoperatingtheregional transportation system, including state highways, requiresdeliberate, sustained collaboration among operators, planners,externalpartners, andother stakeholders,more sonow than everbefore.Sharedandrealisticobjectivesguidethiseffort,toagreeonthebestcourse(s)ofactions to follow. Thiscollaborationpreventsunnecessary duplication, limited or slowed progress, inconsistenttravelerinformation,andunderutilizedorincompatibletechnologies.

    FHWA (The Blueprint for Action): A common thread among (the) partnerships and others like them is the agreed objectives and the strategies for achieving them, including institutional relationships and performance expectations. This thread is the concept for how (agencies) want to improve regional transportation system performance by working together. RCTO formalizes this thread by providing a framework that guides collaborative efforts to improve system performance through management and operations strategies.

    CaltransDistrict3RCTOCorridorsTheCaltransDistrict3RCTOisorganizedtobespecifictoeachoftheselectedCorridorSystemManagementPlan (CSMP)corridors intheDistricttoaddressexistingandfutureFreewayandHighwaySystemManagement,IncidentandEventManagement,TravelerInformation,Operational Improvements,andMultimodalSystem Improvements.ThesecorridorsrepresenttheinitialfocusofthisRCTOonurbanareas.AdditionalcorridorsmaybeaddedinthefutureeditionsoftheDistrict3RCTO.

    For each RCTO corridor, strategic initiatives were formulated incollaborationwithcorridorpartneragenciesandotherstakeholdersbythe six functionalareas for the shortterm,mediumterm,and longterm.

    District3RCTOCorridors

    The RCTO corridors include:

    US 50 in Yolo, Sacramento, and El Dorado County

    I-80 in Yolo, Sacramento, and Placer County

    I-5/SR 99 in Yolo, Sacramento, and Sutter County

    SR 51 in Sacramento County

    SR 65 in Placer County

    PartnersandStakeholdersOneormorestakeholderworkshopswereconductedforeachRCTOcorridor in late 2014 and early 2015 with corridor jurisdictionalagenciesandotherstakeholdersaspartofthecollaborationeffort.Corridor system management and operational strategies werediscussed to determine collective mutual interest and commonobjectives. When asked what they would like from Caltransoperations practices and planning for future operations, variousRCTOcorridorspartneragencyandstakeholderstaffrespondedwithsevencommonthemes.Theseinclude:

    forfutureimplementation Mostlocalagenciesdonothaveenoughstafforfinancial

    resourcesforITS/Operationsplanningand/oractivesystemmanagementandshouldbetakenintoconsiderationinfuturesystemmanagementandoperations

    TheRCTOcorridorspartneragenciesandstakeholdersagreed thatthe regional concept of transportation operationsmust progressfrom the current independent operations to coordinated, andeventuallytofully integratedoperations. It isunderstoodthattheintegrationwouldinvolvethedevelopmentofacommonsystemthatincludes the Caltrans and local jurisdictions traffic managementsystems operations, consistentwith and using the Statewide andSacramento Regional Intelligent Transportation System (ITS)Architecture as the guiding framework. In part, the SacramentoTransportationAreaNetwork(STARNET)isaninformationexchangenetworkandoperationscoordinationframeworkforintegrationanddataexchange.
