d. Openspacewouldbecreatedwithinaresidentialneighborhoodthatdoesnotcurrentlyhavepublicopenspace. Communityevents,suchastheTasteofBrookfield,canbeaccommodatedon
thesitebecauseoftheplazaandexpandedparkinglot.Whennotusedforplannedcommunity
events,tablesandchairscanbelocatedintheplazasothecommunitycaninteractwithone
anotherinasocialenvironment. Outdooractivities,likechildrenprogramsofthelibrary,can
alsopotentiallytakeplaceinlawnareasoftheplaza. Generalleisureactivitiescanalsooccur
aroundtheplazaarea.
e. ThevacationofLincolnAvenueattheprojectsitepromotespedestriansafety.Patronsusingthelibrarywillnothavetocrossastreettoenterthelibrary. Adropoffareaisalsoproposedatthe

2. Howdoestheproposalpromotehighstandardsindesign,siteplanningandconstruction?a.
Site
i. Anentryplazaallowsforacommunitygatheringspaceinfrontofthelibrary. Thismultifunctionalareaisdesignedforimprovedsafety,generalpublicuseandflexibilityfor
plannedcommunityevents.
ii. Permeablepavingintheplazaandgreenroofsarebeingconsideredtoreducestormwaterrunoffanddetention. Stormwaterdetentionwillbehandledbyanunderground
vaultsystem. Greenroofscanalsohelpreducetheurbanheatislandeffect.
iii. Treesandshrubswillbeplantedonthesitetoprovideasofteredgetothebuildingandtoallowformoreshadeduringthewarmermonths. Ornamentaltreeswillbeplanted

INTRODUCTIONTraffic Analysis & Design, Inc., (TADI) was retained by the Brookfield Public Library to perform a traffic
study for the proposed construction of a new library to serve the community. In order to provide
additional meeting space and support both existing and new services, a new 39,600 square-foot library
building would be constructed on the northeast quadrant of the Grand Boulevard/Park Avenue/Lincoln
Avenue intersection. In addition, a 51-space parking lot would be provided on the site of the existing
library, which is currently located on the southeast corner of the intersection. The study area is presented in
Exhibit 1, illustrating the respective locations of the existing and planned library facilities. Primary access
to the proposed parking lot would be provided via Grand Boulevard, and a secondary inbound-only access
would connect to Lincoln Avenue immediately west of Oak Avenue. As part of the plan, the east leg of
Lincoln Avenue would be removed from the Grand Boulevard/Park Avenue/Lincoln Avenue intersection.
This report presents and documents TADIs data collection, discusses the analyses of traffic conditions
associated with the proposed project and the surrounding study area, and identifies recommendations, as
necessary, to mitigate existing traffic issues and the potential impact of site traffic on the adjacent roadway
network.

EXISTINGCONDITIONSTADI conducted a field visit to collect relevant information pertaining to existing land uses in the
surrounding area and characteristics of the adjacent street system, including current traffic volumes, traffic
controls, lane configurations at nearby intersections, on-street parking, and other key roadway features. This
section of the report details information on these existing conditions.
ExistingLandUsesThe proposed location for the new library is currently occupied by a former church building, which is now
closed and generates no traffic or parking demand on the area roadway network. The existing Brookfield
Public Library, currently located on the southeast corner of Grand Boulevard/Lincoln Avenue/Park Avenue,
would be demolished to make way for a new parking lot to serve library patrons. The surrounding area islargely residential in nature, and a few churches and schools are also present on the adjacent blocks.
Neighborhood business districts are located within approximately one quarter-mile of the subject site in either
direction along Grand Avenue.
ExistingRoadwayNetworkA field investigation was conducted along the adjacent roadway system, including Grand Boulevard,
Lincoln Avenue, Park Avenue, and Oak Avenue. As a result of this visit, the following information was
obtained about the existing roadway network.
Grand Boulevard is a two-lane collector roadway oriented in a northwest-southeast direction within thestudy area. A twelve-foot travel lane is provided in each direction, and Grand Boulevard also includes
eight feet of space for on-street parallel parking on both sides of the street. At its six-legged intersection
with Park Avenue and Lincoln Avenue, Grand Boulevard provides a pedestrian crosswalk on both
approaches with curb bumpouts for a shorter crossing distance and improved pedestrian safety. A 25 MPH
speed limit is posted within the vicinity of the site, and a 20 MPH School Zone speed limit is posted and in
effect on school days when children are present. This roadway is under the jurisdiction of the Village of
Brookfield.
Lincoln Avenue is an east-west local roadway that provides a single westbound-only travel lane within the
study area. At its intersection with Grand Boulevard and Park Avenue, Lincoln Avenue operates under
minor-leg stop control and provides crosswalks on both approaches. On the south side of the street adjacent
to the existing Brookfield Public Library building, Lincoln Avenue provides nine angled parking spaces
(including two ADA-accessible spaces) that are signed for use by library patrons only Monday through
Saturday. On the north side of the street between Oak Avenue and Grand Boulevard/Park Avenue, three
parallel parking spaces and six angled spaces are available for general use. East of Oak Avenue on Lincoln
Avenue, a residential permit is required to park on the street between 7:00 and 9:00 AM. A 25 MPH speed

limit is posted on this roadway within the study area. This roadway is under the jurisdiction of the Village of
Brookfield.
Park Avenue is a north-south local roadway. At its intersection with Grand Boulevard and Lincoln Avenue,
Park Avenue operates under minor-leg stop control and provides crosswalks on both approaches. The south
leg of Park Avenue provides one lane in each direction and allows on-street parking along the east curb only.
The north leg of Park Avenue permits one-way northbound travel only and curbside parking on both sides of
the street. A 25 MPH speed limit is posted on this roadway within the study area. This roadway is under the
jurisdiction of the Village of Brookfield.
Oak Avenue is a north-south local roadway with a 22-foot cross-section and curbside parking on both sides of
the street. At its T-intersection with Lincoln Avenue, Oak Avenue operates under minor-leg stop control
and includes a pedestrian crosswalk. A 25 MPH speed limit is posted on this roadway within the study area.This roadway is under the jurisdiction of the Village of Brookfield.
ExistingTrafficVolumesManual traffic counts were performed at Grand Boulevard/Lincoln Avenue/Park Avenue and at Lincoln
Avenue/Oak Avenue in March 2012 during the weekday morning and evening peak periods (7:00-9:00 AM
and 4:00-6:00 PM, respectively) and on a Saturday during the midday peak period (11:00 AM-1:00 PM).
Traffic count data was also collected for two residential alleys that meet Lincoln Avenue near the existing
library site. Because negligible traffic activity was documented on these alleys (less than one vehicle per
hour using either alley), these intersections were not included in the study analyses. The resulting existing
traffic network indicates that the heaviest traveled hours occur on weekdays from 7:30-8:30 AM and 4:30-5:30PM and on Saturday from 11:30 AM-12:30 PM, as illustrated in Exhibit 2.

FUTURETRAFFICCHARACTERISTICSThis section of the report outlines the sites proposed development plans, presents a summary of the site-
specific traffic characteristics, and estimates the future traffic volumes on the surrounding street system.
DevelopmentCharacteristics&SiteAccessThe proposed project includes the construction of a new 39,600 square-foot library building on the northeast
quadrant of the Grand Boulevard/Lincoln Avenue/Park Avenue intersection. This building would include
all services currently offered by the existing library and would also provide study rooms, a section geared
toward adolescents, a digital media lab, and a larger program room than is available in the current
building. The additional meeting space would enable the library to host Board meetings and other
community and private events (which typically occur at 7:00 PM or later) that must currently be held offsite. The number of library staff that are currently employed by Brookfield Public Library would remain
the same after the new building is operational.
As shown on the site plan in the appendix, a dedicated library parking lot would be constructed on the site
of the current library building. This parking lot would provide 51 spaces (including two handicapped-
accessible spaces) and a pick-up/drop-off zone near the front door. Ingress and egress would be provided
via the main access on Grand Boulevard, proposed at the southernmost point of the parking lot to provide
maximum spacing to the nearby Grand Boulevard/Lincoln Avenue/Park Avenue intersection. A
secondary entrance driveway would also align opposite Lincoln Avenue near its intersection with Oak
Avenue.
In order to abut the new library building directly, the proposed parking lot design involves vacating the
segment of Lincoln Avenue between Oak Avenue and Grand Boulevard/Park Avenue; this segment would
instead connect directly into the proposed parking lot to serve as a westbound entrance for the
neighborhood. Key traffic and pedestrian considerations related to this closure are detailed further on page
15 in Site Circulation Review. Connections to the residential alleys would be maintained within the proposed
parking lot.
SiteTripGenerationTypically, site traffic projections for a new building or development are calculated according to national
survey data summarized in the Institute of Transportation Engineers (ITE) manual Trip Generation, Eighth

Instead, TADI reviewed entering user counts collected and tabulated daily by the Brookfield Public Library
since 2005. This information was summarized and used to calculate an 85th percentile value for the number
of people visiting the library on weekdays and on Saturday. Exactly seven years of data was evaluated in
order to eliminate seasonal bias, and dates when the library deviated from typical operating hours were
eliminated from consideration. The resulting 85th percentile values, summarized in Table 1, provide a
conservative figure that is representative of some of the librarys busiest days.

In order to translate these peak hour user counts into existing and future traffic projections, TADI further
applied the following assumptions:
Site traffic volumes were assumed to conform to the inbound/outbound splits identified in TripGeneration for Library (Land Use Code 590).
Per indications from library staff, activity at new libraries is typically about three times greater dueto an increased interest in visiting the new facility. User counts for the new Brookfield Public
Library were therefore assumed to be three times more than those attributed to the existing library.This approach provides a conservative analysis for the purpose of this study, but over time, the
library trip generation is expected to drop to a level that is more reflective of current utilization.
Based on the calculations and assumptions identified above, site traffic projections for the existing and
proposed Brookfield Public Library facilities are summarized in Table 3. Note that traffic volumes are
rounded to the nearest five for the purposes of this study.

(Exhibit 2), it was assumed that these users would likely divert from on-street parking spaces into the
proposed parking lot. As such, these values were subtracted from through traffic on Grand Avenue in
order to avoid double-counting these vehicles in study analysis.

and Fairview Avenues to the south). Yet to account for the possibility that a small number of vehicles may
continue to use Lincoln Avenue and would cut through the library parking lot to access Grand Boulevard,
five vehicles per peak hour were maintained on westbound Lincoln Avenue. These vehicles were assumed
to enter the library parking lot via Lincoln Avenue, exit as a right turn onto Grand Boulevard, and then turn
left to continue westbound on Lincoln Avenue. Total traffic assignment, illustrated in Exhibit 4, was
developed based on the sum of the site trip assignment (Exhibit 3) and existing traffic counts (Exhibit 2)
modified per assumptions related to the Lincoln Avenue closure.

ANALYSESANDRECOMMENDATIONSCapacity analyses were performed to assess the existing and future operating conditions of the study
intersections. The capacity of an intersection reflects its ability to accommodate traffic volumes and is
expressed in terms of Level of Service (LOS), a measure based on the average vehicle delay per vehicle
passing through an intersection. Levels of Service range from A to F, with LOS A as the highest (best traffic
flow and least delay), LOS E as saturated or at-capacity conditions, and LOS F as the lowest (oversaturated
conditions). The minimum LOS that is generally accepted by reviewing agencies in northeastern Illinois is
LOS D.
The LOS grades shown below, which are provided in the Transportation Research Boards Highway
Capacity Manual (HCM), quantify and categorize the drivers discomfort, frustration, fuel consumption,and travel times experienced as a result of intersection control and the resulting traffic queuing. A detailed
description of each LOS rating can be found in Table 5.

Using Synchro capacity analysis software, TADI evaluated existing and future traffic operation at the studyintersections and site access locations. For the purpose of future analysis, it was assumed that minor-leg
stop control would be posted on the parking lot access driveway at Grand Boulevard. It should be noted
that the Grand Boulevard/Lincoln Avenue/Park Avenue intersection, with more than four approaches
under both existing and future conditions, is not compatible with HCM methodology for calculating delay
at unsignalized intersections. As such, operation was modeled using the SimTraffic simulation package
built into Synchro software; a total of ten simulations were prepared and the results were averaged to yield
the delay projections shown for the Grand Boulevard/Lincoln Avenue/Park Avenue intersection. A full
summary of existing and future operation within the study area is presented in Table 7.

SiteCirculationReviewAs noted previously, the proposed project includes the vacation and closure of Lincoln Avenue betweenOak Avenue and Grand Boulevard/Park Avenue. This aspect of the plan is intended to provide a direct
pedestrian route between the new library building and the adjacent parking lot. This closure is expected to
benefit the study area as detailed below:
By removing one of the six approaches currently in place at the Grand Boulevard/LincolnAvenue/Park Avenue intersection, the number of potential conflict points will be inherently
reduced for both motorists and pedestrians. In addition, the elimination of westbound Lincoln
Avenue from the intersection will leave northbound Park Avenue as the only stop-controlled minor
leg approach at this intersection; vehicles on northbound Park Avenue will therefore benefit from a
simpler and more intuitive intersection with fewer opposing vehicles to watch for.
Under existing conditions, much of the parking supply that serves the Brookfield Public Library canonly be accessed via westbound Lincoln Avenue, requiring travel on local roadways. The proposed
parking lot would be accessed primarily via Grand Boulevard, which is expected to reduce library-
related travel on neighborhood streets. This expectation is reflected in the reduced traffic volumes
at the Lincoln Avenue/Oak Avenue intersection under future conditions (Exhibit 4).
As noted above, vehicles that currently travel westbound on Lincoln Avenue through the study area are
likely to seek alternate routes as a result of the proposed roadway closure. Because observed traffic
volumes on westbound Lincoln Avenue are relatively low (a maximum of 45 peak hour vehicles were
counted, equating to less than one vehicle per minute), it is anticipated that rerouted traffic will have a
negligible impact on area traffic operation within the Village of Brookfield. Furthermore, the grid streetnetwork present throughout the Village enables motorists to easily redistribute and find alternate routes
with minimal circulation through additional intersections.
Within the site, the proposed parking lot design facilitates a one-way counterclockwise circulation of traffic
to allow motorists to find a parking space efficiently and to reduce the number of directions that
pedestrians must look for approaching vehicles. This circulation pattern supports passenger-side loading at
the pick-up/drop-off lane near the librarys front door, which is also expected to serve delivery vehicles (in
conjunction with the adjacent alley). By maintaining access to existing residential alleys and allowing
inbound-only access from the east via Lincoln Avenue, this design is intended to limit the traffic impact on
neighborhood streets and reduce the number of library-related vehicles traveling on local roadways.

In order to provide a safe environment within the parking lot for vehicles and pedestrians, it is
recommended that traffic calming measures be considered at the inbound-only access driveway between
Oak Avenue and the easternmost residential alley. The purpose of these measures would be to reduce
entering vehicle speeds for greater safety, increase awareness of crossing pedestrians, help distinguish the
parking lot from the end of a public street, and to reduce the parking lots attractiveness as a cut-through
route. Potential options that would be expected to achieve these objectives include:
Raised crosswalk at the site access west of Oak AvenueRaised crosswalks typically have six-foot ramps on either side of a ten-foot wide flat section
containing the crosswalk. A raised crosswalk typically maintains a height of three to four inches
above the street pavement (per data available on www.ite.org).
Narrowed driveway cross-section at Lincoln AvenueDesigning the entrance driveway on Lincoln Avenue (between Oak Avenue and the public alley) ata width that is narrower than Lincoln Avenue is expected to achieve several objectives. Relative to
the 22-foot width of Lincoln Avenue, a 12-foot wide driveway visually suggests to entering drivers
that they are departing the public roadway system, is expected to slow vehicles speeds with reduced
horizontal clearance, and effectively reduces the crosswalk length.
Alternate striping or pavement treatmentsPainted or stamped concrete or brick pavers could help to differentiate the library driveway from
the adjacent public streets.
Placement of a prominent Brookfield Public Library monument signA visible monument sign adjacent to the driveway west of Oak Avenue would clearly alert drivers
that they are entering a parking lot rather than continuing along a public street.
These measures, which could be implemented individually or in combination, would be expected to raise
driver awareness to the possibility of pedestrians or backing vehicles within the library parking lot.
CONCLUSIONBased on TADIs data collection, observations of traffic conditions, and conservative analysis of peak period
traffic, it is anticipated that the study intersections will continue to operate well and maintain considerable
excess capacity within the study area after completion of the new Brookfield Public Library facility. The
proposed closure of Lincoln Avenue is not expected to adversely impact traffic operation within thesurrounding area and should yield overall benefits within the study area by reducing the number of conflict
points for motorists and pedestrians alike. In addition, this proposed modification would be expected to
reduce library-related vehicle travel on neighborhood streets by providing the parking lots main access
driveway onto Grand Boulevard.

Based on the analyses performed and observations at the study intersections, key recommendations for the
area roadway network include the following:
Post minor-leg stop control at the main access to the parking lot on Grand Boulevard. Consider measures at the inbound-only access driveway between Oak Avenue and the easternmost
residential alley to reduce entering vehicle speeds, increase awareness of crossing pedestrians, and
reduce the parking lots attractiveness as a cut-through route. Some options that may achieve these
objectives include:
A raised crosswalk across the driveway west of Oak Avenue; Providing a narrower cross-section for the entrance driveway than is available on Lincoln
Avenue;

parking lot from the public street system.
With the implementation of these recommendations, future traffic projections are expected operate well at
each of the study intersections and site access locations.
