Clusters as a catalyst for economic development
For the economic development of a country, promoting an articulated cluster policy
has proven to have a beneficial impact. A cluster is generally seen as an agglomeration of
firms which are active in the same field. It is possible to also add to this structure local
authorities or central government bodies, NGOs and research institutions in and outside
academia. The structure presented above is consistent with the cluster model promoted by
Prof. Michael Porter at the end of the last century, model based on the functional structure of
the Silicon Valley, California agglomeration. One can identify the presence of three important
players in a cluster: industry, public authorities and research. In fact, the success of a cluster,
its potential economic strength cannot be reached without a synergistic involvement of all
three.
Wishing to support innovation in electronics, the ELINCLUS (Electronic Innovation
Cluster) Cluster was formalized not long ago. The industrial component of this cluster is
represented by small and medium enterprises involved in the development of electronic
products in various fields, such as telecommunications, intelligent systems, automation,
monitoring and control , high accuracy measurements, etc.
This catalogue aims to present the competences of ELINCLUS members and to
highlight the cluster integrated research area. It offers very good information on existing skills
within the cluster and it is a very good information source for future collaboration and
partnerships with members of other national or international clusters.

The Association for Promoting Electronics Technology has currently 88 members.
APTE was founded in 2002, by the Center for Technological Electronics and Interconnection
Techniques, UPB-CETTI, and highly respected members of electronics industry, to sustain
the electronics packaging education, in a climate of trust, ethics and social responsibility.
In addition to the areas of science, engineering, microelectronics and packaging, the
training encompass the broader areas of business, economics.
APTE offers annually a comprehensive set of short courses on electronic packaging
technologies, standards training and certification, management, industrial organization,
designed to serve the needs of electronic industry. APTE is organizing and sponsoring
annually International Symposium for Design and Technology of Electronic Packages and
TIE Students Professional Contest.
APTE is the Managing Entity of the ELINLCUS Cluster. For its activity APTE has
received the Bronze Label from The European Secretariat for Cluster Analysis1.

ACE CONV 110.24/25A Converter
The converter is a switched mode module designed to provide up to 25A
of output current into a 24V nominal system. It is used without a cooling
fan. It is compatible with all existing magazines. It forms part of a range
of converters which permit existing sites to be upgraded to higher power
without great expense by simply plugging in the next model of the range
into an existing magazine.
This converter has been designed to be used in conjunction with a battery
to provide an uninterruptable DC power system. The low noise and high
reliability make it ideally suited to telecommunications applications. Up
to five converters can fit in a single magazine. The converter has a relay
contact for monitoring. The converter has been designed with a “plug-
and- play” philosophy
SMC 24 - 48.15 Converter SMC 24 – 48.15 is a switched mode converter module designed to provide up to 15A of output current into a

Individual Dosimeter DIAC-M
The updated digital display individual dosimeter is designed
for the measurement of X and γ radiation flow and dose

Laser Rangefinder TL-1,54 μm
The 1,54 μm laser rangefinder with video output is designed for
the determination of distances to the tactical field objects. It operates
integrated within a detection and aiming system. The connection with
the detection and aiming system is ensured by an RS422 serial
connection. The detection of the tactical field objects is done through
the built-in video camera. The device is provided with an external
display. The power supply of the product is ensured by the system
within which it is integrated.

Day/Night Surveillance System SSRAT
The SSRAT system is designed to equip terrestrial vehicles, special destination ships and steady observation
posts.
The SSRAT system ensures: daytime and nighttime objects identification;
storing of the images of the object;
range measurement;
positioning of the objects upon a digital map;
compaction of the digitally processed data for long-range transmission.

Remote Control Weapon Station TYPHON
TYPHON system is designed to equip special destination
armored vehicles involved in terrestrial and/or air target
discovering and destroying. The whole system is
controlled by a performance electronic command and
control unit. The manual control is the second option of the
TYPHON, which includes a special design of the vehicle.
The TYPHON system ensures:
Daytime and nighttime objects identification and recognition;
Calculating trajectory of firing ammunition and automatic or
manual control of fire.
System equipped with BAC 002 and BS 002 provides automatic
target tracking and image fusion
System additionally equipped with SPD 001 and NF 001 provides:
- storage of the images of the objects;
- automatic aiming;
- positioning of the objects on a digital map;
- compaction of the digitally processed data for long-range transmission.

Center for Research and Eco - Metallurgical Expertise (ECOMET) activity object is a
multidisciplinary research, continuing education of human resources, development of expertise in
environmental protection and metallic materials.
The center develops projects within national research programs, international contracts, and
contracts directly with economical agents.
Through the Department of Continuing Education and Distance Learning (DECIDE) of the
