What is CAG ?
Comptroller Auditor General of India Come under constitution of India chapter v
government. CAG see all affair related to government company &
also private company which deal with public sector. CAG also deal with special committees in parliament
of India and state legislature. He is the head of the Indian Audit and Account
Department. This body have over 58000 employee across the
country .The current CAG is VINOD RAI , who is appointed on 7th
January 2008. He is 11th CAG
HISTORY OF COAL MINES IN INDIA
•In 1973, the Indira Gandhi government nationalized coking and non-coking coal mines in the country. In 1976, government introduced two
exceptions to this policy.• private company engaged in production of iron and steel.• On June 6, 1993, India opened coal sector to boost its power generation. Subsequently, in 1996, coal mining was allowed for
cement producers. According to a report published in Times Of India,
155 coal blocks were allocated to about 100 public and private companies, including some electricity boards

Coal Scam
Coal Mining Scam or Coalgate is allegedly a corruption scandal in which the Comptroller and Auditor General of India (CAG) office accused the Government of India for providing the nation's coal deposits to private and state-run entities in an irregular and arbitrary manner instead of publicly auctioning them off to the highest bidder, resulting 1,067,000 crore (US$193.13 billion) losses from 2004-2009. It is called by the media as the Mother of all Scams.
According to the Comptroller and Auditor General of India, this is a leak of the initial draft and the details being brought out were observations which are under discussion at a very preliminary stage. On 29th May 2012, Prime Minister Manmohan Singh offered to give up his public life if found guilty in this scam.
Investigation
On 31 May 2012, Central Vigilance Commission (CVC) based on a complaint of BJP MP Prakash Javadekar directed a CBI enquiry
