B. TYPE OF PROJECT
This is proposed Biomass based Thermal Power plant of 18 MW capacity which is located at
Village - at Village Sedha Singh Wala, Tehsil-Jaito, District-Faridkot, Punjab. Paddy Straw
will be used as raw material for the proposed project.As per the Schedule attached to the EIA
Notification 2006 the proposed project is covered under Project or Activity of 1(d), namely
“Thermal Power Plants” requiring prior Environmental Clearance (EC). This proposed project
categorized as Category B (>15 MW plants based on biomass fuel) requiring Environmental
Clearance from State Environmental Impact Assessment Authority (SEIAA), Government of
Punjab.

D. BASELINE ENVIRONMENTAL STUDIES Baseline environmental studies were conducted during the pre-monsoon season (1stMarch
2018 to 31stMay, 2018) to cover the entire season as per the requirement and also to have
representative conditions during monitoring and sampling.Site area covers the 10 km radial
study area in Survey of India (SOI) Topo-Sheet No.44J/14, 44 J/15, 44 N/2 & 44 N/3.

E. ENVIRONMENTAL MANAGEMENT PLAN
Various pollution controlling devises and measures are integral part of project and incorporated
with the project component like ESP, Bag Filters, Stacks, and Effluent Treatment Plant etc. Apart
from these; other pollution mitigation measures and management plans are mandatory to run the
plant ecofriendly manner. Brief of the same are given below.
Air Pollution Mitigation and Management
Transportation of construction material in closed containers/ trucks
Regular water sprinkling in entire construction site, along the road etc.
Thick greenbelt shall be developed in and around the project site.
Transportation of raw material in closed container is slurry format.
Maintenance of vehicles, ensuring PUC certificates.
Storage of excavated material in a war to avoid the direct contact with blowing air.
The construction activities shall be carried out during day time only
The equipment design shall be chosen for least suspension of the dust/ sand into
atmosphere.

The sand and other such dispersible material shall be stored at site for minimum
working period
The emission are temporary and not expected to contribute significantly to the ambient
air and shall be within prescribed limits for industrial regions by National Ambient Air
Quality Standards (NAAQS)
Manufacturers and suppliers of machine/equipment shall be selected to ensure that
these machine /equipment meet the desired noise/vibration standards
The operators working in the high-noise areas shall be provided with ear-muffs/ear-
plugs
Acoustic laggings and silencers shall be provided in equipment wherever
required
Transportation of Raw material & Final Product shall be ensured in day time only
Proper green belt shall be develop which helps to reduce the noise level
Noise level can be reduced by stopping leakages from various steam lines, compressed
air lines and other high pressure equipment
Padding at various locations to avoid rattling due to vibration
The air compressor, process air blower, pneumatic valves shall be provided with
acoustic enclosure
Other than the regular maintenance of the various equipment, ear plugs/muffs are
recommended for the personnel working close to the noise generating units
All the openings like covers, partitions shall be designed properly
Inlet and outlet mufflers shall be provided which are easy to design and construct
All rotating items shall be well lubricated and provided with enclosures as far as
possible to reduce noise transmission
Extensive vibration monitoring system shall be provided to check and reduce
vibrations. Vibration isolators shall be provided to reduce vibration and noise
wherever possible

Raw water from adjacent canal shall be tapped & stored into raw water reservoir. Raw water
from underground reservoir shall be transferred to silting chamber, flash mixer & further
transferred to Clariflocculator. Pretreated water from Clariflocculator shall be transferred to
clarified water storage tank. Clarified water from tank shall be transferred to cooling tower
basin through cooling tower make up pump. Wall/tonner mounted chlorinator system having
adequate capacity for raw water & CW chlorination shall be provided for continuous dosing in
cooling tower Fore bay. Side stream filter shall be provided to reduce total suspended solid in a
tapping point from cooling water return pipe line.
Proper separate drainage system will be developed for Storm Water and Effluent
Water for plantation shall be supplied from waste water
No ground water will be abstracted as required water will be source from nearby canal
Drinking water facilities shall be provided
Water for other non-portable drinking purpose shall be ensures
Solid & Hazardous Waste Management
Construction waste shall be managed as per Construction and demolition waste
management rule, 2016
Municipal solid waste shall be stored separately. Organic waste shall be managed by
vermicomposting/ composting
Non organic waste shall be stored separately and sent to the authorized agency
Water for plantation shall be supplied from waste water
Construction material shall be stored separately
Handling of waste shall be done in a way so as to avoid loss of material during handling
Biomedical waste shall be managed as per New Biomedical Waste Management Rule,
2016
Electronic waste shall be managed as per E-Waste Management Rule, 2016

EXECUTIVE SUMMARY
The Project design and development has been planned with utmost care and all provisions
have been made for the safety and security of the plant and personnel. For protection of the
facility against fire, explosion or gas leak, all the blocks and yards shall be equipped with
required firefighting arrangement including Fire hydrants, DCP and CO2 Fire extinguishers.
They shall be placed at various places after proper identification of risk from the area/s. At
the time of emergency, mobile fire station shall be sourced from nearby fire station.
Adequate parking space, widening of road and turning radius shall also be implemented.
Green Belt Development Plan
Green belt will be developed along plot boundary for width of 3 to 5 meters using varieties
of plant species suitable to local environment. Total 33% of Total plot area has been secured
for Green Belt Development. Species type will be selected based on soil characteristics, and
other related aspects to mitigate pollution effects due to noise, odor, dust etc. Major
advantage of green belt is development of buffer zone and visual barrier for surrounding
locality.
Cost of Environmental Management Plan
The approximate cost for the EMP will be 125.0 Lakhs towards capital investment and
about 60.0 Lakhs/year towards recurring cost per annum. Details of the same are given
below:

F. CONCLUSION
Project shall create direct & indirect employment opportunities to the people residing at
surrounding region. Different types of people will be recruited for proposed unit based on the
basic qualification as skilled, unskilled or semiskilled. As the project needs good amount of
workforce of non-technical and technical nature, they are being made available from the
nearby villages. Migration of highly education and skilled experience people will result in
increase of literacy in the surrounding villages. Project will also enhance the prospects of
employment to the nearby people. Additional government revenues are generated from taxes,
duties and other fees. Additional benefit of the project also includes considerable growth of the
industrial and commercial activities in the region and the state. With setting up of the
proposed 18 MW Biomass Power Plant with 100% Paddy Straw, there will be generation of
employment both direct to the Plant and in Biomass Collection Centers & indirect to the
Contractors for collection & delivery of Paddy straw to Collection Centers / Plant.
