RULES & REGULATIONS
Club Name, Colours & Affiliations 1. The club is called BRISTOL SOUTH CYCLING CLUB 2. The club colours are red and gold. 3. The club affiliates to British Cycling and other cycling associations agreed at
AGMs.
Membership, Subscriptions & Insurance 4. Members can receive the benefits of membership only if their subscriptions are
paid up to date. 5. The club's financial year runs from 1st August to 31st July. 6. Membership subscriptions are set each year at the AGM and are due on 1st
September. They must be paid by 31st Dec to ensure continuity of membership. For the year 2014/2015 Annual membership subscriptions are:
£ 1.00 - Juvenile (under 16), £ 1.00 - Junior (16 to under 18), £10.00 - Senior (over 18 to under 60), £ 1.00 - Super Senior (60 plus) Nil - Life member.
Day membership subscription: £1.00 (any age).
Day members who transfer to annual membership pay the balance of the annual subscription over and above the sum of day subscriptions they have made in the year of transfer.
7. Members must satisfy the Treasurer that they have appropriate third party
insurance, usually by affiliating to a national cycling body. The Treasurer will affiliate Life members to the national body they select at the club’s expense.

New Members 8. Club membership is open to both sexes. 9. Candidate members serve a one-month probationary period after which the
Committee approves, or rejects their membership application. The Committee will invite candidates to attend the meeting that considers their application.
10. Approved candidates become members upon payment of their subscription. 11. New members will be 1st claim unless they specifically request to be 2nd claim.
Life Membership 12. Life membership is an honour granted to existing members by passing
resolutions at AGMs. a) Life members cannot be removed from membership but they may resign b) Life members may leave the club but retain 2nd claim membership
Resignation, Ceasing Membership 13. A member wishing to resign from the club should give written notice to the
Membership Secretary. The resignation will be accepted provided all subscriptions have been paid up to date.
14. Club membership of existing members will lapse if they fail to pay the annual
subscription by 31st December. 15. Club members behaving in a manner detrimental to the welfare of the club will
be expelled. Resolutions to expel members must be put to a General Meeting and be passed by at least two-thirds of the total number of votes cast.
General Meetings 16. General Meetings of the club are convened by the Secretary:
a) at least once a year in September (i.e. the AGM) b) as directed by the Committee c) within 10 days of receiving a request signed by at least 15 members stating
the reason for the meeting. 17. The Secretary must send members the agenda of General Meetings at least 4
clear days before the dates of the meetings. General Meetings are convened to discuss and resolve only those matters contained on the agendas. Members can raise other matters, not on the agendas, for discussion. However, matters raised in this way cannot be voted upon or any binding conclusion reached.

(Typically such matters would be referred to the committee who would take into account the views of the members when deciding upon any further action).
The Committee 18. AGMs elect a Committee to run the club for the coming year. The Committee is
made up of the President, Chairman, Vice-Chairman, Secretary, Membership Secretary, Treasurer and other officers as agreed at the AGMs.
19. Only first claim members can be members of the committee. 20. The Committee can fill vacant committee posts, co-opt additional members
and appoint sub-committees as it sees fit. 21. The Committee meets monthly to transact Club business and to receive a
financial report from the Treasurer. 22. The Secretary must send committee members the agenda of Committee
meetings at least 3 clear days before they occur. 23. The Committee can accept or refuse any entry to any event the club promotes. 24. The Committee can deal with any business not mentioned in or governed by
these rules as it sees fit.
Quorums, Resolutions & Meeting Procedures 25. 10 members form a quorum for General Meetings and 5 officers form a
quorum for Committee Meetings. 26. Resolutions put to meetings pass if they get a simple majority of those voting,
except for resolutions to expel members when a two-thirds majority is required.
27. The Chairman and other officers can vote on resolutions put to meetings in the
same way as ordinary members. 28. When a vote is tied the Chairman has the casting vote. 29. The Chairman decides all questions of order at all meetings.

Cheque Signatories 30. Only the Chairman, Secretary and Treasurer can sign cheques drawn on the
club's bank accounts and all cheques must be signed by 2 of these 3 officers. 31. The Committee must approve any expense over the value of £100.
Alterations to Rules 32. Alterations or additions to these rules can only be made at the AGM.
Auditor 33. AGMs elect an Auditor to audit the club finances over the coming year. 34. The current Auditor cannot be a member of the Committee.
Club Runs 35. The Club Captain, or their appointed deputy, takes the lead on club runs and
members must follow any instructions they give. 36. The leader regulates club runs according to the ability of the riders present.
Club Time Trials 37. Club time trials conform strictly to CTT rules and any breach of these rules
renders riders liable to disqualification. 38. Members can win only one prize in any club time trial. Club Standards are not
classed as prizes. 2nd claim members can only win handicap awards.
Club Standards 39. Club Standards are set for all the normal time trial events and for some point to
point runs (see table). 40. Attempts to achieve club standards must be conducted according to CTT rules. 41. Members can compete for Club Standards provided they have not previously
attained the standard times in recognised time trials. 42. Awards are based on best times achieve during a year; e.g. beating the A & B
standards of an event for the first time in a year receives only the A award.
43. Members must supply evidence of qualifying rides to the Time Trial Secretary

for the club to recognise the awards. 44. Special conditions for point to point rides:
a) Members must give the Time Trial Secretary 7 days notice for each attempt at a point to point standard specifying the start date & time and pay 50p that is forfeited if the ride fails to start.
b) The Time Trial Secretary has sole discretion to decide if rides can take place.
c) Rides may be made at any time but standards attained after the first
weekend in October may not be awarded until the following year
d) Riders must be unpaced, entirely alone and not preceded by mounted helpers within sight. Mounted helpers may follow riders at a distance greater than 100 metres but may not coach them by audible signals. Food etc. may be handed up by a helper on foot
e) The starting interval between riders is at the discretion of the timekeeper.
45. Special conditions for 12 hour rides:
a) Riders carry official checking cards that must be signed by the rider and a witness who actually saw them riding. The cards must be blank before rides begin and must be returned to the Time Trial Secretary within 3 days of rides
b) Having once achieved a 12 hour standard, members may not attempt that
standard again but unsuccessful riders may make further attempts.

SUMMARY OF COMPETITIONS AND RULES
Overarching qualifying requirements for all club competitions
1. Claimants must be fully paid up members before the event takes place or ends.
2. Claimants must enter the event as a member of Bristol South Cycling Club on the entry sheet (if applicable).
3. Claimants need not wear club kit during the event, although use of kit bearing another club’s name, sponsorship or team may lead to protest and possible disqualification at the time of the event. If no such protest is made at the time and the result stands as published then the claimant’s entry is valid.
For ‘Best All Rounder’ competitions members must tell the club secretary of their results before the closing date of 31st October.
Best All Rounder (BSA Cup) This trophy is awarded to the member with the highest average of average speeds in 25, 50 & 100 mile time trial events recorded up to and including the first weekend in October.
Lady Best All Rounder (Betty Justin Cup) This trophy is awarded to the lady member with the highest average of average speeds in 10, 25 & 50 mile time trial events recorded up to and including the first weekend in October.
Junior Best All Rounder (Junior BAR Shield) This trophy is awarded to the member aged under 18 years with the highest average of average speeds in 10 & 25 mile time trial events recorded up to and including the first weekend in October.
Youth Best All-Rounder This trophy is awarded to the member aged under 16 years with the highest average of average speeds in 10 & 25 mile time trial events up to and including the first weekend in October.
Ladies ‘25’ Club Championship This trophy is awarded to the best placed lady rider in the Brian Weatherley event.
Fastest ‘50’ ('Special' Cup) This trophy is awarded to the best placed member in the club’s own annual ‘50’ open event.

‘25’ Championship (Brian Weatherley Bowl) This trophy is awarded to the best placed rider in the Brian Weatherley event.
Fastest ‘25’ (Sam Justin Cup) This trophy is awarded to the member with the fastest 25 mile result in an open event.
Novices ‘25’ (Hovis Cup) This trophy is awarded to the member who is the fastest novice in the annual ‘25’ Club Championship event, usually coinciding with the Brian Weatherley event. A ‘novice’ is a rider who has not competed in a 25 mile time trial in any previous year.
Fastest ‘50’ under 22yrs (Mac Morrison 50 Award) This award is presented annually to the rider, aged under 22 years, who is fastest at 50 miles (or 25 miles if no rider completes a 50) on a West DC course. Also, the winner and runner-up have their annual club subscriptions paid for the following year.
Hill Climb (Cycle Traders' Cup) This trophy is awarded to the fastest member in the club’s open hill climb event.
Classic League (Eric Ilott Cup) This trophy is awarded to the member who wins the Classic League, the season long handicap competition of club events with points awarded in each event.
BSCC Strava King of the Mountains This trophy is awarded to the member with the highest number of points accumulated in the monthly Strava segment challenge, which runs from January to November each year.
Hardrider (Bridgwater Cup) This trophy is awarded to the best placed club member in the West District Hardriders competition.
BSCC Strava Queen of the Mountains This trophy is awarded to the lady member with the highest number of points accumulated in the monthly Strava segment challenge, which runs from January to November each year.
Ladies Hardrider Shield This trophy is awarded to the best placed lady member in the West District Hardriders competition.

Ladies Open ‘25’ (Arthur Justin Cup) The Arthur Justin Cup is presented to the fastest lady in the annual open 25m time trial.
The Melbourne Cup This trophy is awarded to the lady with the most points at the end of each season wins the Cup. Points are awarded using on the rules below and the committee may change them for future years as experience of the competition is gained.
Participation points; for each completed event:
time trial – 30, 20, 10, 5, 3, 2, points for events of 24hr, 12hr, 100m, 50m, between 50m & 15m, 15m or less respectively
road race – 10 points
track meeting – 5 points
club run – 1 point
Performance points; for each completed event:
Time trials and track events decided by time – 5 points if you beat your time for the same event held last year. If the event was not ridden last year, achieve your best time for events of same distance held in the current and previous year.
Road races and track events decided by place – 5 points if you beat your place in the same event held last year. If the event was not ridden last year, achieve your best place for events of same type held in the current and previous year.
Audax – 5 points if you finish an event that is longer than any you finished in the current and previous year
The Charlie Cave Memorial Trophy This trophy is awarded to the veteran member (aged over 40) who achieves the best ‘plus on standard’ when comparing the average of five 25 mile times with the VTTA age standard times up to the first weekend in October. All events run under CTT rules and CTT approved courses are acceptable. To enter the competition members must notify the time trial secretary of their performances immediately after the closing date of the competition.
The K.M.D. Shield for Cyclo-Cross This trophy is awarded to the highest placed BSCC rider in the winter series western cyclo-cross. To qualify for the competition members must notify the cyclo-cross secretary of their performances immediately after the closing date of the competition.

Senior Road Race Championship (Cliff Haynes Memorial Trophy) The Championship is awarded to the member who accumulates the most points throughout the season (March to October). Points are awarded as follows: 1st 15 2nd 12 3rd 10 4th 8 5th 6 6th 5 7th 4 8th 3 9th 2 10th 1 Only the best four performances of a member count. In stage races only final general classification positions to count.
Junior Road Race Championship As for the Senior event above, but members qualify as Juniors up to the calendar year of their 18th birthday.
CC Cleaning & Caretaking Services Trophy This trophy is awarded to the member who achieves the best result in the club road race.
Les Cattell Cup This trophy is awarded to the member who achieves the best result in a nominated 10 mile time trial.
Milsom Memorial Trophy This trophy is awarded, at the discretion of the committee, to the member who demonstrates outstanding performance in long distance cycle events. The committee normally consider a single outstanding performance or a series of performances over the course of a season (1st Jan to 30th Sep). Also important is performance relative to a member’s ability rather than just outright performance.
Worthy examples are; completion of a first '24 hour', a novice achieving 240 miles in a '12 hour', completion of the Paris Brest Paris Randonneur event, etc.
Uphill / Downhill (The David Hill Memorial Trophy) This trophy is awarded to the member with the best aggregate result in the Uphill / Downhill competition; points are scored according to position in two events, an uphill time trial, and a downhill freewheel.
The Tourist Trophy This trophy is awarded to the member who accumulates the most points (1 point per 100k) in audax, sportive and other recognised touring events of 100k or more between 1st October and 30th September.

The Runs Book The Runs Book is awarded to the member who accumulates the most points on club runs between 1st October of one year and 30th September of the next. Anyone who completes the club run either with the Captain's group, the senior group or any other vice captain’s group gets 2 points. If a rider joins at coffee they get 1 point. If a rider does less than ¾ of the club run he/she gets 1 point. Scores are kept by the Club Captain.
The Bonk Hammer The Bonk Hammer Trophy is the club’s ‘wooden spoon’. It is awarded, at the discretion of its previous recipient (or in their absence, the Club Captain) to the member who displays instances of outstanding suffering on Bristol South club runs
Wills 75th Trophy This trophy is awarded annually to the member who, as judged by the committee, has given the most outstanding service to the club.
Open ‘50’ (Gold Flake Cup) This trophy is awarded to the winner of the club’s open ‘50’ time trial event.
Open ‘25’ (Charles Glenister Trophy) This trophy is awarded to the winner of the club’s open 25 mile time trial event.
Ernest Warbutton Olympic Trophy This trophy is awarded to the outright winner of the BSCC road race on the Bishop Sutton/Stowey/Clutton/Chelwood circuit.

Fastest ‘50’ ('Special' Cup) For many years the club ran an open ‘50’ and a separate 50 mile event just for club members with the ‘Special’ Cup being awarded to the winner of the closed event. Now the trophy is awarded to the fastest member in the annual ‘50’ open event.

The Charlie Cave Memorial Trophy This trophy is awarded to the veteran1 member who achieves the best ‘plus on standard’ when comparing the average of five 25 mile times with the VTTA age standard times. The competition runs from the 1st January until and including the first weekend in October. All events run under CTT rules and CTT approved courses are acceptable. Uphill / Downhill (The David Hill Memorial Trophy) David Hill was a member who served the club as both Chairman and Time Trial Secretary as well as being a keen cyclist. The David Hill Memorial Trophy was presented by his family when he died in 1993. The trophy is awarded to the member with the best aggregate result in the Uphill / Downhill competition; points are scored according to position in two events, an uphill time trial, and a downhill freewheel.

Les Cattell Cup This trophy commemorates Les Cattell, a member for over 50 years who was a star rider in the 1930s and 1940s. It is awarded to the member who achieves the best result in a nominated 10 mile time trial.

Milsom Memorial Trophy From 1928 to 1977 the Milsom Memorial Trophy was awarded for the Bristol to Taunton & Back competition (see Historic Competitions Section). In 1995 it was reallocated and is now given, at the discretion of the committee, to the member who demonstrates outstanding performance in long distance cycle events. The committee normally consider a single outstanding performance or a series of performances over the course of a season (1st Jan to 30th Sep). Also important is performance relative to members' ability rather than just out right performance.
Worthy examples are; completion of a first '24 hour', a novice achieving 240 miles in a '12 hour', completion of the Paris Brest Paris Randonneur event.

Open ‘50’ (Gold Flake Cup) The Gold Flake Cup is awarded to the winner of the club’s open ‘50’ event. In 1935 the committee instigated the Open 50 as there was not an event in the Bristol area at that distance. Bill Perry’s boss was a Mr Sherman whose son was a sports promoter. Following discussions contact was made with Wills by the sports promoter and they provided the Gold Flake Cup. The 50 is called the Jubilee 50 as the King was celebrating his jubilee at that time.

Record of Events 1893 The club was formed in April 1893, by a few enthusiastic cyclists who, having
formed a social alliance, were inspired to form themselves into a cycling club. A meeting was convened at Heaven's Coffee Tavern, Hill Avenue, Bedminster. It was at first suggested to name the club W.D.& H.O. Wills Cycling Club. However, amongst the original members, there were friends who were not employed by the firm, therefore, perhaps with a thought of the days to come, it was decided that the club be known as the Bristol South Cycling Club. The original members and founders of the club were: Messrs. A G Justin (chairman), T Edwards (captain), C F Manns (treasurer), W Morgan (bugler), C Hazelwood, F Budd, G Jones, R Alden, W Greening, J King (vice-captain), W H Lewis and A S Sheppard (secretary). The Bugler let it be said was an important person in the club life in the early eighteen nineties. The first run after the club was formed was to Bath, on the 29th April 1893. Saturday social runs and holiday tours were a great feature of Club life
1894 - 96
The club joined the National Cyclists Union. Racing came to the club through an amusing incident; arriving at Wells early in the day on a Whit Monday holiday tour, members decided to have a try out on the track. Some gave up the idea but R Alden and W Greening decided to race, whereupon they dismantled their roadster bicycles of mudguards, brakes, etc. R Alden (Bobby) won his heat in the half-mile race and to the amazement and delight of the club won the final. After the initial attempt a few members, Bobby in particular, took up serious racing with considerable success. R Alden became the first Club Champion in 1896. The first race run by the club was in 1894 from Horfield Barracks to Gloucester and back, won by W Greening.
For some seasons the club, in conjunction with the Bristol Harriers ran a series of sports meetings at Eastville and at St. John's Lane on the ground of the Bristol South End FC (which become Messrs E S & A Robinson's Athletic Ground and has now changed its name again).
1914 - 19
During the war years the club was kept in being by older members and was reorganised in 1920.

The club was to the fore in every type of cycling activity. The Frampton Memorial Shield was won outright and re-presented to the NCU for further competition. The club was the founder club of the Western Time Trials Association whilst the annual Evening Track Sports became a popular feature in Bristol fixtures. With the advent of youth hostelling, many members became strong supporters of this form of touring.
1939 – 45
The club carried on a skeleton time trial and social programme during the war years.
1946 The club reorganised and admitted ladies for the first time. In this year E E Ilott won the half mile National Grass Championship at the County Ground.
1947 The post-war years saw a rapid revival of the club and by the end of the 1947 season the membership and social activities were setting up new records. It was in this year that the club celebrated its golden jubilee since the war prevented it being recognised on time in 1943.
1948 The club promoted the National Hill Climb Championship at Weston Hill, Bath, and the season was concluded successfully by the club's Golden Jubilee Dinner, which was attended by the Lord Mayor and Lady Mayoress of Bristol.
1951 The club promoted its second National Championship - the Ladies 25 miles time trial on the Bridgwater Flats.
1946 - 59
Between 1946 and 1959 a great deal of controversy developed between the British League of Racing Cyclists (BLRC) and the National Cyclists Union (NCU) over the rise of mass start racing. This rivalry continued until the formation of the British Cycling Federation (BCF) in 1959. During this period the club took a full part in the development of both lines of the sport.
1953 & 55
New figures were set in the club's open promotions for the National men's and women's Competition Records.
1961 One of the club's riders, Chris Holloway had the distinction of attaining third position in the National BBAR competition and backed up by John Kempe and Jeff Fry, the club were placed first in the National Team Competition.
1966 Mrs B Body became the first member chosen to represent Great Britain in the World Championships held on the famous Nuremburg Ring, Germany.

1967 The club promoted the first time trial in the U.K. for professional riders in 1967, when a separate Bristol to Weston event was provided for this category.
1972 The club promoted the Men’s 25mile National Championship won by Alf Engers in 53:40.
1979 M. Noble rode the Junior World Cyclo Cross Championships in 1979 and in the same year Allen Janes was the first rider ever to ride a low profile bike in a time trial.
1982 The club promoted yet again, the Men’s National 25 mile Championship on the Gloucester Road that was won by Dave Lloyd, Manchester Whs in 53:34.
1987 Matthew Bristow set the Juvenile 10 miles competition record in the West DC GHS Final on the U4 in 20:26. During the same year Rod Collins, at his first attempt at the distance was 2nd in the 24 hour National Championship covering 483.104 miles.
1988 From 1988 to 1991, life member Dave Galley became the club sponsor. Club members competed in club colours carrying the Galley logo, and the legend 'Dave Galley & Son'.
1992 The club adopted a new patterned racing strip that retained the original club colours of red and gold.
1993 The club celebrated its centenary with several events during the year:
- It promoted the 100 mile National Championship on the Gloucester Road which was won by Gethin Butler in 3hr 44min 45sec
- The centenary dinner was held at the Kingswood Civic Centre with Ted King, President of the CTC, as the guest of honour
- The first club run from Bristol to Bath was re-enacted along the railway cycle track in association with the Veteran Cycle Club
- A celebratory club run to Malmesbury took place, where the riders stopped for lunch.
2005 Dave Keene won the World Trike Championship.

2006 A celebratory luncheon was held to recognise the long term membership of ten club members, each with over 50 years of continuous membership; they were Les Cattell, Len and Alice Beak, George Keene, Dave Galley, John Kempe, Pete Baldwin, Brian Boyd, Jeff Fry, Allen Janes. Dave Keene retained the World Trike championship and broke the national trike competition record for 100ml (4hr 0min 1sec).
2007 The National Hill Climb Championship was held in Cheddar Gorge with Dave Keene as the event organiser.
2008 Dave Keene won the World Trike Championship – again!

Of Bristol’s many pre-World War 1 cycling clubs only Bristol South CC remains and it is one of the oldest cycling clubs in the country. All the club’s collection of archives are now held at the Bristol Record Office at B Bond Warehouse, Smeaton Road, Bristol BS1 6XN. The collection contains minutes, accounts, correspondence, newspaper cuttings, membership records and start and result sheets. The documents date from the 1890s to the 1990s.
