Employment Linked Training Program (ELTP) is a training purchase model; a new strategic intervention of the Ministry of National Policies, Economic Affairs, Resettlement & Rehabilitation, Northern Province Development, Vocational Training & Skills Development and Youth Affairs to strengthen Technical Vocational Education and Training (TVET) delivery through Public -Private Partnerships (PPP).

Ministry provides financial support through ELTP to enhance the training capacity of existing or potential Vocational Training Providers (VTPs) including Industriesto provide Training Services ensuring the employability in the ICT/Healthcare/Service sectors. It is envisaged to improve and align the skills development in ICT/Healthcare/Service Industry requirements and the employment aspirations of youth in Sri Lanka .

The main objective of the ELTP is to address critical skills shortages and prepare youth for emerging skills needs in the industry. EXPRESSIONS OF INTEREST (EOI) TO PURCHASE VOCATIONAL TRAINING

Ministry Consultant Procurement Committee on behalf of Skills Sector Development Division invites

eligible Vocational Training providers (VTP) to indicate their interest in providing the vocational

training describe herein. Interested VTPs must provide information indicating that, they are qualified/to

be qualified to perform the services (brochures, description of similar assignments, experience in similar

conditions, availability of appropriate skills among staff, etc.). VTPs may associate with another party

to enhance their qualifications for eligibility.

VTPs will be selected in accordance with the procedures set out in the guideline for selection and

employment of Consultants, published by National Procurement Agency August 2007.

Expression of Interest should include the following information:

1. Project Data & VTP

2. Eligibility

3. Management Competence

4. Technical Qualifications Including Experience of the VTP

5. Registration status/interest with (TVEC) Tertiary and Vocational Education Commission

Summarized Terms of Reference (TOR) for Training Purchase under ELTP - 2018

1. Background:

The Employment Linked Training Program (ELTP) is a Strategic Intervention of Ministry of

Skills Development and Vocational Training (MSDVT) under the Skills Sector Development

Program (SSDP) to purchase training from the private sector and public sector training

institutes outside the Ministry. The key objectives and mode of operation of this programme

are explained in this TOR. All prospective Employment Linked Vocational Training Providers

(VTPs) are requested to familiarize with the ELTP guidelines before submitting their

proposals.

The objectives of TPM as aligned with the Skills Sector Development Program (SSDP) are

given below.

i. Enhance participation of private and non-government organizations (NGOs)

in TVET Sector

ii. Explore for innovative, flexible and effective modalities of training delivery

suitable to industry context and occupational outcomes

iii. Address existing and emerging skills gaps in industry in terms of quantity,

quality and relevance

iv. Initiate training in new fields of training where public sector involvement is

inadequate

v. Create a healthy competitive environment in TVET sector for private and

(NGOs) players to improve the overall quality of services

2. Objectives

The Objectives of this bidding programme are listed below.

i. Enroll number of trainees specified in occupations list

ii. Conduct training as per NVQ standards with minimum drop out

iii. Facilitate on the job training

iv. Organize NVQ Assessment and award NVQ certificates

v. Job Placement of Trainees and achieve higher employability

3. Eligible Organizations

2.1. Vocational Training Providers (VTPs) that do not come under the purview of the

Ministry are eligible to apply for this program.

2.2. VTPs registered with TVEC are eligible. However, those who are interested shall

apply and are required to register with TVEC and get the training programme /

courses accredited by TVEC before claiming the progress payments.

2.3. Industries are also welcome to submit proposals for training specially based on

workplace learning. However, they are also required to register with TVEC and get

the training programs /courses accredited by TVEC before claiming the progress

payments.

2.4. Two or more VTPs, and a VTP and an Industry could submit joint proposals too. In

case of Joint Proposal, leading partners and supporting partner should be specified.

3. Minimum number to be quoted by a VTP

Each VTP could submit proposal for training of not less than 15 trainees.

4. Key Training Parameters

i. VTPs shall aimed to award NVQ qualification for trainees who complete the

training successfully.

ii. VTPs should follow National Competency Standards (NCS) and TVEC curricula for

the Selected Courses.

National Competency Standards for relevant NVQ qualifications could be purchased from

the Tertiary and Vocational Education Commission (TVEC). Curricula could be purchased if

available at TVEC. Otherwise VTPs are required to prepare their own curricula to match with

NCS and to be approved by the TVEC.

In addition, Vocational English and Soft Skills should be taught according to the Guidelines of

the TVEC.

iii. Enrollment of Trainees

The VTP should find and select students for the training through a public announcement

and/or on a transparent basis. SSDP will assist VTPs’ publicity campaign by placing

Newspaper advertisements in national papers in three languages. Once the students are

enrolled, VTP should make available the list of Trainees to SSDP. VTPs are expected to take

measures to keep dropout rate below 10%. Further VTP are required to pay special attention

to increase enrollment females to the courses.

iv. Training and Managerial staff

All trainers should have NVQ Level 4, equivalent or above qualification and minimum of 2

years training or industry experience.

VTPs should have sufficient number of trainers to maintain a Trainer – Trainee ratio as

specified in the NVQ Circular 02/2012. Each course should have trainers for English and soft

skills too.

The CVs of all those trainers should be submitted with technical proposal.

In case technical staff is employed on visiting basis, VTP should have full time managerial

staff.

However, trainers or Managers working in the Institutions under the Ministry of Skills

Development and Vocational Training should not be employed in ELTP programme.

v. Training facilities

Training equipment required for respective occupations are specified in relevant National

Competency Standards.

Training place /center should have sufficient equipment, facilities and space to meet the

learning and accreditation requirement and list of equipment with technical specification

(not required for hand tools) available should be submitted with technical proposals.

Equipment planned to be purchased and hired could be indicated in the list.

Training Equipment and facilities under the Ministry of Skills Development and Vocational

Training should not be hired for ELTP Programme.

vi. Training and Learning materials

Trainees should be provided with sufficient raw materials/consumables to cover practical

work and they should be provided with handouts and technical literature in printed form in

mother tongue of trainees. Handouts relevant to each lesson should be submitted to SSDD

at or before first progress payment.

Note: It may be necessary to revise above activities to suit different mode of training

viii. Student’s Progress Record and Daily Diary

Each trainee should have a Student Progress Report to record results of continuous

assessments and it is a requirement of TVEC course accreditation. In addition, trainees are

required to maintain a Daily Diary to record practical work done in the workplace.

ix. Final Assessment

Final assessment shall be done within one month after completion of training by assessors

appointed by TVEC

x. Certification

VTPs shall award NVQ certificates within six months after completion of training and VTP is

required to obtain a feedback from the trainees including their employability.

xi. Employability

VTPs are expected to check the employability of trainees within three to six months after

completion of training and ensure above 70% employability.

6. Training Modes

7. Quality Assurance

According to the Tertiary and Vocational Education Act No 20 of 1990, all training centers

are required to get registered with TVEC. All locations of training should have separate

registration from TVEC.

VTPs who have not yet obtained the TVEC Registration and Accreditation are eligible to

apply, but after selection, they are required to obtain registration for the training centers

including each location and courses before 1st progress payment.

In order to award NVQ, it is necessary to obtain TVEC Accreditation for courses and VTPs are

required to obtain course accreditation before 2nd progress payment.

For further information, contact Director- Registration, Accreditation and QMS of TVEC and

attend an awareness programme on Registration and Accreditation.

VTPs are welcome to have Quality Management System installed with TVEC or ISO

Certification with training in the scope, but it is not a compulsory requirement for ELTP

Courses.

8. Training Cost

VTP shall include all relevant costs including students’ recruitment expenses, direct and

indirect expenses to be incurred in training students under each occupation for which VTP

submits proposals and shall include a reasonable margin for the entrepreneurial. It shall

also include contract price with taxes and without taxes. If the institution is registered for

Tax, Registration Certificate shall be submitted along with the financial proposal.

VTP shall use following cost factors for calculation of cost.

• Teaching Staff

• Supporting Staff

• Consumable / Training Material

• Machinery and Equipment Cost (Depreciation)

• Personal Safety and Uniform for the Students

• Stationary

• Registration of Training center

• Accreditation including handouts, lesson plan preparation cost

• Assessment

• English and Soft Skills

• Publicity, Career Guidance and enrollment

• Total Cost excluding welfare cost

• Certificates awarding

Welfare Cost

• Meals and accommodation

• Any other welfare ( Please specify)

• Total Cost including welfare cost

• Cost per trainee excluding tax

MCPC will accept welfare measures only if they are incorporated in their ongoing training

programmes. MCPC may decide to include those payments if they add value to the training

programme (ELTP).

SSDP will not pay for monthly allowance to the trainees. VTPs are expected to organize with

employers to pay an allowance to trainees during their on the job training period.

Though this is a training purchase, those trainees will be available for employment in the

organizations where they received the training. Therefore, industries who are bidding for

training under ELTP are welcome to absorb part of the training cost and bid for partial

funding.

9. Payment Terms and Conditions

• Performance bond of 5% of contract value shall be furnished at the time of signing

the contract agreement.

• All prospective VTPs are eligible to draw 10% of the contract sum of courses as a

mobilization advance payment by providing equal amount of guarantee from reputed

Commercial bank accepted by Central Bank of Sri Lanka for courses to be started

within three months.

• VTPs shall furnish Training Implementation Plans (Work Plan clearly specifying time

period allocated for enrolling students, commencing date of courses, and time frame

for other activities with corresponding means of verification) at the signing of

agreement. If the VTP delays the commencement of training, beyond four months of

the agreed dates in the implementation plan due to reasons unacceptable to SSDP,

advance payment bond shall be en-cashed by the SSDP-Ministry and agreement will

be annulled.

• Any changes /modifications to the initial implementation plan should be notified by

VTP within 14 days for consideration and acceptance of the MCPC and SSDP.

Dropout rate should be maintained below 10%. Full payment for the course in each

tranche shall be released only if the VTP is able to maintain the number of students

agreed to be trained under this contract.

• Course completion of 100% includes theoretical instruction with relevant practical

and workplace learning under dual training, soft skills, teaching of English Language

and Assessment. Employment rate shall be calculated based on the number of

trainees completing the course. Within the context of TPM, full time employment

within the period of 3 to 6 months after course completion shall be considered. Final

tranche shall be disbursed as follows,
