The intent was to promote movement towards a clinically focused pharmacy service that is better integrated with primary care and makes better use of pharmacists’ skills. The core essence of the statement was the overhaul of the current funding system. There are 6 top headlines:- 1. Single Activity Fee a. One fee replaces dispensing, practice payment, repeat dispensing & EPS 2. Phasing out establishment fee a. Reduce by 20% until March 2017 b. Reduce by 40% from April 17 to January 18 c. NHS Funding Cutbacks Statement

On 20th October, David Mowat, The Parliament

Under Secretary of State for Health made a

statement on the future of community pharmacy.

The intent was to promote movement towards a

clinically focused pharmacy service that is better

The impact of the statement favours the larger volume pharmacies. To survive the smaller volume pharmacies have to manage finance more closely by looking to increase revenue through MUR, NMS, Flu and local enhanced services. At the same time reduce costs by looking at areas such as pharmacy layout, work flow, upskill staff and cost centres. Please do not wait and start preparing for Legislation:-

Re-iterate message from NPA

The LPC has written to 7 MP’s in Buckinghamshire (Aylesbury, Beaconsfield, Buckingham, Chesham & Amersham, Wycombe, MK North and South) and 3 key members on Buckinghamshire council prior to 20th October Statement. We will continue to lobby on behalf of the contractors with these MP’s. We are also working with Healthwatch England to lobby our cause. As you know, the Government last week announced cuts to pharmacy funding for the years 2016/18. However, this is not the final word on the matter! There will be a debate and a vote on Wednesday 2 November, in the House of Commons. This debate could be of great significance in terms of setting the direction of pharmacy policy in England, as well as addressing the immediate question of funding cuts. Whether the vote is won or lost, this is a timely and important opportunity to maintain pressure on the Government to reconsider its short and medium term position. It is vital that you engage your MP to take part in the debate. Call them, tweet them, write to them, or email them. But please do it NOW – and encourage your patients to do the same. Here’s a fast and simple way to do it through our lobby tool. If your pharmacy and/or your home is in the constituency of a Conservative MP, you have an extra special part to play. We will send you a follow up to this email shortly to tell you more. To inform the parliamentary debate, we are running a snap survey of our members about the likely impact of the cuts. Please complete this short survey even if you completed our earlier, similar, survey. Remember! Your lobbying has already extracted concessions from the Department of Health (including a two month delay to the cuts, which amounts to a £50+million saving to the sector). You CAN make a difference.

Provider Company Status

The LPC is re-considering the proposal to join forces with Hampshire & Isle of Wight,

Dorset and Thames Valley LPC who are putting the new company structure to a vote

in planned EGM’s starting early November 2016. The new chief officer has resumed

detailed discussions with the other chief officers for the 3 LPC’s to progress this

matter.

The NHS FYFV describes a vision for a health and care service that will be needed in 2020. This vision empowers people, their families and carers to take more control over their own health, care and treatment supported by easy access to integrated holistic care, in settings closer to where people live and organised to effectively support people with multiple conditions not just a single disease. Achieving this vision will require NHS organisations to develop plans to ensure:

Individuals are taking greater responsibility for their own health

We are better at preventing and managing demand

We are (re-)designing services and finding innovative ways of delivering outcomes for a society that lives longer and expects more

We are maximising the value of our health and social care spend. To deliver the STP plans that are based on the needs of local populations, local health and care systems came together in January 2016 to form 44 STP ‘footprints’. Our local footprint is made up of the local health and care economies (LHE) of Buckinghamshire, Oxfordshire & Berkshire West (BOB). Across BOB our population is 1.8m and we have a £2.5bn place based allocation. The footprint has seven Clinical Commissioning Groups, six Foundation and NHS Trusts, 14 local authorities and several other arm’s length bodies (e.g. Thames Valley Clinical Senate). The footprint lead is David Smith, Chief Executive of Oxfordshire Clinical Commissioning Group. The CCG Clinical Chairs and Chief Executives meet with NHS England bi-monthly. Within the BOB footprint we have a relatively strong starting point, with good outcomes being delivered for patients. Relative to other Sustainability and Transformation Plan areas (STPs) we have financially strong organisations. Each LHE, however has pockets of deprivation and poor outcomes being delivered which need to be addressed. Most of the transformation work will happen in the 3 LHEs. We do not want to duplicate effort happening at a local level; as such the BOB work programmes are additive not a replacement for local work. As such we have identified those programmes where working at the larger scale can enable change to be delivered faster. The NHS across the BOB footprint does well compared with other parts of the country, but we face increasing demands on our services. While the amount of money we receive for the NHS locally is increasing year on year, the cost of delivering services is growing at a faster rate. If we don’t change anything, across BOB we face a potential funding gap of £587m by 2020/21. To fill this gap we are asking organisations providing NHS services to become 2% more efficient each year. We are also aiming to find better ways to meet people’s needs before they become significantly unwell to reduce growth in the need for NHS services, and are working more closely with Council colleagues to integrate health and care services.

Flu Update

Bucks LPC administered 6402 out of 19831 immunisations for the NHS South

Central (TV) commission to 19/10/2016. This represents 32% and 96 providers. This

is a substantial improvement on last year’s numbers.

Don’t forget that carers need looking after too. Main carers should be offered a free

Summary Care Records (SCRs)

These help pharmacists to treat patients more effectively and efficiently with less

need to contact GPs, even out of hours. All community pharmacists can get access

to SCRs on their NHS smartcards once they have completed the SCR e-

assessment. It will be useful to develop your knowledge of SCRs by first working

through the CPPE SCR e-learning programme. Once you have completed the e-

assessment, you can tick the box under the 'Summary Care Records assessment

registration process' heading in your profile on the My CPPE section of the website.

This will allow the Registration Authority (on behalf of NHS Digital) to see that you

have passed the assessment and then allow you access to SCRs on your NHS

Smartcard. Pharmacists who use the SCR records have found it essential in the

supply of Patient Emergency Medication supplies and drug interaction checks with

OTC medicines.

Oriel is coming

Health Education England (HEE) will be introducing a centralised recruitment and

selection process for preregistration pharmacists posts from 2017 onwards. This

process will utilise the IT system Oriel which is already in place for the recruitment of

dentists, doctors and healthcare scientists. It will apply to all hospital preregistration

pharmacist posts and will be optional for community pharmacy preregistration posts.

PCSE Update

As of 4 October 2016, Simon England has taken over as the MD for Primary Care

Support Services. There has been services transfer from local offices to new sites,

this has been disruptive and LPC will be working with the new team to ensure that

the changes are communicated to the contractors.
