1 The Plainview ISD Board of Trustees met in their regular meeting on February 15, 2018 at the Education Complex Board Room, 2411 Yonkers, Plainview, TX 79072. Call to Order The meeting was called to order by Board President Bryan Wood at 6:02 p.m. Quorum Determination Trustees in attendance were Sylvia De La Garza, Cheryl Dickerson, Robert Rivera, Adam Soto, Ron Warren, and Bryan Wood. Brandon Brownlee was absent. Invocation and Pledge of Allegiance to the Flags Invocation was offered by Greg Brown. Sylvia De La Garza led the pledge to the flags of the United States of America and the State of Texas. Business Item 1. David Thompson and Dr. Mike Moses of the superintendent search firm, Thompson and Horton, gave the Board a possible timeline for the search for a new superintendent. Several rounds of interviews will follow along with background checks and site visits (if desired). A lone candidate may be identified as early as April 9. The Plainview ISD Board of Trustees met in their regular meeting on February 15, 2018 at the Education Complex Board Room, 2411 Yonkers, Plainview, TX 79072.

Call to Order

The meeting was called to order by Board President Bryan Wood at 6:02 p.m.

Quorum Determination

Business Item

NOTE: Robert Rivera was called out on an emergency at 7:10 p.m. while the Board was in closed session.

Presentations / Reports

2016-2017 Annual Report Robin Salazar, Director for Assessment & Accountability Services, presented the 2016-2017 Annual Report. The report has seven components:

1. 2015-16 Texas Academic Performance Report (TAPR) for the District and each Campus in the District

2. PEIMS Financial Standard Report 3. 2015-16 District Accreditation Status 4. Campus Performance Objectives 5. Report on Violent or Criminal Incidents on 6. Student Performance in Postsecondary Institutions for each High School Campus in the

District 7. 2015-16 TAPR Glossary

Information included on the report is also made available on the district website under Assessment & Accountability.

The Public Hearing on the 2016-17 Annual Report / TAPR Report opened at 7:58 p.m.

2. Approval for running track improvements

After reviewing the condition of the running track and finding issues with cracking, Mark Ball with Hellas Construction recommended that the existing asphalt be removed. The stone base on the track would then be reconditioned and re-graded. Curbing would be added to make the track more consistent and the ends re-graded to provide a smooth transition. The proposed cost is $194,595. Motion to approve the running track improvements as listed was made by Adam Soto, seconded by Ron Warren and unanimously carried 5-0.

3. Approval of an Interlocal Agreement to participate in the 2018-2019 West Texas Food

Service Cooperative.

Dr. Ricardo Garcia, Executive Director of Ancillary Services requested approval for an interlocal agreement between the ESC 17 and Plainview ISD. The agreement will allow the district to participate in any area of the West Texas Food Service Cooperative for the 2018-2019 agreement year. Participation will be through July 31, 2019. The District will utilize participation in the Commodity Processing portion of the agreement. There is no cost to the district in joining the cooperative.

Motion to approve the interlocal agreement to participate in the 2018-2019 West Texas Food Service Cooperative was made by Cheryl Dickerson, seconded by Adam Soto, and unanimously carried 5-0.

4. Approval of Interim Assignment of Campus Principal for Thunderbird Elementary Brandy Merrick, Executive Director for Human Resource Services, recommended hiring Janie Cooper as interim principal at Thunderbird Elementary. Mrs. Cooper received her degrees - Bachelor of Science and Master of Education – from Wayland Baptist University. She has been a teacher/coach, dean, principal, and district administrator during her 36-year career in education. Since her retirement in 2010, she has continued to work as an educational consultant, focusing on new teacher training and support, school leadership development and school improvement. Trained by TEA, she has successfully worked with “Improvement Required” campuses including Thunderbird Elementary, providing support to affect positive change and student achievement gains.

Motion to approve the recommendation of Janie Cooper as interim principal at Thunderbird Elementary was made by Ron Warren, seconded by Sylvia De La Garza and unanimously carried 5-0.

5. Approval of the 2018-2019 Instructional Calendar

Robin Salazar, Director for Accountability and Assessment, asked approval for the proposed 2018-2019 Instructional Calendar. She explained that the calendar was created with an instructional focus and the needs of the community as priorities. It was posted on the district website for comment and taken to the Educational Improvement Council (EIC) for consideration. EIC has recommended approval of calendar Draft #1. Draft #1 was chosen by 56% of those responding to the calendar survey, Draft #2 (38%) and Draft #3 (7%)

Motion to adopt the proposed 2018-2019 Instructional Calendar was made by Sylvia De La Garza seconded by Adam Soto and unanimously carried 5-0.

6. Approval of Joint Election Resolution and Agreement with the City of Plainview

Greg Brown, Executive Director for Administrative Services explained that in accordance with Texas Education Code 11.059 and Board policy BBB (LOCAL), Trustees for the Plainview Independent School District are to be elected to serve four-year terms. The Texas Education Code 11.0581 requires that a joint election be held on either the same date as the municipality’s election or the general election. A general election is to be held on Saturday, May 5, 2018 to elect four trustees, Places 2, 3, 4, and 5, whose terms will expire in 2022. Motion to approve a Joint Election Resolution and Agreement with the city of Plainview was made by Adam Soto, seconded by Ron Warren and unanimously carried 5-0.

Motion to approve the following items on the consensus agenda was made Sylvia De La Garza, seconded by Adam Soto, and unanimously carried 5-0.

1. Approval of the minutes of the Regular Meeting on January 18, 2018; the Special Called
