Editorial Greve, November 25th 2007 Dear friends, members and readers, Here is the last issue of Short Wave News for this year. So I wish all of you

ANDANDANDAND A HAPPY NEW YEAR A HAPPY NEW YEAR A HAPPY NEW YEAR A HAPPY NEW YEAR with lots of success with your radio listening during the New Year, as well as family wise. As a Christmas present to you from us, you will again have a 32 page big SWN in your hands. We decided to make a big is-sue also this time, because we had quite many news, but mainly because the new B07 schedule, which is valid from Oc-tober 28th. There are so many changes of the International ra-dio stations schedules that we wanted to share those with you. If we just had the planned 24 pages SWN this time, many new schedules would be delayed until next time. The 40th EDXC Conference has just been held. As you proba-bly know, Anker and I attended from Denmark. It was a very successful conference with many interesting items. It was just a frustration that so few DXers and radio listeners attended the meeting. You really were missing something! A detailed report written by Anker can be read on page 24-25. The EDXC Con-ference next year; will be held in the Finnish town of Vaasa from September 5 to 7th. It is our hope, that we will meet more radio listeners and DXers that year. This time we have almost 7 pages with Shortwave Tips, and I am very pleased that we can publish 5-7 pages with SW log-gings every time. However, I must say, that I have discovered for the past months that more and more contributors don’t in-form us about the language heard and the SINPO code. It is very important for other members, that read the SW loggings, to know which language was broadcasted and the signal strength, interferences etc. So I urge all of you to

inform us with the language and the SINPO code in order to get the loggings as much information as possible. By the way, you can always have a look at Klaus-Dieters home page at: http://www.dswci-sw-logs.dxer.info/yourlogs.htm It is updated each time he has received loggings for the SW Loggings pages in SWN, thus you can see the latest heard ra-dio stations. From Maarten van Delft, we have got this sad news. “Our former long-term DSWCI-member Henk van der Laan died recently at the age of 86. We became DX-friends in 1961 and both joined the Benelux DX-Club which he helped to found. I think he then was already a member of the DSWCI. He translated “Haefte for Begyndere” into Dutch. This became an important guide to many beginning DX-ers. His daughter told me, that she remembers his presence at several DSWCI Annual General Meetings. May he rest in peace”. Anker Petersen adds that he was member no. 249 of our club, and he attended several DSWCI AGM’s in the 80-es. He was a very pleasant person to meet. He wanted to leave our club some years ago. March 7 -8 2008: The 21st Annual Winter SWL Festival spon-sored by NASWA will be held at the Best Western Inn at Towamencin. U.S.A. June 13 – 15 2008: The DSWCI Annual General Meeting and DX Camp will again be held at Vejers Beach, in the Western part of Jutland, Denmark. More information will follow later on. September 5-7 2008: The Finnish DX Association, The Suomen DX -- Liitto will be celebrating the 50th Anniversary 2008. In connection with this they wish to arrange the EDXC CONFERENCE 2008. VENUE OF THE CONFERENCE: The Finnish City of Vaasa, on the West Coast of Finland. Additional / optional travel after the Conference will be also of-fered either to the Baltic States or to the Northern Part of Finland. More information will follow.

Jamming is deliberate interference aimed at preventing the target broadcast from being heard. The standard technique is to transmit an irritating noise or continuous music on the same channel as the target. In the latest media development to hit the Horn of Africa, the scene of numerous “radio wars” over the past quarter-century, shortwave broadcasts from Washington-based Voice of America (VOA) and Germany’s Deutsche Welle (DW) are now being jammed. In both cases, the target of the jamming is radio programmes in Amharic, the lingua franca and main official language of Ethiopia. VOA is also suffering jamming of another of its regional language services. The deliberate interference appears to have started in the first half of this month, possibly on or around 12 November. VOA and Cologne-based DW are funded by the US and Ger-man governments to broadcast radio and TV programmes to for-eign audiences. The moves against the VOA and DW follow inten-sification by Ethiopia of its jamming of broadcasts from neighbour-ing Eritrea. The jamming of Eritrean state radio, the latest episode of which began in summer 2007, was stepped up in late Septem-ber and early October, BBCM observed at the time. Details of the jammed broadcasts The VOA’s daily one-hour (1800-1900 ) service in Amharic is now being jammed. According to the opposition website Ethiopian Review - http://www.ethiopianreview.com - the jamming of VOA began on 12 November. BBCM observations have confirmed the presence of jamming signals on at least three of the five frequen-cies used by the VOA. The direction whence the jamming origi-nates (established by the use of directional aerials) is consistent with the signals being transmitted from within Ethiopia. VOA currently uses 9320, 9860, 11675, 11905 and 13870 for its Amharic service. The service is not streamed on the Internet, but audio of recent broadcasts is available at http://www.voanews.com/horn On 19 November, VOA’s service in another major Ethiopian language, Oromo, was also observed to be jammed. VOA’s Oromo service broadcasts at 1730-1800 gmt, immediately before the Amharic transmission and on the same frequencies. DW’s daily one-hour (1400-1500 gmt) service in Amharic is also being jammed. Noise interference has been observed on two of DW’s shortwave frequencies (11645 and 15640 kHz). DW recently added a third frequency (15660 kHz). At the start of its Amharic programme on 19 November it announced that this had been done in response to the jamming. The lead item in the news bulletin that followed was that the Ethiopian government had conducted air raids on villages in the Ogaden region in the southeast of the country. DW maintains a multimedia website for its Amharic service at http://www2.dw-world.de/amharic Opposition broadcasts Ethiopia has also jammed various private opposition radio broad-casts. Armenia Rumen, thank you for your item about Armenian FS broadcast now on 1395 kHz. I also checked these today. I lis-tened from 1400 UT onwards: At 1400: 1395 \\ 4810 kHz carried HS and 864 kHz was silent. 1500: 864 kHz signed on at 1452 UT with probably in Kurdish and 1500-1600 UT IBB relay. Both 1395 and 4810 kHz carried FS (recording attached) 1500- 1530 UT and after that HS. 1600: I was away and left the re-cording run for 4810 kHz. It did NOT have FS today. At 1640 UT I returned and noticed 1395 kHz carry FS, but 4810 kHz had HS (recording attached, comparing 4810 kHz on the 2nd VFO). 864 kHz carried TWR. 1700-1900: 864 carried TWR until s/off 1810. 1395 carried HS until s/off. 1900: 4810 kHz had Arabic between 1800-1830 UT, otherwise HS until s/off 1900 UT. I wonder if there is any FS any more in the afternoon. Easier to check next week, when all transmissions are one hour later. Radio Broadcasting in Independent Borneo – Brunei

The history of the independent enclave on the north western edge of the island of Borneo, Brunei, goes way back more than two and a half centuries to the time in the 700s BC when migrant tribes from Vietnam left their ancestral homes and wandered across ocean and island until they came to the island that we know now as Borneo. More than a thousand years later, the land surrounding the Brunei estuary became a trading post with Chinese participation. After that, the area around Brunei was ruled from afar by the Hindu Kingdom located on the Indonesian island of Sumatra. Then, in the 1300s, the Sultan of Brunei ruled the neighbouring areas, including all of the island of Borneo and up into the southern islands of the Philippines. The modern era for Brunei began in 1839 when Englishman James Brooke arrived in neighbouring Sarawak and afterwards became their ruling Rajah. In 1888 Brunei became a British protectorate, and beginning in 1906, Brunei was governed with a local British Resident. On January 2, 1942, the Japanese landed in Brunei which they occupied for more than three years. In 1945 Australian forces made a return invasion; and fourteen years later, Brunei was granted limited autonomy as a self ruling state. At the time when the Union of Malaysia was formed, Brunei opted for independence, and this was implemented on January 1, 1984.

The independent British country of Brunei is actually compo-sed of two sections, separated by about five intervening miles of the Malaysian territory of Sarawak. The total population is no more than one third of a million; the small capital city with the long name is Banda Seri Begawan with a population of 50,000; and half of their Gross National Product is derived from the export of petroleum and natural gas. In fact, there is no personal income tax in Brunei. Two items of interest: Brunei owns four cattle stations in the Northern Territory of Australia to ensure a regular supply of beef products and the total area of these cattle farms is actually larger than the country of Brunei itself. And, the name of the island of Borneo is derived from the name of this state, Brunei. The first wireless station in Brunei was a spark gap Morse Code facility that was erected in Brunei Town, as it was known then, in the year 1920. This station was established for the purpose of communication with a similar station located on the island of Labuan that is now understood to be a part of Malaysian Sabah. Two more Morse Code wireless stations were established in 1922 and these were located at Brooke-town-Muara on the tip of the small northern peninsula, and at Temburong in East Brunei. The fourth wireless station was established at Belait in the southern coastal area in 1925. Just two of these stations survived and they were identified as VSJ in West Brunei and VSL in East Brunei. As far as radio broadcasting is concerned, the earliest beginnings go back to the year 1947 when the Marconi Company in England installed a new wireless communication station in Brunei Town. Ten years later, the Marconi Company founded a small experimental radio broadcasting station in a small one storied building, with a single on air studio and a single mediumwave transmitter. This new and rather experimental station made its inaugural broadcast fifteen months later, in August 1958. The 1959 edition of the World Radio TV Handbook listed Brunei for the first time and it showed two mediumwave stations on the air; 2 kW in Brunei Town on the north coast and 20 kW in Tutong in the central coast. Interestingly, both stations operated on the same channel, 1240 kHz. However, in the following year, 1960, three mediumwave stations were on the air; Brunei Town with the original three year old 1.5 kW transmitter now on 970 kHz, the 20 kW transmitter at Tutong on the same 1240 kHz, and an additional station at 1.5 kW on 1110 kHz at Belait on the south coast. Over the next half century, several new mediumwave stations were constructed, transmitters changed locations and frequen-cies, and new higher powered units for local coverage were employed. In fact, at the height of its activity, Brunei was on the air from seven different mediumwave transmitters at five different locations. Two of these high powered units were installed in 1977 for national and regional international coverage. The 100 kW station (later 200 kW) on 675 kHz was installed at Serasa, and the 200 kW unit on 594 kHz was installed at Tutong. Both of these high powered units could be heard quite clearly in the neighbouring Malaysian and Indone-sian states on the island of Borneo and beyond. It is under-stood that both of these 200 kW units were shut down a year or two ago, though they could be re-activated if necessary. For total local radio coverage throughout Brunei, several FM networks are now on the air. Their modernized studio building, located across from the Post Office in Banda Seri Begawan, was erected in the 1960s. It contains a suite of 18 studios for the production of the various language and program streams. To be continued on page 31.

The EDXC Conference in Paradiso by Anker Petersen.

The 40th annual Conference of the European DX Council (EDXC) was held on Nov 01-04, 2007 at Hotel Dischma, Lugano in the Italian speaking part of Switzerland, very close to Italy. This cheap, but very good hotel has its name from a roman-latin word which is deviated from "decimus" which was 1/10 of the income, the oldest form of paying taxes. In year 1365 this name was found in the registers as Dismao and in 1562 as Dyschma. The hotel is actually located in Paradiso, a southern suburb of Lugano which counts 54,000 inhabitants. It has a wonderful panorama along the Lugano Lake with Monte Brè and Monte San Salvatore as the nearby 600 meter higher landmarks.

I travelled from Denmark together with Kaj Bredahl Jørgensen and his wife Else, first flying with Swiss International to Zürich and then taking the CISALPINO train to Lugano with its many breathtaking views of the snowcapped mountainous landscape which still had the very beautiful autumn colours in the valleys. Very symbolic for my media presentation the following day, we were welcomed in Zürich Airport by an Andean Indian who played the old Inca tune "El Condor pasa" on harp. 29 people from 9 countries attended this Conference: Finland (8 participants), Italy (4), USA (4), Denmark (3), Switzerland (3), Germany (2), Japan (2), Sweden (2) and one from the UK. Lugano was carefully selected as venue in order to make it attractive to many DX-ers from Southern and Central Europe, so their limited participation was a big disappointment. The following present and former members of the DSWCI were present at the Conference: Toshi Ohtake and Nobuya Kato (Japan), Alessandro Groppazzi, Gianluigi Naj, Dario Monferini and Roberto Pavanello (Italy), Robert Kipp (Germany), Torre Ekblom and Arto Mujunen (Finland), Bengt Ericson and Tibor Szilagyi (Sweden), Kaj Bredahl and wife Else Malmstrøm Jørgensen, and Anker Petersen (Denmark). The Conference was excellently organized by the EDXC Management since January this year, Mr. Tibor Szilagyi and Mr. Torre Ekblom. The Conference was officially opened Friday Nov 02 at 1030 by a warm welcome by Deputy Mayor of Lugano, Dr. Venturi who by the way also is a shortwavelistener. The Secretary General, Mr. Tibor Szilagyi then welcomed everybody to the 40th EDXC Conference and forwarded greetings and regrets from DX-ers and broadcasters who were unable to attend. Later on, former Secretary General Mr. Michael Murray, expressed some commemorative words about

Mr. David Bowman from the BBCMS who passed away short time ago at an age above 90. He has actively attended many EDXC Conferences in the past. The lectures began at 1100 hours when the Director of Radio Miami International, President of the National Association of Shortwave Broadcasters in USA (NASB) and Vice Chairman in the U.S. DRM Group, Mr. Jeff White gave a presentation about 1. The state of Shortwave in the Americas. 2. Status on Digital Radio Mondiale (DRM). 3. Status on NASB and DX-Meetings. Even though the IBB (e.g. VOA) is cutting down its number of languages, most private U.S. broadcasters continue to use SW. To strengthen economy, however, some have begun to sell airtime to overseas broadcasters. The FCC has allowed the use of Powerline Communications (PLC), but so far only a few companies have begun to use it in the U.S.A. The development of DRM has reached 768 broadcasting hours per day as of Sep 27 this year. Some broadcasters like HCJB, CBC, TWR and CVC have adopted DRM for tests, others may do so soon while others may wait some years until the DRM receivers are more common and widespread. The 2007 NASB annual meeting was hosted by HCJB in Elkhart, IN and the talks can be heard and seen at the website: www.shortwave.org . The 2008 meeting will be hosted by TWR in Cary, North Carolina. The NASB is also participating in meetings with the FCC, HFCC and various DX-organisations. Anker Petersen then talked about "DX-ing in the High Andes" as defined as above 2,500 metres, and showed pictures and sounds from his visits to Ecuador, Peru, Bolivia and Chile. The cultures of the Quechoa and Aymara Indians were described and two different extracts of "El Condor pasa" played. The number of domestic SW stations in the Andes is clearly declining, but instead the number of FM stations is strongly increasing. TV, cellular phones, internet and streaming audio is also coming up for the more rich part of the population. The scoop of this EDXC Conference came when Mr. Bob Zanotti - one of "The two Bobs" and involved in the former "Swiss Merry-Go-Round" at Swiss Radio International (SRI) gave a very personal, nostalgic insight in the closure of SRI after the fall of the Berlin Wall. Today he and Bob Thomann are living in Emmenthal and enjoy life as radio amateurs. Bob also revealed that he was actively involved in the establishment of the first site of IRRS 30 km west of Milan, Italy in 1993-2003. After that it was automated and the two 10 kW Siemens SW transmitters were sold and airtime abroad was leased. The present site could not be disclosed. Then followed a long discussion about the following EDXC matters, lead by Mr. Torre Ekblom. The present management has been very active in trying to revive the DX-related activities of the EDXC. So far it has succeeded in getting published on the web an updated version of the EDXC Landlist this summer edited by Mr. Olle Alm at http://www.dswci.org/ , click EDXC Radio Countries. Since the EDXC has no funds besides its daily administration and only a small one for EDXC Conferences, it is regarded sufficient just to run a website and no printed newsletters, as done previously, which were quite expensive. Thus it is impossible, as suggested, that the EDXC is going to publish: 1. a 50-60 pages European DX-bulletin, 2. a long weekly DX-programme on an international radio station, 3. a translation service of articles between some of the many languages in Europe, or 4. a summary of main articles from the European DX-Clubs. Such services are up to the individual clubs, if needed. The EDXC is working hard on establishing a new website for the EDXC and there is good hope for a Finnish solution soon. Risto Vahakainu pointed out that the number of DX-ers in Finland, and probably most of Europe was peaking around 1982, but many are still active. Anker Petersen gave a historical review on the initial EDXC nearly scientific study on what the radio stations required of reception reports. It resulted in a published EDXC Reception Report Guide and many useful Reception Report forms in various languages. This EDXC Guide needs updating on a few points particularly on the digital way of reporting and Anker needs a few experienced DX-ers to assist in this job. However, most of the job is already done in the newly published CD: "World QSL Book" (528 pages) at [email protected] by Gayle Van Horn. As broadcaster, Mr. Jeff White stated that WRMI still is very interested in reception reports in order to be able to evaluate the reception quality. The Secretary General highly appreciated that radio listeners from seven European countries, the U.S.A. and Japan, did participate in this conference in Lugano. But more activity from some southern countries would have been very useful! There were no further items to be discussed, so Torre and Tibor closed the debate by stating that all comments on these issues are still welcome. The former EDXC Secretary General, Mr. Risto Vähäkainu then invited all DX-ers to the next EDXC Conference to be held in connection with the 50th Anniversary of the Finnish DX Association, near the west coast city of Vaasa on 05-07 September 2008. The conference package will be announced later and there will as usual be an extensive conference programme. Robert Kipp closed the lectures by a more technical insight in the SW transmitters used on Ascension and St. Helena islands and announcing the new Jubilee programme on Dec 15, 2007. On Friday evening most present members of the DSWCI had an excellent Club Dinner at Ristorante Paradiso. We all really enjoyed meeting again so many of our members!

The next morning a local guide, Marguerita, showed us around in the lovely city of Lugano by bus and by foot in wonderful sunshine and 16 degrees. After that, we had a very interesting tour around in Radio Televizione Svizzera di Lingua Italiana by Mr. Stefano Franchini. This station is broadcasting on FM, DAB and satellite with very modern equipment in all four Swiss languages. Tapes and CD's are no longer used, but all is digitalized. In the future all FM transmitters will be replaced by DAB, because in the mountains fewer transmitters are needed. The next day a new programme in English "Swiss World Radio" would start on DAB and satellite, and in Geneva also on FM. The Conference closed Saturday evening with an excellent Banquet with these local dishes: Cannelloni au Gratin, Osso Buco in Cremolata, Bread Tart "Cicci", wines and coffee. I gave a short speech about the start of the EDXC which was founded in my home in Skovlunde in June 1967 with Torre and Kaj also active at that time.

Good news for Tropical Bands DX-ers The World Radio communications Conference 2007 (WRC-07) concluded its work on Nov 16. Held in Geneva, and attended by some 2600 delegates from communications' administrations worldwide, WRC-07 rejected proposals for additional spectrum allocation for the SW broadcasting service in the 4-10 MHz bands. The need for additional spectrum was intended to support HF broadcasting in North America. This is in stark contrast to the continuing decline in HF services from other regions - during 2007, several international broadcasters closed down or seri-ously reduced their services, recognizing that SW broadcasting is becoming a redundant obsolescent platform for delivering entertainment, information, culture or news. Many international broadcasters have moved into internet and satel-lite delivery modes, a trend which will intensify in 2008. Domestic HF broadcasting is also experiencing a continuing decline, with widespread introduction of VHF-FM now seen as a cost-effective, efficient, and quality medium.... (Padula, Nov 16). Even though the number of tropical bands stations is declining, this WRC-07 decision means that these popular DX-bands will not be crowded by international broadcasters. (Anker Petersen)

The new attractive Radio St. Helena QSL which will be

issued on St. Helena Day December 15th 2007 on

11.092.5 kHz from 1730-0100.

Before leaving the local radio scene in Brunei, we should make mention of BFBS, the British Forces Broadcasting Service. They trace their earliest origins back to the year 1964 when a daily one hour program in English and the Gurkhali language was introduced into the program format of Radio Brunei MW. This service was on the air from Radio Brunei for a period of nearly thirty five years, ending in 1997. It was heard through-out the nation on as many as six channels, mediumwave, FM, and short-wave. This program service was presented for the benefit of British troops stationed in Brunei, many of whom were Nepali and spoke the Gurkhali language. A small volunteer radio station was constructed at the British army base at Seria on the south coast and it was on the air unofficially for a short period of time before BFBS took it over in 1978 and administered it from BFBS Hong Kong. This station was officially opened with its own facilities on March 8, 1979. It has always operated on FM, usually with two channels, one in Eng-lish and the other in Gurkhali. On the shortwave scene, Radio Brunei was once a highly sought after prize. In 1964, a 10 kW transmitter was inaugurated at the mediumwave facility located at Berakas on the edge of their capital city. This unit car-ried a relay from the various mediumwave services and always on the fixed frequency, 4865 kHz, in the tropical 60 metre band. Five years later, another 10 kW short-wave transmitter was co-sited with the mediumwave transmitter at Tutong on the central coast. This second unit also carried a relay from the mediumwave program-ming that was produced in the main studios in the capital city and always on the fixed frequency 7215 kHz in the 41 metre international band. According to tabulated information extracted from the World Radio TV Handbook, the second shortwave trans-mitter was transferred from Tutong on the central coast and re-installed at Berakas near the capital city in 1977. However, both SW transmitters left the air, according to WRTH entries, in the year 1979. Some twenty years later, Radio Brunei made the statement that they did plan to return to the shortwave scene sometime, but, alas, that event has never been fulfilled. We might also add, that the BFBS twin language pro-gram service that was carried nationwide on MW by Ra-dio Brunei was also heard on shortwave. According to the available schedules, the BFBS relay on shortwave began in 1965 on 4865 kHz, and in 1969 this service was then heard on 7215 kHz. This regular BFBS relay was on shortwave came to an end when the shortwave transmitters left the air in 1979. As far as QSLs are concerned, the exotic card from Ra-dio Brunei has always been a highly prized collector’s item. For the first five years, Radio Brunei verified by letter. Beginning in 1964, they issued a card that showed a map of Borneo and a Mosque, printed in yel-low and green. However, in the late 1970s, they issued a new card that showed a photo of the capital city taken from the air with a map of Brunei superimposed. The supply of those cards has also been exhausted. In the year 2001, I made an itinerary on behalf of Adventist World Radio to Kota Kinabalu in the neighboring Malay-sian state of Sabah and while there I logged the two me-diumwave outlets of Radio Brunei on 594 & 675 kHz. The QSL that I received from Radio Brunei, verifying these two reports was an AWR card that I had enclosed with the reports that was filled in by Radio Brunei with the reception report details.
