Silviculture and Harvesting Prescriptions These compartments have a long history of logging treatments, dating back to the 1950’s. The areas have also been subject to wildfire, and silvicultural burning, as well as TSI. The most recent integrated harvesting events occurred between 2004 and 2006. Stand condition is very variable across this planning unit, with areas of mature forest, regrowth and young to more advanced regeneration. Silvicultural Planning The silvicultural aim of this harvesting event is to harvest end-point stands to create conditions suitable to achieve a regeneration event. Areas which were heavily harvested last event will not be logged this event – they appear as Future Treatment Areas on the HPOM. Much of the remaining area will be cut with Medium-Heavy STS with the aim to maximise regeneration of the stand. The area east of Bago Road will be harvested using light-medium STS only, to manage visual impacts. This will be the final cut in this area in the WSA. The next harvest is expected to be in approximately 20 years when regeneration from previous events is ready for thinning. Harvesting Prescription

• Regeneration

• Retain High Quality Blackbutt Seed trees at ~40 m spacing1 (closer spacing where remaining seed trees are co-dominants rather than dominants).

• Remove all other merchantable product as market conditions allow.

• Encourage ground disturbance to create suitable seed-bed through extraction track design

• Treat areas between seed trees to aid regeneration2 • Damage to existing regeneration should be avoided

where possible Mature Regrowth Blackbutt

8 East of Bago Road • Modified Harvesting Prescription for visual management • Medium STS only (maximum 50% crown cover removal)

• Maximise removal of HQ products Blackbutt regrowth heavily logged previous eventc

55 Areas indicated as “Future Treatment Area” on HPOM

• Do not harvest

Blackbutt regrowth <45/50cm (areas of growers)

10 Areas scattered throughout the harvestable area

• Retain where occur as scattered within mature regrowth BBT stands

Notes: 1. Retained seed trees must be mature, have good form and large, healthy crowns, and be within 2 tree lengths of each

other. Do not retain suppressed trees as seed trees. 2. Unless otherwise directed by the HC, areas between seed trees should be treated to aid regeneration, including removal

of shade-tolerant stems as far as practicable under the conditions of the IFOA and as market conditions allow.

IFOA Limits BA limits will not be reached due to the large amount of NHA which will not be harvested. These are indicated on the HPOM as “Future Treatment Areas”. There is approximately 58% of the NHA set aside to be retained as Future Treatment Areas. The Planning Forester must be contacted if changes to this plan or any offset areas are proposed.

Special Conditions Private Property Critical boundaries Private property adjoins the north-eastern and eastern boundaries of compartment 1040. All unclear boundaries are to be located and marked with a GPS prior to harvesting in these areas. Any damage to fences must be immediately repaired by the contractor.

Bago Road – Road Reserve There is a Road Reserve for Bago Road which is a 20m wide strip managed by Port Macquarie-Hastings Shire Council. This area is shown on the HPOM as an exclusion, will be marked by the Field Technician and must not be harvested. RMS accredited traffic controllers with an appropriate Traffic Control Plan must be used when harvesting within two tree lengths of Bago Road.

Traffic Management All traffic is to exercise extreme caution entering and exiting the compartments to and from Bago Road. Avoid dragging mud and debris onto sealed roads during haulage. Bago road is well used by members of the public and local traffic. The communication procedures for trucks in SSP Appendix 1: Rural Roads Strategy, must be used at all times.

Endangered Ecological Communities (EECs) Quaternary geology does indicate that there are Alluvial Soils in these compartments. These compartments have been field checked and there is no EEC recorded by the Ecologist.

Dump Management At the commencement of use at each dump, topsoil must be stockpiled from the dump. When dump usage has been completed, the stockpiled topsoil must be re-spread over dump area.

Bark accumulated at the dump site should be dispersed back into the logging area where possible, and in heaps <2m3. All bark heaps must have a minimum of 5m mineral earth break around them, prior to the crew leaving the nearest dump site. If bark heaps are left on the dump, then individual heaps MUST NOT be located next to or under retained trees. Timber off-cuts must be stacked separately, and a minimum of 5m from any bark heap.

Modified Harvest Areas These are shown on the Harvest Plan Operational Map. Sites are protected by a 10m buffer zone as marked in the field. Existing Roads passing through the buffers may be used, however any disturbance must be minimised.

Inventory Plots There is one PGP in these compartments – PPA843. This is in a Future Treatment Area, so will not be impacted on by harvesting.

Transmission Lines There is a 66-132kV transmission line running along a small section of boundary in the eastern corner of compartment 1040. See Appendix 2 of the Site Safety Plan (WHS Procedure 4.8 – Working in the Vicinity of Overhead and Undergrown Electric Lines).

Railway Line The North Coast Railway line runs adjacent to the eastern boundary of compartment 1040. Harvesting within two tree lengths of the railway line can only occur after a risk assessment has been completed with HCC and harvesting contractor. Use of an ARTC protection officer should be considered. Falling may only take place during times with no train movements along this section of rail. If any debris falls over the railway, it must be immediately reported to: Coast C Network Controller Broadmeadow – 02 4902 7904 (Mon-Fri 0700-1500 only) Coast A Network Controller Broadmeadow – 02 4902 7912 (at all other times) Any damage to easement fencing must be repaired.

Forest Management Zoning Conditions FMZ 3A: Rainforest – will be managed under exclusion conditions. FMZ 3B Visual Aesthetic: Visual strip along Bago Road – No greater than 50% canopy removal FMZ 4: Available for harvesting FMZ 5: Plantation – not to be logged in this event

Cultural Heritage Conditions Non-Aboriginal heritage – Blue Creek Dam appears on the GIS heritage layer. This site is surrounded by State Forest, but is located on Council managed land. It is no longer used as a domestic water supply, and will not be impacted on by harvesting. An Aboriginal site survey was performed by a Forestry Corporation Aboriginal Cultural Heritage Officer in May 2015. If further potential Aboriginal heritage sites are uncovered during harvesting operations, the HCC and ACHO must be contacted and an interim 20m buffer observed pending further inspection.

Flora and Fauna Conditions Refer to the Threatened Species Licence (TSL) Booklet for Conditions.

General TSL Prescriptions • SFO Mark Up Searches – Conditions 5.1(h), 5.2 and 5.13 (general, koala and bird roost and nest

searches) must be implemented. Koala star search triggers were identified during pre-harvest surveys.

• Tree Retention –Regrowth Zone. Conditions 5.6, (d), (e) and (f), must be applied – 5.6 g (iii) Glossy Black Cockatoo feed trees.

• Riparian Habitat Protection – Condition 5.7 must be applied.

Site-Specific Conditions, Exclusion Zones & Modified Harvest Areas Mapped exclusion areas occur for the following. Site-specific conditions must be implemented

Soils and Water Protection Conditions In compartment 1040, this harvesting operation including the roads and trails associated with harvesting are not licensed. All EPL conditions will be applied to harvesting operations as best management practice only, except for schedule 4 condition 6 relating to filter strips on unmapped drainage lines. The Best Management Practices detailed in Attachment 3 of this Plan are to be applied to unmapped drainage lines. Un-mapped Drainage Line harvesting is only permitted in compartment 1040.
