Introduction

GIZ – Proklima, November 2012

In order to support the increasing use of flammablerefrigerants in room air- conditioners clients requirethat refrigeration equipment is designed, installed, commissioned/decommissioned, maintained and serviced,

to required standards, in a safe and environmentally friendly manner.

Involved Personnel

Involved personnel dealing with HC applications (generallyflammable refrigerants)

> from their conception to destruction <need to have knowledge and the required skills to apply bestpractices including strategic risk assessment schemes to putthese products on the market.

The scope of training is related to the actual workresponsibilities of employers, constructors, observers, manufacturing lines assemblers, sales staff, installationcompanies or workshop owners and practical service engineersand technicians in the field.

Personal Job Competences Verification

A person shall be deemed competent if it can be demonstrated that he is capable of carrying out the activities required.

The person shall demonstrate a level of predefined competence of theoretical and/or practical ability as necessary for the activity in question.

The competence of a person shall be assessed preferably by an approved organisation.

The certification of competence shall be as required by national regulations. If no national regulations or procedures exist, the overview of assessment set as per EN 13313 can be used.

ATEX (Abbreviation ATmosphère Explosive)is the name commonly given to the legal requirements for controllingexplosive atmospheres and the suitability of equipment and protectivesystems used in them. Best servicing practices should follow theprinciples of ATEX with regard to area classification and avoidance ofsources of ignition.

Benefits of Authorisation Scheme • Improving the standards of installation, service and maintenance

for RAC equipment, creating higher efficiency and lower energy consumption (emissions)

• The RAC equipment is reliable and it’s economic live is prolonged

• End-users are more satisfied because of lower costs and no need for additional repairs and/or early replacement

• There will be a marked for educated technicians applying better service practices

• Receiving a register of competent companies and technicians and sustainable information about the consumed refrigerants
