SLOW COOKER MUSHROOM CHICKEN

(SERVES 4)

1 T. Oil8 chicken thighs, skinless & boneless

3 c. sliced mushrooms1 onion, chopped

2 cloves garlic, minced1 tsp. dried thyme

½ tsp salt¼ tsp pepper

1 c. 2% evaporated milk (or low sodium chicken broth)1 T. Dijon mustard

¼ c. flour2 green onions, sliced

In a large skillet, brown chicken in batches and transfer to slow cooker. Drain fat fromskillet. Sauté mushrooms, onion, garlic, thyme, salt and pepper until mushrooms aregolden and no liquid remains. Scrape into slow cooker.

Cover and cook on low until juices run clear when chicken is pierced - about 4 hours.

In a small bowl, whisk flour with ⅓ cup water and stir into liquid in slow cooker. Coverand cook on high until thickened, about 15 minutes.

Serve, with a sprinkle on green onions slices on top. Good served on rice or quinoa.

Guitard and unanimously resolved to adopt the agenda with the modifications.4. ADOPTION OF THE MINUTES OF THE SEPTEMBER 3, 2013 MEETING200-10/2013 It is moved by K. Kelly and unanimously resolved to adopt the minutes of the regular meeting

held on September 3, 20135. FOLLOW-UP

1) Play StructuresThe play structures will be delivered in December 2013.

201-10/2013 It is moved by E. Dagenais-Schwartz and unanimously resolved to authorize the DirectorGeneral to pay the invoice for the play structure on reception and to have the play structurestored in the Bretzlaff Building for the winter.2) Solar LightSince the company is out of business, the Director General will try to find information fromanother company to do the maintenance on the solar light.3) Meeting with Fire Department in NovemberDeferred to the next council meeting.

6. DEEDSThe deeds were not received for September and there were 7 deeds received in August 2013for an amount of $ 3,756.32.

7. INSPECTOR’S REPORTThe inspector’s report was deposited.In September 2013, 9 permits were issued, 3 inspections were made and 5 permits were sent tothe MRC.

8. SOJOURN PERMITS FOR TENT TRAILERS AND CARAVANS BY-LAW NUMBER 04-2013A motion was given by M. Guitard that at a next council meeting the by–law number 04-2013Sojourn Permits for Tent Trailers and Caravans will be adopted.

9. ROAD FOREMAN’S REPORTThe Road Foreman’s monthly report was deposited.

10. GAS TAX REBATE PROJECTConsidering that there is a balance from the Gas Tax Rebate grant;

202-10/2013 It is moved by R. Charette and unanimously resolved to present a project to repair Cluff Hill onRoute 366 and have Cima’s recommendation for this project. Also it was resolved to prioritizethe following road for future projects (Johnson Lake, Thorne Lake, Route 366).

11. LOT SUBDIVISION203-10/2013 It is moved by K. Kelly and unanimously resolved that the Municipality of Thorne approves the

parcelling out permit for a lot as described in the technical description given by Courchesne &Fortin, surveyor, under minutes # 24471.

12. ATV ASSOCIATION REQUESTA request to use Schock, Johnson and Yach Roads was received from Pontiac Quad Club;

204-10/2013 It is moved by M. Guitard and unanimously resolved to give a special permission to the PontiacQuad Club to use Schock, Johnson and Yach Roads on October 12, 2013 for their Annual FallMember Rally with the following conditions: the club must install proper signage for the eventand they must remove it after, they need to have more patrollers to insure security and theyneed to provide proof of insurance for these roads before the rally.

13. WASTE MANAGEMENT SITEUpon obligation from the CSST;

205-10/2013 It is moved by M. Guitard and unanimously resolved that upon obligation from the CSST,effective October 11th 2013 no dump stickers will be available at the dump site. Posters will besent to all residents; posters will be put up around town, at the dump site and on the web site.The DG will provide the dump attendant toilet paper, Purrell, paper towels and potable water asper CSST obligation for Friday October 4, 2013.

14. RESTORATIVE JUSTICE WEEKThe mayor R. Vowles declares November 17 to 24th, 2013 Restorative Justice Week.

15. REMEMBRANCE DAY206-10/2013 It is moved by R. Charette and unanimously resolved to host a Remembrance Day ceremony on

Sunday, November 10, 2013 starting at 10:45 am and to pay for all expenses for food andbeverages.

16. ELECTORAL STAFF REMUNERATION207-10/2013 It is moved by K. Kelly and unanimously resolved to pay the electoral staff as per the Règlement

sur le tariff des remunerations payables lors d’élections et de referendums municipaux publishin the Gazette officielle du Québec.

17. GROUP INSURANCEThere is an increase of 3.60% for the group insurance. This amount will stay the same untilSeptember 2014.

209-10/2013 It is moved by J. Pulley Schock and unanimously resolved to add on the municipal employee’scontract that the Municipality covers half the expense of the family collective insurance and toauthorize the Mayor to sign the modified contract.

18. MAYORS REPORT OF THE MRC MONTHLY MEETINGMayor reported on the MRC monthly meeting.

Considering that rink attendant is not available to work at the rink;210-10/2013 It is moved by E. Pasch and unanimously resolved to include the rink maintenance in Jeff

Sullivan’s job description. He will be working on call only.22. PRIVATE ROAD

Discussion about the maintenance of private road. This subject will have to be discussed withthe next Road Committee.

23. OKTOBERFEST REQUEST FOR FIREWORKS211-10/2013 It is moved by K. Kelly and resolved to grant Oktoberfest a permission to have fireworks on

October 4, 2013. This permission is upon last approval from the fire chief.24. FIRE DEPARTMENT

a) Request from the Fire Chief to have her second part of the annual remuneration paid once amonth until the end of the year.

212-10/2013 It is moved by M. Guitard and unanimously resolved to accept this request from the fire chief.b) Smoke Alarm InspectionInspection of smoke alarm is mandatory in the Fire Safety Plan within the first five years.Full time residents should be visited first, then cottages. If there is a problem with developing atimeline and time targets for visits we could work with the fire chief to develop it.

25. PSDA (Pontiac Snowmobile Drivers Association)213-10/2013 It is moved by J. Pulley Schock and unanimously resolved to give permission to the association

to use the township gravel pit crossing at right angles, Yach road from Adams road to WaterfallRoad and Mountain Road, Schock road from Johnson road to John Pasch’s farm, Johnson roadat the culvert near Route 303, Thorne lake road from Mountain Road to Route 303. Although theMunicipality is granting the right of way to these roads, they are not exclusively the clubs andthat any ratepayer who needs access to this property may do so. Therefore these roads are tobe shared and caution is to be maintained at all times.

26. REQUEST FROM 710 EXCURSIONRequest received from 710 Excursion to have Thorne Council and employees to ride on hiswagon for the Oktoberfest Parade.

27. FINANCIAL STATEMENTS 2012214-10/2013 It is moved by R. Charette and unanimously resolved to accept the financial statements 2012 as

presented by the accountant.28. REMUNARATION OF MEMBERS OF COUNCIL BY-LAW

Motion is given by K. Kelly that at a subsequent sitting a draft by-law will be tabled pertaining toRemuneration of Members of Council.

29. DUMP TRUCK215-10/2013 It is moved by J. Pulley-Schock and unanimously resolved to have the dump truck painted blue

by Jeff Sullivan and to install a Thorne sticker on the doors.30. MURALS

Discussion about the murals. A solar light will be installed to the mural at the TCRA.31. PAYMENT OF INVOICES216-10/2013 It is moved by R. Charette and unanimously resolved that invoices totaling $ 209,113.45 be

paid.32. ADJOURNMENT OF THE MEETING
