INITIATIVE TO REFORM THE PENAL CODE
OF THE STATE OF BAJA CALIFORNIA
The crime of ECOCIDE is to be recognized and, with it, establishes
tougher sentences in such a way, that done intentionally, those
who cause severe damage to the environment by emitting
contaminants, undertaking risky activities or affecting natural
resources can face up to 12 years in prison.
Furthermore, civil servants seen to be involved in criminal acts, directly or
indirectly, will be disqualified from holding any government position.
REFORM OF THE ENVIRONMENTAL PROTECTION LAW OF THE STATE OF BAJA CALIFORNIA
The Environmental Protection Secretary must publish those results at least every two weeks on its webpage.
The Government will be required to monitor the quality of the water
on our coasts and rivers, as well as the air quality in the cities of
the state.
Transforming the Border and Immigration Affairs
Commission into a
BINATIONAL AFFAIRS COMMITTEE
More relevance and legislative involvement on issues like:
o the Environment,
o Public Safety,
o Commerce,
o and Mobility.
VOTING ABROAD
This will allow, in the next state election, the vote of the citizens of Baja California
who reside out of the country in order to:
o Modernize and strengthen our democracy
o Abate low voter participation
o Involve people from Baja California that live in California and abroad.

LAW
• The process of metropolitization has notbeen accompanied by a legal framework thatpermits the designing and application ofefficient planning and coordinationinstruments.
• In May of 2017 “The Challenges ofMetropolitan Development” was held whichgave the result, in March of 2018, of thepresenting of the bill to reform articles 27,83 and 84 of the Constitution of the state ofBaja California.

Council
• The Metropolitan Coordination Board: It is an intercity political
coordination body made up of the corresponding mayors and the
state governor. The board has a technical secretary that
performs executive functions and is the director of the
corresponding institute. The presidency of the board rotates
among the city mayors.
• The Metropolitan Planning Institute: It is a decentralized public,
intercity agency whose objective is to coordinate the planning of
the metropolitan area and technically supports the Metropolitan
Coordination Board. It is lead by a director and made up of
administrative units that establish the corresponding statutes.
• Metropolitan Citizen Council: It is an intercity consulting body
with citizen involvement, being honorary. It is made up of citizen
representatives of the HOAs and other civil associations,
professional and academic.
• Planning Advisory Council: It is a collegiate body made up of
the representatives of the municipal government in the
Metropolitan area, of the state government, of the Metroploitan
Planning Institute or other agencies and entities of the federal
government, national or international, including amongst
intercities. He always gives technical support, to the instances of
the Metropolitan Planning Institute in planning, promotion and
metropolitan management of the development. Legally forming in
the institutional link and orchestrating the execution of the
Metropolitan policy.
