Summer 2013 Political Action Committee Announces Incumbent Endorsements O n March 21, Terry McAuliffe, a Democrat running for Virginia Governor, met with the Hampton Roads Chamber to highlight campaign issues. McAuliffe believes to be the best place for business, we have to focus on making the Commonwealth the best in efficient government, education and transportation. He said, “Transportation is a key driver. If you don’t have a system that works you will not be able to create economic diversity.” Just as transportation is a core function of government, if commuters are sitting in traffic for two hours a day, that’s not a big incentive to do business or reside in Virginia. Regarding education reform, McAuliffe said, “We have got to do better. Education is the single most important thing we can do to build a strong Virginia and what our kids need to build successful lives.” McAuliffe said, “There is a reason I am a nomination with no competition. I have lived in Virginia for 20 years, I chose to live here and raise my five children.” McAuliffe explained that he wants Virginia to be the best that it can be for his children and future generations. The Republican candidate for Governor, Attorney General Ken Cuccinelli, met with 30 business and community leaders at the Chamber on June 4. Cuccinelli said, “State experience is unique to me. Whoever you elect on November 5 will have two months to put an entire administration together and, more difficult, prepare a two-year budget.” He said, “This campaign is focused first and foremost on job creation.” Cuccinelli has a “Economic Growth & Virginia Jobs Plan” that proposes to reduce the individual income tax rate from 5.75% to 5% and reduce business income tax from 6% to 4%. Comparing transportation issues of northern Virginia to Hampton Roads, he agreed that both regions have challenges, but added that Hampton Roads has different challenges given it’s surrounded by water. Regarding the public private partnership proposal for the Port, he said, “I was happy with the outcome of rejecting the proposals.” Cuccinelli has a high standard for the Port and said that we have to have confidence that every year, Virginia will do better under the proposal than without it. “In the next Governor’s term, we’re going to have a few years advantage with the widening of the Panama Canal over our competitors on the east coast,” he said. “What I’m proposing, would allow us to double up.” He wants to bring internationally focused businesses to this region. His energy strategy includes coal and offshore. “I have not said never to uranium mining,” he said. “If we’re going to mine it here, we have to be confident we can do it safely.” On July 24, the Hampton Roads Chamber hosted Senator Mark Herring, Democratic candidate for Attorney General. Herring highlighted key campaign issues, such as transportation and education. Herring has supported countless transportation packages, and secured funding for needed overpasses and other road projects. On the passage of HB 2313, he said, “We had an opportunity to move forward or just continue to stagnate, and I am very proud of the progress we have made.” He added, “It’s important to be flexible if it accomplishes the main objective.” With respect to economic development, Herring noted, “It’s important to make progress, and transportation and education are the fundamental building blocks of this.” He went on to say, “The education component is not only the right thing to do for the kids as they grow up, but it helps provide us with a well-trained and highly skilled workforce.” Business Leaders Meet with Candidates for Governor and Attorney General (from left) Ira Agricola, Senior VP of Governmental Affairs for the Chamber; Terry McAuliffe; Jack Hornbeck, President & CEO of the Chamber; and Dean McClain, Municipal Affairs Director for the Chamber A fter nearly 26 years with the Hampton Roads Chamber of Commerce, President and CEO Jack Hornbeck, CCE, will retire on September 30, 2013. A 40-year Chamber of Commerce professional, Hornbeck has served Chambers across the East Coast, including in Middletown, New York; East Hartford, Connecticut; Pensacola, Florida; and Atlanta, Georgia. From 1978 to 1980, he served on the staff of the Norfolk Chamber, before the five southside city Chambers merged into a regional Chamber in 1984. When asked about his greatest accomplishments, Hornbeck cites transportation legislation as his landmark issue. “Finding a dedicated, permanent, and adequate source of revenue to source [Hampton Roads’] transportation infrastructure has been at least a 20-year effort by the business community and the Chamber,” Hornbeck said. “In fact, I participated in a press conference while the issue was working its way through the General Assembly. [Governor Bob McDonnell] said, 'I know that Jack is retiring and he wants this to be his legacy,' so to me it’s a really big issue.” On June 13, Jack was honored at a private retirement celebration hosted by Willcox & Savage in Norfolk. Friends, family, and business colleagues gathered to wish him farewell. Chairs of the Boards from across the region spoke to the crowd, with Chamber Chair Deborah Stearns saying, “While there have been many changes in the local business community during Jack’s time as President and CEO of the Hampton Roads Chamber, he has not changed his commitment and enthusiasm for the job. I believe Jack’s greatest accomplishments are the Chamber’s excellent reputation as a leading organization in the region, its solid financial position, and building a cohesive staff." Hornbeck was presented with a Lifetime Achievement Award by the Virginia Association of Chamber of Commerce Executives (VACCE) at its annual meeting on June 27 in Leesburg. The award honors a colleague who has made significant contributions to the advancement of the chamber profession as well as to VACCE. Tony Howard, President & CEO of the Loudoun County Chamber and past president of VACCE, presented Hornbeck with the award. Howard noted that Jack was named Executive of the Year in 2007 and is one of a handful of executives who have earned the Certified Chamber Executive (CCE) designation, the profession’s highest personal achievement from the American Chamber of Commerce Executives. A search committee is actively pursuing Hornbeck’s replacement, who should be in place by late fall. This annual award recognizesan exemplary performer who makes significant contributions totheir SBDC network and who demonstrates a strong commitment tosmall businesses. In the Virginia SBDC Network, staff membersfrom the 29 statewide offices nominated and then voted forthe award recipient. The Ambassador Committee is a diverse group of approximately15 volunteers dedicated to making a difference in the Chamber andthe community. The “Fiesta Into the Future Campaign” held its victory celebration and volunteer recognition on July 30 at the

Town Point Club in Norfolk. Volunteers enjoyed a taco Tuesdaylunch buffet and awards program while learning about thelatest developments of the Campaign.

As of August 26, the Annual Campaign had raised $933,052,exceeding the $850,000 goal! Thirteen campaign volunteershave qualified for the SRC incentive trip this fall to Cancun! TheAnnual Campaign concludes on September 30.

The Chamber hosted its 20th Annual Virginia Beach ArmedForces Awards Luncheon on July 18 at the Brashear Conference

Center, JEB Little Creek-Fort Story. Nearly 300 members of thebusiness community attended the event, which recognizednearly 100 outstanding military personnel stationed at commandsin Virginia Beach, including Joint Expeditionary Base LittleCreek-Fort Story (JEBLCFS), Naval Air Station Oceana, andCamp Pendleton. During the program, Lieutenant ColonelJames Efaw, Virginia Beach Councilman Bob Dyer, and theChamber’s Virginia Beach Division Chair Cathie France providedremarks.

Lieutenant Colonel Efaw expressed his pride in the honoreesand explained that he admired their achievements and ability to overcome obstacles. “You are the best of the best,” he said. “Your ability to work together sets you apart.”

The Hampton Roads Chamber hosted its Military RecognitionReception August 9 at the Norfolk Waterside Marriott, honoring120 members of all service branches.

The reception recognized personnel from local commands. Servicemembers were joined at the reception by their families, militaryleadership, elected officials, and businessmen and women fromthe region. The Chamber holds Military Recognition Receptionstwice a year.

Congressman Bobby Scott, U.S. House of Representatives, wasthe keynote speaker for the event. Scott, who served in theMassachusetts National Guard, said he was impressed with theprofessionalism and commitment to service of military personnel.

“The United States is fortunate to have some of the best trained,best equipped military forces in the world,” Scott said. “Each ofyou took it upon yourselves to enlist in the armed services. Ourmen and women in uniform sacrifice so much.”

The Hampton Roads Chamber hosted a discussion of the Navy’sfuture with Congressman J. Randy Forbes (VA-04), chairman

of the Seapower and Projection Forces Subcommittee of theHouse, and Chief of Naval Operations Adm. Jonathan Greenertat the Town Center City Club in Virginia Beach July 3.

More than 100 business and community leaders attended theevent discussing the Navy’s future, the threat of sequestration,shipbuilding and ship maintenance issues and global perspectives.

“I believe that the next decade, maybe two or three decades isgoing to be the decade of the Navy,” said Forbes. Greenert, afterhaving visited Naval Air Station Oceana for a question and answersession earlier in the day, said it was great to be back in HamptonRoads.

“It’s our sailors that make all the difference,” Greenert said. “That’swhat makes us the finest Navy in the world – the fact that we havean all-volunteer force.” He added that in Hampton Roads, hefeels honored and privileged by the fact that there is a slew ofcongressmen that support the Navy.

Local Teens Participate in eXcel YouthLeadership Program

From July 17-19, LEAD Hampton Roads, a program of the HamptonRoads Chamber, hosted its eXcel program with 30 local high school

juniors and seniors participating. This summer youth leadershipprogram develops critical career and life skills while building anappreciation of our region and its many opportunities. Modeled afterLEAD Hampton Roads, the executive leadership program of theChamber, eXcel sets the stage for future success in both college andthe “real world.” The experience provides training and connectionsthat assist students in accelerating their high school success and inbuilding strong resumes and college applications. During thethree-day program, the group dialogued with Dr. Carlos Campo,President of Regent University; City of Chesapeake Mayor AlanKrasnoff (pictured above); Delegate Daun Hester; and MarkJohnson of SunTrust Bank. Participants rode Norfolk’s light rail,visited the Chrysler glass studio, Chesapeake City Hall, touredthe USS George H.W. Sustainable Resources Campaign Surpasses Goal!

The Chamber’s annual “Mingle on Main Street” event,held on May 30 at the outdoor pavilion of the Historic

Suffolk Visitors Center, attracted more than 200 attendees.Local business professionals networked under the fabulous,covered outdoor venue and enjoyed wine and cheeseprovided by Farm Fresh. Guests browsed the 40 exhibitorbooths on-hand with product and service demonstrations.Entertainment was provided by the Peanut City Cloggers.

On June 13, “Beach Bash” was held at Neptune Park atthe Virginia Beach oceanfront. Despite the impending

thunderstorm, more than 500 attendees networked whileenjoying refreshments and live music from the Janitors. Thevenue was packed with nearly 50 business exhibitors.Raffles and games added to the festive atmosphere.

Herring concluded saying, “I want to protect Virginians’ rights,whether it is defending their right to vote or their healthcaredecisions. If there is a law that is unconstitutional, I won’thesitate to stand up and challenge it.”

On August 1, the Chamber hosted Herring’s opponent, SenatorMark Obenshain, a Republican from the Shenandoah Valley.

Obenshain said, “We’re facing difficult challenges lookingahead with federal defense spending. Sequestration isgoing to be felt more in Hampton Roads potentially than

anywhere else in the country.” He explained the importanceof private sector diversification.

He’s committed to defending Virginia law, keeping our communitiessafe, protecting our children and senior citizens. He added thatthe other function of the Attorney General’s role is to “makesure we’re one of the best places to do business, protectour status as a job magnet, and create jobs.”

“One of the things that kills more jobs in America is excessiveregulation,” said Obenshain. He added that we need to examinethe changing environment exists between the relationshipsof states and federal government.

Obenshain stressed the need to protect the region’s assets, likethe port, and defend private public partnerships. “It’s importantto leverage the transportation dollars that we get, because $800million a year isn’t going to be enough to meet the transportationneeds that we have in the Commonwealth.”

Obenshain said, “I have stood strong in protecting our right towork laws in the General Assembly. I believe they are the numberone tool in our economic development toolbox in Virginia.”

On March 21, Terry McAuliffe, a Democrat running for VirginiaGovernor, met with the Hampton Roads Chamber to highlight

campaign issues. McAuliffe believes to be the best place for business,we have to focus on making the Commonwealth the best in efficientgovernment, education and transportation.

He said, “Transportation is a key driver. If you don’t have a systemthat works you will not be able to create economic diversity.” Justas transportation is a core function of government, if commuters are sittingin traffic for two hours a day, that’s not a big incentive to do businessor reside in Virginia.

Regarding education reform, McAuliffe said, “We have got to do better.Education is the single most important thing we can do to build a strongVirginia and what our kids need to build successful lives.”

McAuliffe said, “There is a reason I am a nomination with no competition.I have lived in Virginia for 20 years, I chose to live here and raise my fivechildren.” McAuliffe explained that he wants Virginia to be the best thatit can be for his children and future generations.

The Republican candidate for Governor,Attorney General Ken Cuccinelli, metwith 30 business and community leaders at theChamber on June 4. Cuccinelli said, “Stateexperience is unique to me. Whoever youelect on November 5 will have two months toput an entire administration together and, moredifficult, prepare a two-year budget.” He said,“This campaign is focused first and foremoston job creation.” Cuccinelli has a “EconomicGrowth & Virginia Jobs Plan” that proposes to

reduce the individual income tax rate from 5.75% to 5% and reducebusiness income tax from 6% to 4%.

Comparing transportation issues of northern Virginia to Hampton Roads,he agreed that both regions have challenges, but added that HamptonRoads has different challenges given it’s surrounded by water.

Regarding the public private partnership proposal for the Port, he said, “Iwas happy with the outcome of rejecting the proposals.” Cuccinellihas a high standard for the Port and said that we have to have confidencethat every year, Virginia will do better under the proposal than without it.

“In the next Governor’s term, we’re going to have a few years advantagewith the widening of the Panama Canal over our competitors on the eastcoast,” he said. “What I’m proposing, would allow us to double up.” Hewants to bring internationally focused businesses to this region.

His energy strategy includes coal and offshore. “I have not said never touranium mining,” he said. “If we’re going to mine it here, we have to beconfident we can do it safely.”

On July 24, the Hampton Roads Chamber hosted Senator Mark Herring,Democratic candidate for Attorney General. Herring highlighted keycampaign issues, such as transportation and education.

Herring has supported countless transportation packages, and securedfunding for needed overpasses and other road projects. On the passageof HB 2313, he said, “We had an opportunity to move forward orjust continue to stagnate, and I am very proud of the progress wehave made.” He added, “It’s important to be flexible if it accomplishesthe main objective.”

With respect to economic development, Herring noted, “It’simportant to make progress, andtransportation and educationare the fundamental buildingblocks of this.” He went on tosay, “The education componentis not only the right thing to dofor the kids as they grow up,but it helps provide us with awell-trained and highly skilledworkforce.”

Business Leaders Meet with Candidates for Governor and Attorney General

After nearly 26 years with the Hampton Roads Chamber ofCommerce, President and CEO Jack Hornbeck, CCE, will

retire on September 30, 2013.

A 40-year Chamber of Commerce professional, Hornbeckhas served Chambers across the East Coast, including inMiddletown, New York; East Hartford, Connecticut; Pensacola,Florida; and Atlanta, Georgia. From 1978 to 1980, he served onthe staff of the Norfolk Chamber, before the five southside cityChambers merged into a regional Chamber in 1984.

When asked about his greatest accomplishments, Hornbeck citestransportation legislation as his landmark issue. “Finding adedicated, permanent, and adequate source of revenue to source[Hampton Roads’] transportation infrastructure has been at leasta 20-year effort by the business community and the Chamber,”Hornbeck said. “In fact, I participated in a press conference whilethe issue was working its way through the General Assembly.

[Governor Bob McDonnell] said, 'I know that Jack is retiring andhe wants this to be his legacy,' so to me it’s a really big issue.”

On June 13, Jack was honored at a private retirement celebrationhosted by Willcox & Savage in Norfolk. Friends, family, andbusiness colleagues gathered to wish him farewell. Chairs ofthe Boards from across the region spoke to the crowd, withChamber Chair Deborah Stearns saying, “While there have beenmany changes in the local business community during Jack’stime as President and CEO of the Hampton Roads Chamber, hehas not changed his commitment and enthusiasm for the job. Ibelieve Jack’s greatest accomplishments are the Chamber’sexcellent reputation as a leading organization in the region, itssolid financial position, and building a cohesive staff."

Hornbeck was presented with a Lifetime Achievement Awardby the Virginia Association of Chamber of Commerce Executives(VACCE) at its annual meeting on June 27 in Leesburg. The awardhonors a colleague who has made significant contributions tothe advancement of the chamber profession as well as to VACCE.

Tony Howard, President & CEO of the Loudoun County Chamberand past president of VACCE, presented Hornbeck with theaward. Howard noted that Jack was named Executive of theYear in 2007 and is one of a handful of executives who haveearned the Certified Chamber Executive (CCE) designation, theprofession’s highest personal achievement from the AmericanChamber of Commerce Executives.

A search committee is actively pursuing Hornbeck’s replacement,who should be in place by late fall.

The Ambassador Committee is a diverse group of approximately15 volunteers dedicated to making a difference in the Chamber andthe community.
