The Institute for Development in Economics and Administration (IDEA International) is a private institute created in 1997 in Quebec City (Canada) and recognized by the federal government of Canada. Our mission is to contribute to good governance by helping governments and International organizations in the implementation of results-based management (RBM). The diagnostic of M&E systems was conducted using the Assessing for Results (A4R®) process and software. 25 professionals received a Masters Certificate Diploma in Monitoring & Evaluation and Information Systems from University Laval and IDEA International. National Guidelines were elaborated for the monitoring and evaluation system for the National Strategic Development Plan’s implementation. The program budgeting methodology, in particular the assessment of the budget strategic plan and the aide-memoire for program budget were reviewed using elements of the Budgeting for Results (B4R®) process and software. 179 officials followed a professional workshop on program budgeting.

CABO VERDEImprove the Public Investment Management (PIM) system in Cabo Verde

Develop Projects for Results (P4R®) software to support the PIM cycle

Design a PIM system to improve the allocation of public resources and the quality of public investments from design to implementation phases. More specifically, the mandate supported: i) the establishment of guidelines for the public national investment system, ii) the standardization of evaluation criteria and the development of common manuals to allow comparison of several investment projects to guide ex ante public expenditure programming, and iii) the integration of software and information technology to track investments through the project cycle, including evaluation during the project, during implementation and after the project.

IDEA was contracted to provide services aimed at improving our performance measurement and monitoring, evaluation and reporting systems. In undertaking this assignment, they have applied their M4R® computer application which enabled our organization to reach another level of organizational development. OUR MASTERS CERTIFICATE PROGRAMS

OBJECTIVEThis graduate-level certificate program awarded by University Laval and the IDEA International aims to increase your capacity for analysis and synthesis, and to improve your competencies in specific areas of RBM.

TARGET AUDIENCEThis program is intended for executives and managers of the public sector at national and sub-national levels, as well as for professionals working in aid agencies and international organizations who are involved in the planning, budgeting, public finance, public procurement, development and public investment project, and monitoring and evaluation management.To participate, you must hold an undergraduate university degree in public administration, economics, public finance or a related field and you will need to have acquired at least three years of professional experience in the public sector or in projects.

STRUCTURE OF THE PROGRAMTo obtain this graduate level certificate, the participant must have fulfilled the requirements of the three modules (some programs offer four modules, in which case the participant has a choice between two options for the module 3). Each module includes 60 hours of coursework and group assignments and 7 hours of readings and individual integration project for a total of 201 hours for the entire program. Each module is offered in face-to-face modality (2 weeks full time), in mixed modality (2 weeks part-time at a distance and one week face-to-face) and at a distance modality (4 weeks part-time). Although it is possible to follow each module independently, we recommend that you start by Module 1 for optimal learning.The program also gives the participant the opportunity to familiarize themselves with the IDEA Solutions A4R®, B4R®, P4R® and M4R®, that are management processes and software developed by IDEA Solutions to facilitate the implementation of results-based management.

DIPLOMAA passing grade of 60/100 is required for two individual evaluations, 3 to 4 working group assignments and the individual integration project. Participants who fail to obtain the required grade for one of the modules will be awarded only an attendance certificate and not a Masters certificate. The Masters Certificate is recognized by four regular credits in the Master’s program in Organizational Development of University Laval.A short description of each Masters Certificate program is provided in the following pages.

IDEA TECHNICAL SUPPORT

CASE STUDIES

IDEA supported the Ministry of Finance of Seychelles in the elaboration of the National Strategy for Sustainable Development for 2015-2019, more specifically, the review of relevant documentation, the development of a strategic planning guide, training, coaching and support to the technical group in charge of the elaboration of the strategy.

PLANNING FOR RESULTS

IDEA supported the Secretaria de Finanzas y Administración (SFA) and the Coordinación de Planeación para el Desarrollo of the State of Michoacán and Tabasco, with funding fromthe Inter-American Development Bank (IDB) to develop an informational Medium-Term Budgetary Framework 2012-2014 and two pilot Sector Medium Term Expenditure Frameworks.

BUDGETING FOR RESULTS

IDEA supported the Public Procurement Regulatory Authority (ARMP) of Benin in the implementation of RBM, more specifically the formulation of a strategic plan; a multi-year program budgets; a budgeted annual work plan; a plan for monitoring and evaluating the performance of the public procurement system; and a staff performance framework.

PUBLIC FINANCIAL MANAGEMENT, AUDIT, AND PUBLIC PROCUREMENT

IDEA supported the Modernization Unit of the Tax Revenue Authority of Tanzania for the implementation of an integrated risk management system. This support included evaluation workshops and the analysis of existing tools and practices, the definition of system specifications, the design and revision of risk management tools, the training of various actors and supporting the implementation of the system.

PUBLIC PROGRAM AND PROJECT MANAGEMENT

IDEA supported the Department of Budget and Management of the Philippines, in collaboration with the National Economic Development Agency, to improve results-based M&E in relation with budgeting for results and public finance management. Major outputs produced include an M&E policy, a monitoring handbook, evaluation handbook, capacity-building, support to the organization of the Performance-Based Monitoring and Evaluation Unit and the elaboration of their yearly work plan, and a meta-evaluation of impact evaluations.
