PROGRAM OVERVIEW To bring up talented students (environmental leaders) with strong
leadership for the solution of environmental problems faced by developing
countries, from 2008, the Japanese Government started an open call to
national, public and private universities for participation in the Strategic
Program for Fostering Environmental Leaders. Realizing that problems
related to basin water environment are particularly serious among various
environmental issues in most developing countries in the Asia region, Gifu
University filed the application for “Gifu University Rearing Program for
Basin Water Environmental Leaders” in 2009 and was selected for
implementation, following Tokyo University, Kyoto University, Nagoya
University, Waseda University and Hiroshima University adopted in last
year.
The aim of the rearing program of Gifu University is to foster
environmental leaders (domestic leaders and overseas leaders) who can
precisely understand the extremely serious problems that developing
countries face in the basin water environment (including water quality,
water resources, agriculture irrigation water use, ecosystems, etc.) in a
multidirectional field of vision, and can design and enforce strategic
solution measures and preventive approaches for new problems.
To achieve this goal, relevant educational and research units of the
university, mainly comprising the River Basin Research Center, the
Division of Civil Engineering and the Division of Environmental and
Renewable Energy Systems of the Graduate School of Engineering, the
Division of Agricultural and Environmental Science of the Graduate School
of Applied Biological Sciences, the Gradate School of Regional Studies and
the International Student Center, have further strengthened their
cooperation and provided perspective students of the rearing program with
a characteristic educational program that combines the existing curriculum
of each educational and research division with a new one, leading first to a
master’s degree by studying for two years in the graduate school.
MAJOR CONTENT AND CHARACTERISTICS OF THE
EDUCATION PROGRAM (1) Specialized subjects related to basin water environment are extracted
from the existent subject group of each postgraduate division among the
Division of Civil Engineering, the Division of Environmental and
Renewable Energy Systems, and the Division of Agricultural and
Environmental Science, and mutual supplement subjects open to all
perspective students are also designated. Through these subjects, the
perspective students of the rearing program are expected to be able to
reinforce their fundamental knowledge base and basic application
capability related to basin water environment.
(2) Several subjects of the field of humanities / social science that have
strong relations with the environment are provided by the Graduate School
of Regional Studies, and a number of new subjects associated with the
latest techniques for large basin scale environmental monitory and
assessment, as well as water environment control techniques in respond to
the social infrastructure and maintenance situation of developing countries
are combined. By learning these subjects, the perspective students of the
rearing program can acquire the ability of finding water environmental
problems faced by the developing countries and understanding the
background behind the occurrence of problems, and therefore the ability to
devise strategic solutions and to design effective countermeasures.
(3) Perspective students of the program will have opportunities to
participate in internships at companies, and local and national government
bodies in Japan and overseas.
(4) In regard of the research topic for the master’s degree thesis, four
research domains are designed and are available for students to choose:
Basin water environment monitory and assessment; Water quality analysis,
assessment and water treatment; Basin environment and ecosystem
assessment and management; and Basin environmental policy and
management studies; and within each domain, several research directions
and topics are proposed.
Through the whole curriculum, students can learn Japanese environmental
technologies in a form that the technologies can be applied in developing
countries, and can play an active role in solution and the measure drafting
of the basin water environmental problems in their home countries as
overseas leaders; and Japanese students, as domestic leaders, can develop
new technologies and promote policies for relevant environmental issues in
developing countries.
FURTHER STUDY OPPORTUNITY
Excellent graduates from the two years master course program can seek a
further study opportunity in the three years doctoral program of the
Graduate School of Engineering or the United Graduate School of
Agricultural Science.
FINANCIAL SUPPORT
For excellent foreign students who do have financial difficulties, financial
aids including exemption of entrance fees and tuition as well as partial
scholarship will be considered. But there is a limitation in the number of
students who can obtain the partial scholarship. COMPLETION CERTIFICATE FOR PROGRAM STUDENTS
For students who complete the rearing program, a special certificate
“Certificate of Completion for Gifu University Rearing Program for Basin
Water Environmental Leaders” will be awarded by the president of Gifu
University; in addition to the master's degree from the graduate schools
where they are admitted.

Call for Applicants for Admission into
Gifu University Rearing Program for Basin Water Environmental Leaders
1. Expected Students
Candidates meet the followings will be considered for admission into the
rearing program:
(1) Have high will toward the acquirement of knowledge and skills needed
to deal with various environmental problems, particularly, problems in
water basin environment faced by developing countries; and want to
play an active role globally.
(2) Wish to learn knowledge in humanities and social science that have
strong relations with basin water environment, and to learn the latest
specialized knowledge in the field.
(3) Have high communication ability with either English or Japanese, or
have a strong will to achieve such ability through the rearing program.
(4) Have solid ethical sense and desire to contribute as environmental
leaders in their home countries for students from the Asian region.
(5) Desire to take a leading role in international environmental cooperation
and exchanges.
2. Selection Method and Application Documents
(1) Foreign Students
Foreign students presently living abroad are first admitted into the
university as non-degree research students; and using the period as
research students, they can prepare for entrance examination required by
the graduate school for master degree studies (two years) into one of the
three divisions hosting the rearing program: the Division of Civil
Engineering and the Division of Environmental and Renewable Energy
Systems of the Graduate School of Engineering, the Division of Agricultural
and Environmental Science of the Graduate School of Applied Biological
Sciences, while learning basic knowledge and some laboratory work under
the guidance of their perspective supervisors of choice.
* Research students: Those who want to study for a specific research
subject in Gifu University may be admitted as a non-degree research
student. In most Japanese universities, many applicants get admission as a
research student first and prepare for an entrance examination for entering
the graduate school for a master’s or doctoral degree.
Admission as a Research Student
(i) Qualifications for Application
1) Those who have completed a 16-year course of school education
overseas or will complete it by September of the year of application.
2) Those who have a bachelor’s degree from an overseas educational
institution (including those who are studying in a master’s course) or
will be awarded a degree by September the year of application.
(ii) Documents to be submitted
1) Application form (the format can be obtained from the website:
http://www.green.gifu-u.ac.jp/BWEL/eng/index.html )
2) Certificate of completion of university or college work issued by the
appropriate authority of the university or college
*If the applicant is currently studying in a university or college and is
expected to complete his/her undergraduate study by not later than
September, a letter of expected completion to be issued by the
university or college with its official seal should be submitted.
3) Certificate of bachelor’s degree issued by the authority of the
university or college
*If the applicant is currently studying in a bachelor’s course and is
expected to obtain a bachelor’s degree by not later than September, a
letter of certification of degree completion issued by the university or
college with its official seal should be submitted.
4) Certified academic record of one’s undergraduate course issued by the
authority of the university or college.
*The certified academic record is only acceptable if issued by the
university or college authority and the original (fresh) official seal is
attached. An official document indicating the ranking of the applicant
in the class he/she attended is also expected, which should be issued by
the authority of the university or college.
5) Certificate of English proficiency (preferably, a TOEFL score if
available). If the applicant has the learning experience for Japanese, a
certificate of Japanese proficiency or other document that could
indicate the applicant’s Japanese learning situation or experience is
also expected.
*If the applicant has never taken the TOEFL, other certificates or
document that could certify the applicant’s English proficiency (based
on his/her academic records) from his/her University or supervisor
would suffice.
*For Chinese applicants from the mainland, if TOEFL score is not
available, the certificate certifying that the applicant has successfully
passed the national English proficiency test for grade 6 (CET6) is
required.
6) Medical certificate to be issued by a medical institution in his or her
home country (the format can be obtained from the website:
http://www.green.gifu-u.ac.jp/BWEL/eng/index.html ).

(iii) Method of Selection
Selection will be made by documents examination, direct interview or
Internet-style interview. The selected students will enter the university
on October 1 of the year of application.
Admission to Graduate Schools for Mater’s Degree
(i) Prior Suitability Evaluation
Based on the learning situation at the university as a research student,
evaluation will be made before the entrance examination for graduate
school to see if the student is suitable as the candidate for the rearing
program of basin water environmental leaders. This will be performed
based on the views of his or her academic supervisor and an oral
examination (including presentation).
(ii) Entrance examination
Following the prior suitability evaluation, the student can take the
entrance examination of one of the three divisions for a master’s degree
study (two years program): Division of Civil Engineering, Division of
Environmental and Renewable Energy Systems, of the Graduate School
of Engineering; and the Division of Agricultural and Environmental
Science of the Graduate School of Applied Biological Sciences. For
application documents and procedures, one can reference to the
application booklet of each graduate school for details.
* As mentioned earlier that, since foreign students will be admitted into
the university first as a research student, the preparation and submission
of application documents needed for the graduate school can be done
during the time when he or she is on the campus as a research student.
* Excellent graduates from the two years master course program can seek
a further study opportunity in the three years doctoral program of the
Graduate School of Engineering or the United Graduate School of
Agricultural Science.
(2) Japanese Students
Japanese students for the rearing program will be selected from those
who pass the entrance examination required for master degree studies
(two years) by one of the three divisions hosting the rearing program: the
Division of Civil Engineering and the Division of Environmental and
Renewable Energy Systems of the Graduate School of Engineering; the
Division of Agricultural and Environmental Science of the Graduate
School of Applied Biological Sciences. Selection will be made based
mainly on an oral examination (including presentation).
* Excellent Japanese graduates from the two years master course program
can seek a further study opportunity in the three years doctoral program
of the Graduate School of Engineering or the United Graduate School of
Agricultural Science. Selection will be performed based on the
requirements of the graduate school he or she belongs to. An oral
examination (including presentation) for the rearing program will also be
performed.
