DESCRIPTION

PURPOSE OF COLLECTION DEVELOPMENT POLICY  The primary goal of Collection Development policy is to build a useful and balanced collection  It is guiding the principles for collection of Library materials interested persons who are responsible for developing the collection  Selection of material is a continuous process affected by the changing curriculum as well as the availability of new materials.  The general policy for selection applies equally importance to all types of materials being considered for print and e-resources of the library’s collection.

Collection development policy is a process to identification of the strengths and weaknesses of the Library collection.

Library is recognized by its collection of resources not by its building, staff and interior decoration.

Reading materials contribute as a strong resource for research in any academic institution, like a university.

It is a most important process of library to increase the reading materials for satisfaction of the reader approach.

It includes the formulation of selection criteria, planning for resource sharing, and decisions of the routine selection and de-selection of Library materials.

COLLECTION DEV. POLICIES (BOOKS): A Plan of Action STEP-I (SANCTIONING THE BUDGET )

Sanctioning the Budget - by the University Authority

Ascertain receipts in plan, Non plan and UGC head of account

Proposals moved by the Library to utilize the funds

Approval of the Library Advisory Committee to utilize the funds

Obtain Administrative approval for the amount allotted to all departments

STEP-II (PROCUREMENT AND PROCESSING) After Sanction of Budget amount allotted to all Departments and P.G. Centres

Received a list of books from all depts. with D.C. Resolution No. & Date

List scrutinized, Check the duplication and finalized on priority basis

Supply order placed to firms with our terms and conditions for a minimum 15% or higher discount

Exchange Rates consider as per Good Offices committee

CDP (Journals and E-Resources): A Plan of Action

STEP-I (SANCTIONING THE FUND) Budget allocation- It is approved by syndicate/

Academic Council

Availability of funds ascertained depending on receipts in Plan, Non plan and UGC head of accounts.

Proposals moved by the library to utilize the funds.

Administrative sanction orders issued for the amount allotted for Journals and E-Resources.

STEP-II (PROCUREMENT) Journals and Annuals recommended by the Depts and

List approved by the LAC.

Sanction Order issued to the Librarian for the amount allocated towards the subscription

Advance payment to be made for subscribing print

and e-Journals .

Indian Journals subscribed directly from the Publishers & Foreign through authorized agents .

Journal renewals is continued until concerned Department recommends canceling the subscription.

Subscription starts during September every year and payment made normally by Nov-Dec.

Bills received from Publishers for advance payment and Bills sent to Finance Branch to release payment through Bank Demand Draft.

The Finance Section sends the Bank Drafts to the Librarian for making necessary entries and sends the draft to the concerned.

On payment, receipt of journals watched and reminders sent at regular intervals for the gaps/non-receipt of journals .

ISSUES OF COLLECTION DEVELOPMENT POLICIES Financial Constraints- CD is purely depends … Procurement mount not sanctioned by authority in

proper time Reliability of Authorized Agents is another issue Lack of Collection Development Policies Discount Policy is differ for one university to another The economic crisis on a world scale. rise in the cost of

paper, printing and composition Preservation of print material is another issue Now a days Infmn. does not appear only on print

version. It is appeared in the form of CD Rom, DVD & E-resources .

Conclusion Collection development has to be systematic and

judicious, so as to maintain a balance between available resources, user needs and quality collection.

Collection development activities should develop well documented policy to adhere to the principles expressed in the collection development policy

University libraries should develop a policy to collecting the reading materials by taking opinion of users.
