Ndlala also points out in his statement that the GTM works according to the law as far as the suspension of the municipal manager is concerned; and before the appointment of a new municipal manager could be considered.It is not clear if this war of words will extend to a next round of allegations and counter al-legations.The GTM’s comment, as per Ndlala, can be

Wat natuurlik die gevolg gehad het dat sy outbox ook sommer gou toegeklink is. Ja, Vlieg was inderdaad naand gat-vol vir hierdie spulletjie!

Vlieg was ook van-melewe vir ‘n paar jaar op ‘n (an-der) Perver-siteitskampus waar Afrikaans, ‘n studentelewe en ‘n kampuskul-tuur belangrike el-emente uitgemaak het van die betrokke Perversiteit, soos dit vandag nog is, ten spyte van, of is dit te danke aan, meertaligheid en meerrassigheid. Deur die genade was akademiese uitnemendheid, innoverende navorsing en moderne relevan-

sie ook deel van Vlieg se Perversiteit, en het dit dus nie met oorverdowende briekgelu-ide agtergebly nie. Vlieg kan nie anders as om skepties te wees oor die alumni van ‘n Perversiteit, veronderstelde intellektuele mense, as hulle hulself daarvoor beywer om in ‘n droomwêreld voort te bestaan nie.

Vlieg wou vandeesweek voorstel dat, aangesien daar

sterk teen-kanting is

teen die in-voer van Engels op voormelde kampus, hulle dit oorweeg

om Mandaryns as voertaal in te stel. Vlieg se idee

is egter ge-hij ack deur die Departement

van Basiese Onderwys wat aangekondig het dat hulle Mandaryns vanaf 2016 gaan instel in skole van graad 4 tot 12 as ‘n addisionele taal omdat China Suid-Afrika se grootste handelsvennoot is.

Vlieg is seker dat dit met die ter perse gaan

van hierdie publikasie al sou uitgekom het dat dit die daaglikse nuus-papiertjie se idee van ‘n April-gekkegrap was, maar Vlieg dink nie dit is so vergesog nie.

Dit sal eendag gegra-dueerdes van voormelde Perversiteit baie help in hulle werksomgewing as hulle ten minste basiese begrippe in Mandaryns onder die knie het. Vlieg dink aan begrippe soos:

I read the story published on the front page of a community newspaperd dat-ed 27 March 2015 with disbelief, fi rstly because as a subject of their story they did not aff ord us an opportunity to give our side of the story, which goes against the South African press code. There was no at-

tempt to contact either the spokes-person, the Munic-ipal Manager or the Mayor to verify whether the con-tents of Councillor Pohl’s lett er are factual. This I believe would have aff orded us an opportu-nity to put the matt er in context and correct the inaccuracies contained in the report. So says GTM spokesper-son Neville Ndlala. He continues:The report has the potential to fur-

ther damage the reputation of the Greater Tzaneen Municipality and its leadership both politically and administratively, in fact to a certain extent damage has been done to GTM’s image and that of its senior officials and councillors.Councillor Pohl, who is in fact a

member of the executive committ ee which is the second highest decision making committ ee in the municipal-ity has privilege to documents that should be able to guide her in her numerous lett ers to various media

houses, but she instead elects to make inaccurate statements which have no factual basis whatsoever.Any person that clearly compre-

hends how local government operates will know that funds for the imple-mentation of projects outlined in the

Integrated Devel-opment Plan (IDP) come from various sources such as own fund, loans, the Municipal In-frastructure Grant (MIG), the Neigh-

bourhood Development Partnership Grant (NDPG), the Integrated Electri-fi cation Programme (INEP) and De-partment of Energy so it can’t be true that we only have R40 million left for the implementation of the IDP.In the 2015/16 fi nancial year GTM will

have a total budget of R1.045 Billion. Here is how the money will be sourced. We have appointed a pool of att orneys and we have approved the legal fee rate as an intervention which we believe will reduce the legal bill.When it comes to overtime, controls

have been put in place such as review-ing the overtime policy and directors have been instructed to reduce the overtime bill. Overtime is only pre-ap-proved by the directors and payment cannot be eff ected without preapprov-al from the directors. It must also be put on record that

staff cost of the GTM is way be-low the 35% of the overall budget as prescribed by Na-tional Treasury. GTM has always

taken punitive measures against those found to have transgressed either our policies or laws. There are several examples which

have been widely published, the lat-est being the dismissal of the Munic-ipal Manager.

With regard to criminal prosecution of the guilty parties, the DA also has a right to open a criminal case if they have enough evidence of criminality. With regard to the appointment of Acting Municipal Managers, Coun-cillor Pohl knows the exact reasons. We cannot as a municipality appoint a permanent municipal manager un-til the case between GTM and Masi-ye Mankabidi reaches its conclusion, that’s what the law says. The case is at the Commission for

Conciliation, Mediation and Arbitra-tion (CCMA). South African law al-lows for any aggrieved party in a dis-pute to seek any form of remedy in our courts and to exhaust any available av-enue as long as they deem necessary. It is up to the courts to make a ruling

Drug syndicate bustedTwo men were arrested late last week for the possession of cocaine, nyaope and dagga in

Lenyenye.The two,

a Nigerian National aged 27 and his South African accomplice aged thirty, were

arrested following a tip-off from community members. During the arrest, a suspected stolen vehicle — a VW Polo — cell phones and IT equipment suspected to have been used during the syndicate were recovered.

Police are yet to determine the estimated street value of the drugs but have confirmed that the other items confiscated,

including the VW Polo, are estimated at around R400 000. The suspects will soon appear in the Naphuno Magistrates’ Court on charges of possession of drugs and suspected stolen vehicle and properties. Police investigations are still continuing.

Tzaneen jails 105Police in Tzaneen arrested 105 people for various criminal activities over the past week: forty people were arrested for prostitution, thirteen for illegal gambling, twelve for contravening the Road Traffi c Act, seven for shoplift ing, six for public drinking, six for assault GBH, fi ve for illegal trading, three for contravening the Liquor Act, three for possessing counterfeit goods, three for possessing dagga, two for possessing suspected stolen property and the rest for intimidation, crimen injuria, fraud and malicious damage to property.

Missing dagga investigatedThe Police in Maake are still investigating the disappearance of ten bags of dagga allegedly stolen from their holding cells almost a month ago.

According to Lt Col Moatshe Ngoepe and Lt Col Ronel Ott o, the Tzaneen Police cluster’s spokesperson and the provincial Police’s spokesperson respectively, an internal investigation and processes are still underway.

The dagga in question, estimated to a street value of R35 739, was seized from Samuel Nyakale (54) and Phiwa Gama (21), who were arrested along the R36 (Tzaneen to Lydenburg) road a few days before the theft for being in possession thereof.

Nyakale and Gama were arrested and detained at Maake Police holding cells. They have since appeared in the Naphuno Magistrates’ Court and their case was remanded.

No arrests have been made in connection with the theft thus far.

Bolobedu arrests 81Police in Bolobedu arrested 81 suspects for various criminal cases during the past week: 48 suspects were arrested for public drinking, five for rape, four for assault GBH, four for assault, four for position of dagga, three for robbery, two for murder, two for house breaking and theft, two for theft, two for drunken driving and the rest for attempted rape, shoplifting, violating

a protection order and failing to comply with a maintenance order.

Bedagsame dieweDie eienaar van die Limpopo Mirrror (die grootste gemeenskapskoerant in die provinsie), asook die Zoutpansberger (een van die oudste streekkoerante in Limpopo) is Maandag na die naweek waartydens hy sy verjaarsdag gevier het, met ‘n lied in sy hart en vol moed vir die nuwe lewensjaar, op ‘n slegte geskenk by sy kantoor afgekom.

Hy het Maandag die nuus van die onwelkome geskenk soos volg met die Bulletin se eienaar gedeel:

“Vanoggend was ‘n goeie inleiding vir die jaar. Waarskynlik gisteraand (op my verjaardag) het ‘n groepie bo-oor die muur by die kantoorwerf geklim en heel gemaklik die Toyota Quantum-afl eweringsbussie se ratkas, dryfas en ewenaar verwyder. Die bussie is opgelig, die onderdele verwyder en toe weer redelik netjies op sy wiele teruggesit. Tot die wieldoppe is baie bedagsaam langs die kant gebêre, tesame met die ekstra boute en moere.

“Van wat ons kan agterkom is niks geen ander enjinonderdele of selfs die bande gesteel nie, waarskynlik net dit wat op hul “shopping list” was. Die heining wat geknip is, is ook baie netjies weer “gelas”.

“Ons is soms gelukkig om in ‘n land te leef met sulke bedagsame diewe. Ek is bietjie teleurgesteld dat hulle van die ratkasolie uitgemors het, maar dan weer is dit sekerlik nie te maklik om sonder hysbaktoerusting en baie gereedskap ‘n ratkas en ewenaar in die donker te verwyder nie. As ek die Toyota-agent gevra het, sou dit ten minste twee dae geneem het teen astronomiese koste.”

Nou ja, so gelukkig kan mens saam met die ongeluk wees. Of ongelukkig saam met die geluk. Of sommer net gelukkig-ongelukkig!

Drugs recovered by Maake Police during the drug bust operation.

A Ritavi magistrate heard arguments in the bail application of a businessman accused ofkilling his girlfriend’s 63-year-old mother and the girlfriend’s sister (40).

The investigating offi cer, Const Rhu-lani Mathebula, argued that giving Frederick Molewa bail would put Molewa’s life in danger.“The the community where he lives is going to kill him; believe me,” said Mathebula. He told the court about meetings in two villages. “There were some sort of discussing over his future,” he said.

“Some documents circulated stating

that the community is opposing his bail application, signed by the village lead-ers. They don’t want him back there,” said the offi cer. He also told the court that the girlfriend is still out there and very scared.  The court also heard the man was still on bail for rape committed in Johannesburg last year. “In this case, the victim had to fl ee from Johannesburg to the Eastern Capeafter he had been released, because she was scared of him.”

Molewa was arrested in Germiston after be-

ing on the run for three days, following the fatal shooting of Mary Mangena and her daughter, Hermina, in Sasekani village. Molewa, from Rwanda village in N’wa-Mitwa, also owns businesses in Johannesburg. He allegedly ar-rived with two Zulu speaking friends from Johannesburg, entered the Mangena’s home in Sasekani and opened fi re on the two women.

 Some relatives said the man accused his girl-friend of cheating on him. The day Molewa killed the two women, the girlfriend wasn’t at home.

Villagers say no for bail for alleged ‘killer

The Mopani District Municipality (MDM) has fi nalised the appointment and induction of its audit committ ee (AC) members. The announcement was made on Tuesday and should be welcomed by all tax payers.

The MDM’s municipal manager, Mr Tim Maake, was recently suspended and serious allegations of mismanagement in the MDM are being made.

The MDM has appointed experts from various fi elds as part of the committ ee, in line with the council’s determination to turn around the situation at the institution that has experienced fi nancial management chal-lenges in the past (putt ing it mildly — Ed).

An AC is an independent committ ee consti-tuted to review the control, governance and risk management within the institution, es-tablished in terms of the Municipal Finance Management Act (MFMA). The AC is re-sponsible for oversight of the institution’s control, governance and risk management.

Furthermore, the committ ee should provide the accounting offi cer/authority with inde-pendent counsel, ad-vice and direction in respect of risk man-agement.

The stakeholders rely on the AC for an independent and objective view of the institution’s risk man-agement eff ectiveness.

ExperiencedAccording to the

announcement it is against this back-ground that the MDM has appoint-ed individuals with experience in gov-ernance, fi nancial management, legal, performance man-agement and infor-mation technology.

The statement says the committ ee will be chaired by the for-mer director general of Limpopo, Dr Nel-ly Manzini. Besides being academically accomplished, she possesses a wealth of experience in gov-ernance. Dr Manzini, a Doctor of Litera-ture and Philosophy, is the former head of department of health and social develop-ment and is currently the regional general manager for the In-dependent Develop-ment Trust.

Ek doen te alle tye ‘n behoefte-bepaling met die kliënt, en daarvolgens kom ek dan met voors-telle om sy korttermynrisiko’s te verseker, met die bogenoemde aspekte in berekening gebring.Wat se tipe kliënt sien jy meestel en wat wil hulle bereik?Ek werk hoofsaaklik met boere en sakelui, soos reeds genoem, maar sien ook om na hul persoonlike korttermynbehoeftes. Alle kliënte wil en moet die risko’s wat hy/sy self nie kan hanteer/absorber nie, verseker en ek probeer so ver moontlik die oploss-ing aan die kliënt te bied.

Sal jy die enigste persoon wees wat met die kliënt werk?Nee, ek het twee ten volle opgeleide en gekwal-ifi seerde dames wat al my kantooradministrasie hanteer, maar die kliënt kan my altyd direk kontak. Wat sal ‘n kliënt betaal vir jou dienste en wat sal dit tipies kos?Die behoeftebepaling en voorbereiding van kwotasies/oplossing is gratis en slegs as die kliënt dit aanvaar, word ek vergoed. Ek word

maandeliks ‘n vasgestelde persentasie van die premie betaal, soos gereguleer deur die FAIS-wet. Dus sluit die premie wat die kliënt sien, alle kostes (kommissie en administrasie) in. Die ver-skillende bedrae word wel aan elke kliënt geopenbaar.Hoe bly jy op datum met aspekte wat jou kliënt kan raak?Ek woon gereeld opleidingsessies van die versekeraars by, waar produkopleiding gedoen word. Ek is ook die takvoorsitter van die FIA (Financial Intermediaries Association of South Africa) waar ons deurgaans werksessies het oor sake wat kliënt en die bedryf raak. Ek sorg ook dat ek in voeling bly met my kliënte en hul bedrywe, deur persoonlike interaksie.Hoe word jy gereguleer?Alle Adviseurs wat fi nasiële produkte verkoop, moet gere-gistreer wees by die FSB (Financial Services Board), wat die FAIS-wet toepas. Alle interaksies wat ons met kliënte het, word gereguleer en voorgeskryf deur wetgewing. Ons fi nansiële bedryf is een van die bes gereguleerde bedrywe in die wêreld.Hoe gereeld hersien jy ‘n kliënt se situasie?Dit word jaarlikse gedoen, maar waar ‘n kliënt of sy situasie dit vereis, word dit meer gereeld gedoen.Kan ‘n kliënt dit op skrif kry?Ja, deel van my Aanstelling- en Openbaarmakingdokument wat bespreek word met kliënte en onderteken word, sit ook uiteen die dienste wat ek bied, en die kliënt kry ook ‘n afskrif.

Vertel ‘n bietjie meerVroeër dié week het die burgemeester van die Groter Tzaneen Munisipaliteit die jaarlikse voorlopige begrotingsrede gelewer. Dit moet nog deur gemeen-skappe (wat belangstelling toon en nie maar net kla nie) oorweeg en bespreek word en daar kan nog veranderings kom.

In den brede lyk dit nie te sleg nie, maar papier is geduldig. Die mooi plannepa-pier moet in die praktyk nougeset toege-pas word. Ongelukkig het die geskieden-is al gewys dat die goeie voornemens nie so maklik die eindstreep haal nie.

Om uit die Engels te gaan leen: The road-to hell is paved with good intentions.

Benewens die GTM se voornemens om strenger te waak teen oortydbetaling, die getal werknemers, salaris- en loonverho-gings en die algemene dissipline by werk-ers en bestuur, behoort daar ook meer deursigtigheid te wees oor sake soos bv:

• Wat gaan aan by GTfm, en wat kos die uitsaaipoging die belastingbetalers? Hoe-kom word die boeke hieroor dig gehou?

• Die geldkraantjie na GTeda (die ekon-omiese ontwikkelingsagentskap) word so eff e toegedraai (dis tydig), maar hoe lyk GTeda se suksesse sover en hoekom is die salarisrekening so hoog? Is dit maar net nog ‘n soustrein?

Die GTM skuld nog verskeie antwoorde op verskeie sake en projekte.

The morning after the night before...

Salm en GeloofDie Japannese het ‘n beson-dere voorliefde vir salm in hul geregte. Aangesien hulle omtrent 127 miljoen mense is, ontstaan daar voortdu-rend ‘n tekort aan dié voed-selsoort.

‘n Entrepreneur in Amerika het die gaping in die mark gesien en begin om vars salm na Japan in groot tenkskepe uit te voer. ‘n Probleem het egter ontstaan, want omtrent 70% van die salm het gevrek teen die tyd dat dit in Japan aangekom het.

Alhoewel dit steeds winsge-wend was, ten spyte van die groot klomp salm wat gevrek het, kon hy nog meer wins ge-maak het. Uiteindelik het hy die raad van wetenskaplikes ingeroep, om hom met die pro-bleem te help.

Hulle het voorgestel dat hy van die salm se natuurlike vy-ande, haaie, saam in die tenk-houer gooi. Met die volgende besending het 93% persent van die salm oorleef. Die ander 7%

is deur die haaie opgevreet. Hulle konklusie was dat die

salm se drang om te bly leef, hulle laat oorleef het. Die druk waaronder hulle verkeer het, het gemaak dat hulle net sterk-er en sterker word.

Ons lees in 1 Petrus 1:6-7 hiervan: “Verheug julle hieroor, selfs al is dit nodig dat julle vir ‘n kort tydjie allerhande beproewings moet deurgaan, sodat die egtheid van jul geloof getoets kan word. Die egtheid van jul geloof moet getoets word, sodat dit lof en heer-likheid en eer waardig mag wees by die wederkoms.”

‘n Mens wie se geloof nooit onder druk kom nie, se geloof kwyn en vervaag later heelte-mal. Dit is soms nodig dat ons deur beproewings moet gaan, nie omdat God ons wil straf nie, maar juis om ons te leer om te oorleef en net sterker in die gel-oof in Jesus Christus te groei.

Die gevolgtrekking is dat daar nie ‘n groot verskil tussen die salm en die mens is nie. Al-bei het beproewings nodig om lewend by hul bestemming aan te kom!

Om dié rede sal hofstukke van die ses skole betrokke by ’n toetssaak oor skole se godsdiensbeleid en -beoefening waarskynlik eers in Mei by die hof ingedien word. ’n Aan-soek om uitstel is gister by die Hooggeregshof ingedien.

“Ons wil dit opnuut beklemtoon dat tyd nie die bepalen-de faktor in die saak kan wees nie. Daarvoor is die omvang en impak net te groot,” sê mnr Paul Colditz, die uitvoer-ende hoof van die Federasie van Beheerliggame van Suid-Afrikaanse Skole (FEDSAS).

Die Organisasie vir Godsdiensonderrig en Demokrasie het verlede jaar gevra dat die Grondwethof dit ongrond-wetlik verklaar dat sekere godsdienspraktyke voorkeur bó ander geniet. Ses skole word in die aansoek genoem. Die beheerliggame van die ses skole is lede van FEDSAS en FEDSAS vorm deel van dié beheerliggame se regspan.

“Die stem van die kinders is deurslaggewend. Nie alleen is hierdie bepaling al herhaaldelik deur die Grondwethof

bevestig nie, maar die Organisasie vir Godsdiensonderrig en Demokrasie se eie grondwet stel die volgende: ‘That children have the right to say what they think should hap-pen and have their opinions taken into account when adults are making decisions that aff ect children. Die organisasie het egter tot dusver nie aangedui dat die stem van die kind werklik in ag geneem word nie.”

Ten einde gehoor te gee aan die stem van die kinders het die betrokke skole die deskundige dienste van ’n psigia-triese forensiese maatskaplike werker, dr Tanya Robinson, bekom om die stem van die kind in die aansoek uit te bring.

“Dr Robinson se ondersoek verg intensiewe navorsing. Dit sluit onder meer in besoeke aan elk van die ses respon-dentskole gedurende die eerste kwartaal van vanjaar, ’n peiling om leerders se siening rondom godsdienstige prak-tyke vas te stel, die verwerking van data en die opstel van ’n omvatt ende verslag. Dit is ’n tydrowende taak en die ver-slag sal dus nie voor die middel van April beskikbaar wees nie,” sê Colditz.

Die navorsingsprojek is ’n inisiatief van FEDSAS, met AfriFo-rum wat FEDSAS en die skole met die regskoste ondersteun.

Colditz sê dat sake soos hierdie op deurtastende en om-vatt ende navorsing berus. “Die neem van ingeligte besluite is immers ’n kernaspek van ’n demokrasie. Ingeligte beslui-te berus op deeglike inligting en FEDSAS sal as deel van die skole se regspan voortgaan om seker te maak alle moont-like feite rakende die aangeleentheid word ingesamel en ondersoek.”(FEDSAS is ’n vrywillige vereniging van skoolbeheerliggame van openbare skole en staan die behoud en bevordering van ge-halte-onderwys in dié skole voor. Pasop tog vir aweryEk wil ons lesers vandag inlig oor ‘n voor-waarde in kortt ermyn-versekering, wat baie kliënte se verhouding met hul makelaar of versekeringmaatskappy ten tye van ‘n ver-lies versuur.

Die woord ”awery” laat die meeste kliënte wat al ‘n eis gehad het, se hare rys en was die oorsaak van menige onderonsies tussen versekerdes en die diensverskaff er.

Awery is ‘n beginsel wat toegepas word as die versekerde items meer waarde ge-had het ten tye van die eis as waarvoor dit verseker was. Die reël is dan dat die verse-kerde geag word sy eie risiko te gedra het vir die verskil in waarde van die versekerde

bedrag en die werklike waarde by die eis-stadium.

Byvoorbeeld: Jou huis word gedeelte-lik gestroop en jou versekerde bedrag was R200 000. Die eis wat ingedien is, is vir items ter waarde van R100 000. By asssessering van jou eis word vasgestel dat die waarde waarvoor jy verseker moes gewees het, eint-lik R400 000 is. Die versekeraar sal dan awe-ry toepas, wat beteken dat slegs 50% van die eis gehonoreer sal word! Katastrofi es!

• Versekerde waardeDie versekerde waarde van ‘n bate kan òf

die vervangingswaarde òf die markwaarde van daardie bate wees, afh angende van

die tipe polis. Die basis van die waardasie moet by aanvang van die polis verstaan en ooreengekom word, om misverstande te voorkom.

Vervangingswaarde is die werklike kostes om ‘n item of struktuur te vervang na die item se waarde voor die verlies. Vervang-ingswaarde is ook die koste vir die koop of vervaardiging van ‘n soortgelyke produk, om die beskadigde/verlore item te vervang.

Markwaarde is die prys wat behaal kan word tydens die verkoop van die eiendom tussen ‘n gewillige koper en ‘n gewillige verkoper wat handel op ‘n armlengte in die oop mark. Die prys is iets waarop sowel

die gewillige koper en gewillige verkoper saamstem, sonder enige druk of beperk-ings.

Dit word verwag dat albei partye redelike kennis oor die produk dra. Die markwaarde is moeilik om te bepaal, maar riglyne soos die gebruik, skaarsheid, toestand en be-geerte vir die produk gee goeie riglyne. Nog ‘n goeie aanduiding vir die item se markwaarde is die verkoopprys vir ‘n soortgelyke item op die oop mark.

In die meeste gevalle word na die Mead & McGrouther-handleiding verwys, om die waarde van ‘n gebruikte voertuig te bepaal en dit word wyd in die mark aanvaar.

The past fi ve years we have managed to weather the storm in our quest to ensure that our people have ac-cess to sustainable basic services albeit the many chal-lenges that besieged us.

Today a majority of our people live with dignity, how-ever there are those who still live in shacks, there are those who still do not have access to clean drinking wa-ter, there are those who still lack proper sanitation. Our people still need proper houses, roads, clinics, electricity, sanitation and employment.

During the recent Presidential Local Government summit Pres Zuma made it clear that local government exists to service the people and that municipalities must take more decisive ac-tion to involve communities and community organizations in the matt ers of local government.

He said that many communities became impatient when they saw services being delivered to their neighbours, yet they were still waiting. Other reasons were demands for municipal in-frastructure, anger against corruption, nepotism and a non-re-sponsive government.

Back to basics programmeIn an att empt to address the above challenges Government intro-

duced the back to basic programme which focuses on the follow-ing: Basic services to create decent living conditions, good governance, public participation, fi nancial management and institutional capacity.

When draft ing this budget we had to take numerous factors into consideration. These include the infl ation forecast which stands at 5,8% for the 2015/16 fi nancial year.

We also had to keep increases in rates, tariff s and other charg-es at levels that refl ect an appropriate balance between the in-terest of poor households, other customers and ensuring the fi nancial sustainability of the GTM.

The total revenue for the new fi nancial year amounts to R1,045 billion, which represents an increase of R111 million over the 2014/2015 fi nancial year. This increase is mainly due to the increase in service charges, and external grants from cen-

tral government.The total revenue budget includes an amount of

R288m which represents the equitable share allocation to the GTM. An amount of R81,5m will be levied by

way of property tax and R485m will be sourced from user charges. National allocations to fund operational activities amount to R4,4m which in-cludes the Finance Management Grant of R1,6m, the Municipal Systems Improvement Grant of R930 000 and the EPWP Grant of R1,8m.

An amount of R965m has been made available on the operational budget for expenditure. This substantial increase is largely due to the signifi -

cant increase in salaries, repairs and maintenance, contracted services, general expenses and Eskom’s tariff for bulk electrici-ty purchases. The expenditure amount also includes R273m for salaries, R135m for repairs and maintenance and R307m for the purchase of bulk electricity and water.

Economic Development Agency establishedAs Council we established an economic development agency

(GTeda) to drive economic growth and development in the GTM. This agency must ensure that our people a majority of who are in informal business are supported and aff orded an opportunity to grow. They must entice private investment into our municipality so that our people can get jobs and business opportunities.

In the 2015/16 we will grant an amount of R5,5m to GTeda, this amount represents a decrease of R1m on the current budget. The total operational expenditure of GTeda amounts to R5,5m of which R3,8m or 70% represents salaries and an amount of R1,7m or 30% represents general expenditure.

The GTM’s staff cost for the new fi nancial year will constitute 30% of the total expenditure. It is critical that management en-sure that expenditure on overtime does not exceed the budgeted amount. Management must also ensure that there is discipline among personnel and that overtime is kept at a minimum. Man-agement must ensure that policies are implemented stringently.

Several infrastructure projectsBulk purchase will amount to 30%, repairs and maintenance

will amount to 17% and general expenses will amount to 10%.It must be noted that all tariff increases are within the guide-

lines set by National Treasury which confi rms that GTM does not prejudice National Economic Policy on Infl ation.

As a municipality we are currently implementing several in-frastructure projects in various wards. These projects are much needed relief to our residents who are now able to travel com-fortably and have access to economic activities which they pre-viously struggled to reach.

They say sports transcend all boundaries and unite us as peo-ple irrespective of our race or creed. It is because of this reasons and many others that we saw fi t that millions of rands must be invested in recreational facilities.

In few months time, residents will be able to cool themselves from the scorching heat in the municipal swimming pool cur-rently being renovated to the tune of R11,1m. This project was also funded through the MIG.

State-of-the-art sports complexThe construction of the R13 million state-of-the-art sports complex

that boasts four soccer pitches and three netball fi elds complete with artifi cial turf is nearing its completion and part of it is already being used by the community. In the same sporting complex we will build a cricket fi eld which we intend to turn into a provincial cricket hub. This complex in Nkowankowa will also boast an indoor sport centre which will also be equipped with a gym.

In Ward 31 in Lenyenye we are giving the Lenyenye Stadium a facelift at a cost of R14,7m.

An amount of R145m has been allocated for capital expend-iture. This includes the MIG allocation of R87m which will be spent on roads and sport and recreational facilities as well as an amount of R10m which represents counter funding on MIG Projects. Capital from own sources amounts to R53m.

We will allocate more or less R80m for the upgrading of roads in rural areas, and almost R14m for upgrading of a community hall in Relela and upgrading of Runnymede sports facility.

More for the mayor’s fundsAn amount of R300 000 will be set aside for the mayor’s spe-

cial account and R800 000 will be set aside for the mayor’s bur-sary account.

In order for this municipality to remain sustainable it is im-perative that revenue collection rates are improved. Residents must start to pay for services rendered and do so in time.

Property rate increases are necessitated by among others the infl ation rate. The property rates will go up by 5,8 %. Electricity will go up by 12.2 %, refuse removal will go up by 6%, water will also go up by 6% and so will sewer.

Saterdag, 21 Maart het Josua Retief en Drikus du Toit deelgeneem aan die Munnik Meerkat Bergfiets resies. Vir 0/10 was Josua algeheel 1ste met 35 minute en Drikus 10de met 38 min-ute. Josua Retief het ook sy provinsiale kleure (en sertifikaat) ontvang vir seuns 8-10 jaar oud,

vir bergfiets ry vir 2014.

Op Saterdag 21 Maart het vyf van Hoërskool Merensky se topatlete aan die ASA kwali-fi seringsbyeenkoms by die Universiteit van Limpopo deelgeneem.

Noko Malatji, seuns o.16 400m hekkies ein-dig 2de, en was ongelukkig om nie te kwali-fi seer nie.

Melissa Steenkamp, dogters o.19 gewigstoot kwalifi seer ook nie met haar tweede plek nie.

Kelsy-Ann Mostert, dogter o.19 spiesgooi beklee die eerste plek met ‘n persoonlike beste afstand van 43,06m en kwalifi seer om na die SA’s te gaan.

Tertius Kruger, spiesgooi seuns o.19 kwali-fi seer met n afstand van 58m.

Langasem Christelle Coetzer behaal ‘n 1ste in 1500m met ‘n tyd van 4:54sek, asook ‘n eerste in die 800m met haar tyd van 2:18sek. Sy kwalifi seer vir die SA’s.

Kelsy-Ann, Tertius en Christelle gaan dus van 9 tot 12 April aan die Suid–Afrikaanse Atletiek Kampioenskappe in Bloemfontein deelneem.

Melissa Steenkamp is ingesluit in die Lim-popo atletiekspan wat vanaf 25 tot 29 Maart aan die SA’s gaan deelneem saam met Chris-telle, Noko, Tertius en Kelsy-Ann te Rusten-burg.

Plasieland is trots op hierdie uitsonderlike atlete, en wens hul sterkte toe.

Stanford Lake College recently host-ed the popular Wik Triathlon and it was once again a huge success.

The Wik was started to commemo-rate Wik van der Walt who was a staff member at Stanford Lake College. Unfortunately he passed away on in June 2012, while he was competing in a mountain bike race.

He was a member of the outdoor centre staff and very passionate about the environment and adventure. This year 320 athletes participated in the event, 80 more than last year!

Was Oubal nou stomverbaas om onlangs te lees dat Greg Martin, voormalige Wallaby en deesdae Aussie-televisiekommintator, sê David Pocock is nie geskik om weer Wallaby-kaptein te wees nie.

Eintlik skeel dit Oubal min wie die Aussies as hul kaptein kies, maar Pocock is een van ons mense. Wel, soort van, want hy is ‘n Zimbabwiër van geboorte en het as sulks darem ‘n opvoeding ontvang, voor hy as twaalfj arige Aus toe is. Die ander helft e van die storie is dat Pocock opgestaan het teen Jacques Potgieter, Heyneke Meyer se voormalige ongeleide missiel (en dus ook een van ons mense), wat deesdae vir die Waratahs speel.

‘Tja, die storie is dat Potgieter in die wedstryd tussen Pocock se Brumbies en die Waratahs telkens die woord “faggot” teenoor ‘n Brumbiespeler gebruik het. Oubal vertrou dat lesers verstaan daai woord beteken “moffi e” in Afrikaans en dat hierdie koerant en sy ander rubriekskrywer, Vlieg, al

En dit is hieroor dat Pocock beswaar by die skeidsregter aangeteken het en Potgieter uiteindelik swaar gestraf is deur die ARU — nogal met ‘n boete van AU$20 000. Dis ‘n aardige bedrag in rande volgens Oubal se berekening, wat dui op die erns van die saak.

So, is Pocock maar net ‘n klikbek, of steek daar meer in die man? Die waarheid is dat hy ‘n man van vaste beginsels is en nie skroom om dit uit te leef nie. Verlede jaar byvoorbeeld was Pocock so half in die moeilikheid toe hy in die openbaar protes aangeteken het teen die opening van ‘n steenkoolmyn in ‘n Nieu-Suid-Walliese staatswoud. ‘Tja, en dit is hierdie man wat Martin nou beweer ongeskik is om kaptein van die

Wallabies te wees. Volgens hom gaan die Potgieter-geval Aussie-rakbie in twee skeur (nie dat dít Oubal pla nie!) en is iemand wat met sy opinies op ‘n seepkis klim, nie kapteinsmateriaal nie.

Oubal verstaan nie mooi nie. In onlangse tye is Aussie-rakbie besoedel deur gevalle van drankmisbruik, diefstal, aanranding en geslagsteistering, maar een van die min regverdiges in Sodom word ongeskik verklaar vir ‘n leiersrol.
