CEC RESPONSE TO VEVA INFORMATION REQUEST #1

British Columbia Utilities Commission - Inquiry into the Regulation of Electric Vehicle Charging

Project No. 1598941

1. What are the underlying source(s) of the values in the data tables in Section 8.19 for the Slow/Base/High Scenarios?

Response:

Slow/Base/High Scenarios for personal EV adoption rates (expressed as % of Light Vehicles (LV) sales) are derived from the NREL’s “Electric Vehicle Infrastructure Analysis”1. The Slow and High Growth Scenarios reflect slight deviations from the NREL’s base case. Slow/Base/High Scenarios for shared Autonomous Vehicles (AV) adoption rates are in keeping with the CEC’s current body of knowledge on autonomous vehicle adoption, including McKinsey & Company’s report “Automotive revolution – perspective towards 2030”.2

2. What assumptions are in the data/graph with respect to any increase in the BC light duty fleet per year due to population growth in BC?

Response:

The CEC model uses population growth statistics derived from BC Stats3 and LV sales statistics derived from StatsCan4 as base parameters when calculating the size of BC’s LV fleet over the period. Basic assumptions include an approximately 1.5% growth in sales, and an approximate LV retirement rate of 6% per year.
